Governance The business of Rowing New South Wales (RNSW) is carried out under the direction of the Board of RNSW for the benefit of constituent and registered members. The Directors may exercise all the powers of the Company, except any power the Corporations Act or the Rules requires the Company to exercise in a general meeting of members. The Board is responsible for the appointment of the Chief Executive Officer to do all things necessary for the proper management and administration of the organisation. The CEO is ultimately accountable to the Board of Rowing New South Wales, however the CEO is accountable to the President on a day-to-day basis.

Rowing New South Wales is committed to best practice models of governance to ensure the long term viability of the organisation. Corporate governance for the Board of Rowing New South Wales relates to:  The process of setting, guiding and monitoring the organisation’s future direction  Ensuring the organisation operates within its relevant legal and other boundaries  Driving organisational performance through the management team appointed by the Board  Establishing appropriate control processes and accountability systems

Board of Directors Ivan Adlam – President Attended 12 from a possible 12 Board meetings Ivan’s introduction to rowing was as a parent in 2003. Since then he has been involved as a regatta volunteer, trainee BRO and achieved level 2 coaching accreditation. He has also served on the committees of the Endeavour Rowing Club and the Central Districts Rowing Association. Ivan has extensive experience in corporate accounting and financial management roles in and overseas. He was appointed to the Board of Rowing NSW as Finance Director in October 2010.

Bryan Weir – Deputy President Attended 11 from a possible 12 Board meetings Bryan Weir graduated from University of New South Wales with degrees in Law and Commerce in 1976. He joined the law firm of Freehill Hollingdale & Page (now Freehills), becoming a partner in 1980. In 1993, he left Freehills to become a divisional director of Macquarie Bank, where he remained until 1998. Since then, he has (with a business partner) established and operated a private investment and advisory group known as the Walker Douglas Group, which holds and manages investments in commercial and industrial real estate and in hotels. Bryan is a past president of .

Andrew Gannon – Director of Finance Attended 7 from a possible 12 Board meetings Andrew has held senior roles in the Financial Services industry for a number of years, specifically in the areas of strategy & distribution. A Riverview graduate and Mosman Rowing Club alumnus, Andrew has represented the state at the 1991 National Championships in the Youth . He brings to the RNSW board a valuable blend of corporate experience and in-depth rowing knowledge, particularly in the areas of strategic planning and idea generation. Andrew holds a Bachelor of Arts from University of New South Wales, a Master of Commerce from Macquarie University and a Masters of Business Administration from the Australian Graduate School of Management and studied Performance Leadership at the International Institute for Management Development (IMD) in Lausanne, .

Joe Zammit Attended 2 from a possible 3 Board meetings Mr Zammit was elected in 2002 and was the longest serving Director on the RNSW Board. He was also Chair of the Organizing committee of the World Masters Games held in 2009. Joe has worked for more than 25 years in financial management, human resources, risk management and project management. In 2003 he left the corporate world to use his expertise in community service. He is currently working for Independent Community Living Association that cares for people with mental disabilities as the Operations Manager.

Stephen Handley Attended 9 from a possible 12 Board meetings Stephen Handley has been a member of for over 40 years, joining as a junior active member in 1970. Stephen enjoyed success as an athlete winning many state and national championships and representing Australia at two world championships and the 1980 Moscow Olympic Games. Following many years in banking and finance for the past 20 years he has owned and operated an electronics engineering business specialising in IT and telecommunications. Stephen has been a director of Rowing NSW since 2007.

Chris Noel Attended 8 from a possible 12 Board meetings B Ec.1971, Hon Fellow Sydney University 2007.Rowed competitively at school and in club rowing from 1964 to 1977. Awarded a Sydney University Blue in rowing 1971. Served as Treasurer, Captain, President and Vice President of Sydney Uni Boat Club from 1975 to present. Member of the Board of Sydney University Sport and Fitness 1990 - 2009. President of Rowing NSW 2006-2008. In recent years Chris has headed the NSW Kings Cup Committee. This committee aims to support NSW State rowers and to promote the success of NSW crews in the annual interstate regatta. Chris has filled the role of Rowing Program Coordinator at Sydney University Boat Club since 1994.

Deanna Fekete Attended 11 from a possible 12 Board meetings A member of , Deanna has a particular interest in women's rowing and a strong desire to capitalise on the breadth of NSW schoolgirl talent. Her deep administrative experience as the event manager for the Leichhardt Corporate Rowing Challenge provides valuable insights into her role as a RNSW Director, as is her renowned networking capabilities. Having been mother to three former rowers, Deanna also has a keen sense of what rowing currently succeeds in and what it still requires in NSW. When not on the water or at her club, Deanna is the director of Resource Connections, an independent energy consultant business based in Balmain.

Bronwen Watson Attended 8 from a possible 10 Board meetings Bronwen was elected to the Board in May 2010. Following on from a successful representative career as an athlete on the Australian Rowing Team, which includes one Bronze and two Gold World Championship medals, she is now continuing in the sport from an administrative and management perspective including the role of President at Sydney University Women’s Rowing Club. With nearly 30 State and National titles to her name, Bronwen has been an avid competitor and supporter of NSW, representing NSW across 15 years of National competition and continues to have close ties with young elite competitors in the sport.

Sam Crosby Attended 8 from a possible 12 Board meetings Sam brings extensive experience within the sphere of policy and corporate affairs. Sam is currently the manager of corporate affairs at Johnson & Johnson. Previously a senior policy advisor for the NSW Treasurer, Sam was also Chief of Staff in the office of the NSW Minister for Waterways, Mineral & Forest Resources & Ports. Sam is currently an ambassador for White Ribbon Day and President of Concord’s St Vincent de Paul conference. Sam holds a Masters of Business Administration from UNSW and a Bachelor in Economics and Social Sciences (Hons1) from the University of Sydney. In 2001 Sam rowed in the winning men’s eight at the Head of the Charles (Boston). Sam is determined to see more people share in the benefits of the sport.

Miranda Bennett Attended 8 from a possible 9 Board meetings Three time world champion in the Lightweight Women’s Quad (and world record holder), Miranda brings extensive experience to the Rowing NSW board, including several years of administration and coaching experience with the UTS Rowing Club and Rowing South Australia and as a coach at the Wilderness School in Adelaide and PLC in Sydney. Miranda is currently Corporate Counsel at O’Donnell Griffin and has extensive experience in providing legal and commercial advice to business units on a range of legal issues. Miranda possesses a strong understanding of corporate governance processes and requirements acquired over eight years in the legal industry.

Regattas

Rowing regattas are our business. They are the culmination of all that we do. Athletes, Coaches, BROs, Volunteers, Supporters and Staff all work toward regatta day. Above all else, successful regattas indicate a healthy sport.

We continue to be challenged to provide more regattas with more events each year and, while we do our best to accommodate the growing demand, we do appreciate the toll this takes on our volunteers and staff. A priority objective for the upcoming season is to facilitate better resourcing of BROs and volunteers in order to spread the load more evenly and thereby lessen our reliance on the faithful few. The NSW State Championships was, once again, a magnificent event followed four weeks later by the Sydney International Regatta which hosted a FISA World Cup for the first time ever in Australia. Both of these events were outstandingly successful and showcased SIRC as a world class facility and Rowing NSW as a community that can deliver where it matters – on the water.

Representative Honours

Congratulations go to all of our members (and there were many) who have had the honour of representing their state and/or country over the last season. Our athletes have represented their state with distinction as evidenced by our first place overall at the interstate regatta and their inclusion in national teams. But, in addition, there are many others who deserve our acclaim. I think here of the coaches and team officials who travelled with state and national crews and Boat Race Officials who officiated at interstate and international events. We are privileged to have members of such calibre in our midst.

We continue to build cooperative relationships with the upstream development pathway for athletes and coaches as well as the overall development of the sport in Australia by maintaining close partnerships with the New South Wales Institute of Sport and Rowing Australia.

Staff

The staff of RNSW continues to do an outstanding job. A number of changes occurred during the year and I applaud the way the transitions have been conducted seamlessly and without loss of service delivery. I must acknowledge Christian Renford who left us during the year for a position as CEO of Swimming NZ. Christian made a huge contribution to the organisation and the sport. Tony Blower stepped up from Regatta Secretary to take the reins as CEO while Alan Bennett (Sport Development), Paul Coates (Regatta Secretary) and (Membership Liaison) joined the group. Along with the ongoing contribution from Melissa McCormack (Finance) and Brett Morley (Event Operations) we have a truly talented and dedicated team.

Off the water we have continued to perform well with our ongoing commitment to service and excellence. Rowing NSW has continued to enhance our interface with our members. Our website, Facebook page and Twitter feed continue to attract record usage and provides our membership with unique access to information regarding rowing and competition. Our regatta entry and management system Rowing Manager we believe is one of the best in the world and we will continue to look to explore ways of making it even better from a member’s use perspective over the coming period.

As witnessed by our Finance Directors report the finances of Rowing NSW are in good shape and we will look to continue to build on this firm base.

I would particularly like to acknowledge two groups of hardworking and dedicated individuals. Firstly the staff of Rowing NSW has performed above and beyond the call of duty this year and their professionalism in difficult circumstances is to be applauded. Secondly our volunteers have been unfailing. After working tirelessly at SIRC to deliver a wonderful event they backed up unstintingly for our regattas large and small. There is no doubt that Rowing NSW would not be able to function at the level we do without our volunteers.

Looking forward we want to build on our recent successes and continue to engage our members with a view to delivering rowing in New South Wales at world’s best practice.

In the coming year we want to concentrate on the development of our sport not only in the metropolitan and elite areas but also regionally. We will do this by offering further courses and camps at a club and regional locations.

Director of Finance Report The surplus of income over expenditure for the year was $17,648 bringing members accumulated funds to $529,383 as at 30th June 2013. The Rowing New South Wales Board has a strong commitment to delivering a relatively modest annual surplus in order to ensure the financial integrity of the organization and enable us to meet any unforeseen obligations, or to take advantage of opportunities which may be presented, whilst delivering infrastructure and support to members to ensure we remain Australia’s premier rowing state.

Revenue for the year to 30th June 2013 was $1,089,581. 2012-13 Income Annual Events Increased levels of participation Club & Schools Regattas & membership growth were NSWRA Regattaa Coaching Income reflected in a modest increase in Income From Trusts these revenue items. Expenses from non-competition events were down significantly on 2012 because, the U23 fundraiser which occurred at club level, and the annual presentation dinner which failed to receive sufficient support to ensure its viability, were not hosted by RNSW. While neither of these events is intended to contribute to net income, the Board has concluded that they should at least break even financially and, in addition, provide a forum for the promotion of achievement in NSW rowing. Format, timing and venues will all be examined to determine a model which delivers on these objectives. Also the Erg Challenge, which is a net income earner, had to be postponed due to weather.

From a governance perspective, financial reporting to the Rowing NSW board occurs on a monthly basis with actual results compared with month and year to date budget amounts. The debtor’s collection process continues to be improved and increasing use of Rowing Manager by clubs is providing efficiencies across the rowing community. We have continued to enhance the services that we offer regional areas by extending the role of collecting seat fees not only for all CDRA regatta’s but also NRRA regatta’s, which has further aligned the process and freed up the administration involved for both member organizations.

We have also extended utilization of the option to pre-pay seat fees for the season from a small number of schools two years ago to now having the majority of schools preferring to pay their seat fees upfront. This capability will also be available to clubs for the upcoming season, providing the potential for further efficiency improvements across our membership. Improvements of our RNSW website & Rowing Manager with increased self-service functionality have also assisted member clubs.

For the coming year RNSW expects to achieve an overall surplus of about $35,000 with the main drivers of growth being increased memberships, more activity in the sport development area and continued efforts to seek external sponsorships in order to further enhance our service delivery to the rowing community.

Regatta Commission We had a busy 2012-2013 season.

A key regatta of the season was the Sydney International Rowing Regatta held on 18-24 March 2013, combining the Australian Rowing Championships, the Interstate Regatta, the Australian School Championships, and the FISA World Cup 1 Regatta.

In the lead up to this regatta, the NSW State Championship Regatta was well supported, with strong fields including many entries from interstate, and a record number of athletes competing. Such a large regatta, extending over three days, is a great showcase for our sport, but it also presents many difficulties and challenges for competitors, officials and volunteers. The Regatta Commission is alert to these concerns.

Most regattas in the season featured an increased number of competitors.

The RNSW 2000m Regatta in mid-December is now well established and has a greatly increased participation and a higher standard of racing. This is an excellent opportunity for competition on the Olympic course, and a valuable lead-up to the NSW Championships.

The Edward Trickett Grade Championship Regatta continues to be a popular regatta.

The introduction, on a trial basis, of novice races at Grade regattas, limited to competitors who have not raced in a previous RNSW season or won races in the current season, was a great success and the races were strongly supported. These races will continue.

The Taree Summer Regatta, held over three days in January, is our largest regatta and growing each year in terms of the number of seats entered and the number of competitors taking part. Its popularity owes much to the venue and the date of the regatta in the holiday period.

Masters rowing continues to be well supported, at the State Masters Regatta and at designated regattas over the season.

The Regatta Commission met on 16 occasions. The Commission initiated a review of the Grade rowing system and for this purpose formed a Grade System Review Committee and co-opted a number of club representatives to work with the Commission members and provide us with a broader range of experience and opinion. The Grade System Review Committee proposed a number of changes to the existing rules to provide closer racing and ensure greater equity in Grade events. These were adopted by the Board.

Other changes to the Laws of Boat Racing were adopted in order to bring the procedures for weighing of coxswains into line with national rules, provide for an additional class of masters rowing, and provide for static umpiring on a fully buoyed course such as SIRC.

In order to promote lightweight sculling, the Commission decided to add races for Under 21 and Under 23 lightweight scullers onto the programme for the NSW Rowing Championships in the coming season.

The Regatta Commission adopted this year a strategy document that shows the structure of the regatta season in a consistent manner and can be used as the basis for future planning.

The annual Regatta Forum was held in June in order to present to clubs and other interested parties the draft regatta programme for the new season. The meeting provided valuable feedback to the Regatta Commission, resulting in a number of adjustments and fine tuning to the programme.

In a break with long tradition, entries for regattas in the coming season will now close at the beginning of the week of the regatta instead of the middle of the previous week.

The Men’s Pair of Brodie Buckland (Sydney University Boat Club) and were a new combination for the 2012 season. However, they put a strong race together and placed 5th after a handful of races together.

Winning their right to represent Australia and going on to convincingly qualify at the ‘Last Chance’ Olympic Qualification regatta in Switzerland; their season was full of surprises. The Men’s Eight with the athletes from Sydney University Boat Club went into the Olympics with high hopes after some close racing in and . It was always going to be a tough challenge to beat the German’s who went undefeated for the whole Olympiad, but all crews were out to try. This final was a spectacle with the race being the closest race in Olympic history. Only three seconds separated the Gold Medallists to the 6th place Australian crew.

2013 Interstate Regatta Sydney International Regatta Centre

This year, the Interstate regatta was part of the Sydney International Rowing Regatta (SIRR) comprising of the Australian National Championships, National Schools Championships, World Cup #1 and the Interstate regatta.

This caused some logistical problems during the regatta time with limited training time for crews being imposed by the NCRE.

With the majority of our Kings Cup crew having retired after the Olympics and also living across three states and one territory, training for this crew proved difficult. This was overcome by conducting training weekends in Sydney, Nepean or SIRC during the season.

For the other Interstate crews, training squads were announced in October with the intention of having these crews boat once per week with their allocated crew coach. Regular changes to the squads were based on results from the monthly time trial and ergo testing results.

This squad training allow coaches to gather information on the individuals and how the various crew combinations moulded together. This information and results from the RNSW Small Boats regatta was used to determine how each crew proceeded with its selection.

Once crews were finally selected, training continued on a weekly basis up until SIRR and then whenever it could be fitted in between other crew training / racing.

There was a huge expectation on the team based on last year’s results and they did not disappoint.

First up was Tess Gerrand in the W1x for the Nell Slater Trophy. This was a race in three parts, with the first and second places battling it out, third and fourth having another battle then fifth and sixth having yet another battle. Unfortunately, Tess came out on the wrong side of the third battle finishing in a close sixth position.

Next up was Sasha Belonogoff in the M1x in the President’s Cup. Having a good start and leading for approximately 900m, a sustained effort by the WA sculler saw him take the lead and never to relinquish it. A very fast finish by the TAS sculler pushing very hard, but Sasha managed to hang on to claim second position with a very close margin back to third.

Unfortunately, the Victoria Cup LW4x sustained an injury the week prior to the regatta, losing one of its strongest members, Georgia Miansarow, who was replaced by Marianna Doumanis from the QC squad. This crew was involved in a tight tussle, sitting in second place but constantly being attacked by TAS, who eventually get the upper hand relegating NSW to third. However, this was a great result for this crew and the first time the NSW have finished in the medals for the last 4 years.

In the Penrith Cup LM4- we had a group of guys that have been training together on and off for a period of time. Margins in lightweight rowing are always small and having trailed the field to the halfway mark, a concerted move in the third 500m pulled them through into third place which they maintained through to the finish line. Again, NSW have not finished in the medals since 2006 so this was a great result.

Five returning athletes headed up the Bicentennial Cup WY8+ to defend their title from last year. As this group were primarily from one club, training this boat was far less complicated. Having raced the opposition at the Australian Youth Olympic Festival (AYOF) earlier in the year the girls knew they were in for a tough race. However, leading from the start they were never headed and went on to record an impressive victory.

In the Noel Wilkinson Trophy MY8+, three from last year’s boat were there to contest the title. Similar to the women’s crew, all bar one of the crew came from one club, which did make training easier. Unlike the women’s crew, this crew only contained four that had been part of the AYOF team, whereas their closest rivals, SA contained seven and WA had six from their AYOF team. This did not detract from their mission to retain the title and a solid first 1000m gave them a good lead which they continued to build on over the next 500m. Crossing the line with open water secured back to back wins in this event.

The Queen’s Cup W8+ has been something we have struggled with for a period of time, having been out of the medals since 2007 and this year was no different. With not much depth in NSW women’s heavyweight rowers, the squad did contain some lightweight and youth rowers. However, they were very committed to their task and diligent in their training and preparation. This showed in their racing and although they were never in contention, they were consistent throughout and managed a very creditable fifth place.

Whilst there had been tremendous interest in the previous racing, all eyes were on the boys in the Kings Cup M8+. Could they pull it off again for a record sixth time? Having had limited time to train as a crew and with the majority of them having the year off, it was going to be a big ask. However, their passion to win was their driving force. The boat contained the basis of the crew that has changed by one or two people over the years and the new boy on board this year was . Putting in a strong first 1000m, they opened up to just under a length on their main rivals VIC. This gap closed very slightly over the next 500m and it was here that VIC launched their attack. However, they fell short leaving NSW to win their sixth consecutive Kings Cup.

Since its introduction in 1999, the Rowing Australia Cup for overall pointscore has been won by Victoria an outstanding ten times, only being interrupted by NSW in 2003 and 2008 & Queensland 2004.

However, the superb performance and contribution by all NSW crews meant that we had won the overall point score for 2012.

This success would not have been possible without the co-operation of all club coaches to work together to supply training venues, racing boats and equipment to all the crews.

Thanks must also be given to the RNSW Selectors, club and RNSW/NSWIS officials for ensuring that everything was done to get the best possible crews to the start line.

Masters Rowing Masters participation in the sport has continued to grow with a noticeable increase in nomination for the State crews, and strong participation in both Age and Grade Regattas throughout the season.

This season the Premiership and the Masters Shield was won by St George, followed by Leichhardt who were narrowly ahead of Sydney Rowing Club. The 490 point margin by St George masters was the deciding factor in their narrow Premiership win over Sydney with the last regatta being the decider!

The State Masters Championship Regatta was held at SIRC in excellent conditions, and was attended by 36 clubs but a lower than expected 503 competitors. It was interesting that this regatta had more women competing than men.

Our Representative crews did well at the National Championships in Canberra, with the Women’s quad placed third in the Interstate Race, just 0.47sec behind the winner; the Men’s & Women’s VIII finished third and the Men’s Quad fourth.

The 2012-13 “Masters Rower of the Year” was awarded to Ken Ambler of Sydney Rowing Club by the NSW Union of Rowers.

Para-Rowing The number of para-rowers in NSW has been steadily increasing for about three years. This is both an exciting and challenging growth to be part of. While able bodied rowers can be trained anywhere and at any time, para-rowers bring special challenges to clubs, coaches and members generally of clubs wishing to embrace this growth. As well as the special challenges come joys aplenty, laughs and learning for all. Some para-rowers can only train in daylight hours while others require special equipment and assistance beyond that which able bodied rowers require.

This year it was fantastic to see three LTA MI4+ boats competing at the Nationals. It’s the first time this event has been staged at the National Championships and as a Championship event. This only happened because of the support and behind the scenes assistance from all at RNSW as well as that coming from Gordon Marks, RA. To have 8 LTA rowers on the water at once was unheard of, but to have them competing for Gold was tremendous. It also needs to be recorded that thanks to the number of para-rowers from NSW we were successful in winning the National Para-Shield and I intend to make sure we hold it to our hearts for many, many, many years to come.

RNSW is to be commended for their continuing support of para-rowing and for their constant preparedness to try and solve any problems, to ensure racing remains possible and to accommodate our para-rowers by, when needed, creative solutions. It’s now up to all clubs to look amongst the members of their local community and to seek out potential para-rowers and entice them in to their clubs and get them on the water. The challenges of para-rowing are not so great as to not be able to be solved by every club that can train able-bodied rowers. We have far too few para-rowers and my wish is to see so many on the water competing we need to have more than one Division.

Currently an LTA para-rowing crew is in the final stages of training and then will be heading off to the Head of the Charles, Boston to compete in the LTA MI4+ Division. The crew is well represented by 4 NSW members with a Queenslander and 2 Victorians rounding out the numbers. Again a very special thanks to RNSW, Penrith Rowing Club, Balmain Rowing Club and all donors who have helped to make this trip a reality. We intend to return victorious, but regardless of the result, the efforts of the crew, the coaches and all the supporters have made the trip a success already.

Reporting Entities

NSW Union of Rowers The 2012/13 Rowing Season saw, for the first time, Australia host the first round of the World Cup at SIRC. The event could not have been a success without the many, many volunteers who gave their time and worked throughout both the National Regatta as well as the Samsung World Cup. The success of both events was directly related to the unsung heroes, the volunteers, and of those volunteers many were members of this Union. It is this unselfish giving of time and effort that the Union is recognised for and forms the basis of our Constitution and reason for being. Thank you to all members that took part this year and I hope as many members as possible will step up again in 2014 for the National Regatta/Samsung World Cup. See you all at SIRC in March 2014.

The Union mourned the loss of several members this year. Of particular note, are both Don Croot and Ernie Chapman whose active roles in both the Union and the sport of rowing are mentioned later in this report. 2013 has been a year of change and growth for the Union. Change in that we have altered the Constitution and for the first time have provision for the President to serve two terms rather than the traditional one term. It was recognised that to undertake any task of substance it was necessary to have the time to ensure the task was properly planned and then followed through to completion. One year did not allow for such proper completion of some plans by the President.

I am honoured to be both the first female President as well as the first to serve two terms and it has been a great honour to see the Union grow and take on change as well as witness the continuing strength and support the Union shows towards fostering Junior rowing via our Youth Scholarships. This year we have awarded 7 $1, 000.00 scholarships having received 20 nominations and all 20 were of an extremely high calibre. I thank the selection sub-committee for their diligence and time in assessing each applicant and after much debate and thought choosing our winners.

The Union extends his heartfelt thanks as well as recognising the great loss to the Union of our Honorary Secretary, Terry Maher who is stepping down this year.

This year Terry was awarded the Kevyn Webb OAM Award by RNSW. This award is presented to an individual, club or school who has accomplished major advances in the sport of rowing and there can be no better winner than Terry as the advances he has personally accomplished for rowing in this state and nationally have been superb. Terry commenced his rowing association with the Balmain Rowing Club and was half of the unbeatable pair/double combination of Maher/Hunt that saw success every time they took to the water whether locally or nationally. Terry moved on to RNSW and served with distinction as the CEO and in doing so dragged rowing in this State in to the 20th century with his diligence, common sense and unwavering view as to how things should be done for the sport to grow. He has served as secretary of this Union for so long that the job is synonymous with him and he with it. He shall be sorely missed and although we acknowledge his entitlement to do something else for a while that won’t stop us from trying to entice him back to the Union.

I extend a special thanks to all those on the Union’s Committee who have assisted me this year, to our wonderful Hon. Secretary Terry Maher who made sure the wheels remained oiled, to Anne Craig our Treasurer who made sure we remained financially healthy and able to provide the plaques at SIRC as well as continue our scholarship awards and to Dr Phil Sharpe for always being enthused and excited about our history and ensuring every little piece of memorabilia is properly stored and shared and to the membership without whom we wouldn’t exist.

NSW Union of Oarswomen Established in 1962 – Supporters of Schoolgirls’ Rowing and Women in Masters’ Rowing

The 2012 -2013 season was especially busy as we celebrated our 50th Anniversary in November 2012. We were also heavily involved with volunteering at the Sydney International Rowing Regatta in May 2013.

Volunteering

The Union has continued to demonstrate its commitment to volunteering work for Rowing NSW, Rowing Australia, The Association of Independent Schools and NSW CHS Sports Association in regattas such as the Australian Youth Olympics, NSW State and Masters Championships. In March, 2013, the Sydney International Rowing Regatta was held at SIRC, giving several of our members many opportunities to participate in a variety of roles and meet many of the state, national and international rowers and their support team members. It was a very busy, but enjoyable experience. In June 2013, Rowing NSW held a splendid Thank You function for its volunteers on Rodd Island. This event was greatly enjoyed by all and many volunteering stories were eagerly shared.

One of our members was honoured by being named the Rowing NSW Volunteer of the Year 2013.

Schoolgirl Rowing

The First Eight trophy - The Rose Evans Memorial Trophy - was won by Queenwood School for Girls and the Open Single Sculls trophy – The Betty Spurling Memorial Trophy - was won by Isabella Wells from McKellar Girls’ High School.

The NSW Combined High School’s Championship Regatta was held over two days at Grafton with the races held on the mighty Clarence River. Our trophies were presented to the following race winners - The Merv Perry Memorial Trophy for the Championship Women’s Single Scull to Gemma Dane of Maclean High School; The NSW Union of Oarswomen’s trophy for the Under 16 Single Scull race was won by Romola Davenport of Sydney Girls’ High School; The Rita Goldie Memorial trophy for the Under 16 Coxless Quad Sculls race to Maclean High School and the NSW Union of Oarswomen Trophy for the Under 15 Coxless to the Sydney Girls 1 crew.

Masters Rowing

We offered sponsorship for a woman in Masters rowing to participate in the Rowing NSW Level 1 Coaching course in 2012-13. We are pleased to announce that Christine Foster of the Endeavour Rowing Club was the most outstanding applicant and became the proud recipient of our sponsorship. This sponsorship will be offered again for the next rowing season. At the NSW Masters’ Championship Regatta in May 2013, our NSW Union of Oarswomen’s trophy for the Championship Women’s D Quad Scull was won by the Composite crew of Tess Jeffery, Kim Chilton, Ann Campbell and Tasmin Brew.

50th Anniversary Luncheon

We successfully celebrated the Union’s 50th Anniversary at Sydney Rowing Club in November 2012. It was great to catch up with many of our “out of town” members and friends. Our guest speaker - Margaret MacKenzie OAM - spoke enthusiastically and with a vast amount of background knowledge on the thought-provoking topic - “Women’s Rowing - Past, Present and Future”. Also, Jessie Allen and Georgie Gotch, whom we had sponsored to the Junior World Rowing Championships in Bulgaria in August 2012, gave an exciting account of their international rowing experiences and their dreams for the future. We will be closely following these talented young rowers’ careers in the years to come.

L.E. Stepto Memorial Trust During the year the Trust Fund contributed $5,000 to the 2013 Kings/Queens Cup Fund Raising Appeal.

Income received came from interest and partial readjustment of term deposit $3,765.28 and from Rowing NSW $3,569.10.

The bank current account balance at year end was $3,254.93 and the amount on term deposit with the NAB totalled $80,000.

It is with sadness and sincere appreciation that we record in this Report that the last remaining founding Trustee Don Croot AM passed away in January this year. The Trust was established in 1987 and Don made an outstanding contribution over 26 years.

E.R. Bromley Trust The E.R. Bromley Trust was established by the late Ted Bromley in January 1993 to assist rowers from New South Wales chosen to represent the State, initially in the Kings Cup but expanded to include representation for Australia in World Championships in the Junior and Under 23 categories.

In the year ended June 30, it was a big year for New South Wales in that 17 rowers and one coxswain were chosen for the Under 23 World Championships in Linz, Austria and the Junior World Championships in Trakai, Lithunia. A remarkable achievement which augurs well for our State in the future.

Accordingly the Trustees decided to award $1,000 to each of the following named rowers and coxswain making a total award amount of $18,000.00.

Central Districts Rowing Association Regattas Nine regattas including sprint and standard distance Championships were scheduled, including the first Newcastle Grammar School Regatta which was held at Berry Park. The standard distance CDRA Championships were cancelled due to flooding of the Manning River.

Total seats entered for the nine regattas were 6,160 at an average of 684 seats per regatta, compared with an average of 567 per regatta in 2011/2012. The average of 684 seats per regatta is approximately 100 per regatta higher than the previous highest average.

Other Championship Regattas Rowers from Central Districts achieved some good results at National and State level including:  Jessica Richardson of Newcastle University being a member of the winning Women’s Under 23 Quad Scull at the Australian Championships.  Newcastle Grammar winning three State Championship events.  CDRA crews winning seven Australian Masters Championship events and having rowers in another four winning composite crews.  CDRA crews winning eight NSW Masters Championships and having rowers in another six winning composite crews.

Association Membership During the season St Joseph’s Regional College Port Macquarie and Hastings Regional Rowing Group were admitted as Associated Clubs by the Association.

Representatives of St Joseph’s High School Aberdeen attended the Association General Meeting in October to outline plans with Scone Grammar School to reactivate rowing at Lake Glenbawn in the Upper Hunter area.

Regatta Equipment The Association’s equipment used for the management of regattas was expanded through the purchase of an electronic timing system, which apart from some teething problems provided a quicker system of recording and uploading regatta results.

Annual Rowing Camp A rowing camp attended by junior rowers drawn from the Hunter area was held at Newcastle Rowing Club in January with coaches from within the Association and Lizzi Chapman and Steve Whittington arranged by Rowing NSW. Their attendance and expertise was very much appreciated.

Appreciation All of the Association’s activities are conducted on a volunteer basis and the work of the volunteers is very much appreciated, particularly the Boat Race Officials, Brian Kelleher for undertaking the draws and results and John McLeod for his work as Secretary/Treasurer.

Northern Rivers Rowing Association NRRA continues to maintain a high profile as an association both in the Northern Rivers region as well as with Rowing NSW. This is due to the hard work and unity of this committee, the BROs and the rowers and members and friends of all the rowing clubs.

I am pleased to announce that the association has a new member, Coffs Harbour Rowing Club. We welcome them into NRRA and wish them well for the future.

Again the regatta season has been successful with eight regattas and two marathons being undertaken. However, as in the last two seasons, competitor numbers are down. We are trying to address this trend. Results this year saw Tweed winning the Club, Open, Mixed and individual sections, (Peter Faint); Lower Clarence taking out the Junior section and Women’s single scull (Keryn Saunders); Grafton the Masters section ; and the Men’s master’s single scull, Iluka (Dan Fadey).

On a very encouraging and exciting note for the region, one of our ex-rowers, Leah Saunders, was chosen to row in the Bicentennial cup and the Youth Olympics.

As in past years, floods have again caused the cancellation of regattas, this time the South Grafton High School Regatta and once again, the NRRA Age Championships. Luckily the Iluka regatta was held the day before one of the three floods that saw Grafton Rowing Club sheds go underwater. The NRRA Masters Regatta was a near casualty of these continuing rains, but thanks to the good call of Peter Faint, Tim Rose and Bob Meehan, it was held. This regatta is one where, as it is the Association, not an individual club regatta, a more active involvement by the Association in the running of the regatta is required. I thank all the volunteers who stood up and were counted on the day, as well as the host club, Murwillumbah.

The recent introduction by Rowing NSW of the affiliation fee has placed another strain on the financial status of clubs in the Northern Rivers area, especially the smaller ones. We are scheduled to have discussions with Rowing NSW with regards to proposed benefits to rowers and rowing in the area.

Our BROs continue to be strength of and to NRRA. We certainly can be proud of them, their ongoing and tireless work making our regattas the success that they are, and the generosity of some of them officiating not only at NRRA regattas, but also at SIRC. We thank them as always, for this. You continue to be a credit to our Association. We are also seeing more people commence training to become a BRO. Thanks to Rowing NSW, and in particular Ron Beattie, a training and examination weekend was held in December 2012, allowing some trainees to achieve full qualification status or upgrade to Level Two.

As always, I extend my thanks, to all the coaches, volunteers, families and friends of rowing for their continuing support, work and enthusiasm.

My final thanks must go to all committee members, for the support given to this Association and to myself, and for the unity and collegiality that has been shown throughout the season. In particular I would like to thank our secretary, Bob Meehan, who is stepping down from this position after three years of hard work. I wish him well for the future.

Obituaries We regret to report the deaths of the following members since our last report:

Jack Doig August 2012 Esteemed Glebe Rowing Club Life member Jack Doig, passed away on Sunday 19th August 2012. Jack joined the club 1935 and was Vice Captain under Captain Reg Stride in 1944, during his time at the club he was a much loved member and will never be forgotten.

Bob Allen August 2012 Bob rowed in the 1960s and continued through to the 1980s. He was a highly regarded lightweight rower with many successes over a long period of time, and he won the Champion Lightweight Sculls of Australia three times, the last being in 1989, aged 40. Bob has had a long illness, suffering from myelodysplastic anaemia, a form of leukaemia, requiring many blood transfusions, and he has been constantly in and out of hospital over recent years. He has been living in Geraldton with his sister Beth. In these last weeks he developed complications leading to pneumonia.

Don Croot AM January 2013 Don’s involvement with rowing began in New Zealand where he held the following honours and positions: Life Member of West End Rowing Club NZ, Chairman of National Regatta Committees NZ, 1950 - British Empire Games – New Zealand Men’s Eight Reserve, 1965 – New Zealand Manager of Australia-New Zealand Test Series, 1967 – New Zealand Manager of the FISA North American Championships – St Catherines, 1967 – New Zealand Manager of the United States National Championships – Philadelphia, 1968 – New Zealand Assistant Chef de Mission - Mexico Olympic Games. Following his arrival in Australia Don joined the Balmain Rowing Club and served with distinction as President of the club for over 16 years as well as holding the following positions: Chairman and Deputy Chairman of the NSW Rowing Association for eight years, and Australian Team Manager to five world rowing events including the 1984 Olympic Games, Life Member, Balmain Rowing Club; Life Member, NSW Rowing Assn; Life Member and former President Union of Rowers, Chairman and Deputy Chairman, NSW Rowing Assn eight years; Manager, five Australian Rowing Teams, including 1984 Olympics, Los Angeles and served as an Australian Selector eight years. Don will be greatly missed by both the sport and his family.

Bill Dankbaar March 2013 It is with the deepest regret that we advise the passing of Bill Dankbaar. Bill had been battling pancreatic cancer and passed away with his family at his side. An Olympian, champion oarsman and successful coach Bill was a very talented sportsman. Our sympathies are with Bill's family.

Ernie Chapman OAM March 2013 Ernie’s involvement with rowing commenced at the Balmain Rowing Club where he learnt to row. He was an outstanding rower from an early age and clearly moving toward National selection. Ernie transferred from Balmain to Sydney Rowing Club in order to further his rowing and went on to compete in the 1952 Summer Olympics rowing in the two seat of the Australian eight which finished with a bronze medal. Ernie served as vice-captain of Sydney Rowing Club for eight consecutive seasons from 1951. He was the club president in two tenures from 1975 to 1978 and then from 1979 till 1995. Ernie will be greatly missed by the Union, the Boat Race Officals and his family.

Jerry Koutts April 2013 We are saddened to hear of the sudden death of Jerry Koutts who died peacefully in his sleep in the early hours of 2nd April. Jerry was instrumental in helping set up the rowing program at Ascham School. Larger than life, loved and respected by so many, he will be greatly missed by all who knew him. He is survived by his wife Ann, his daughters Nina, Georgia and Alexandra, and his granddaughter Beth.

Ray Jones May 2013 Ray Jones, while at a Scotch Dance in Balmain in 1952-3 met Bob Stone, who rowed with Leichardt Rowing Club (Ray’s Father, Chief Petty Officer Bertie Jones had competed in rowing events in the Australian Navy). Ray joined and within weeks won his first race, a novice pair on the 4th July 1953 at Drummoyne. This was later followed by more important wins in lightweight and heavyweight events including two NSW State Championships in lightweight fours (1954 and 1955) and two NSW State Championships in Lightweight events (1954 and 1955). Sadly state representation was not introduced for another two years. From 2000 Ray battled stomach cancer and its secondary manifestations, eventually succumbing in January 2013. He is much missed.

David Ward June 2013 Dave Ward from Leichhardt Rowing Club passed away Thursday morning, 20th June, in Nepean Hospital after a long illness. David in his later years had served as a President of the New South Wales Union of Old Oarsmen, (now Union of Rowers) and as a young man had been a Secretary of Leichardt Rowing, and a lightweight champion oarsman in both eights and fours in the late 1940’s. Aged 85 years he is fondly remembered by club members particularly those of the Leichhardt Old Rowers with whom he enjoyed many regular reunions. Condolences go to David’s family. May David rest in peace.

1 STATEMENT OF SIGNIFICANT ACCOUNTING POLICIES

Basis of Consolidation The financial statements consolidate the financial results of Rowing NSW Incorporated, and the LE Stepto Memorial Trust Fund. The Incorporated Association & its Controlled Entities together are referred to as the Economic Entity.

Basis of Accounting Rowing New South Wales Inc. is incorporated in the state of New South Wales under the Associations Incorporations Act 2009. The financial statements of the Economic Entity have been prepared as Special Purpose Financial Statements for use by the Board and Members of the Incorporated Association and for the purposes of complying with the New South Wales legislation the Associations Incorporation Act 2009. The financial statements have been prepared on the basis that the Economic Entity is not a reporting entity because there are unlikely to be any other users of the financial statements as all users can obtain information specific to their needs upon demand.

These financial statements have been prepared in accordance with the recognition and measurement requirements specified by the Australian Accounting Standards and Interpretations issued by the Australian Accounting Standards Board ('AASB') and the disclosure requirements of AASB 101 'Presentation of Financial Statements', AASB 107 'Statement of Cash Flows', AASB 108 'Accounting Policies, Changes in Accounting Estimates and Errors', AASB 1031 'Materiality' and AASB 1048 'Interpretation and Application of Standards'. These financial statements do not conform with International Financial Reporting Standards as issued by the International Accounting Standards Board ('IASB').

The financial statements have been prepared on an accruals basis and are based on historic costs and do not take into account changing money values or, except where specifically stated, current valuations of non-current assets. The preparation of the financial statements requires the use of certain critical accounting estimates. It also requires management to exercise its judgement in the process of applying the incorporated association's accounting policies. The areas involving a higher degree of judgement or complexity, or areas where assumptions and estimates are significant to the financial statements, are disclosed in note paragraph titled ‘Critical Accounting Adjustments’.

Financial Statements Preparation The classification “Members’ Accumulated Funds” is used in the financial statements as the Incorporated Association has no shareholders. It is believed the use of the classification “Equity” would be misleading as such no statement of equity has been prepared.

The following material accounting policies, which are consistent with the previous period unless otherwise stated, have been adopted in the preparation of these financial statements.

New Accounting Standards and Interpretations not yet mandatory or early adopted Australian Accounting Standards and Interpretations that have recently been issued or amended but are not yet mandatory, have not been early adopted by the incorporated association for the annual reporting period ended 30 June 2013. The incorporated association has not yet assessed the impact of these new or amended Accounting Standards and Interpretations.

Income Tax The Incorporated Association is exempt from income tax by virtue of Section 50–45 of the Income Tax Assessment Act 1997. As such no provision for income tax has been made and tax-effect accounting has not been adopted.

Cash and Cash Equivalents Cash and short-term deposits in the Statement of Financial Position comprise cash at bank and on hand together with short-term deposits with an original maturity of twelve months or less.

Trade and Other Receivables Trade receivables, which generally have 90 day terms, are recognised and carried at original invoice amount less an allowance for doubtful debts.

An allowance for doubtful debts is made when there is objective evidence that the Economic Entity will not be able to collect the debts. Bad debts are written off when identified.

Property, Plant and Equipment Property, plant and equipment are brought to account at cost less where applicable any accumulated depreciation and any impairment of value. The carrying amount of property, plant and equipment is reviewed annually by the directors to ensure it is not in excess of the recoverable amount of those assets. The recoverable amount is assessed on the basis of expected net cash flows which will be received from the assets employment and subsequent disposal.

The depreciable amount of all property, plant and equipment, including building improvements, are depreciated over their useful lives commencing from the time the asset is held ready for use.

The depreciation is charged on a straight line basis and the following rates used for each class of asset are as follows:

Leases The determination of whether an arrangement is or contains a lease is based on the substance of the arrangement and requires an assessment of whether the fulfilment of the arrangement is dependent on the use of a specific asset or assets and the arrangement conveys a right to use the asset.

A distinction is made between finance leases, which effectively transfer from the lessor to the lessee substantially all the risks and benefits incidental to ownership of leased assets, and operating leases, under which the lessor effectively retains substantially all such risks and benefits.

Finance leases are capitalised. A lease asset and liability are established at the fair value of the leased assets, or if lower, the present value of minimum lease payments. Lease payments are allocated between the principal component of the lease liability and the finance costs, so as to achieve a constant rate of interest on the remaining balance of the liability.

Leased assets acquired under a finance lease are depreciated over the asset's useful life or over the shorter of the asset’s useful life and the lease term if there is no reasonable certainty that the company will obtain ownership at the end of the lease term.

Operating lease payments, net of any incentives received from the lessor, are charged to profit or loss on a straight-line basis over the term of the lease.

Employee Benefits Provision is made, as a current liability, for the legal liability to permanent employees for annual leave and long service leave. Long service leave is not provided until a permanent employee attains five years continuous service. Sick leave is brought to account as incurred.

Contributions are made by the economic entity to nominated employee superannuation funds and are charged as expenses when incurred. Apart from statutory obligations the Association has no other legal obligation to provide benefits to employees on retirement.

Maintenance and Repairs Maintenance, repair costs and minor renewals are charged as expenses when incurred.

Critical accounting judgements, estimates and assumptions The preparation of the financial statements requires management to make judgements, estimates and assumptions that affect the reported amounts in the financial statements. Management continually evaluates its judgements and estimates in relation to assets, liabilities, contingent liabilities, revenue and expenses. Management bases its judgements, estimates and assumptions on historical experience and on other various factors, including expectations of future events, management believes to be reasonable under the circumstances. The resulting accounting judgements and estimates will seldom equal the related actual results. The judgements, estimates and assumptions that have a significant risk of causing a material adjustment to the carrying amounts of assets and liabilities within the next financial year are discussed below.

Estimation of useful lives of assets The economic entity determines the estimated useful lives and related depreciation and amortisation charges for its property, plant and equipment. The useful lives could change significantly as a result of technical innovations or some other event. The depreciation charge will increase where the useful lives are less than previously estimated lives, or technically obsolete or non-strategic assets that have been abandoned or sold will be written off or written down.

Adjustments of Comparatives Subsequent to signing the financial report for the year ended 30 June 2012, an overstatement of revenue and an overstatement of assets in Stepto Trust of $5,000 were identified. The comparative numbers have been amendment to correct this overstatement.

The motor vehicle lease is on a thirty-six (36) months term lease with rent payable monthly in advance. A residual value of $17,662 is to be paid at the end of the lease. The lease liability is secured by the vehicle subject to the lease.

DIRECTORS’ DECLARATION

The directors have determined Rowing New South Wales Inc. & its Controlled Entities (“the economic entity”) is not a reporting entity and these special purpose financial statements have been prepared in accordance with accounting policies in Note 1 to the financial statements. The special purpose financial statements have been prepared to meet the financial reporting requirements of the economic entity and to provide financial information to members.

The directors declare that the financial statements set out on pages 1 to 10 are drawn up in accordance with the accounting policies described in Note 1 so as to give a true and fair view of the economic entity’s financial position as at 30 June 2013 and of its performance, as represented by the results of its operations and its cash flows, for the financial year ended on that date.

In the directors’ opinion there are reasonable grounds to believe that the economic entity can meet its debts as and when they become due and payable.

Report on the Financial Report

We have audited the accompanying financial report of Rowing New South Wales Incorporated, which comprises the statement of financial position as at 30 June 2013, the statement of comprehensive income, statement of changes in equity and statement of cash flows for the year then ended, notes comprising a summary of significant accounting policies and other explanatory information, and management’s assertion statement.

Management's Responsibility for the Financial Report

Management is responsible for the preparation and fair presentation of the financial report in accordance with Australian Accounting Standards and the Association Incorporations Act 2009 (NSW), and for such internal control as management determines is necessary to enable the preparation and fair presentation of the financial report that is free from material misstatement, whether due to fraud or error.

Auditor’s Responsibility

Our responsibility is to express an opinion on the financial report based on our audit. We conducted our audit in accordance with Australian Auditing Standards. Those standards require that we comply with relevant ethical requirements relating to audit engagements and plan and perform the audit to obtain reasonable assurance about whether the financial report is free from material misstatement.

An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial report. The procedures selected depend on the auditor’s judgement, including the assessment of the risks of material misstatement of the financial report, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the entity’s preparation and fair presentation of the financial report in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity’s internal control. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made by management, as well as evaluating the overall presentation of the financial report.

We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our audit opinion.

Opinion

In our opinion, the financial report presents fairly, in all material respects, the financial position of Rowing New South Wales Incorporated as at 30 June 2013, and its financial performance and its cash flows for the year then ended in accordance with Australian Accounting Standards, the Association Incorporations Act 2009 (NSW) and other mandatory professional and statutory reporting requirements in Australia.

Basis of Accounting

Without modifying our opinion, we draw attention to Note 1 to the financial report which describes the basis of accounting. The financial report is prepared to assist Rowing New South Wales Incorporated to comply with the financial reporting provisions of the Association Incorporations Act 2009 (NSW) and the association’s constitution. As a result, the financial report may not be suitable for another purpose.
