The focus of Rowing Queensland’s Strategic Plan in 2014 to 2016 is to develop the capacity, capability and promotion of rowing in Queensland. There are four (4) key result areas which we have pursued to achieve our mission:

3.1 Board of Rowing Queensland Ltd

The business of Rowing Queensland Ltd is under the direction of the Board of Rowing Queensland. The Directors may exercise all the powers of the Company, except any power the Corporations Act or the Rules requires the Company to exercise in a general meeting of members. The Board is responsible for the appointment of the Chief Executive Officer who oversees all the day to day management and administration of the organisation.

The Board meets a minimum of times a year, comprising of five (5) Directors elected by the members of Rowing Queensland for three (3) year terms, as well as two (2) Directors appointed because of their special knowledge and skills for one (1) year terms. Rowing Queensland Ltd Directors throughout 2015 were:

4 | P a g e NICK PARR (Chairman) Nick Parr is married with three children aged six to six months. Nick is the sole director of Calidad Property Group which he established after working for DTZ and PRD nationwide as a sales and leasing operative. With Calidad Nick focuses on value add opportunities within both the commercial office market and retail property sector. Nick was a member of the Kings Cup eight in 2008, and later that year made the transition to rowing surf boats for Currumbin Surf Lifesaving Club. Nick’s interest in becoming a member of the RQ Board is that he enjoys all forms of rowing, and hopes to offer a down to earth opinion from someone who has recently "been there".

EMMA BROWN Commencing her affiliation with rowing in the 1994 Somerville House 1st VIII, Emma brings a number of years’ experience to the RQ Board. From making her first Queensland team in 1996 and last in 2008, to various volunteer coaching and administrative roles, Emma has a solid knowledge and understanding of the sport across its numerous facets. Emma is enthusiastic about rowers “giving back” to the rowing community by playing an active role in their chosen sport. Further, Emma is an advocate for continually increasing the profile of women in rowing across the various levels of competition, coaching and administration.

RAY EBERT Ray has been involved in Rowing since joining Pine Rivers RC as a school boy some 45 years ago. He has been an athlete, coach and administrator at club level and has been both employed and a volunteer on various State and National bodies over the last 20 years. Ray has been the Australian Senior A and Olympic Team Manager since 2005 and is a professional in the sports administration field having worked for the Queensland Government’s Department of Sport since late 1998. Ray brings both experience at all levels of the sport and the desire to see the sport continue to flourish at all levels in Queensland now and into the future.

JOHN RYNNE John commenced his involvement with rowing at school and progressed to coach Queensland and Australian crews in the Junior, Senior B and Senior A categories. He is a former Head Coach of the rowing section of the Tasmanian Institute of Sport and was a national team selector for four years. He is a member of the Australian Psychological Society and currently works at Griffith University lecturing in psychology. His aim as a Board member is to assist athletes in attaining the highest level they aspire to and enjoy the experience along the way.

IAIN SMITH Iain has been involved in rowing, both as an athlete and administrator for over 30 years. He is married and has three children, all of whom are actively involved in rowing. For a period of 13 years Iain was the Captain and Vice President of . Iain is also an International Yachtsman, racing in 15 Sydney to Hobart Yacht Races, competing in 3 America’s Cup campaigns and winning 3 major World Championships. Iain was the Director of Rowing at The Southport School from 2009-2014 and continues to coach. Iain has owned and operated his marine business for over 30 years. As a Director on the RQ Board, Iain has a priority of fostering improved

5 | P a g e development pathways between school, tertiary and elite rowing, and the creation and development of a new rowing facility located at Wyaralong.

CHLOE SCHAUBLE Chloe first rowed in the mid-90s at university in Brisbane and later re-entered the sport as a Masters rower. She has been a member of the Townsville & JCU Rowing Club for ten years, holding various positions on the club’s Management Committee for six. When not competing at regattas she enjoys the view from an umpire boat. Currently a manager at the Great Barrier Reef Marine Park Authority, Chloe has experience working with diverse stakeholder groups including local, state and federal government, industry, not for profit organisations, and community groups. She is a strong believer in collaboration, the value of volunteers, and strengthening the promotion of rowing as a sport for all.

SUSAN WALLACE Sue joined with 11 other women to found the Dragons Rowing Club in 1995. The club started as a response from women to row socially and have fun. Over the years they have provided rowing programs for athletes with a disability and masters to learn how to row and compete in local, state, national and international events. She brings her experience with masters and Para rowers and as inaugural President of the club to the Rowing QLD Board and looks forward to the challenge. Her other interests are her work as Principal of a secondary school and her family (all teachers and past and present rowers). Sue is now a member of Commercial Rowing Club and will continue to advocate opportunities for women and people with a disability to participate in all aspects of the sport.

ROBERT ALEXANDER (Regatta Secretary) Robert has been involved in rowing in one form or another since 1961, where he commenced his rowing career at The Southport School. Bob has represented Queensland in the Kings and Presidents Cup on several occasions, as well as a Masters competitor in more recent times. Bob has been the organisation’s Regatta Secretary since 1987. The regatta secretary attends meeting of the Board however does not have any voting privileges.

MURRAY STEWART Murray joined Rowing Queensland as the Chief Executive Officer in August of 2015. Murray moved across from the states peak body for outdoor recreation, QORF and is a board member of the Fitness, Sport and Recreation Skills Alliance. Murray holds a Bachelor of Business and a Masters of Business Administration. Murray career includes the Sydney Olympics Games, Camp Wallaby at Coffs Harbour and numerous enagemnets working with international sporting teams .

PETER HICKS Peter joined Rowing Queensland at the beginning of 2014 as the Sport Development Manager. Previous to this Peter held roles as a school, club and State rowing coach since 2005 and since 2010 held a role at a Brisbane school as a Physical Education/Science teacher and Director of Rowing. Peter holds a degree in Secondary Education from the Queensland University of Technology.

STEPHANIE KRIPPNER Stephanie began as Education and Safety Officer in January 2014, whilst beginning a Bachelor of Business Management (Sports and Events Management) at Griffith University. Stephanie has a background in rowing at school, club and state level as a rower, coach and administrator.

RACHAEL ZUMAETA Rachael has been Rowing Queensland’s Finance Administrator since December 2010, and is responsible for the organisation’s financial reporting and office administration. Rachael comes to the organisation with solid administration and financial experience gained from working in her family’s business and in several different organisations such as Ray White Real Estate and Teach International.

On behalf of the Board and the Executive of Rowing Queensland Ltd, I would like to present to our Members, stakeholders, sponsors and friends the Rowing Queensland Ltd Annual Report.

2015 will be remembered as a milestone year for Rowing Queensland with the commencement of construction of our new course at Wyaralong Dam. Many years in the planning and with the fantastic support of the Queensland Government a new 10 lane FISA regulation course was finally underway. While the first regatta (Qld State Championships) was held in 2016, 2015 was when all the hard work was done. A huge thank you to our project partners the Queensland Government, SEQ Water, Scenic Rim Council, Wyaralong Rowing Club, Queensland Academy of Sport and the wider rowing community. We now look to stage 2 of the development which will include the development of the rowing sheds, access road, construction of the finish tower and installation of the held start.

Rowing Queensland again enjoyed success on the water at the Interstate Regatta at the 2016 National Championships and the interstate races at the Australian Masters Championship, which were held in 2015. A special mention and congratulations must be made to the Queensland Men’s Lightweight Four crew who were able to win the Penrith Cup for an incredible 4th year in a row. Rowing Queensland’s relationship with governments; local, state and federal, has continued to be very positive and as such all levels of government have been generous with their financial support. Particularly the support of the Queensland Government through the Department of National Parks, Sport & Racing should not be overlooked. Rowing in Queensland would like to sincerely thank the continued support from the Queensland Academy of Sport, Brisbane City Council, Rowing Australia, Bundaberg Regional Council, Rockhampton Regional Council, Mitsubishi Motors, Designer Paintworks and The Haines Group. The collective support from these organisations enables RQ to provide continued and improved services to all members. This year continued to build on the successes of past years and continues to strengthen our sport in providing various opportunities to participate throughout the state.

Murray Stewart joined Rowing Queensland late 2015 in the CEO’s role and has hit the ground running, finalising all the approvals to get Wyaralong Dam underway. Murray takes a very hands on approach to the role and I’m sure many of you have rubbed shoulders with him whilst cleaning buoys, umpiring, setting up a regatta or having a row. During the year Ben Groth, our trusted Regatta Operations Coordinator, moved to a new role with Queensland Athletics. It would be remiss of me not to mention Peter Hicks who in the absence of the above staff shouldered a huge burden for the last quarter of the year.

9 | P a g e The organisations volunteer’s dedication and commitment often goes well beyond what would normally be expected and I would like to sincerely thank our many volunteers across the state for their ongoing efforts. I would also like to thank the RQ Board which is functioning as well as I can remember in my six years of involvement.

As the Rowing Queensland community looks towards another year, I am confident that the successes of this 2015 will continue into the new-year and we will have greater results to come, on and off the water.

2015 was a watershed year for Rowing in Queensland with the beginning of construction of the Lake Wyaralong International Rowing Centre. This project is a huge undertaking for a small not for profit organisation, like Rowing Queensland, and I would like to thank and congratulate all the rowing community for making this happen. For many years, many people held a vision for the lake and credit must go to my predecessor, the RQ staff and the board for their efforts in turning a vision into reality. Through a partnership with the Wyaralong Rowing Club, Rowing Queensland, the Queensland Government, SEQ Water and the Scenic Rim Council construction on stage 1 (the 10 lane course) started in December 2015.

Acknowledgements

I would like to thank the RQL Board, staff and our hard working volunteers and club representatives from across Queensland for their ongoing efforts throughout 2015. The volunteer’s dedication and commitment often goes well beyond what would normally be expected.

The 2015 financial accounts have been audited in line with the Incorporations Act.

- Revenues from Ordinary Activities returned a $6,596 surplus in 2015. - Income was $77,741 less than 2014 – This decrease in revenue was due to the cessation of the Jobs Plan program and the BSRA deciding to manage regatta operations and safety internally rather than externally through RQ. There was a corresponding decrease in employment expense. - There was also the resignation of 2 positions (CEO and Regatta Operations) and with these resignations saw an extraordinary payment of $25,000 in leave owing that was not accrued. -The Wyaralong Development also started and impacted on the balance sheet with the purchase of work boats and a contribution of $25,000 in administration offset. The support of the Queensland Government through the Department of National Parks, Sport & Racing should not be underestimated. Rowing Queensland is thankful for the support from the Queensland Government through the Department and in particular Minister Byrne and his staff.

The ongoing financial support from the Greater Public Schools Association towards the Education & Safety Program and the continued improvements to the Brisbane River safety program is to be congratulated and RQ is grateful and appreciative of their ongoing support.

RQ also wishes to thank the following Clubs and Schools who provided various racing boats for the 2015 state teams throughout the year.

RQL continues to meet regularly with Maritime Safety Queensland, Brisbane Ferries and the Brisbane City Council to review and update the Brisbane River – Code of Conduct. The Education & Safety Program with ongoing financial support of the GPS will in 2016 continue looking at ways in which to increase the safety of all river users in order to provide a safe and fun waterway for the entire rowing community to enjoy.

7. Rowing Queensland Business Unit Reports

7.1 Development Report

Coach Development – 2015 saw Rowing Queensland run 14 Level 1 coaching courses, with 183 participants, a much higher participation rate than previous years. Two Level 2 coaching courses were also conducted for 21 participants, looking to further their coaching knowledge. The syllabus covers rowing technique, training methodology, physiology, medical issues, rigging, professional issues and School-aged, Masters and Adaptive Athletes has a large practical focus post course that will ensure that coaches have increased their knowledge base upon completion. Queensland still leads the way in numbers of qualified coaches, with 374 Learn to Row coaches, 79 club/school coaches and 38 Performance coaches leading athletes across the state. Rowing Queensland would like to thank all of the following presenters involved in the 2015 coaching education programs: John McGuiness, Garry Merrit, Stephan Muhlenberg, Paul Trevethan, Rod Silcox, Peter Howard, Tim Conrad, Jirik Haselgrove, Paul Brown, Robin Fay, Ray Smith, Lincoln Handley, Ivan Hooper, Lachlan Johnston, Peter Toon and Mitch Rosenlund.

Water Safety – In 2015 Rowing Queensland continued its use of the online water safety training resources and courses for athletes, as well as presenting water safety workshops for coaches and coxswains. Many clubs and schools have come on board quickly to the online education programs, and throughout 2015 nearly 3000 participants took part across all courses. It is hoped that the online safety resource will become a mandatory for all rowers, coaches and coxes.

Interregional Championships – The Queensland Schools Inter-Regional concept was founded in 2006 as a method of developing junior rowing throughout Queensland using sculling as the learning foundation. Its original goals where to:

- establish sculling programs in each region as the basis for common competition - identify talented school athletes and provide them with opportunities to showcase their ability in a representative regatta - educate students about the sport and their future opportunities - provide recognition and a pathway for talented school athletes to continue after school - help bridge the gap between school and club rowing ease the transition - encourage clubs to provide avenues for recruiting and inducting school leavers into meaningful pathways in their clubs. It is important to realise this it was not designed to produce elite crews, but rather to identify talented athletes and to provide additional representative pathways for them to continue to enjoy and achieve in our sport.

The Inter-Regional’s concept currently covers four races - an Under 16 and Open Male and Female coxed quad, with an overall point score determining the champion region. The timing is agreed to be the last four races of the first day of the Queensland Schools Championships. Five regions contested the 2015 event with Brisbane’s depth of talent across the board proving ultimately too strong.

Central Queensland Development Camps – The 2015 Central Queensland development camps were held in Rockhampton and Bundaberg, and both camps were a huge success. Rockhampton saw 36 athletes attend, and Bundaberg provided development for 30 rowers. The young athletes received coaching from an experienced and varied group of coaches. We would like to thank Christian Oneto, Lincoln Handley, Peter Howard, Tim Conrad and Garry Merrit for their contribution to the development camps.

Masters Development Camps – 2015 again saw three Masters Development Camps being held in Mackay, Lake Tinaroo and Townsville. The series, created in 2014, is designed to increase the access to rowing knowledge and coaching for inter-regional masters athletes. The camps have been a great success, with more than 50 athletes attending across the three locations, and the numbers of masters entries in regattas growing steadily annually. Rowing Queensland would like to thank Andrew McNicol, Nigel Stubbs, Lorraine Robinson and Jack Price for their commitment to the ongoing triumph of this series of camps.

Para Program – The Para rowing program continued in 2015, primarily through the Dragon’s Rowing Club which has been the most active club for para rowing in Queensland. UQBC, Centenary Rowing Club and Noosa Yacht and Rowing Club also provided the opportunity for Para Athletes to enjoy the sport of Rowing throughout 2015. It was pleasing to note the interest generated throughout the end of 2015 in the National Training Centre Monthly National Time Trails with athletes from Dragons Rowing Club regularly attending these events which were held at Lake Wyaralong, Beaudesert.

Two Para athletes competed in the QLD State Championshps with Cameron Kosmala winning the Gold in the LTA1x and Tristan Higham the Gold winner in the ASM1x. Both athletes are from Dragons Rowing Club and coached and supported by a number of volunteers.

Our congratulations to Cameron Kosmala from Dragons Rowing Club who represented Queensland in the inaugural State LTA 1x event held at the National Championships in March 2016. It was great to see Queensland represented at this event. Congratulations also to Mac Russell from UQBC who won Gold in the LTAM1x. Thanks also to Erik Horrie, originally from Queensland and now at the AIS and current world champion in the ASM1x, who supported Tristan Higham from Dragons Rowing Club who competed for the first time against Erik in the ASM1x at the Nationals.

Urban Rowing and Rowing Queensland again partnered to present the 2015 Rowing Ability Ergo Challenge with teams from Lifestream, Vision Australia and Sporting Wheelies and Disabled Association Queensland teams rowing the ergo for three hours in the Queens St Mall. Thanks must be made to The Urban Rowing Gym staff for their assistance in the successful running of this program and providing the opportunity for people with a disability to become active in Para rowing.

The promotion of Rowing in the disability space continued with Rowing Queensland and Dragons Rowing Club teaming with Sporting Wheelies and Disabled Association Queensland to hold a Come and Try Day in Para Rowing. This event will become an annual one to ensure there is a pathway for people with a disability to try rowing as a sport.

Communication - During 2015 Rowing Queensland has endeavoured to maintain effective communication between office staff, clubs, members and stakeholders by continuing regular website updates, email newsletters and relevant regatta bulletins. We have also engaged with new forms of social media, encouraging the state-wide rowing community to have a direct impact on the public message of Rowing Queensland. We invite all rowers, coaches and lovers of the sport to share their stories and successes with us through our Facebook, Twitter and Instagram accounts.

Masters Interstate Team – The 2015 Queensland Masters Interstate Team competed at the Australian Masters Championships in Sydney, New South Wales. Queensland picked up Gold in both the Men’s and Women’s Eights, as well as 4th place for the Men’s , and 5th in 15 | P a g e the Women’s Quad Scull. Although there is no official point score for the Masters interstate championships, Queensland was very strong across the board and this is a testament to the strength of Masters rowing in our state. A big thank you and well done to all the Masters Coaches, they included Terry Mulligan, Liz Ralston, Andrew McNicol, Daniel Bundock, John McGuinness, Angelina Ellis, and Jenifer Gilbert and to the selectors (Adrian Howard, Diana Campagnolo, Kathy Phillips and Brian Parmeter).

7.2 Operations and Events

Rowing Queensland Regattas

Regatta entry numbers were strong again in 2015, with most events maintaining consistent numbers of entries. 2015 also saw the move of the QLD Schools Championship to Rockhampton Ski Gardens, with the generous support of Rockhampton Regional Council. The change of location allowed for easier transport for North Queensland’s school rowers, and the accommodation options in central Rockhampton provided better services for spectators, parents and supporters. 2015 marked the inaugural Urban Sprint Regatta at Coomera Rowing Course,

The year was finished off with Brisbane & GPS Rowing Club winning the Queensland Premiership, Riverway Rowing club taking out the North Queensland Premiership and Toowong Rowing Club securing the Hinchy Trophy. Congratulations to all clubs and athletes on such a great year of rowing!

Functions

In February 2015, The Rowing Queensland State Team function moved venues to The Landing at Dockside; a much larger space than previous years with a great view of the river. With approximately 110 people attending to witness the announcement of the 2015 Interstate Rowing Team, the event was a huge success.

In June 2015 it was time to hold the Australian Underage Representatives Fundraising event. Again, the primary aim of this function was to raise money for the Queensland athletes selected in the 2015 Junior, Under 21 and Under 23 Australian Rowing Teams, however this year athletes selected in the University Australian Rowing Team were also included. Totalling 22 Queensland athletes selected to represent Australia. With such a great success at the previous year’s fundraiser, this event was held in a similar fashion, with the same venue and fundraising ideas on the night. The amount of attendees dropped slightly to 170 total. This also resulted in a slight profit decrease. However the night managed to raise $16,500, which was divided up and distributed directly to the athletes to assist them with the expenses they incur throughout their representation of Australia.

7.3 BRO President’s Report

This year has been a very hectic one with the Gold Coast Schools, Bundaberg, Sunshine Coast, Rockhampton, Townsville and Innisfail regions all growing in size with a regatta on nearly every weekend if not two on the same weekend.

This puts a strain on the volunteer BRO’s with regattas starting at 7 or 8 in the morning and finishing between 3 and 5 in the afternoon with a pre and post jury meeting an hour before and a half after each regatta. With races running between 3 and 10 minute intervals and normally not enough officials to relieve you for a comfort stop, it makes hard work of it. It is no wonder we are known as cranky people and we have trouble retaining volunteer officials when criticism is more common than thanks.

This year we have had 2 BRO’s progress to level 3 = Rowing Australia level. Cathy Evatt-Davie and Zara Underwood congratulations to them both. We also have six level one officials going for their level 2.

We have started a quarterly phone conference’s to communicate what is going on in the zones and to support Central and North Queensland and keep up to date with the rules of racing.

The two umpire cats are in high demand, with the ageing BRO’s spending 6 or 8 hours in a small tinny it is torture and so we are lobbying for a further two cats.

The BRO’s are the face of Rowing Queensland and control the tone and safety of the regattas. It is important to support our officials as volunteers as we all know are getting older and harder to retain.

I must mention our Senior Vice President Steve Hinchy who was awarded volunteer of the year by Rowing Australia, congratulations Steve.

In closing senior BRO’s take a great deal of pleasure watching rowing evolve and grow.

Principal Activities The principal activity of the company during the financial year was to provide services & support for rowers, officials, coaches and volunteers involved in rowing programs across Queensland.

Short Term and Long Term Strategic Objectives

Participation and Athlete Development • To support clubs to develop programs to attract and increase the number of participants in the sport. • Develop and deliver well structured regatta programs that suit the requirements of high performance and recreational rowers. • Develop a clear and communicated pathway for identification of talented rowers. • Provide high level support services, training opportunities and pathways for identified talented rowers to succeed at state, national and international level. • Develop a pathway that successfully attracts and progresses identified participants into club, state and national development pathways. • Provide training pathways and development for non high performance participants.

Facility Development • Identify, develop and maintain access to venues for training and racing of a standard that will allow international competition. • Secure rowing's future in South East Queensland through a national standard facility at Wyaralong for competition and the development of the sport from grassroots to elite.

Education, Training and Safety • Promote educational opportunities and pathways for officials, coaches and volunteers across the state. • Develop and cultivate an attitude of safety first among all participants so that safe rowing practices are always in place.

1. CORPORATE INFORMATION

Rowing Queensland Limited, a company limited by Guarantee was incorporated under the Corporations Act 2001 on the 10 December 2014. Rowing Queensland Limited was previously an incorporated Association in terms of the Associations Incorporation Act 1981. Authority was granted to transfer incorporation pursuant to Section 106E of the Associations Incorporation Act 1981 on the 28 November 2014.

2. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES

The directors have prepared the financial statements on the basis that the company is a non reporting entity because there are no users who are dependent on its general purpose financial statements. These financial statements are therefore special purpose financial statements that have been prepared in order to meet the requirements of the Corporations Act 2001. The company is a not for profit entity for financial reporting purposes under Australian Accounting Standards.

The financial statements have been prepared in accordance with the mandatory Australian Accounting Standards applicable to entities reporting under the Corporations Act 2001 and the significant accounting policies disclosed below, which the directors have determined are appropriate to meet the needs of members. Such accounting policies are consistent with those of previous periods unless stated otherwise.

The financial statements, except for the cash flow information, have been prepared on an accruals basis and are based on historical costs unless otherwise stated in the notes. Material accounting policies adopted in the preparation of these financial statements are presented below and have been consistently applied unless stated otherwise. The amounts presented in the financial statements have been rounded to the nearest dollar.

Accounting Policies

(a) Income Tax

Rowing Queensland Limited is an exempt body under the Income Tax Assessment Act 1997.

(b) Non-Current Assets

Property, plant and equipment have been brought to account at officers’ valuation (as at 31 December 2015) and at cost less accumulated depreciation.

The depreciable amounts of all fixed assets are depreciated over their useful lives commencing from the time the asset is held ready for use.

The carrying amount of fixed assets is reviewed annually by the directors to ensure it is not in excess of the recoverable amount of those assets.

The recoverable amount is assessed on the basis of expected net cash flows which will be received from the assets employment and subsequent disposal. The expected net cash flows have not been discounted to their present values in determining the recoverable amounts.

(b) Non-Current Assets (cont'd) Depreciation

The depreciable amount of all fixed assets is depreciated on a straight line basis over the asset's useful life to the entity commencing from the time the asset is held ready for use. The depreciation rates used for each class of depreciable assets are: Class of Fixed Asset Depreciation Rate Plant and Equipment & Office Furniture 10-33% Wyaralong Development Term of Licence

The assets' residual values and useful lives are reviewed, and adjusted if appropriate, at the end of each reporting period.

An asset's carrying amount is written down immediately to its recoverable amount if the asset's carrying amount is greater than its estimated recoverable amount.

Gains and losses on disposals are determined by comparing proceeds with the carrying amount. These gains or losses are recognised in profit or loss in the period in which they arise. When revalued assets are sold, amounts included in the revaluation surplus relating to that asset are transferred to retained earnings.

(c) Accounting Period

These financial statements are for the period 1 January 2015 to 31 December 2015.

(d) Employee Entitlements

Provision is made for the Company’s liability for employee entitlements arising from services rendered by employees to balance date. Employee entitlements expected to be settled within one year together with entitlements arising from wages and salaries and annual leave which will be settled after one year, have been measured at their nominal amount.

Contributions are made by the Company to an employee superannuation fund and are charged as expenses when incurred.

(e) Leases

Operating lease payments are charged as expenses in the periods in which they are incurred. Lease commitments are outlined in Note 11.

(f) Goods and Services Tax

Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST incurred is not recoverable from the Australian Taxation Office. In these circumstances the GST is recognised as part of the cost of acquisition of the asset or as part of the expense.

(g) Revenue Recognition

All revenue is recognised to the extent that it is probable that the economic benefits will flow to the association and the revenue can be reliably measured. Revenue is stated net of the amount of GST.

(g) Revenue Recognition (cont'd)

Interest revenue is recognised on receipt.

Grant income is recognised when the association gains control over the funds which is generally at the time of receipt.

If conditions are attached to the grant, recognition of the grant as income is deferred until those conditions are satisfied.

Revenue from the rendering of a service is recognised upon the delivery of the service to recipients.

(h) Comparative Figures

Where necessary, comparative figures have been altered to comform with changes in presentation or when required by Accounting Standards.

(i) Cash on Hand

Cash on hand includes cash on hand, deposits held at-call with banks, other short term highly liquid investments with original maturities of three months or less, and bank overdrafts. Bank overdrafts are shown within short term borrowings in current liabilities on the statement of financial position.

(j) Accounts Receivable and Other Debtors

Accounts receivable and other debtors include amounts due from customers and members and any outstanding grant receipts. Receivables expected to be collected within 12 months of the end of the reporting period are classified as current assets. All other receivables are classified as non current assets.

(k) Impairment of Assets

At the end of each reporting period, the company reviews the carrying amounts of its tangible and intangible assets to determine whether there is any indication that those assets have been impaired. If such an indication exists, the recoverable amount of the asset, being the higher of the asset's fair value less costs of disposal and value in use, is compared to the asset's carrying amount. Any excess of the asset's carrying amount over its recoverable amount is recognised immediately in profit or loss.

Where the future economic benefits of the asset are not primarily dependent upon on the asset's ability to generate net cash inflows and when the company would, if deprived of the asset, replace its remaining future economic benefits, value in use is determined as the depreciated replacement cost of an asset.

Where it is not possible to estimate the recoverable amount of a class of asset, the company estimates the recoverable amount of the cash generating unit to which the asset belongs.

(k) Impairment of Assets (cont'd)

Where an impairment loss on a revalued asset is identified, this is debited against the revaluation surplus in respect of the same class of asset to the extent that the impairment loss does not exceed the amount in the revaluation surplus for that same class of asset.

(l) Provisions

Provisions are recognised when the company has a legal or constructive obligation, as a result of past events, for which it is probable that an outflow of economic benefits will result and that outflow can be reliably measured. Provisions recognised represent the best estimate of the amounts required to settle the obligation at the end of the reporting period.

(m) Accounts Payable and Other Payables

Trade and other payables represent the liability outstanding at the end of the reporting period for goods and services received by the company during the reporting period which remain unpaid. The balance is recognised as a current liability with the amount being normally paid within 30 days of recognition of the liability.

(n) Critical Accounting Estimates and Judgements

The directors evaluate estimates and judgements incorporated into the financial statements based on historical knowledge and best available current information. Estimates assume a reasonable expectation of future events and are based on current trends and economic data, obtained both externally and within the company.

Key Estimates (i) Impairment The company assesses impairment at the end of each reporting period by evaluating conditions and events specific to the company that may be indicative of impairment triggers.

(o) Economic Dependence

Rowing Queensland Limited receives substantial support from the Queensland Government via grants used to assist in the operation of its business. At the date of this report the Board of Directors has no reason to believe the Queensland Government will not continue to support Rowing Queensland Limited.

(p) New Standards and Interpretations not yet adopted

The Australian Accounting Standards Board has issued new, revised and amended standards and interpretations that have mandatory application dates for future reporting periods. The company has decided against early adoption of these standards.

11. FUTURE COMMITMENTS

Premises Lease

The company’s premises lease with the Brisbane City Council commenced in 2003 and expires in 2023. Initial rent per annum was $10,500 and this is subject to CPI adjustment each year until 2023.

We have audited the accompanying financial report, being a special purpose financial report, of Rowing Queensland Limited, which comprises the statement of financial position as at 31 December 2015, the statement of profit or loss and other comprehensive income, statement of changes in equity and statement of cash flows for the year then ended, notes comprising a summary of significant accounting policies and other explanatory information, and the directors' declaration.

Directors' Responsibility for the Financial Report The directors of the company are responsible for the preparation of the financial report that gives a true and fair view and have determined that the basis of preparation described in Note 2 to the financial report is appropriate to meet the requirements of the Corporations Act 2001 and is appropriate to meet the the needs of the members. The directors' responsibility also includes such internal control as the directors determine is necessary to enable the preparation of a financial report that gives a true and fair view and is free from material misstatement, whether due to fraud or error.

Auditor's Responsibility Our responsibility is to express an opinion on the financial report based on our audit. We have conducted our audit in accordance with Australian Auditing Standards. Those standards require that we comply with relevant ethical requirements relating to audit engagements and plan and perform the audit to obtain reasonable assurance whether the financial report is free from material misstatement.

An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial report. The procedures selected depend on the auditor's judgement, including the assessment of the risks of material misstatement of the financial report, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the company's preparation of the financial report that gives a true and fair view, in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity's internal control. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made by the directors, as well as evaluating the overall presentation of the financial report.

We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our audit opinion.

Independence In conducting our audit, we have complied with the independence requirements of the Corporations Act 2001. We confirm that the independence declaration required by the Corporations Act 2001, which has been given to the directors of Rowing Queensland Limited, would be in the same terms if given to the directors as at the time of the auditor's report.

Opinion In our opinion the financial report of Rowing Queensland Limited is in accordance with the Corporations Act 2001 including:

a giving a true and fair view of the company's financial position as at 31 December 2015 and of its performance for the year ended on that date; and`

b complying with Australian Accounting Standards to the extent described in Note 1 and the Corporations Regulations 2001.
