Changes to schedule & announcements: The Team App

1.RULES i. The regatta will be governed by the rules as defined in the Racing Rules of (RRS) ii. Appendix S – Standard Sailing Instructions and Appendix T - Arbitration shall apply iii. The Supplementary Sailing Instructions will change rules 44.1 and 44.2 - Penalties iv. No national prescriptions will apply. Class rules will apply. v. Gold Fleet O’pen Skiff, RS Feva, , , Windsurf, and Hydrofoil classes. o The Umpired Fleet Racing Rules, Appendix 1, will apply. Refer to Attachment #4 these change the rules in Part, 4, 5, A5 and definitions under rule 86.3. o The decision of the jury will be final in accordance with RRS 70.5. vi. Silver Fleet O’pen Skiff. The regatta will be governed by the World Sailing Introductory Rules for Racing. Refer to Attachment #2. vii. Bronze Fleet O’pen Skiff. Refer to Attachment #2. viii. Racing rule(s) of sailing, Rule 31 Touching a Mark will be changed as follows: A boat shall not touch a mark that is a committee vessel. The changes will appear in full in the sailing instructions. The sailing instructions may also change other racing rules. ix. Under rule 87, rule C1.1(a) of the O’pen Skiff class rule is amended to read as follows: Pumping, rocking and ooching are permitted except on a windward leg. This changes rules RRS 42.2(a), RRS 42.2(b), RRS 42.2(c). x. The sails do not need to be produced by a licensed manufacturer, but must be consistent with the class manufacturer’s specifications (IE generic sails or sails with replaced panels will be allowed). xi. If there is a conflict between languages, the English text will take precedence. xii. RRS Appendix P will apply. In case of conflict between the NOR and the SI, the SI shall prevail.

2. ELIGIBILITY AND ENTRY i. The regatta is open to the following fleets: O’pen Skiff (U13 and U17 as defined in OBCR for Gold Fleet), RS Feva, 29er, Laser, Windsurfer, and Hydrofoil design classes. Three or more registered boats in a class represents a fleet. ii. Boys and girls shall race together. iii. Divisions may race as one fleet or in groups depending upon entry numbers. iv. Eligible boats may enter by completing registration online via https://tinyurl.com/baronscupregistration. v. Online registration closes at 10:30 (UTC-10) on March 15, 2020. vi. Late entries will be accepted under the following conditions: On-site Registration will be open from 09:30-10:30 (UTC-10), Saturday, March 15 with an additional $25.00 USD fee per competitor.

vii. The entry person must agree & complete a waiver form on the risks of sailing required in registration.

3. FEES i. Required fees are as follows: a. Early Registration by February 21: $60.00 USD per competitor for all classes. b. Regular Registration February 22 to March 6: $75.00 USD per competitor for all classes. c. Late Registration March 7 to March 15: $100.00 USD per competitor for all classes. ii. On-site Registration March 15, 0930-1030 (UTC-10) with an additional $25.00 USD per competitor for all classes. iii. A limited number of O’pen Skiff charter boats will be available for the regatta for a fee of $125.00 USD with a $100.00 cash safety deposit. See more details at http://www.hawaiikaiboatclub.com/ringoffire2020. a. From March 11, 2020 at 3:00 PM Charter boats become available by appointment and throughout the week.

4. COURSES & FORMAT i. The courses to be sailed will be posted in the Sailing Instructions and described at daily briefings by the Race Committee. ii. Courses unique to the O’pen Skiff Class should be expected. Courses may include some un-regatta maneuvers including capsizes, 360 turns, stand-up, Bridge of Doom skills, etc., which will be determined by Race Committee and announced at the briefing. iii. Courses will be announced at briefing. Fleets may be divided onto separate courses. iv. The target time for each race is 30 minutes. v. There may be a separate start for O’pen Skiff, RS Feva, 29er, Laser, Windsurfer, and Hydrofoil design classes.

6. VENUE i. The venue will be in Maunalua Bay. ii. Registration: Island Brew Coffeehouse, 377 Keahole St #C2, Hawaii Kai . 7.SAILING INSTRUCTIONS

i. The sailing instructions will be available after 12:00 PM on Wednesday, March 11th, 2020 and will be posted on the event website and on the HKBC notice board.

8. SCORING and PENALTY SYSTEM i. Each boat's series score shall be the total of her race scores excluding her worst score once 5 races are completed, and 2 worst scores when 8 races are completed. ii. 4 Races are required to constitute a series. iii. The penalties are outlined in Attachment 4 Umpired Fleet Racing Rules Appendix 1. iv. For the All classes rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One Turn Penalty in O’pen Skiff, RS Feva, 29er, Laser, Windsurfer, and Hydrofoil design classes. v. Decisions of the On-water Umpires will be final as provided in rule 70.5.

9. RADIO COMMUNICATIONS and SUPPORT BOATS i. Except in an emergency, a boat shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats. Support boats are requested to monitor VHF channel 68 for safety information from the race committee. ii. Silver and Bronze fleet boats may receive coaching assistance from the official coach boat(s) and any such communication shall not be considered outside help. This changes rule 41.

10. PRIZES i. Competitors will be recognized by 1 award for the first boat in each division of each class. ii. Additional class division awards (up to 3 places) may be given depending on the number of participants in each class. iii. The Baron’s Cup will be awarded to the best placed sailor using “Class based Handicapping, mixed fleet racing calculations.” iv. Bronze Fleet - Prizes may be awarded for ‘encouragement’ and ‘taking part’ as well as placing for positions. v. Other prizes may be awarded by the Organizing Authority.

11. DISCLAIMER OF LIABILITY i. Competitors participate in the regatta entirely at their own risk and responsibility. See rule RRS 4, Decision to Race. The Organising Authority, the Hawaii Kai Boat Club and any other organisation connected with the event, their officials, employees, agents and any sponsors, will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta as a consequence of their participation in any way in the race.

Bronze Fleet Guidelines

1. In the Bronze Fleet emphasis is on fun. The objective of this regatta is to offer younger and less experienced sailors the opportunity to sail and participate at the O’pen Skiff events without feeling the need or burden to sail in the more competitive and arduous Gold and Silver Fleets. 2. Sailing will be a mixture of adventure sailing, racing, freestyle and any other form of sailing that the organizers deem fit. 3. Sailors will benefit from a high level of coaching throughout the event. 4. Sailors entering the Bronze Fleet should be of a beginning level of sailing 5. Bronze Fleet racing is intended to be run dependent on weather forecasts and prevailing winds. Should the conditions be such that racing is an option this will be conducted on a separate course. 6. The Bronze Fleet will consist of a variety of activities, led by appropriately qualified activity leaders/rules advisors (in an approximate ratio of 1:10 on the water). These activities may include both, shore and on-water based skills, coaching and on-water games. 7. Parents, guardians and friends are encouraged to come and spectate but please refrain from coaching/communicating with sailors and allow the qualified coaches to deal with any issues/circumstances that arise.

Silver Fleet Guidelines

1. Whether a sailor is to sail in the Silver or Gold fleet at a regatta can be a difficult decision for parents. Here are some guidelines for when entering such an event. They are guidelines only as ‘hard and fast rules’ in this situation do not cater for everyone. 2. 8 years of age or less on the day of the invitation race. 3. A sailor 9 years or more on the day of the invitation race, competing in their first major regatta. 4. A sailor with a medical condition that requires on-water treatment or has a recognized learning/cognitive disorder. 5. A sailor who has never had a podium finish in an organized O’pen Skiff race. 6. The goal of the Silver fleet is to encourage participation and enjoyment for beginner sailors. 7. A sailor who fits the above criteria but is skilled enough to sail the Gold course is strongly encouraged to enter the Gold fleet to maintain the spirit of the Silver fleet, and for that sailor to challenge themselves and build their own skills. 8. Final acceptance into the Silver fleet will be made by the Organizing Authority.

UMPIRED FLEET RACING RULES

The aim of this process is to have all boat-vs-boat protests decided at the time of the incident. Competitors need to accept that an umpire may not be in a position to adjudicate every incident. This Appendix changes racing rules in Part, 4, 5, A5 and the definition of Finish.

Definition Finish is replaced with “A boat finishes when any part of her hull, or crew or equipment in normal position, crosses the finishing line in the direction of the course from the last mark, either for the first time or after completing any penalties or, under rule 28.1, after correcting an error made at the finishing line.”

Protests A boat may protest another boat for a rule of part 2, by hailing ”PROTEST”, raising a hand in the air and identifying the other boat(s) involved at the first reasonable opportunity for each. The protested boats are not entitled to a hearing unless there was damage or injury.

Protests for all other rules or requests for redress shall be advised to the Race Committee or umpires within 2 minutes of finishing. The Protest Committee may take evidence in any way it decides and may make any determination it believes is equitable which may be to award no penalty.

Penalties and Umpire Decisions A boat may promptly acknowledge breaking a rule by taking a One-Turn Penalty or retiring. Penalties signaled by umpires shall be a Two-Turn Penalty.

If no boat takes a penalty, an umpire shall signal a decision as follows. a. a green and white flag with one long sound means ‘No penalty.’ b. a red flag with one long sound means ‘The identified boat is penalized.’ c. a black flag with one long sound means ‘The identified boat is disqualified.’

An umpire may exonerate a boat without a hearing or penalize a boat without a protest by another boat, or report the incident to the protest committee, or both, when the boat: a. breaks a rule of Part 2 and there is damage or injury; b. makes physical contact with another boat or RC vessel that is a mark; c. indicates that she will take a penalty turn, and then fails to do so; d. breaks a rule and gains an advantage; e. fails to take a penalty signaled by an umpire, or f. commits a breach of sportsmanship.

If the umpires decide that a boat may have broken a rule other than Part 2 they shall inform the protest committee for its action under rule 60.3.

REQUESTS FOR REDRESS OR REOPENING; APPEALS; OTHER PROCEEDINGS A boat is not entitled to claim redress under rule 62.1(a). The umpires may request the protest committee to consider redress if they believe an improper action or omission may have occurred.

There shall be no request for redress or an appeal from a decision made under the rules of this appendix. In rule 66 the third sentence is changed to ‘A party to the hearing may not ask for a reopening.’

No proceedings of any kind may be taken in relation to any action or non-action by the umpires, except as provided above.

Competitors are encouraged to ask the Umpires after racing about a decision made on the water to assist with

learning outcomes. This can be done between races or on shore. Attempt to identify the umpire that made the decision to speak with about the incident.
