    Policy Proposals to Regulate the Status of the Local Council Members (Policy Paper) Authors: Kateryna Handzyuk, Serhiy Nikitenko JULY, 2017 Abstract The local elections in Ukraine conducted in October 2015 under a new law caused a number of problems and quite distorted the representation balance. In addition, the innovations introduced by the Law on the Status of Local Council Members into the council members recall procedure and mechanism based on the people’s initiative instigated tensions and conflicts on the ground. Die Kiever Rus In Zentral- und Osteuropa, zwischen der Ostsee und dem Schwarzen Meer, dem Dnjestr-, Dnepr - und Okabecken entlang, entstanden vom 7. bis zum 10. Jahrhundert ostslawische Stämme, die sich zu Stam- mesfürstentümern entwickelten: Fürstentümer der Chorvaten (Weiß-Kroaten: Zasyanen, Terebovlyanen, Poboranen), Volynyanen (eigentlich Volynyanen, Buzhanen, Lutschanen, Tschervjanen, Duliben), Drev- lyanen, Poljanen, Siverjanen, Dregovitschen, Krivitschen, Radimitschen, Vjatitschen und Slowenen. Spä- testens 753 legten skandinavische Wikinger ihren Stützpunkt Aldeigjuborg (Staraja Ladoga/ Alt-Ladoga) am Fluss Ladozhka neben seiner Einmündung in den Ladogasee an, der bis zum Ende des 8. Jahrhun- derts das Zentrum eines kleinen Königreiches mit einer gemischten finnisch-slawisch-warägischen Bevöl- kerung wurde. Mit dem Machtantritt Rjuriks aus dem jütländischen Zweig dänischer Skoldungen (Skjölder) wurde Lado- ga das Zentrum der slawischen und umliegenden finnischen Länder (Chud). Hubetova Odessa Regional Clinical Hospital, Odesa, Ukraine Odessa National Medical University, Odesa, Ukraine Epidemiology of Parkinson’s disease in the Southern Ukraine Abstract. Background. Parkinson’s disease (PD) is a slowly progressing neurodegenerative disease with accumulation of alpha-synuclein and the formation of Lewy bodies inside nerve cells. The prevalence of PD ranges from 100 to 200 cases per 100,000 population. However, in the Ukrainian reality, many cases of the disease remain undiagnosed, which affects the statistical indicators of incidence and prevalence. The purpose of the study is to compare PD epidemiological indices in the Southern Ukraine with all-Ukrainian rates. Material and methods. Statistical data of the Ministry of Health of Ukraine, public health departments of Odesa, Mykolaiv and Kherson regions for 2015–2017 were analyzed. There were used the methods of descriptive statistics and analysis of variance. Results. Average prevalence of PD in Ukraine is 67.5 per 100,000 population — it is close to the Eastern European rate. The highest prevalence was registered in Lviv (142.5 per 100,000), Vinnytsia (135.9 per 100,000), Cherkasy (108.6 per 100,000) and Kyiv (107.1 per 100,000) regions. The lowest rates were in Luhansk (37.9 per 100,000), Kyrovohrad (42.5 per 100,000), Chernivtsi (49.0 per 100,000) and Ternopil (49.6 per 100,000) regions. In the Southern Ukraine, the highest prevalence of PD was found in Mykolaiv region.

    Contemporary public art in the city space of Kharkiv1 Dmytro Zaiets, Department of Theoretical Sociology, Kharkiv National University; and Center for Social Studies, Institute of Sociology and Philosophy of the Polish Academy of Sciences Reflecting on the space of the city and its visual content with different kinds of art, I make no claim to originality. Art has always served an aesthetic, memorial and ideological function in the politics of urban planning, from сave drawings, through the medieval cathedral to the posters of Soviet socialist realist art. But the second half of the 20th century was distinguished, among other innovations, by the inclusion of art in the process of structuration of the urban environment, the set of visual patterns with the intent to “switch” the mode of “seeing” the city through a new formula for urban art, namely public art. This specific approach to contemporary art arose as both a consequence and a “mediator” of civil engagement in the public sphere of Western European and American cities in the 1960s. As such, public art tries through creative means to change the visual models through which the city is perceived. Therefore, public art is not only art, but also incorporates specific socio-cultural practices including the ontology and methods of visual anthropology and ethnography, semiotics, media theory, and other approaches that are not typically applied to the field of art criticism. Works of public art are reminiscent of a social experiment that simulates the sensation of displacement and confusion by creating innuendo and then challenges conventional codes and stereotypes, familiar relationships and social attitudes.

INTRODUCTION The demarcation line (the line of contact)1 and the ‘grey zone’ between the government-controlled2 and uncontrolled territories3 of the Donetsk and Luhansk regions separates the parties to the conflict in the east of Ukraine. The areas controlled by the Ukrainian authorities and bordering the ‘grey zone’ are very politically sensitive, highly militarised, and fall under a special governance regime that is different from the rest of the country. In the absence of a comprehensive political settlement and amid uncertain prospects, it is unclear how long this situation will remain. It is highly likely that over the next few years, Ukrainians in areas adjacent to the contact line will live under very particular and unusual governance structures, and in varying degrees of danger.

Attempts to negotiate a political solution to the conflict led to the ‘Minsk’ ceasefire signed between the Governments of Ukraine, Russian Federation and the non-state actors in September 2014. However, the truce collapsed within days, similar to a new ceasefire agreement signed in February 2015. Relative calm around the Contact Line (CL) has ensued since September 2015, however, the situation remains fragile given lack of trust between the parties to the conflict. From the end of 2014, Ukrainian legislation has restricted freedom of moment of both people and goods, in addition to the cessation of salary and pension payments in the non-governmental controlled areas (NGCAs), increasing hardship for local populations.
