PRESENTER BIOGRAPHIES 2020 National Government Ethics Summit Kristen Albrittain National Archives and Records Administration Kristen is a member of the National Archives and Records Administration's Social Media Team in the Office of the Chief of Staff. She has been with NARA since 2007 and specializes in policy, terms of service agreement negotiations, corporate records management, and general troubleshooting for social media. (Alex) Alexander has been an attorney/adviser with the Department of State’s ethics office since 2009. Prior to joining the Department’s Legal Adviser’s Office, Alex was with the Air Force General Counsel’s Office where she was the Director of the Air Force Ethics Office. In that position she led the Air Force’s ethics program with its global reach of over 450,000 personnel and provided ethics advice to the Air Force’s senior leaders. Prior to serving as the Director of the Air Force Ethics Office, Alex worked for the United States Agency for International Development where she litigated employment cases, provided ethics advice, and advised USAID’s Office of Military Affairs on interagency cooperation with the Department of Defense. She also served as a Senior Trial Attorney at the Government Accountability Office’s Personnel Appeals Board where she investigated and litigated discrimination, Hatch Act, and prohibited personnel practice cases. She was an active duty Air Force JAG Corp officer for 10 years and served an additional 16 years in the JAG Air Force Reserves. -

French Prime Minister Dominique de Villepin went so far as to identify "[t]he Danone Group [as] one of the jewels of Laws and National French industry" and promised "to defend the interests of France"1 against the potential threatening acquisition by PepsiCo. Security: Lessons Subsequently, and notwithstanding existing mechanisms for review- ing certain foreign investments affecting security interests, the from Exon-Florio French government announced that it would establish a list of "strategic industries" to be shielded from foreign investment. Marchick Leaving aside the merits of any claims about the strategic signifi- cance of yogurt - which, as it turned out, did not make it on the French government's list of strategic industries to be shielded from foreign ownership - the French reaction to the potential PepsiCo acquisition was not unusual or, for that matter, unexpected. Most every country provides certain sector-based limitations on foreign ownership, but often these limitations are narrowly defined to focus on particularly sensitive domestic industries. Over the last year, however, a number of countries have begun to reevaluate their laws governing permissible foreign direct investments ("FDI") and to con- sider proposals that would impose tighter national security-based Mark E. Plotkin restrictions on FDI and/or define such restrictions in broader eco- nomic and strategic terms. China's Economic and Trade Relations
Center on Japanese Economy and Business China’s Economic and Trade Relations April 2012 erit E. Janow, Professor in the Practice of International Economic Law and International Affairs and Director of the Program in International Finance and Economic Policy at Columbia’s School of Inter- Mnational and Public Affairs, hosted an off-the-record, high-level conference on China’s economic and trade relations on November 10, 2011. The purpose of this interdisciplinary conference was to bring together a group of leading academic experts, practitioners, policymakers, and business executives to analyze and discuss certain key areas of both economic tension and potential economic opportunity between China and, particularly, developed economies. The conference focused on four areas: international trade, investment, capital markets, and technology and innovation. These areas were selected because they can be expected to present opportuni- ties for commercial collaboration and economic growth in the years ahead. Participants were invited to identify concrete steps that could be taken in each area and to be bold and constructive. The event was held in a round- table format to encourage discussion. Each topic began with four presenters making short speeches, followed by a discussion. China’s Economic and Trade Relations April 2012 can be used effectively. It was noted, for example, that the WTO process is lengthy and there are times when it is simply faster to try to negotiate a solution than litigate one. There are also market access problems that are not fully covered by the rules of the WTO. It appears that there are instances when the Appellate Body has so many cases under way simultane- ously that it has had to put off accepting any further cases. -

During the day, the President had an intelligence briefing. January 2 In the morning, the President, Mrs. Obama, and their daughters Malia and Sasha traveled to Bellows Air Force Station in Waimanalo, HI. Later, they returned to their vacation residence in Kailua, HI, arriving in the afternoon. In the afternoon, the President and his daughters Malia and Sasha traveled Honolulu, HI, where they visited his sister Maya Soetoro-Ng. Then, they and Ms. Soetoro-Ng's daughters Suhaila and Savita Ng traveled to the National Memorial Cemetery of the Pacific. Then, they traveled to the East-West Center. Later, they visited the Honolulu Zoo. Then, the President and his daughters returned to their vacation residence in Kailua, arriving in the evening. In the evening, the President, Mrs. Obama, and their daughters Malia and Sasha returned to Washington, DC, arriving the following afternoon. During the day, the President had an intelligence briefing. The President declared an emergency in Missouri and ordered Federal aid to supplement State and local response efforts in the area affected by severe storms, tornadoes, straight-line winds, and flooding beginning December 22, 2015, and continuing. -
