The focus of Rowing Queensland’s Strategic Plan in 2014 to 2016 is to develop the capacity, capability and promotion of rowing in Queensland. There are four (4) key result areas which we have pursued to achieve our mission:

3.1 Board of Rowing Queensland Ltd

The business of Rowing Queensland Ltd is under the direction of the Board of Rowing Queensland. The Directors may exercise all the powers of the Company, except any power the Corporations Act or the Rules requires the Company to exercise in a general meeting of members. The Board is responsible for the appointment of the Chief Executive Officer who oversees all the day to day management and administration of the organisation.

The Board meets a minimum of times a year, comprising of five (5) Directors elected by the members of Rowing Queensland for three (3) year terms, as well as two (2) Directors appointed because of their special knowledge and skills for one (1) year terms. Rowing Queensland Ltd Directors throughout 2015 were:

NICK PARR (Chairman) Nick Parr is married with three children aged six to 12 years. Nick is the sole director of Calidad Property Group which he established in 2007 after working for DTZ and PRD Nationwide as a commercial sales and leasing operative. With Calidad, Nick focuses on value add opportunities within both the commercial office market and retail property sector. After many years away from the sport, Nick returned to rowing in 2005 through the masters programme at TRC and went on to become a member of the Queensland Kings Cup VIII in 2008. Later that year Nick made the transition to rowing surf boats for Currumbin Surf Lifesaving Club and again had the fantastic opportunity to represent Queensland. The last four years have been spent rowing out of UQBC in the masters category and tasting success (3 from 3) at the Head of the Yarra. This love of rowing in all its forms led to Nick first becoming a member of the RQ Board in 2010 and Chairman of the Board in early 2015. Nick is driven to see the ongoing expansion of available facilities within Qld and the opening up of opportunities for Queenslanders across the state to have a paddle, no matter what their level of expertise.

EMMA BROWN Commencing her affiliation with rowing in the 1994 Somerville House 1st VIII, Emma brings a number of years’ experience to the RQ Board. From making her first Queensland team in 1996 and last in 2008, to various volunteer coaching and administrative roles, Emma has a solid knowledge and understanding of the sport across its numerous facets. Emma is enthusiastic about rowers “giving back” to the rowing community by playing an active role in their chosen sport. Further, Emma is an advocate for continually increasing the profile of women in rowing across the various levels of competition, coaching and administration.

RAY EBERT Ray has been involved in Rowing since joining Pine Rivers RC as a school boy some 45 years ago. He has been an athlete, coach and administrator at club level and has been both employed and a volunteer on various State and National bodies over the last 20 years. Ray has been the Australian Senior A and Olympic Team Manager since 2005 and is a professional in the sports administration field having worked for the Queensland Government’s Department of Sport since late 1998. Ray brings both experience at all levels of the sport and the desire to see the sport continue to flourish at all levels in Queensland now and into the future.

JOHN RYNNE John commenced his involvement with rowing at school and progressed to coach Queensland and Australian crews in the Junior, Senior B and Senior A categories. He is a former Head Coach of the rowing section of the Tasmanian Institute of Sport and was a national team selector for four years. He is a member of the Australian Psychological Society and currently works at Griffith University lecturing in psychology. His aim as a Board member is to assist athletes in attaining the highest level they aspire to and enjoy the experience along the way.

IAIN SMITH Iain has been involved in rowing, both as an athlete and administrator for over 30 years. He is married and has three children, all of whom are actively involved in rowing. For a period of 13 years Iain was the Captain and Vice President of . Iain is also an International Yachtsman, racing in 15 Sydney to Hobart Yacht Races, competing in 3 America’s Cup campaigns and winning 3 major World Championships. Iain was the Director of Rowing at The Southport School from 2009-2014 and continues to coach. Iain has owned and operated his marine business for over 30 years. As a Director on the RQ Board, Iain has a priority of fostering improved development pathways between school, tertiary and elite rowing, and the creation and development of a new rowing facility located at Wyaralong.

CHLOE SCHAUBLE Chloe first rowed in the mid-90s at university in Brisbane and later re-entered the sport as a Masters rower. She has been a member of the Townsville & JCU Rowing Club for ten years, holding various positions on the club’s Management Committee for six. When not competing at regattas she enjoys the view from an umpire boat. Currently a manager at the Great Barrier Reef Marine Park Authority, Chloe has experience working with diverse stakeholder groups including local, state and federal government, industry, not for profit organisations, and community groups. She is a strong believer in collaboration, the value of volunteers, and strengthening the promotion of rowing as a sport for all.

ROBERT ALEXANDER (Regatta Secretary) Robert has been involved in rowing in one form or another since 1961, where he commenced his rowing career at The Southport School. Bob has represented Queensland in the Kings and Presidents Cup on several occasions, as well as a Masters competitor in more recent times. Bob has been the organisation’s Regatta Secretary since 1987. The regatta secretary attends meeting of the Board however does not have any voting privileges.

3.2 Rowing Queensland Employees

MURRAY STEWART Murray joined Rowing Queensland as the Chief Executive Officer in August of 2015. Murray moved across from the state’s peak body for outdoor recreation, QORF, and is a board member of the Fitness, Sport and Recreation Skills Alliance. Murray holds a Bachelor of Business and a Masters of Business Administration. Murray’s career includes being a part of the Sydney Olympic Games Organising Committee, Camp Wallaby at Coffs Harbour and numerous engagements with international sporting teams.

PETER HICKS Peter joined Rowing Queensland at the beginning of 2014 as the Sport Development Manager. Previous to this Peter held roles as a school, club and State rowing coach since 2005 and since 2010 held a role at a Brisbane school as a Physical Education/Science teacher and Director of Rowing. At the end of 2016 Peter returned to his teaching role at Brisbane State High School.

STEPHANIE KRIPPNER Stephanie began as Education and Safety Officer in January 2014, whilst beginning a Bachelor of Business Management (Sports and Events Management) at Griffith University. Stephanie has a background in rowing at school, club and state level as a rower, coach and administrator.

RACHAEL ZUMAETA Rachael has been Rowing Queensland’s Finance Administrator since December 2010, and is responsible for the organisation’s financial reporting and office administration. Rachael comes to the organisation with solid administration and financial experience gained from working in her family’s business and in several different organisations such as Ray White Real Estate and Teach International.

LUCY BENJAMIN Lucy joined Rowing Queensland in April 2016 as Memberships, Partnerships and Administration Coordinator. Lucy has a Bachelor in Secondary Education and a background in management and employment consultancy. Lucy currently plays in the Australian Netball League, but has promised to learn to row in the near future.

4. Chairman’s Report

2016 started with the opening of the new course at Wyaralong Dam and the hosting of the first regatta (Qld State Championships). After many years of planning it was great to get rowing! The feedback from the rowing community was fantastic with the course offering fair racing even with a storm rolling in on the Saturday afternoon. A huge thank you to our project partners the Queensland Government, SEQ Water, Scenic Rim Council, Queensland Academy of Sport, Skeen Construction, Everything Marine, Kevin Holt Consulting and the wider rowing community for the countless hours of support they volunteered. With rowing now underway the focus shifted to the design, approval and development of the associated infrastructure.

While the design was relatively easy the approval proved a little more difficult. With many layers of bureaucracy to navigate the Rowing Queensland team dedicated a massive amount of time jumping through the various hoops and over the hurdles laid out in front of them. It was not until November that all the various approvals had been received and the plans were submitted to the Scenic Rim Council for the final development approvals. We had hoped to begin construction of stage 2 in 2016 but this will now not occur till late 2017.

A big part of 2016 was consumed delivering the Australian Masters Rowing Championships at Kawana Waters. Peter Hicks took the lead for this event and I would like to again thank him for all his efforts. As many of you would know we had an east coast low hit the event and it disrupted many races. Like always the following Monday brought about picturesque blue skies and low winds. I would like to make special mention of the officials and volunteers who worked in some horrendous conditions and at no stage lost focus on being there for the competitors. We also had some special support from Tony Brown (Rowing NSW), Peer Richards (Rowing SA), Cam Allen (Rowing Australia) and our amazing regatta secretary, Bob Alexander who I would like to give another thank you too.

This year also saw the opportunity for Rowing Queensland to look ahead with many plans, agreements and grants coming to an end.  The first piece of planning was the development of the National Training Centre proposal for Rowing Australia. After consulting with the wider rowing community, we felt that Queensland was an ideal location for the centre with its athlete friendly environment including great universities, great on water training and racing opportunities and some of Australia’s best SSSM people and facilities at the QAS. This proposal was taken very seriously with a lot of resources dedicated to its development. While Queensland was not successful in securing the NTC the process enabled us to better understand the strengths that Queensland has as a rowing state.  Next saw the development of the bespoke Queensland Pathway Plan. Rather than just doing more of the same, Rowing Queensland took the opportunity to do a further analysis of not just rowing but what was best practice in all sports. With the support of the QAS Centre of Excellence we learnt what a great pathway program looked like. From this analysis and with the further backing of the QAS, we finalised our plan to deliver great support to athletes and coaches right around our state. 9 | P a g e

 We then partnered with Griffith University to research the rowing community to assist Rowing Australia’s selection policy review. The results provided clear direction from right across the rowing community. Thanks again to Griffith University for their support.  The Queensland Government also reviewed it sport development funding programs looking at what changes where wanted and needed for the next 3 years. The results of this review changed the guidelines for the 2017-2020 program allowing more flexibility around deliverables for state sporting organisations. These changes facilitated a variation in the way we conducted our regular strategic planning process. Rather than a review and update of the previous plan we started with a clean piece of paper. A specialist in this field was recruited to conduct research, from the various stakeholders, to determine the priorities for the next 3 years. This process also enabled us to survey each club, in detail, so we could provide support on an individual club level. The priorities of the strategic plan then transferred across to the State Development Program deliverables. Rowing Queensland has now secured the maximum funding from the State Development Program for the next 3 years.

Looking back at the above I feel confident that Rowing Queensland is starting 2017 and beyond with a great plan. The arduous work done by the Rowing Queensland team and its partners in 2016 will pay dividends in the future with a clear direction and a great understanding of what our members want and need.

Looking now at our human resources, the Rowing Queensland team remained relatively stable in 2016. Board members Nick Parr and Ray Ebert were re-elected at the AGM. Lucy Benjamin joined the RQ team in April 2016 as the newly created Memberships, Partnerships and Administration co-ordinator. Lucy hit the ground running and has been a terrific addition to the team overseeing all the communication duties and taking the lead in supporting the clubs in their transition to the new national database, Revolutionise.

Peter Hicks, our State Development Manager, returned to his teaching career at the end of 2016. Peter has been a tireless servant of Rowing Queensland and will be sorely missed. With the changes to the Pathway Program, former Rowing Australia State Talent Pathway coordinator, Andrew Service has now stepped up to take over delivering the new Pathway Program as a Rowing Queensland employee. Tom Westgarth also moved to the National Training Centre and Ben Southwell has stepped up to work with Andrew to deliver the pathway program.

The organisation’s volunteer’s dedication and commitment often goes well beyond what would normally be expected and I would like to sincerely thank our many volunteers across the state for their ongoing efforts.

5. Chief Executive Officer’s Report

Following on from the Chairman comments I too would like to start by thanking our amazing RQ board, RQ staff, rowing community volunteers and supporters for all their efforts in 2016. The opening of the Wyaralong course saw a huge increase in the demands placed on the staff and organisation. With only temporary facilities in place the hosting of a regatta saw everything (from toilets, to generators, to finish line tents) need to be set up and pulled down each weekend. We needed traffic controllers for temporary carparks and even had to have a water trailer for drinking water. As well as placing a load on the staff it saw most regattas run at a loss financially with the increased event costs. We were looking forward to getting started on the infrastructure to reduce this load and cost but encountered resistance at every stage from the various levels of bureaucracy. This will result in similar stresses being placed on the RQ staff and organisation in 2017.

The 2016 financial accounts have now been audited in line with the corporations act 2001 and are presented at the end of this report. Some notes for your information from the auditor:-

 Surplus is $31,119 (page 6)

 Revenue (see note 3 page 14) includes an operational $604,490 (2015 $364,404). A corresponding increase is seen in operational expenses $487,256 (2015 $206,116). This is primarily due to hosting of the Australian Masters (revenue $218,709 & expenses $205,931).

 Depreciation and Amortisation $76,152: This includes $50,000 amortisation for Wyaralong Course Development.

 Employment expenses: Salaries costs of $45,500 have been allocated to Wyaralong Course Development and will be amortised over the term of the licence.

The support of the Queensland Government through the Department of National Parks, Sport & Racing should not be underestimated. Rowing Queensland is thankful for this support from the Queensland Government through the Department.

The continued support of the Queensland Academy of Sport for rowing was raised to a new level in 2016. The availability of the Centre of Excellence to provide evidence based analysis on best practice and latest trends was truly appreciated. As identified in the Chairman’s report, RQ turned to the QAS on many occasions for support in the development of various proposals and reports. Their support of the new Queensland Pathways Program shows their ongoing commitment to the sport and RQ look forward to working hand in hand with the QAS to deliver a new level of high performance success.

The ongoing financial support from the Greater Public Schools Association towards the Education & Safety Program and their continued improvements to rower safety is to be congratulated. RQ is grateful and appreciative of their ongoing support. It was again disappointing that the BSRA chose not to support this safety initiative in 2016.

RQ also wishes to thank the Clubs and Schools who provided various racing boats for the 2016 state teams throughout the year.

I would like to make special mention of the North Queensland masters rowing team. In 2016 an NQ crew represented Queensland in the women’s 4X- at the masters’ interstate race. The “Force from the North” have implemented a region wide approach to raise the standard of masters rowing in all clubs. Congratulations to Corby Green and all the coaches for their tireless work in delivering great outcomes for the whole rowing community.

Finally a huge thank you to Steph, Pete, Lucy and Servo for the countless hours they spent away from their families delivering regattas, camps and events all around the state.

7. Rowing Queensland Business Unit Reports

7.1 Development Report

Coach Development – In 2016 our Level 1 Course moved online, making the accreditation process a simpler and more streamlined one. Level 2 Courses are still run face-to-face, and in 2016 we held two Club/School Coaching Courses in Brisbane, and one in Townsville. These courses were attended by 30 coaches looking to advance their rowing knowledge. We would like to thank all of the presenters and trainers who are involved in presenting. The syllabus covers rowing technique, training methodology, physiology, medical issues, rigging, professional issues and School-aged, Masters and Adaptive Athletes has a large practical focus post course that will ensure that coaches have increased their knowledge base upon completion. Queensland still leads the way in numbers of qualified coaches, with 407 Learn to Row coaches, 71 club/school coaches and 36 Performance coaches leading athletes across the state.

Interregional Championships – The Queensland Schools Inter-Regional concept was founded in 2006 as a method of developing junior rowing throughout Queensland using as the learning foundation. Its original goals where to:

- establish sculling programs in each region as the basis for common competition - identify talented school athletes and provide them with opportunities to showcase their ability in a representative regatta - educate students about the sport and their future opportunities - provide recognition and a pathway for talented school athletes to continue after school - help bridge the gap between school and club rowing ease the transition - encourage clubs to provide avenues for recruiting and inducting school leavers into meaningful pathways in their clubs. In 2016 Rowing Queensland moved to align the Interregional Championships with the Queensland School Sport model and regions. This move was aimed at gaining more involvement from schools, as well as boost the recognition of the achievements of representative athletes by using the support of a well-known regional system.

The Interregional Championships, run in conjunction with the 2016 Queensland Schools Championships, were a huge success. The four races, Under 16 and Opens Male and Female Coxed Quads, were all tightly contested in front of a huge crowd of students all cheering on their respective regions. The results for the races can be found on page 30. Rowing Qld will continue to implement the Queensland School Sport model, as well as developing the Riggers program for more use in new schools.

Masters Development Camps – 2016 again saw two Masters Development Camps being held in Mackay and Innisfail. The series, created in 2014, is designed to increase the access to rowing knowledge and coaching for inter-regional masters athletes. The camps have been a great success, with more than 30 Masters athletes attending across both locations, and the numbers of masters entries in regattas growing steadily annually. Communication – Communication in 2016 saw a huge shift and growth in the use of Rowing Queensland’s Social Media platforms. Our followings on Instagram and Facebook boomed in the last 12 months and as such we have seen a shift in the channels of communication. This Social Media growth also provides a great opportunity for clubs, coaches and athletes from across the state to share their stories and images. We continue to encourage our Queensland Community to use these platforms to contact us and share your tales! Rowing Queensland has also successfully maintained regular Email Newsletters and Website updates, as well as moving our public website across to a Revolutionise hosted page. The new site is easily navigated, managed and updated.

Masters Interstate Team – In 2016, the Masters Interstate Team competed at the Australian Masters Rowing Championships held at Lake Kawana from the 2nd to the 5th of June. For the second year in a row, both our Mens and Womens Queensland Masters Eights convincingly won their respective interstate races. The Mens Queensland Masters placed third, and the Womens Queensland Masters Quad Scull came in fifth. This continuing success is testament to the commitment of our Masters rowers, coaches and selectors. We would like to thank the coaches and selectors who assisted with the 2016 Queensland Masters Interstate Team, Alan Wallace, Angelina Ellis, Ray Smith, Terry Mulligan, Brian Parmenter, Adrian Howard, Donna Campagnolo and Kathy Phillips.

7.2 Operations and Events Rowing Queensland Regattas

The 2016 State Championships were hosted at the newly installed course at Wyaralong Dam. The course is the only 10 Lane, International Quality course in Queensland, and the event was a huge success. Queensland Schools Championships was set to be hosted again at the Rockhampton Ski Gardens, however floods and storms caused severe damage to their course, and the event had to be moved last minute to Bucca Weir. Commendation must be given to Bundaberg Rowing Club for their exceptional efforts in hosting Rowing Queensland’s largest annual event at such short notice.

2016 also saw a boom in the Queensland Masters State Championship at Coomera, and Rowing Queensland hosting the Australian Masters Rowing Championships at Lake Kawana. Both events were massive, and despite enormous storms causing many races at the AMRC to be cancelled, they were run with great efficiency and commitment.

The year was finished off with Riverway Rowing Club winning both the Queensland Premiership and the North Queensland Premiership, and Toowong Rowing Club securing the Hinchy Trophy. Congratulations to all clubs and athletes on such a great year of rowing!

Functions

In March 2016 The Regatta Hotel hosted our Interstate Representative and Schoolgirls Pathway Eight Presentation Function. It was a great event, celebrating Queensland’s representatives heading to the Sydney International Rowing Regatta later that month. The Queensland Schoolgirls Pathway Eights were also invited to attend and be presented with their representative zooties. The crews attended the Under 23, Under 21 and Junior Australian trials later in the year.

In early July Rowing Queensland hosted the Australian Underage Representative Soiree beneath the Marquee on the river at West End. The purpose of the evening was to celebrate the achievements of the Queensland athletes selected to represent Australia in Rotterdam and New Zealand later in 2016, as well as raise funds to assist with their respective tours. The event was moved this year, for a change of scenery and atmosphere, and by all accounts the evening was a great success. Attendees enjoyed the change in setting, and the laidback feel of the event. As well as the profits from the tickets sold, auctions were held throughout the night to assist in the fundraising for the athletes.

Later in 2016 we also introduced the Blazer Ball, an evening open to all of the rowing community, and dedicated to the celebration of our sport. At the event, we presented some of our Queensland rowers with their McVilly-Pearce Pins, awarded to all athletes who have represented Australia at a Senior A level. Congratulations to Robert Alexander, Simon Newcombe, Richard Powell, Gary Lynagh, Boden Hansen, Chris Ohlrich, Ned Draydon. Michael Toon and who all received their pins on the evening. We hope to make the Blazer Ball a part of our annual events calendar!

Principal Activities The principal activity of the company during the financial year was to provide services & support for rowers, officials, coaches and volunteers involved in rowing programs across Queensland.

Short Term and Long Term Strategic Objectives

Participation and Athlete Development • To support clubs to develop programs to attract and increase the number of participants in the sport. • Develop and deliver well structured regatta programs that suit the requirements of high performance and recreational rowers. • Develop a clear and communicated pathway for identification of talented rowers. • Provide high level support services, training opportunities and pathways for identified talented rowers to succeed at state, national and international level. • Develop a pathway that successfully attracts and progresses identified participants into club, state and national development pathways. • Provide training pathways and development for non high performance participants.

Facility Development • Identify, develop and maintain access to venues for training and racing of a standard that will allow international competition. • Secure rowing's future in South East Queensland through a national standard facility at Wyaralong for competition and the development of the sport from grassroots to elite.

Education, Training and Safety • Promote educational opportunities and pathways for officials, coaches and volunteers across the state. • Develop and cultivate an attitude of safety first among all participants so that safe rowing practices are always in place.

1. CORPORATE INFORMATION

Rowing Queensland Limited, a company limited by Guarantee was incorporated under the Corporations Act 2001 on the 10 December 2014.

2. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES

The directors have prepared the financial statements on the basis that the company is a non reporting entity because there are no users who are dependent on its general purpose financial statements. These financial statements are therefore special purpose financial statements that have been prepared in order to meet the requirements of the Corporations Act 2001. The company is a not for profit entity for financial reporting purposes under Australian Accounting Standards.

The financial statements have been prepared in accordance with the mandatory Australian Accounting Standards applicable to entities reporting under the Corporations Act 2001 and the significant accounting policies disclosed below, which the directors have determined are appropriate to meet the needs of members. Such accounting policies are consistent with those of previous periods unless stated otherwise.

The financial statements, except for the cash flow information, have been prepared on an accruals basis and are based on historical costs unless otherwise stated in the notes. Material accounting policies adopted in the preparation of these financial statements are presented below and have been consistently applied unless stated otherwise. The amounts presented in the financial statements have been rounded to the nearest dollar.

Accounting Policies

(a) Income Tax

Rowing Queensland Limited is an exempt body under the Income Tax Assessment Act 1997.

(b) Non-Current Assets

Property, plant and equipment have been brought to account at officers’ valuation (as at 31 December 2016) and at cost less accumulated depreciation.

The depreciable amounts of all fixed assets are depreciated over their useful lives commencing from the time the asset is held ready for use.

The carrying amount of fixed assets is reviewed annually by the directors to ensure it is not in excess of the recoverable amount of those assets.

The recoverable amount is assessed on the basis of expected net cash flows which will be received from the assets employment and subsequent disposal. The expected net cash flows have not been discounted to their present values in determining the recoverable amounts.

The depreciable amount of all fixed assets is depreciated on a straight line basis over the asset's useful life to the entity commencing from the time the asset is held ready for use.

The rates used for each class of depreciable assets are: Class of Fixed Asset Depreciation Rate Plant and Equipment & Office Furniture 10-33% Wyaralong Course Development Term of Licence The assets' residual values and useful lives are reviewed, and adjusted if appropriate, at the end of each reporting period.

An asset's carrying amount is written down immediately to its recoverable amount if the asset's carrying amount is greater than its estimated recoverable amount.

Gains and losses on disposals are determined by comparing proceeds with the carrying amount. These gains or losses are recognised in profit or loss in the period in which they arise. When revalued assets are sold, amounts included in the revaluation surplus relating to that asset are transferred to retained earnings.

(c) Accounting Period

These financial statements are for the period 1 January 2016 to 31 December 2016.

(d) Employee Entitlements

Provision is made for the Company’s liability for employee entitlements arising from services rendered by employees to balance date. Employee entitlements expected to be settled within one year together with entitlements arising from wages and salaries and annual leave which will be settled after one year, have been measured at their nominal amount.

Contributions are made by the Company to an employee superannuation fund and are charged as expenses when incurred.

(e) Leases

Operating lease payments are charged as expenses in the periods in which they are incurred. Lease commitments are outlined in Note 11.

(f) Goods and Services Tax

Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST incurred is not recoverable from the Australian Taxation Office. In these circumstances the GST is recognised as part of the cost of acquisition of the asset or as part of the expense.

(g) Revenue Recognition

All revenue is recognised to the extent that it is probable that the economic benefits will flow to the association and the revenue can be reliably measured. Revenue is stated net of the amount of GST.

Interest revenue is recognised on receipt.

Grant income is recognised when the association gains control over the funds which is generally at the time of receipt.

If conditions are attached to the grant, recognition of the grant as income is deferred until those conditions are satisfied.

Revenue from the rendering of a service is recognised upon the delivery of the service to recipients.

(h) Comparative Figures

Where necessary, comparative figures have been altered to comform with changes in presentation or when required by Accounting Standards.

(i) Cash on Hand

Cash on hand includes cash on hand, deposits held at-call with banks, other short term highly liquid investments with original maturities of three months or less, and bank overdrafts. Bank overdrafts are shown within short term borrowings in current liabilities on the statement of financial position.

(j) Accounts Receivable and Other Debtors

Accounts receivable and other debtors include amounts due from customers and members and any outstanding grant receipts. Receivables expected to be collected within 12 months of the end of the reporting period are classified as current assets. All other receivables are classified as non current assets.

(k) Impairment of Assets

At the end of each reporting period, the company reviews the carrying amounts of its tangible and intangible assets to determine whether there is any indication that those assets have been impaired. If such an indication exists, the recoverable amount of the asset, being the higher of the asset's fair value less costs of disposal and value in use, is compared to the asset's carrying amount. Any excess of the asset's carrying amount over its recoverable amount is recognised immediately in profit or loss.

Where the future economic benefits of the asset are not primarily dependent upon on the asset's ability to generate net cash inflows and when the company would, if deprived of the asset, replace its remaining future economic benefits, value in use is determined as the depreciated replacement cost of an asset.

Where it is not possible to estimate the recoverable amount of a class of asset, the company estimates the recoverable amount of the cash generating unit to which the asset belongs.

Where an impairment loss on a revalued asset is identified, this is debited against the revaluation surplus in respect of the same class of asset to the extent that the impairment loss does not exceed the amount in the revaluation surplus for that same class of asset.

(l) Provisions

Provisions are recognised when the company has a legal or constructive obligation, as a result of past events, for which it is probable that an outflow of economic benefits will result and that outflow can be reliably measured. Provisions recognised represent the best estimate of the amounts required to settle the obligation at the end of the reporting period.

(m) Accounts Payable and Other Payables

Trade and other payables represent the liability outstanding at the end of the reporting period for goods and services received by the company during the reporting period which remain unpaid. The balance is recognised as a current liability with the amount being normally paid within 30 days of recognition of the liability.

(n) Critical Accounting Estimates and Judgements

The directors evaluate estimates and judgements incorporated into the financial statements based on historical knowledge and best available current information. Estimates assume a reasonable expectation of future events and are based on current trends and economic data, obtained both externally and within the company.

Key Estimates (i) Impairment The company assesses impairment at the end of each reporting period by evaluating conditions and events specific to the company that may be indicative of impairment triggers.

(o) Economic Dependence

Rowing Queensland Limited receives substantial support from the Queensland Government via grants used to assist in the operation of its business. At the date of this report the Board of Directors has no reason to believe the Queensland Government will not continue to support Rowing Queensland Limited.

(p) New Standards and Interpretations not yet adopted

The Australian Accounting Standards Board has issued new, revised and amended standards and interpretations that have mandatory application dates for future reporting periods. The company has decided against early adoption of these standards.

Premises Lease

The company’s premises lease with the Brisbane City Council commenced in 2003 and expires in 2023. Initial rent per annum was $10,500 and this is subject to CPI adjustment each year until 2023.

Licence Agreement From 12/12/14 the company entered into a Licence Agreement with SEQWater in relation to Rowing Activities at Wyaralong Dam. The agreement is for the 12/12/14 - 11/12/17 with a further two Options for 3 years at the end date of 11/12/17. The initial licence fee is $400 per annum with a review date each year on the anniversary of the commencement date. The minimum percentage rate or review is 4%.

12. MORTGAGES, CHARGES

There are no mortgages or charges over any property of the company other than that covered by a Chattel Mortgage over a vehicle.

13. CAPITAL EXPENDITURE COMMITMENTS

The company has obtained capital funding from the State of Queensland Department of National Parks, Sport and Racing in relation to stage 2 of the Wyaralong Rowing Centre. The total approved funding for Project B (completion date 31/12/17) is $589,489.50 with the total cost estimated at $2,167,000.

No subsequent events have occurred or are likely to occur which require disclosure.

We have audited the accompanying financial report, being a special purpose financial report, of Rowing Queensland Limited, which comprises the statement of financial position as at 31 December 2016, the statement of profit or loss and other comprehensive income, statement of changes in equity and statement of cash flows for the year then ended, notes comprising a summary of significant accounting policies and other explanatory information, and the directors' declaration.

Directors' Responsibility for the Financial Report The directors of the company are responsible for the preparation of the financial report that gives a true and fair view and have determined that the basis of preparation described in Note 2 to the financial report is appropriate to meet the requirements of the Corporations Act 2001 and is appropriate to meet the the needs of the members. The directors' responsibility also includes such internal control as the directors determine is necessary to enable the preparation of a financial report that gives a true and fair view and is free from material misstatement, whether due to fraud or error.

Auditor's Responsibility Our responsibility is to express an opinion on the financial report based on our audit. We have conducted our audit in accordance with Australian Auditing Standards. Those standards require that we comply with relevant ethical requirements relating to audit engagements and plan and perform the audit to obtain reasonable assurance whether the financial report is free from material misstatement.

An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial report. The procedures selected depend on the auditor's judgement, including the assessment of the risks of material misstatement of the financial report, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the company's preparation of the financial report that gives a true and fair view, in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity's internal control. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made by the directors, as well as evaluating the overall presentation of the financial report.

Independence In conducting our audit, we have complied with the independence requirements of the Corporations Act 2001.
