Our Vision: To promote rowing as a sport for all Queenslanders CONNECT – INCLUDE - COMPETE

The focus of Rowing Queensland’s Strategic Plan from 2014 to 2016 is to develop the capacity and capability and promote rowing in Queensland. There are four key result areas which we have pursued to achieve our mission:

1. Participation and Athlete Development 2. Facility Development 3. Education, Training and Safety 4. Governance

Participation and Athlete Development • To support clubs to develop programs to attract and increase the number of participants in the sport. • Develop and deliver well-structured regatta programs that suit the requirements of high performance and recreational rowers. • Develop a clear and communicated pathway for identification of talented rowers. • Provide high level support services, training opportunities and pathways for identified talented rowers to succeed at state, national and international level. • Develop a pathway that successfully attracts and progresses identified participants into club, state and national development pathways. • Provide training pathways and development for non-high performance participants.

Facility Development • Identify, develop and maintain access to venues for training and racing of a standard that will allow international competition. • Secure rowing's future in South East Queensland through a national standard facility at Wyaralong for competition and the development of the sport from grassroots to elite.

Education, Training and Safety • Promote educational opportunities and pathways for officials, coaches and volunteers across the state. • Develop and cultivate an attitude of safety first among all participants so that safe rowing practices are always in place.

Governance • Develop an annual review process for the constitution and By Laws. • Enhance communication strategies and practices with clubs and schools across the State. • Uphold policies, regulations and by-laws in a fair and equitable manner. • Develop a social media policy that supports the rowing community. • Develop effective communication with Rowing Australia and all levels of government.

3.1 Board of Rowing Queensland Ltd

The business of Rowing Queensland Ltd is under the direction of the Board of Rowing Queensland. The Directors may exercise all the powers of the Company, except any power the Corporations Act or the Rules requires the Company to exercise in a general meeting of members. The Board is responsible for the appointment of the Chief Executive Officer who oversees all the day to day management and administration of the organisation.

The Board meets a minimum of eight times per calendar year, comprising six (6) Directors elected by the members. Rowing Queensland Ltd Directors throughout 2014 were:

BARNABY EATON (Chairman) Resigned in January 2015. Attended 9 of 9 meetings Barnaby is the Director of Sport at Anglican Church Grammar School in Brisbane. He has been involved in rowing since the mid-1980s and has maintained involvement in rowing and coaching in South Australia and Queensland for more than 25 years. Barnaby represents RQ's interests at Rowing Australia Council Meetings and has a background in high performance rowing coaching, sports administration and education management.

NICK PARR Attended 8 of 9 meetings Nick Parr is married with three children. Nick is the sole director of Calidad Property Group which he established after working for DTZ and PRD nationwide as a sales and leasing operative. With Calidad Nick focuses on value add opportunities within both the commercial office market and retail property sector. Nick was a member of the Kings Cup eight in 2008, and later that year made the transition to rowing surf boats for Currumbin Surf Lifesaving Club. Nick’s interest in becoming a member of the RQ Board is that he enjoys all forms of rowing, and hopes to offer a down to earth opinion from someone who has recently "been there".

EMMA BROWN Attended 8 of 9 meetings Commencing her affiliation with rowing in the 1994 Somerville House 1st VIII, Emma brings a number of years’ experience to the RQ Board. From making her first Queensland team in 1996 and last in 2008, to various volunteer coaching and administrative roles, Emma has a solid knowledge and understanding of the sport across its numerous facets. Emma is enthusiastic about rowers “giving back” to the rowing community by playing an active role in their chosen sport. Further, Emma is an advocate for continually increasing the profile of women in rowing across the various levels of competition, coaching and administration.

SUSAN WALLACE Attended 8 of 9 meetings Sue joined with 11 other women to found the Dragons Rowing Club in 1995. The club started as a response from women to row socially and have fun. Over the years they have provided rowing programs for athletes with a disability and masters to learn how to row and compete in local, state, national and international events. She brings her experience with masters and adaptive rowers and as inaugural President of the club to RQ Board and looks forward to the challenge. Her other interests are her work as Principal of a secondary school, her family (all teachers) and in her spare time enjoying reading, travelling and meeting friends over coffee.

RAY EBERT Attended 6 of 9 meetings Ray has been involved in Rowing since joining Pine Rivers RC as a school boy some 45 years ago. He has been an athlete, coach and administrator at club level and has been both employed and a volunteer on various State and National bodies over the last 20 years. Ray has been the Australian Senior A and Olympic Team Manager since 2005 and is a professional in the sports administration field having worked for the Queensland Government’s Department of Sport since late 1998. Ray brings both experience at all levels of the sport and the desire to see the sport continue to flourish at all levels in Queensland now and into the future.

BRUCE GREENLAND Attended 3 of 4 meetings. Resigned 14th June, 2014 Bruce has been involved in rowing since 1975 when he joined Commercial Rowing Club. He was strongly involved in this club as well as competing along the way for Lismore Rowing Club. Bruce has coached crews at club, interstate and international level before coaching ACGS’s 1st V111 on 11 occasions. Bruce was Chairman of RQ for 5 years in the 1990’s and returned to the RQ Board for a two year term.

IAIN SMITH Attended 5 of 5 meetings. Elected 14th June, 2014 Iain has been involved in rowing, both as an athlete and administrator for over 30 years. He is married and has three children, all of whom are actively involved in rowing. For a period of 13 years Iain was the Captain and Vice President of . Iain is also an International Yachtsman, racing in 15 Sydney to Hobart Yacht Races, competing in 3 America’s Cup campaigns and winning 3 major World Championships. Iain was the Director of Rowing at The Southport School from 2009-2014 and continues to coach. Iain has owned and operated his marine business for over 30 years. As a Director on the RQ Board, Iain has a priority of fostering improved development pathways between school, tertiary and elite rowing, and the creation and development of a new rowing facility located at Wyaralong.

ROBERT ALEXANDER OAM (Regatta Secretary) Robert has been involved in rowing in one form or another since 1961, where he commenced his rowing career at The Southport School. Bob has represented Queensland in the Kings and Presidents Cup on several occasions, as well as a Masters competitor in more recent times. Bob has been the organisation’s Regatta Secretary since 1987. Bob was awarded an OAM in January 2015. The regatta secretary attends meeting of the Board however does not have any voting privileges.

3.2 Rowing Queensland Employees

ROSS SYMONDS Ross was appointed CEO in September 2009. Ross has a long and successful career in sports administration and management spanning some 29 years. His previous positions in sport include: General Manager, Queensland Volleyball; National Volleyball Coach; Operations Manager, Netball Queensland; CEO of Queensland Little Athletics and Manager/Director of Sport & Recreation Services.

RACHAEL ZUMAETA Rachael has been Rowing Queensland’s Finance Administrator since December 2010, and is responsible for the organisation’s financial reporting and office administration. Rachael comes to the organisation with solid administration and financial experience gained from working in her family’s business and in several different organisations such as Ray White Real Estate and Teach International.

BEN GROTH Ben joined Rowing Queensland as Regatta Operations Coordinator in March 2013, possessing a history in the Sports Events industry, specifically triathlon and cycling. Ben holds a Bachelor’s degree in Business (Public Relations & Marketing) from Queensland University of Technology.

PETER HICKS (commenced January 2014) Peter joined Rowing Queensland at the beginning of 2014 as the Sport Development Manager. Previous to this Peter held roles as a school, club and State rowing coach since 2005 and since 2010 held a role at a Brisbane school as a Physical Education/Science teacher and Director of Rowing. Peter holds a degree in Secondary Education from the Queensland University of Technology.

JAN HOLLAND (resigned January 2014) Jan has been Education and Safety Officer since February 2013. She joined Rowing Queensland with limited knowledge of rowing but with a strong sporting and education background gained from participating in a number of sports and teaching Physical Education. While teaching she developed a range of skills like writing programmes and administration which are useful in the role at RQ.

STEPHANIE KRIPPNER (commenced January 2014) Stephanie began as Education and Safety Officer in January 2014, whilst commencing a Bachelor of Business Management (Sports and Events Management) at Griffith University. Stephanie has a background in rowing at school, club and state level as a rower, coach and administrator.

CHRIS SCHLEUSENER (resigned April 2014) Chris was appointed Club Coordinator in February 2013. Chris’s background includes sports administration roles with QSMSports (Triathlon) and Salisbury Super Sports (Indoor Cricket). Chris graduated from Griffith University in 2011 with a Bachelor of Business (Sports Management).

DANIELLA SERRA (commenced April 2014) Daniella was appointed Club Coordinator in April 2014. She has a background in rowing at school, club and state level as a coxswain and a coach. Daniella is currently studying a Bachelor of Mass Communications at the Queensland University of Technology.

4. Chairman’s Report

On behalf of the Board and Executive of Rowing Queensland Ltd. (RQ), I would like to present to our Members, stakeholders, sponsors and friends the 2014 Rowing Queensland Ltd Annual Report.

Our organisation is in good health, as indicated by the performance of our State Team at the 2014 Interstate regatta, winning the Rowing Australia Cup. Our clubs also performed well with Toowong Rowing Club winning the 2015 Australian Rowing Championships Club Pointscore as the most successful club at the 2015 nationals, bettering their 2014 performance of second place in the medals tally. Increasing participation in Queensland regattas, the keen interest of members nominating for board roles, and the engagement of members state-wide in governance reform are also markers of the health of our organisation.

Governance has been on the national agenda as the Australian Sports Commission responds proactively to the challenges that face Australian Sport in the coming years. A new ‘investment’ strategy or funding model has been adopted that requires sports receiving federal support to comply with a set of mandatory governance principles.

It is pleasing to report that the Queensland rowing community has been very supportive of good governance and has cooperated to make important changes to our constitution. Our relationship with government; local, state and federal, continues to be positive and as such all levels of government have been generous with their financial support. Government sources of funding have been complemented with commercial and user pays sources of funding.

For the past two (2) years RQ had been in discussions with Seqwater regarding the use of the Wyaralong Dam for rowing activities, negotiating an agreement of tenure and approval to develop the site. In December 2014, RQ and Seqwater signed a three (3) year plus 2 x 3 year option agreement covering all rowing activities and rowing associated activities on the waterway. The agreement also allows for RQ to develop the headland adjacent to the Meebun Recreation Area.

In October 2014, RQ submitted a funding application to the Queensland Government under the “Get Playing Plus” program. On 22 December 2014, the then Minister for Sport, Steve Dickson MP wrote to RQ advising that RQ were successful in progressing to Stage 2 of the program. The Queensland Government grant approval for this project was $790,000 (GST exclusive) subject to the sport matching it dollar for dollar.

RQ have since had a number of meetings with Sport and Recreation regarding Wyaralong, with departmental officers and the Deputy Director General (DDG) on site. We had requested that the project be split across two projects (on water and on land constructions) to hasten the on water construction, this request has now been approved. We have recently received a draft funding agreement to peruse and are now awaiting the final funding agreement.

RQ have met with an engineer regarding the civil works on the second headland and the plans have been provided to RQ. RQ is required to obtain an independent Quantity Surveyors Estimate for the complete project. Once this estimate is available, RQ will commence further discussions with all relevant stakeholders regarding financial support to complete the project. Other approvals required prior to achieving the Development Approval (DA) include Ecological Surveying, Cultural Heritage and Native Title approvals.

RQ have recently visited the Lake Barrington rowing facilities in Tasmania. We are now in possession of the plans that they used to construct their course, which will be of great assistance to the Wyaralong project.

RQ is confident to have the 10 lane buoyed course completed prior to November 2015 and the on land construction to commence in late 2015. The on land project must be completed by 31 December 2016, a compliance of the Queensland Government funding.

Throughout the report you will find information on our successful athletes, our leading clubs and our financial position. Our strong result comes, in no small part, due to the outstanding work of our staff at RQ and importantly our Chief Executive, Ross Symonds. 5. Chief Executive Officer’s Report

2014 continued to build on the successes of past years and to strengthen our sport in providing increased opportunities to participate throughout the state. 2014 also saw Queensland win the Australia Cup (total point-score for the Interstate Regatta).

Acknowledgements

I would like to personally thank the Rowing Queensland Board, staff and our hard working volunteers and club representatives from across Queensland for their ongoing efforts throughout 2014.

Audited Financial Statements for the year ending 31 December 2014.

Rowing Queensland Ltd. (RQ) is in a very solid financial position. As a brief summary of the accounts, I draw your attention to the following components of the audited financial report.

The 2014 financial accounts have been audited in line with the Act by Morris & Batzloff.

- Revenues from Ordinary Activities returned a $1,512 surplus in 2014. - Income was $87,935 more than 2013 – The major items include an additional grant, carry over from the Jobs Plan program and equipment grant, Pan Pac Games and regatta seat fees - Expenditure was $119,255 more than 2013 – The major item included the employment of the Sport Development Manager, this position was vacant for 6 months in 2013; and - Administration costs saw an increase in the expenses. This was due to additional legal costs associated with an appeal regarding transition from Incorporated Association to a Company and a member protection investigation matter. Rowing in Queensland continues to be well-supported by the Queensland Academy of Sport, Brisbane City Council, Rowing Australia, Ricoh, Designer Paintworks and the Bundaberg Regional Council. Their combined support has allowed RQ to provide continued and improved services to the membership than would not otherwise be possible.

The support of the Queensland Government through the Department of National Parks, Recreation, Sport & Racing should not be underestimated. RQ is thankful for the support from the Queensland Government through the Department and in particular Minister Steve Dickson MP, and the Deputy Director General, Richard Watson.

One of the major projects in the later months of 2014 was obviously the MOU with Seqwater for tenure of the Wyaralong Dam to conduct rowing activities and the application for funding to the Queensland Government for the project. As advised in the Chairman’s Report, RQ was successful in being approved $790,000 (GST exclusive) towards the Wyaralong project.

The financial support from the Greater Public Schools Association of Queensland and Brisbane Schoolgirls Rowing Association’s towards the Education & Safety Program and the continued improvements to the Brisbane River safety program is to be congratulated and RQ is grateful and appreciative of their ongoing support.

RQ continues to meet regularly with Maritime Safety Queensland, Brisbane Ferries and the Brisbane City Council to review and update the Brisbane River – Code of Conduct.

The Education & Safety Program, with the support from the schools and clubs, looks to improve the safety of all river users in order to provide a safe and fun waterway for the entire rowing community to enjoy. The continued rollout of an Online Water Safety Learning will continue to play an important role for the entire rowing community state-wide. Another initiative launched in 2014 was the partnership with TransDev Brisbane Ferries. This was a water safety movie for the Brisbane River titled ‘Brisbane RiverShare’ which was launched along with a pocket guide, bringing to life the Brisbane River Code of Conduct in a relatable medium.

The reporting of near misses and accidents along the Brisbane River has improved by clubs and schools. This needs to continue to improve so that RQ and MSQ has appropriate data available to improve the education program to all rowers on the Brisbane River.

RQ also wishes to thank the following Clubs and Schools who provided various racing boats for the 2014 state teams throughout the year: UQBC, Brisbane & GPS, Toowong, Commercial, Nudgee College and St Peters.

7. Rowing Queensland Business Unit Reports

7.1 Development Report

Coach Development – In 2014 Rowing Queensland conducted thirteen Level 1 coaching courses for over 160 participants. Two Level 2 courses were held in 2014 with a total of 30 participants furthering their coaching knowledge base. The syllabus in the level one and two coaching courses combined covers rowing technique, training methodology, physiology, medical issues, rigging, professional issues and School-aged, Masters and Adaptive Athletes. Both courses have a large practical focus post course that ensures coaches apply and continue to develop the knowledge learnt in these courses to their own coaching frameworks. A Level 3 (Performance Coach) syllabus was conducted in 2014, with thirteen (13) Queensland coaches being accepted into the course, this is an increase from six (6) who attended the 2013 course. It is pleasing to note that Queensland is leading the way in relation to total numbers of National Coaching Accredited coaches Australia wide. Within this state there are over 450 accredited Learn to Row Coaches - the most in Australia, over eighty (80) Club/School Coaches and thirty (30) performance Rowing Coaches – again the most in Australia. Without the assistance of a number of highly skilled and motivated presenters the above successful courses would not be able to go ahead. Rowing Queensland

2014 Rowing Queensland Education Series – 2014 saw the development of the Rowing Queensland Education series designed to increase the knowledge of rowing related topics across the state and to assist coaches in gain accreditation points towards their reaccreditations. Topics throughout the year in this series included: Biomechanics, Injury Prevention, Methodology, Nutrition, Physiology, Psychology, Strength and Conditioning and Technique. Rowing Queensland would sincerely thank the following presenters for their time and expertise in presenting; Sally Garrard, Ivan Hooper, Lachlan Johnston, Jenny Krippner, Chris McCosker, Gary Merritt, Tracey Veivers and Tom Westgarth.

Water Safety – In 2014, Rowing Queensland launched several new initiatives for the Water Safety Program, including the Online Water Safety Education Program, and the ‘Brisbane RiverShare’ safety movie, which was made in conjunction with Transdev Brisbane Ferries. The Online Water Safety Education had 955 registrations from students across the 17 BSRA and GPS schools. Coaches’ safety briefings were delivered to the GPS and BSRA Schools, with 184 coaches taking part.

Inter-Regional Championships – The Queensland Schools Inter-Regional concept was founded in 2006 as a method of developing junior rowing throughout Queensland using sculling as the learning foundation. Its original goals where to:

- establish sculling programs in each region as the basis for common competition - identify talented school athletes and provide them with opportunities to showcase their ability in a representative regatta - educate students about the sport and their future opportunities - provide recognition and a pathway for talented school athletes to continue after school - help bridge the gap between school and club rowing ease the transition - encourage clubs to provide avenues for recruiting and inducting school leavers into meaningful pathways in their clubs. It is important to realise that this was not designed to produce elite crews, but rather to identify talented athletes and to provide additional representative pathways for them to continue to enjoy and achieve in our sport.

The Inter-Regional’s concept currently covers four races - an Under 16 and Open Male and Female coxed quad, with an overall point score determining the champion region. The timing is agreed to be the last four races of the first day of the Queensland Schools Championships. Six regions contested the 2014 event with the point score winner coming down to one point. The Gold Coast ultimately proved too strong, winning two of the four events and placing in the other two events.

Central Queensland Development Camp – The 2014 Central Queensland Development Camp was once again held in Rockhampton on the Fitzroy River, following on from the Central QLD Schools Championship Regatta. Approximately 40 young athletes from the Rockhampton region attended the two day camp, and received coaching from local, Bundaberg, Gold and Sunshine Coast based coaches including Rod Silcox (Bundaberg) Jenny Pemberton (Gold Coast) and Bo Hanson (Sunshine Coast).

Masters Development Camp Series – In 2014 Rowing Queensland started a Masters Development Camp Series which is designed to increase the knowledge of rowing and coaching inter-regionally across the state. The 2014 Masters Development Camps saw camps held at Lake Tinaroo, Mackay and Townsville with over fifty (50) participants taking part in these three locations. Rowing Queensland would like to thank the following traveling coaches for their commitment and expertise to these camps: Jennifer Gilbert, Helen Wintle, Andrew McNicol and Kathy Phillips.

Para Program – The para rowing program continued in 2014, primarily through the Dragon’s Rowing Club which has been the most active club for para rowing in Queensland. Centenary Rowing Club, Toowong Rowing Club and Noosa Yacht and Rowing Club also provided the opportunity for Para Athletes to enjoy the sport of Rowing throughout 2014. It was pleasing to note the interest generated throughout the end of 2014 in the National Training Centre Monthly National Time Trails with athletes from both Dragons and Toowong Rowing Clubs regularly attending these events which were held at Lake Wyaralong, Beaudesert.

The promotion of Para Rowing in Schools within Brisbane was additionally successful with Rowing Queensland signing a Memorandum of Understanding with Life Stream Australia noting both parties commitment in providing inclusive sporting opportunities for Queenslanders with an intellectual disability. This program saw Rowing Queensland and Life Stream Australia link Special Schools from across Brisbane with The Urban Rowing Gym where this facility provided the opportunity for school classes to learn the rowing stroke on the Rowing Ergometers and in the Rowing Tank. Thanks must be made to The Urban Rowing Gym and Staff for their assistance in the continued successful running of this program and providing the opportunity for students with an Intellectual disability to participate in the sport of Rowing.

The promotion of Rowing in the disability space continued with Rowing Queensland being in attendance at two showcases organised by Sporting Wheelie’s and Disabled Associate Queensland at the Spinal Injuries and the Brain Injuries Rehabilitation Units at the Princess Alexandra Hospital. Both of these showcases provided rowing Queensland with the opportunity to expose Rowing to the wider community.

Communication – During 2014 Rowing Queensland continued to enhance the communication methods used by the office staff to Rowing Queensland’s affiliated members. These communication strategies actioned the following:

 Email News of Queensland Rowers performances at the National Championships (day by day).  Continuation of the fortnightly RQ E-Newsletter.  Continual updating of the RQ website  Implementation of Facebook and Twitter updates to the rowing community

Masters Interstate Team – The 2014 Queensland Masters Interstate Team competed at the Australian Masters Championships in West Lakes, Adelaide, South Australia. Queensland picked up a gold medal in the Men’s Eight, a silver in the women’s eight, bronze in the women’s quad and a fourth in the men’s quad. Queensland continues to be very strong across the board and this is a testament to the strength of Masters rowing in our state. A big thank you and well done to all the Masters Coaches, they included Terry Mulligan, Angela Ellis, Katherine Phillips, Jennifer Gilbert and Assistant to the Women’s Quad Andrew McNicol. Rowing Queensland would also like to thank the selectors Adrian Howard and Helen Wintle.

Functions - In 2014, The Rowing Queensland State Team Function was once again held at the Regatta Hotel. A total of 109 attendees witnessed the announcement of the 2014 Queensland Interstate Rowing Team.

In June 2014 it was time to hold the Australian Underage Representatives Fundraising event. The soul aim of this function was to raise money for the Queensland athletes selected in the 2014 Junior, Under 21 and Under 23 Australian Teams. With double the athletes selected then the previous year (2013); a deliberate change was made in how Rowing Queensland had formerly held this function. A new venue was sourced, with the opportunity to supply our own catering and beverages. Planning for this event began in late April and with a large amount of help from the athletes’ parents and the Rowing Queensland community, the 2014 Infiniti Cocktail Party was a great success. The ability to cut costs and double the attendees from the previous year apprehended 167 paying attendees (Approx. 210 total attendees), and over $21,000 in profit, in which was divided up and distributed directly to the athletes to assist them with the expenses they incur throughout their exhibition in representing Australia.

7.2 Operations and Events

Rowing Queensland Regattas

Over 10,000 regatta entries were placed in regattas across 2014, with Queensland athletes racing more than 21,600 seats. Riverway Rowing Club capped off what was a successful representative year by taking out both the Queensland and North Queensland Premierships convincingly. We experienced strong numbers at two biennial events at either end of the year with the North Queensland Games in Townsville and Pan Pacific Masters Games on the Gold Coast. Maroochy River Rowing Club hosted their first Queensland Premiership regatta, hosting an enjoyable Sprint regatta in December. The continual growth of school programs saw the Schools Championships Series once again very well supported with record numbers across the series. 850 plus student athletes flocked to Bundaberg for Schools Championships in September whilst a change in the National High Performance program meant Queensland Championships found a new home in January.

Boat Race Officials

2014 saw seven Level One Boat Race Official Courses across the state (Mackay, Rockhampton, Bundaberg, Sunshine Coast, Brisbane and Gold Coast) with 74 new officials gaining accreditation. Additionally throughout 2014 two Level Two courses (Rockhampton and Brisbane) saw six of our most promising Level One Officials gain higher accreditation. A feat that will surely leave rowing in Queensland in good stead for the future.

Phil Gunning has continued in his role as President of the Boat Race Officials and refereed regattas at Riverway, Rockhampton and Bundaberg as well as on both the Sunshine and Gold Coast. The efficiency of Queensland Regattas is also attributed to other nationally accredited Level Three officials Steve Hinchy, Roy Hinchy, Tony Levick and Neville Doughan as well as FISA level official Caroline Schomberg.

Facility Development • Identify, develop and maintain access to venues for tra ining and racing of a standard that will allow international competition. • Secure rowing's future in South East Queensland through a national standard facility at Wyaralong for competition and the development of the sport from grassroots to elite.

E ducation, Training and Safety • Promote educational opportunities and pathways for officials, coaches and volunteers across the state. • Develop and cultivate an attitude of safety first among all participants so that safe rowing practices are always in place.

1. CORPORATE INFORMATION

Rowing Queensland Limited, a company limited by Guarantee was incorporated under the Corporations Act 2001 on the 10 December 2014. Rowing Queensland Limited was previously an incorporated Association in terms of the Associations Incorporation Act 1981. Authority was granted to transfer incorporation pursuant to Section 106E of the Associations Incorporation Act 1981 on the 28 November 2014.

2. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES

The directors have prepared the financial statements on the basis that the company is a non reporting entity because there are no users who are dependent on its general purpose financial statements. These financial statements are therefore special purpose financial statements that have been prepared in order to meet the requirements of the Corporations Act 2001. The company is a not for profit entity for financial reporting purposes under Australian Accounting Standards.

The financial statements have been prepared in accordance with the mandatory Australian Accounting Standards applicable to entities reporting under the Corporations Act 2001 and the significant accounting policies disclosed below, which the directors have determined are appropriate to meet the needs of members. Such accounting policies are consistent with those of previous periods unless stated otherwise.

The financial statements, except for the cash flow information, have been prepared on an accruals basis and are based on historical costs unless otherwise stated in the notes. Material accounting policies adopted in the preparation of these financial statements are presented below and have been consistently applied unless stated otherwise. The amounts presented in the financial statements have been rounded to the nearest dollar.

Accounting Policies

(a) Income Tax

Rowing Queensland Limited is an exempt body under the Income Tax Assessment Act 1997.

(b) Non -Current Assets

Property, plant and equipment have been brought to account at officers’ valuation (as at 31 December 2014) and at cost less accumulated depreciation. The depreciable amounts of all fixed assets are depreciated over their useful lives commencing from the time the asset is held ready for use. The carrying amount of fixed assets is reviewed annually by the directors to ensure it is not in excess of the recoverable amount of those assets. The recoverable amount is assessed on the basis of expected net cash flows which will be received from the assets employment and subsequent disposal. The expected net cash flows have not been discounted to their present values in determining the recoverable amounts.

(b) Non-Current Assets (cont'd) Depreciation

The depreciable amount of all fixed assets is depreciated on a straight line basis over the asset's useful life to the entity commencing from the time the asset is held ready for use.

The depreciation rates used for each class of depreciable assets are:

The assets' residual values and useful lives are reviewed, and adjusted if appropriate, at the end of each reporting period.

An asset's carrying amount is written down immediately to its recoverable amount if the asset's carrying amount is greater than its estimated recoverable amount.

Gains and losses on disposals are determined by comparing proceeds with the carrying amount. These gains or losses are recognised in profit or loss in the period in which they arise. When revalued assets are sold, amounts included in the revaluation surplus relating to that asset are transferred to retained earnings.

(c) Accounting Period

These financial statements a re for the period 1 January 2014 to 31 December 2014.

(d) Employee Entitlements

Provision is made for the Company’s liability for employee entitlements arising from services rendered by employees to balance date. Employee entitlements expected to be settled within one year together with entitlements arising from wages and salaries and annual leave which will be settled after one year, have been measured at their nominal amount.

Contributions are made by the Company to an employee superannuation fund and are charged as expenses when incurred.

(e) Leases

Operating lease payments are charged as expenses in the periods in which they are incurred. Lease commitments are outlined in Note 11.

(f) Goods and Services Tax

Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST incurred is not recoverable from the Australian Taxation Office. In these circumstances the GST is recognised as part of the cost of acquisition of the asset or as part of the expense.

(g) Revenue Recognition

All revenue is recognised to the extent that it is probable that the economic benefits will flow to the association and the revenue can be reliably measured. Revenue is stated net of the amount of GST.

Interest revenue is recognised on receipt.

Grant income is recognised when the association gains control over the funds which is generally at the time of receipt.

If conditions are attached to the grant, recognition of the grant as income is deferred until those conditions are satisfied.

Revenue from the rendering of a service is recognised upon the delivery of the service to recipients.

(h) Comparative Figures

Where necessary, comparative figures have been altered to comform with changes in presentation or when required by Accounting Standards.

(i) Cash on Hand

Cash on hand includes cash on hand, deposits held at-call with banks, other short term highly liquid investments with original maturities of three months or less, and bank overdrafts. Bank overdrafts are shown within short term borrowings in current liabilities on the statement of financial position.

(j) Accounts Receivable and Other Debtors

Accounts receivable and other debtors include amounts due from customers and members and any outstanding grant receipts. Receivables expected to be collected within 12 months of the end of the reporting period are classified as current assets. All other receivables are classified as non current assets.

(k) Impairment of Assets

At the end of each reporting period, the company reviews the carrying amounts of its tangible and intangible assets to determine whether there is any indication that those assets have been impaired. If such an indication exists, the recoverable amount of the asset, being the higher of the asset's fair value less costs of disposal and value in use, is compared to the asset's carrying amount. Any excess of the asset's carrying amount over its recoverable amount is recognised immediately in profit or loss.

Where the future economic benefits of the asset are not primarily dependent upon on the asset's ability to generate net cash inflows and when the company would, if deprived of the asset, replace its remaining future economic benefits, value in use is determined as the depreciated replacement cost of an asset.

(k) Impairment of Assets (cont'd)

Where an impairment loss on a revalued asset is identified, this is debited against the revaluation surplus in respect of the same class of asset to the extent that the impairment loss does not exceed the amount in the revaluation surplus for that same class of asset.

(l) Provisions

Provisions are recognised when the company has a legal or constructive obligation, as a result of past events, for which it is probable that an outflow of economic benefits will result and that outflow can be reliably measured. Provisions recognised represent the best estimate of the amounts required to settle the obligation at the end of the reporting period.

(m) Accounts Payable and Other Payables

Trade and other payables represent the liability outstanding at the end of the reporting period for goods and services received by the company during the reporting period which remain unpaid. The balance is recognised as a current liability with the amount being normally paid within 30 days of recognition of the liability.

(n) Critical Accounting Estimates and Judgements

The directors evaluate estimates and judgements incorporated into the financial statements based on historical knowledge and best available current information. Estimates assume a reasonable expectation of future events and are based on current trends and economic data, obtained both externally and within the company.

Key Estimates (i) Impairment The company assesses impairment at the end of each reporting period by evaluating conditions and events specific to the company that may be indicative of impairment triggers.

(o) Economic Dependence

Rowing Queensland Limited receives substantial support from the Queensland Government via grants used to assist in the operation of its business. At the date of this report the Board of Directors has no reason to believe the Queensland Government will not continue to support Rowing Queensland Limited.

(p) New Standards and Interpretations not yet adopted

The Australian Accounting Standards Board has issued new, revised and amended standards and interpretations that have mandatory application dates for future reporting periods. The company has decided against early adoption of these standards.

Premises Lease

The company’s premises lease with the Brisbane City Council commenced in 2003 and expires in 2023. Initial rent per annum was $10,500 and this is subject to CPI adjustment each year until 2023.

INDEPENDENT AUDIT REPORT TO MEMBERS OF ROWING QUEENSLAND LIMITED FOR THE YEAR ENDED 31 DECEMBER 2014

We have audited the accompanying financial report, being a special purpose financial report, of Rowing Queensland Limited, which comprises the statement of financial position as at 31 December 2014, the statement of profit or loss and other comprehensive income, statement of changes in equity and statement of cash flows for the year then ended, notes comprising a summary of significant accounting policies and other explanatory information, and the directors' declaration.

Directors' Responsibility for the Financial Report The directors of the company are responsible for the preparation of the financial report that gives a true and fair view and have determined that the basis of preparation described in Note 2 to the financial report is appropriate to meet the requirements of the Corporations Act 2001 and is appropriate to meet the needs of the members. The directors' responsibility also includes such internal control as the directors determine is necessary to enable the preparation of a financial report that gives a true and fair view and is free from material misstatement, whether due to fraud or error.

Auditor's Responsibility Our responsibility is to express an opinion on the financial report based on our audit. We have conducted our audit in accordance with Australian Auditing Standards. Those standards require that we comply with relevant ethical requirements relating to audit engagements and plan and perform the audit to obtain reasonable assurance whether the financial report is free from material misstatement.

An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial report. The procedures selected depend on the auditor's judgement, including the assessment of the risks of material misstatement of the financial report, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the company's preparation of the financial report that gives a true and fair view, in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity's internal control. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made by the directors, as well as evaluating the overall presentation of the financial report.

We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our audit opinion.

Independence In conducting our audit, we have complied with the independence requirements of the Corporations Act 2001. We confirm that the independence declaration required by the Corporations Act 2001, which has been given to the directors of Rowing Queensland Limited, would be in the same terms if given to the directors as at the time of the auditor's report.

Opinion In our opinion the financial report of Rowing Queensland Limited is in accordance with the Corporations Act 2001 including:

a giving a true and fair view of the company's financial position as at 31 December 2014 and of its performance for the year ended on that date; and` b complying with Australian Accounting Standards to the extent described in Note 1 and the Corporations Regulations 2001.

Basis of Account ing and Restriction on Distribution Without modifying our opinion, we draw attention to Note 2 of the financial statements, which describes the basis of accounting. The financial report has been prepared for the purpose of fulfilling the directors' financial reporting responsibilities under the Corporations Act 2001. As a result, the financial report may not be suitable for another purpose.
