CRIME IN WASHINGTON STATE - 2004 SUMMARY RATE OF INDEX CRIME - Index crimes in Washington State totaled 321,839 for 2004, constituting 52.7 offenses per 1,000 population. This represents an increase of 3.1% in the total number of index crimes over those reported in 2003. VALUE OF PROPERTY STOLEN AND RECOVERED- Property valued at $353,859,319 was reported stolen in 2004. Of this amount, $134,115,209 or 37.9% was recovered. Property stolen shows an increase of 7.0% over 2003. NUMBER OF LAW ENFORCE- MENT OFFICERS KILLED OR ASSAULTED- There were two law enforcement officers killed; one feloniously and one accidentally in 2004. A total of 1,101 law enforcement officers were assaulted during the year. Assaults on officers showed a decrease of 3.5% from the 1,140 officer assaults reported in 2003. RATE OF CRIME CLEARANCES- There was a 17.0% clearance rate for all index crimes reported in 2004. The clearance rate for 2003 was 17.1%. ARRESTS- A total of *246,686 arrests were made in 2004 constituting a decrease of 2.3% over the year 2003. DRUG ABUSE ARRESTS- There were *24,525 reported drug abuse arrests. Of this number, 11.1% were persons under 18 years of age. DUI ARRESTS- A total of *40,229 arrests were made for DUI, which constituted 16.3% of the total arrests reported in 2004. This percentage represents the arrests of 39,647 adults and 582 juveniles. LAW ENFORCEMENT EMPLOYEES- In 2004 there were 14,270 full-time law enforcement employees in the State of Washington. Commissioned officers showed a decrease of 0.8% over 2003. *See page 27 for a list of agencies that are unable to report arrest data. i POPULATION- **The estimated population in Washington for 2004 was 6,167,800 as compared to 6,098,300 for 2003. This represents a 1.1% increase. DOMESTIC VIOLENCE- There were 52,056 domestic violence offenses including simple assault and violation of protection/no contact orders. A total of 246 law enforcement agencies participated in this data collection. HATE/BIAS CRIME- There were 177 reported hate bias crime incidents by 270 law enforcement agencies. Of the 177 incidents, there were 227 hate/bias offenses. It is important to remember that there can be more than one offense within a single incident.
