The Contributions of Indian Gaming to Oregon’s Economy in 2006 A Market and Economic Impact Analysis for the Oregon Tribal Gaming Alliance June 30, 2008 ECONOMICS • FINANCE • PLANNING 888 SW Fifth Avenue Suite 1460 Portland, Oregon 97204 503-222-6060 www.econw.com Section I Executive Summary Assignment The Oregon Tribal Gaming Alliance (“OTGA”) is a coalition of nine Indian tribes in Oregon. Each owns and operates a casino in the state. The OTGA retained ECONorthwest to conduct a market and economic impact analysis of the tribal casino gaming industry in Oregon for the year 2006. This is the fourth year such an analysis has been done. The data presented in this report come from various sources, but primarily from OTGA member tribes. They provided audited operating data on their casinos and related activities such as hotels and restaurants. The tribes also prepared lists of charities and donations made by OTGA members through their charitable foundations and businesses. Riley Research Associates provided the results of a survey for this analysis. Statistics from state and federal government sources, such as the Oregon Lottery and the Bureau of Indian Affairs, were also used to produce this report. This report replicates past work where the size and impact of tribal gaming in Oregon had been measured. Three additional research elements are included in this analysis. Overall, the following key topics are examined in this report: • Economic impacts of tribal gaming: What was the total economic impact of tribal gaming on the Oregon economy in 2006 and how does it compare with previous years? • The size of the gaming market in Oregon: How much gambling was conducted in Oregon in 2006 and how much money did Oregonians spend? What share of the total gaming in Oregon was attributable to the nine tribes and the Oregon Lottery? How has the market changed over the past decade? • Charitable contributions by tribes: All nine tribes make donations to area charities and most have established charitable community foundations financed by casino gaming revenues. -

History of the Siletz Historical Perspective The purpose of this section is to discuss the historic difficulties suffered by ancestors of the Confederated Tribes of Siletz Indians (hereinafter Siletz Indians or Indians). It is also to promote understanding of the ongoing effects and circumstances under which the Siletz people struggle today. Since time immemorial, a diverse number of Indian tribes and bands peacefully inhabited what is now the western part of the State of Oregon. The Siletz Tribe includes approximately 30 of these tribes and bands.1 Our aboriginal land base consisted of 20 million acres located from the Columbia to the Klamath River and from the Cascade Range to the Pacific Ocean. The arrival of white settlers in the Oregon Government Hill – Siletz Indian Fair ca. 1917 Territory resulted in violations of the basic principles of constitutional law and federal policy. The 1787 Northwest Ordinance set the policy for treatment of Indian tribes on the frontier. It provided as follows: The utmost good faith shall always be observed toward the Indians; their land and property shall never be taken from them without their consent; and in the property, rights, and liberty, they never shall be invaded, or disturbed, unless in just, and lawful wars authorized by Congress; but laws founded in justice and humanity shall from time to time be made for preventing wrongs being done to them, and for preserving peace, and friendship with them. 5 Data was collected from the Oregon 012.5 255075100 Geospatial Data Clearinghouse. -

Any republication, retransmission, reproduction, or sale of all or part of this curriculum is prohibited. Introduction Welcome to the Grand Ronde Tribal History curriculum unit. We are thankful that you are taking the time to learn and teach this curriculum to your class. This unit has truly been a journey. It began as a pilot project in the fall of 2013 that was brought about by the need in Oregon schools for historically accurate and culturally relevant curriculum about Oregon Native Americans and as a response to countless requests from Oregon teachers for classroom- ready materials on Native Americans. The process of creating the curriculum was a Tribal wide effort. It involved the Tribe’s Education Department, Tribal Library, Land and Culture Department, Public Affairs, and other Tribal staff. The project would not have been possible without the support and direction of the Tribal Council. As the creation was taking place the Willamina School District agreed to serve as a partner in the project and allow their fourth grade teachers to pilot it during the 2013-2014 academic year. It was also piloted by one teacher from the Pleasant Hill School District. Once teachers began implementing the curriculum, feedback was received regarding the effectiveness of lesson delivery and revisions were made accordingly. The teachers allowed Tribal staff to visit during the lessons to observe how students responded to the curriculum design and worked after school to brainstorm new strategies for the lessons and provide insight from the classroom teacher perspective. -

Fort Clatsop By Unknown This photo shows a replica of Fort Clatsop, the modest structure in which the Corps of Discovery spent the winter of 1805-1806. Probably built of fir and spruce logs, the fort measured only fifty feet by fifty feet, not a lot of space for more than thirty people. Nevertheless, it served its purpose well, offering Expedition members shelter from the incessant rains of the coast and giving them security against the Native peoples in the area. Although the Corps named the fort after the local Indians, they did not fully trust either the Clatsop or the related Chinook people, and kept both at arms length throughout their stay on the coast. The time at Fort Clatsop was well spent by Meriwether Lewis and William Clark. The captains caught up on their journal entries and worked on maps of the territory they had traversed since leaving St. Louis in May 1804. Many of the captains’ most important observations about the natural history and Native cultures of the Columbia River region date from this period. Other Expedition members hunted the abundant elk in the area, stood guard over the fort, prepared animal hides, or boiled seawater to make salt, but mostly they bided their time, eagerly anticipating returning east at the first sign of spring. The Corps set off in late March 1806, leaving the fort to Coboway, headman of the Clatsop. In a 1901 letter to writer Eva Emery Dye, a pioneer by the name of Joe Dobbins noted that the remains of Fort Clatsop were still evident in the 1850s, but “not a vestige of the fort was to be seen” when he visited Clatsop Plains in the summer of 1886. -
