(05 JUN 2021) 1. LAPORAN HARIAN A. Kes Baharu COVID-19. Sarawak M Kenyataan Media JPBN Bil 156/2021 JAWATANKUASA PENGURUSAN BENCANA NEGERI SARAWAK KENYATAAN MEDIA (05 JUN 2021) 1. LAPORAN HARIAN A. Kes Baharu COVID-19. Sarawak mencatatkan 651 kes baharu COVID-19 hari ini. Sejumlah 331 atau 50.84 peratus daripada jumlah kes ini telah dikesan di Daerah Kuching, Sibu, Sebauh dan Miri. Daerah-daerah yang merekodkan kes pada hari ini ialah Daerah Kuching (146), Sibu (75), Sebauh (57), Miri (53), Meradong (36), Subis (35), Bintulu (30), Dalat (24), Kapit (22), Pakan (21), Bau (20), Asajaya (20), Serian (15), Tatau (15), Samarahan (13), Song (11), Sri Aman (9), Sarikei (9), Kabong (7), Telang Usan (6), Tebedu (5), Lubok Antu (4), Pusa (3), Betong (3), Selangau (3), Mukah (3), Bukit Mabong (2), Kanowit (2), Lundu (1) dan Saratok (1). Ini menjadikan jumlah keseluruhan kes meningkat kepada 50,571. Daripada 651 kes baharu yang dilaporkan, seramai 62 orang telah menunjukkan tanda dan mengalami gejala jangkitan COVID-19 semasa saringan dijalankan. 1 Kenyataan Media JPBN Bil 156/2021 Manakala, seramai 524 orang kes atau yang dikesan adalah terdiri daripada individu yang telah diberikan arahan perintah kuarantin. Secara ringkas kes-kes ini terdiri daripada; • 404 kes merupakan saringan individu yang mempunyai kontak kepada kes positif COVID-19 (kes tidak bergejala); • 118 kes merupakan saringan individu dalam kluster aktif sedia ada (kes tidak bergejala); • 65 kes merupakan lain-lain saringan di fasiliti kesihatan (kes tidak bergejala); • 62 kes merupakan saringan individu bergejala di fasiliti kesihatan; • 2 kes melibatkan individu yang balik dari negeri-negeri lain di dalam Malaysia (Import B) (kes tidak bergejala). B. Kes Kematian Covid-19 Baharu. Hari ini terdapat DUA (2) kes kematian baharu melibatkan jangkitan COVID-19 dilaporkan. Ini menjadikan jumlah kematian akibat jangkitan COVID-19 telah meningkat kepada seramai 318 orang. I. Kes Kematian Ke-317. Kes kematian ke-317 adalah kes ke-47,772 melibatkan seorang perempuan warga tempatan (Sarawak) berumur 62 tahun yang mulai mengalami kesukaran pernafasan sehari sebelum mendapatkan rawatan di klinik kesihatan. 2 Kenyataan Media JPBN Bil 156/2021 Kes didapati tidak sedarkan diri dalam perjalanan ke klinik kesihatan. Kes tidak mempunyai tanda bernyawa apabila tiba di klinik kesihatan berkenaan oleh pasukan perubatan. Kes disahkan meninggal dunia pada 30 Mei 2021. Kes dibawa ke Hospital Miri untuk siasatan selanjutnya oleh pasukan forensik. Swab bagi saringan COVID-19 dengan RT-PCR pada 30 Mei 2021 disahkan positif. Kes mempunyai ko-morbid penyakit darah tinggi dan dyslipidemia. II. Kes Kematian Ke-318. Kes kematian ke-318 adalah kes ke-42,519 melibatkan seorang perempuan warga tempatan (Sarawak) berumur 65 tahun yang telah mendapatkan rawatan di Hospital Miri kerana mengalami kesesakan pernafasan. Kes mulai mengalami gejala batuk dan kesukaran pernafasan sejak tiga (3) hari yang lalu. Swab bagi ujian saringan COVID-19 dengan RT-PCR pada 23 Mei 2021 disahkan positif. Keadaan kesihatan kes semakin merosot dan disahkan meninggal dunia pada 03 Jun 2021. Kes mempunyai ko-morbid penyakit darah tinggi. Jawatankuasa Pengurusan Bencana Negeri Sarawak mengucapkan ucapan TakZiah kepada semua ahli keluarga mangsa. 3 Kenyataan Media JPBN Bil 156/2021 C. Status Kes COVID-19 Di Dalam Wad Hospital Dan Masih Di PKRC. Hari ini terdapat 440 kes baharu yang telah pulih dan dibenarkan discaj pada hari ini iaitu: • 79 kes dari Hospital Miri dan PKRC di bawah Hospital Miri; • 78 kes dari Hospital Bintulu dan PKRC di bawah Hospital Bintulu; • 67 kes dari Hospital Kapit dan PKRC di bawah Hospital Kapit; • 63 kes dari Hospital Umum Sarawak dan PKRC di bawah Hospital Umum; • 49 kes dari Hospital Sibu dan PKRC di di bawah Hospital Sibu; • 44 kes dari Hospital Sarikei dan PKRC di bawah Hospital Sarikei; • 18 kes dari PKRC Betong; • 13 kes dari Hospital dan PKRC Sri Aman; • 11 kes dari PKRC Mukah; • 10 kes dari PKRC Lawas; • 7 kes dari PKRC Serian; dan • 1 kes dari Hospital Limbang. Ini menjadikan jumlah keseluruhan kes positif COVID-19 yang telah pulih atau dibenarkan discaj setakat hari ini adalah seramai 41,404 orang atau 81.87% dari jumlah keseluruhan kes COVID-19 di Sarawak. Jumlah kes aktif yang masih mendapat rawatan dan diasingkan di PKRC dan wad hospital mengikut hospital rujukan adalah seramai 8,736 orang. 4 Kenyataan Media JPBN Bil 156/2021 Manakala, 651 PUI baharu telah dilaporkan dan tiada PUI yang menunggu keputusan ujian makmal. D. Kluster Baharu [Empat (4) Kluster Baharu]. Jabatan Kesihatan Negeri Sarawak telah mengisytiharkan empat (4) kluster baharu iaitu masing-masing satu di daerah Meradong, Sri Aman, Miri dan Bintulu. Ringkasan kluster–kluster tersebut adalah seperti berikut: I. Kluster Skim B, Meradong. Kluster Skim B merupakan satu kluster komuniti yang dikesan melibatkan sebuah rumah panjang di Skim B, dalam daerah Meradong yang berpunca dari aktiviti penyembelihan dan pemotongan daging khinzir secara gotong-royong pada 27 Mei 2021 di rumah panjang berkenaan bagi persediaan sambutan Hari Gawai. Sejumlah 78 individu telah disaring di mana: • 28 kes telah dikesan positif COVID-19 termasuk kes indeks; • 45 kes didapati negatif; dan • 5 kes masih menunggu keputusan makmal. Kesemua kes positif COVID-19 ini telah dirujuk ke Hospital Sarikei dan dimasukkan ke Hospital Sarikei dan PKRC di Daerah Sarikei bagi tujuan pengasingan dan rawatan lanjut. 5 Kenyataan Media JPBN Bil 156/2021 II. Kluster Banting, Sri Aman Kluster Banting merupakan satu kluster komuniti yang dikesan melibatkan lima (5) buah rumah panjang di Banting dan sebuah (1) rumah panjang di Kerepok di mana kedua-dua rumah panjang ini terletak di kawasan Lingga, Sri Aman yang berpunca dari aktiviti sembahyang 40 hari yang diadakan pada 22 Mei 2021 di rumah panjang berkenaan yang turut dihadiri oleh beberapa orang penduduk dari rumah panjang berdekatan. Sejumlah 262 individu telah disaring di mana: • 59 kes telah dikesan positif COVID-19 termasuk kes indeks; • 155 kes didapati negatif; dan • 48 kes masih menunggu keputusan makmal. Kesemua kes positif COVID-19 ini telah dirujuk ke Hospital Umum Sarawak dan Hospital Sri Aman serta dimasukkan ke Hospital Umum Sarawak, Hospital Sri Aman dan PKRC di Daerah Sri Aman bagi tujuan pengasingan dan rawatan lanjut. III. Kluster Ijus Pengelayan, Miri Kluster Ijus Pengelayan merupakan satu kluster komuniti yang dikesan melibatkan sebuah syarikat perkapalan di Kuala Baram dan telah merebak ke sebuah rumah panjang di Kejaman, Baram, Marudi yang berpunca dari aktiviti Gawai Antu yang berlangsung pada 15 Mei 2021 di rumah panjang tersebut. Sejumlah 163 individu telah disaring di mana: 6 Kenyataan Media JPBN Bil 156/2021 • 55 kes telah dikesan positif COVID-19 termasuk kes indeks; • 100 kes didapati negatif; dan • 8 kes masih menunggu keputusan makmal. Kesemua kes positif COVID-19 ini telah dirujuk ke Hospital Miri dan dimasukkan ke Hospital Miri dan PKRC di Daerah Miri bagi tujuan pengasingan dan rawatan lanjut. IV. Kluster Jalan Kampung Yoh, Sebauh Kluster Jalan Kampung Yoh merupakan satu kluster di tempat kerja yang dikesan melibatkan sebuah syarikat pembinaan yang membekalkan konkrit yang terletak di tapak kerja di simpang Jalan Kampung Yoh, Batu 38, Jalan Bintulu-Miri, Sebauh yang telah merebak melalui kontak sosial dalam kalangan pekerja di tapak binaan tersebut. Sejumlah 83 individu telah disaring di mana: • 58 kes telah dikesan positif COVID-19 termasuk kes indeks; • 13 kes didapati negatif; dan • 12 kes masih menunggu keputusan makmal. Kesemua kes positif COVID-19 ini telah dirujuk ke Hospital Bintulu dan dimasukkan ke Hospital Bintulu dan PKRC di Daerah Bintulu bagi tujuan pengasingan dan rawatan lanjut. 7 Kenyataan Media JPBN Bil 156/2021 E. Kluster Tamat [Satu (1) Kluster Tamat]. Jabatan Kesihatan Negeri Sarawak telah mengisytiharkan satu (1) kluster tamat iaitu Kluster Jelalong, Sebauh setelah tiada kes baharu dikesan atau dilaporkan dalam tempoh 28 hari melibatkan kluster ini F. Kluster Yang Masih Aktif. Jumlah kluster yang masih aktif adalah sebanyak 80 kluster. Sebanyak 16 kluster telah merekodkan 119 penambahan kes baharu manakala 64 kluster tidak merekodkan penambahan kes. G. Ringkasan Kes Mengikut Daerah Di Sarawak. Hari ini daerah Telang Usan telah bertukar ke status Kuning daripada status Hijau setelah mencatatkan sembilan (9) kes jangkitan tempatan dalam tempoh 14 hari yang lepas. Ini menjadikan jumlah daerah berstatus Kuning meningkat kepada tujuh (7) daerah dan tiada daerah berstatus Hijau. Daerah Kabong dan Sebauh pula telah bertukar ke status Merah daripada status Jingga setelah merekodkan sejumlah kes melebihi 40 kes jangkitan tempatan dalam tempoh 14 hari yang lepas. Ini menjadikan jumlah daerah berstatus Merah meningkat kepada 30 daerah dan daerah berstatus Jingga berkurang kepada tiga (3) daerah. 8 Kenyataan Media JPBN Bil 156/2021 2. LAPORAN NOTIS KOMPAUN Pihak PDRM telah mengeluarkan sebanyak 39 kompaun di daerah Kuching (12), Bintulu (6), Miri (6), Sibu (6), Julau (3), Kapit (2), Serian (1), Betong (1), Mukah (1) dan Lawas (1) kerana telah melanggar SOP seperti berikut: i. Berada di tempat awam melebihi masa ditetapkan (17) ii. Membawa penumpang melebihi had yang dibenarkan (10) iii. Tidak mengimbas MySejahtera/Membuka premis bukan essential (9) iv. Tidak memakai pelitup muka (1) v. Rentas daerah tanpa surat kebenaran (1) vi. Memotong gelang tangan kuarantin tanpa kebenaran KKM (1) Ini menjadikan jumlah keseluruhan kompaun yang telah dikeluarkan sejak 18 Mac 2020 hingga hari ini sebanyak 7,192 kompaun. Ini menjadikan jumlah keseluruhan kes meningkat kepada 65,395. 1 Kenyataan Media JPBN Bil 182/2021 Daripada 544 kes baharu yang dilaporkan, seramai 74 orang telah menunjukkan tanda dan mengalami gejala jangkitan COVID-19 semasa saringan dijalankan. Manakala, seramai 464 orang kes atau yang dikesan adalah terdiri daripada individu yang telah diberikan arahan perintah kuarantin. Secara ringkas kes-kes ini terdiri daripada: • 334 kes merupakan saringan individu yang mempunyai kontak kepada kes positif COVID-19 (43 kes bergejala); • 125 kes merupakan saringan individu dalam kluster aktif sedia ada (kes tidak bergejala); • 52 kes merupakan lain-lain saringan di fasiliti kesihatan (3 kes bergejala); • 28 kes merupakan saringan individu bergejala di fasiliti kesihatan; • 3 kes melibatkan individu yang balik dari negeri-negeri lain di dalam Malaysia (Import B) (kes tidak bergejala); • 2 kes melibatkan individu yang balik dari luar negara (Import A) iaitu dari Indonesia (kes tidak bergejala).

A survey of 200 respondents in the Song district was conducted. To determine the objective eth- nolinguistic vitality, a structural analysis was performed on their sociolinguistic backgrounds. The results show the Iban language dominates in family, friend- ship, transactions, religious, employment, and education domains. The language use patterns show functional differentiation into the Iban language as the “low language” and Malay as the “high language”. The respondents have positive at- titudes towards the Iban language. The dimensions of language attitudes that are strongly positive are use of the Iban language, Iban identity, and intergenera- tional transmission of the Iban language. The marginally positive dimensions are instrumental use of the Iban language, social status of Iban speakers, and prestige value of the Iban language. Inferential statistical tests show that language atti- tudes are influenced by education level. However, language attitudes and useof the Iban language are not significantly correlated. By viewing language use and attitudes from the perspective of ethnolinguistic vitality, this study has revealed that a numerically dominant group assumed to be safe from language shift has only medium vitality, based on both objective and subjective evaluation.

The success of road construction on soft soils relies on various important factors such as proper planning, analysis, design, construction, control and supervision. For Engineers, the primary boundary conditions are the stability and allowable settlement in terms of serviceability limits both as a function of time. Our current observation reveals that many of the road embankments and culvert foundation failures are associated with geotechnical factors. Majority of these failures are still repeating and quite identical / similar in nature that they are caused by failure to comply with one or a combination of the above factors. This paper presents some of the case histories of the road embankment construction closely related to the geotechnical factors investigated by the Author. Lastly, some simple guidelines on Method of Treatment, Cost and Design Principle to prevent future embankment failures related to geotechnical factors on soft ground are presented. INTRODUCTION Sarawak has approximately 1.7 million ha of tropical peat that covers 13% of the total land area (12.4 million ha.). It is the largest area of peatland in Malaysia. It constitutes nearly 63% of the total peatland of the country. More than 80% of the peats are more than 2.5 m depth.

    Lighting Up Rural Sarawak In 2009, the overall state domestic coverage was 79% with rural population electricity coverage at only 56%. Today, the rural population electricity coverage is about 90%, increasing the overall coverage to about 95%. This rapid growth was made possible due to the concerted effort, cooperation and commitment to provide electricity to all Sarawakians by the relevant agencies. The Ministry of Utilities Sarawak (MoU), in collaboration with Sarawak Energy, is aiming to connect more than 30,000 remaining rural households towards achieving full electrification by 2025. Almost half of Sarawak’s population is rural-based, living in townships, bazaars, villages and longhouses spread across the state’s vast geographical landscape, winding rivers, dense rainforests and rugged terrain. The State Government’s vision is to ensure all rural communities including the most remote and inaccessible upriver communities are connected to constant 24-hour electricity supply. The focus of rural electrification is to extend the grid to reachable areas while standalone Sarawak’s vast geographical landscape includes winding rivers, dense rainforests and rugged terrain systems employing alternative electricity sources are used for regions too remote for grid connection so communities can do away with expensive and noisy diesel generators. Rural electrification in Malaysia began to accelerate in 2009 when it was made a National Key Result Area (NKRA) by the Federal Government. In Sarawak, RM3.5bil has been spent under the Rural Electrification Scheme (RES) to electrify approximately 102,000 households up to 2016 and 110,000 households in about 4,000 scattered villages as of September 2017. Penelitian telah menemukan tiga varian Melayu di kawasan ini, iaitu: (1) Dialek Melayu Sarawak (DMS); (2) Dialek Melayu Brunei (DMB); dan, (3) Bahasa Melayu Baram (BMB). Dari segi ciri linguistik, DMS di Lembah Baram dikenalpasti sama seperti golongan DMS lain di Sarawak, misalnya DMS Rejang, Saribas dan Kuching. DMB pula adalah kategori Subdialek Melayu Brunei yang memperlihatkan sistem tiga vokal. Makalah ini turut mengulas kajian Needham (1958) tentang BMB. Bahasa ini bersifat bahasa Pasar dan digunakan oleh suku-suku bumiputera bukan penutur dialek Melayu di sekitar Lembah Baram. Kata kunci: Dialek Melayu, dialek Melayu Brunei, Bahasa Melayu Baram, lembah Baram ABSTRACT This paper attempt to study the Malay dialects spoke in Baram River, Northern Sarawak. Three Malay dialects have been revealed in this area, namely (1) the Sarawak Malay Dialect (SMD) (2) Brunei Malay Dialect (BMD); and (3) Baram Malay (BM). Linguistically, the SMD in Baram river basin is identified as a sub- variant of SMD in Sarawak (similar to the Rejang, Saribas and Kuching dialect). The SMD, which only consists of three vowels, is categorized as the sub dialect of Brunei Malay. This paper also described the BM studied by Needham (1958).
