CHAIRMAN & EXECUTIVE DIRECTOR’S REPORT

It has been a year of amazing highs for Diving Australia! Unbelievable international results from the National Team divers and opportunities for increased funding.

Commencing with the FINA Diving World Cup in 2002 the divers have consistently produced medal winning performances in competitions against the very best in the world. This result has been a goal of Diving Australia for a long time - “Australia is consistently in the Top 5 nations in the world”. We are actually achieving consistent Top 3 in the world. Thanks to the dedication, sacrifices and commitment of the divers, coaches and support staff Diving Australia is confident of achieving a great result at the 2004 .

For DA to create an environment to achieve these results would be impossible without the financial support of the Australian Sports Commission, the Australian Olympic Committee, the Australian Association, NSW Institute of Sport and the South Australian Sports Institute. With well over one million dollars allocated to the High Performance Program across Australia, which is a small amount in comparison to many other sports, Diving Australia has been able to provide the funding to support the great results at the top level.

As we move closer to 2004 the planning is already underway for 2006 and 2008. A nationally coordinated approach to the planning of High Performance sport for the 2005-209 quadrennium will provide some of the following benefits:

 enhanced athlete and program support leading to improved athlete performance  development of sustainable high performance programs  development of athletic depth  more efficient use of available resources  major program partners will have a strategic overview of the planning process across a large range of sports

The DA High Performance Program is very successful and the Australian Institute of Sport one of the best in the world. However, the underpinning programs are not producing the results required to sustain the current success. We require a lot of support both financially and technically to ensure there are talented athletes in the pathway receiving the appropriate level of coaching and program support. Diving Australia has not been in a position to provide sufficient financial support to achieve this outcome.

Following a submission to the ASC early in the year, Diving Australia was allocated a further $100,000 to support its international competition program. While this funding is aimed at the National Team, the ACGA conducted a Forum in in March to launch the “Target 2006” program. As part of this program Diving Australia will be allocated $250,000 in the lead up to the Commonwealth Games in 2006 to ensure Australia has the best possible team to win the greatest number of Commonwealth Games medals ever. What a great goal for a home Games!

This funding from the ACGA is a major windfall for Diving Australia and its underpinning programs. The ACGA has approved a plan to employ a National Coaching Co-ordinator to oversee the development program and provide a visitation program for talented athletes. We hope to have the program up and running before the end of 2003.

To maintain its current success, Diving Australia must ensure the organization as a whole is capable of supporting this success. This can only be achieved through adequate funding, quality coaching, international competition and athlete support. Of equal importance is the co-operation required between the programs and a willingness by our athletes to embrace the hard work and sacrifices required to achieve at the very top. We have the athletes, programs and the expertise at the elite level – our challenge now is to replicate the programs and expertise at the underpinning level which will ultimately provide us with the athletes.

LEADERSHIP, GOVERNANCE AND MANAGEMENT

“To develop governance and management structures to provide effective and innovative leadership and direction for DA”

Our major objective for 2003-2003 was to review and revamp DA‟s governance structures and systems and this has been an ongoing process following the adoption of the new Association Rules in 2001.

With the emphasis in the DA Strategic Plan on effective governance across the entire organization, DA has continued to strive to encourage State Associations to bring their constitutions and strategic plans into line with DA direction. The WA Diving Association was very efficient in adopting a new policy and establishing a more effective governance structure to oversee Diving in the west. The VDA is also well along the path to adopting a new set of rules.

The necessity to establish policies that protect and service the Association and the membership was also a high priority. Policies adopted or being worked on include:

 DA Selection Policy & Criteria  Anti-doping Policy  High Performance Program Policy  Membership Policy  Privacy Policy  Competition Policy  Coaching Policy  Officiating Policy  Member Protection Policy  Policy on Role of the Board  Accompanying Person’s Policy  Risk Management Policy

The DA Board has looked at ways of restructuring its Board meetings to monitor the Strategic Plan to review progress within the Association. Information on developing a strategic board and practical board appraisals has been distributed to and discussed by the Board.

The cost of insurance for the 2003-2004 financial year increased by approximately 10% with very few claims reported for the previous year.

Former AIS/National Team member, David Lyons, has been co-opted to the Board and as a partner in law firm Clayton Utz his input will have a significant impact on the Board and its operations.

In co-operation with Head National Coach, Hui Tong, Diving Australia has formed a Management Committee with China and New Zealand to establish a junior competition for countries in the Western Pacific Rim. The inaugural Western Pacific Rim Championships will be conducted in December 2003. Nine countries have been invited to attend the event which will be conducted in Perth.

COMMUNICATION & PROMOTION

“To develop a culture based on communication, integrity, shared vision and common goals amongst stakeholders”

Communication with stakeholders and the profile of the sport were the two major areas of focus this year. The DA website is seen as one of the major tools to ensure the flow of information to the membership and other stakeholders. An updated website has been in the development stage for some time and it is hoped to have in place before the end of 2003.

With the National Team producing some magnificent results since 2000, Margaret Pierce has done an excellent job keeping the media and the membership informed of activities and events. The 2002 Commonwealth Games generated a lot of media for Australia as a result of Diving winning the first medal of the Games. Ian Hanson as the Media Liaison Officer for Diving at the Games approached DA to discuss ways of increasing the media coverage for the sport with the result that DA has now formed a partnership with Hanson Sports Media to provide an extensive media strategy for the sport.

SPORT DEVELOPMENT

COACH EDUCATION

“Nationally drive effective coach education program supported by a National Network to develop quality coaches at all levels”

As part of the Strategic Plan Diving Australia has maintained the National Coaching Director position and the National Coaching Committee to oversee all coach policy matters. Under the direction of Mike Martens, the Committee has worked on:

 reviewing and standardizing the Level 1 course  reviewing the structure of the Diving Coaching Accreditation Scheme  commencing the dryland training certificate course  scheduling and planning the Level II course for 2003  conducting a National Coaching Clinic in Melbourne  applying for a FINA development clinic using USA Coach Ron O‟Brien  conducting Coaching Clinics at National Competitions

National Coaching Clinic, Melbourne, 29-30 March 2003 This clinic was geared towards coaching techniques for divers in the 13 and under age group. Coaches from Gymnastics presented the program placing emphasis on teaching strong fundamental skills such as strength and flexibility, handstands and basic tumbling skills. The second day focused on hands on experience in padding young divers over the water on the 1 metre board. This segment was presented by Pavel Plotnikov, VDA National Training Centre Coach.

2003 National Coaching Scholarship Program Vyninka Arlow was awarded a scholarship under the ASC National Coaching Scholarship Program in 2002. The submission was for a two-year appointment and Vyninka has been achieving excellent results in the Graduate Diploma of Coaching while assisting Salvador Sobrino with the NSWIS Diving Program. Vyninka‟s scholarship will be complete at the end of 2003.

OFFICIATING

“A nationally driven and effective education and training program for officials at all levels of the sport to provide the highest quality officials to best support the athletes”

National Technical Officials Co-ordinator, Wendy Pullar, worked closely with Committee Members Robyn Arlow and Eric Brooker to create the DA National Officiating Policy which was very close to completion. The Committee had worked very hard to:

 improve the process for selection and evaluation of judges at national events  establish a feedback system for officials during competition  update DA Technical Officials examination to three levels  widely distribute FINA Diving Officials Manual

The next task of the Committee is to look at the development of resources to support the policy.

Judges selected by the DA Board to officiate at international events in 2002-2003 included:

The 2003 FINA Southern Cross Grand Prix event also provided an opportunity for many of the FINA judges to officiate and be assessed by the FINA representative.

PARTICIPATION

“Strong national participation program providing opportunities for everyone to enjoy the sport of Diving”

National Development Officer, Daryl Hocking, has spent many hours working on resources outlined in the DA Strategic Plan:

The Participation Committee will be providing feedback on the drafts which will then be ready for production.

SPORTS EXCELLENCE

“To create a High Performance Program that effectively services all stakeholders in the elite area to ensure everyone is given the best possible opportunity to achieve international success”

The focus of the High Performance Program over the past year has been the strengthening of the National Training Centre Network and the introduction of a National Training Program. The HPP Management Committee has concentrated on the three key areas:

 daily training environment  camps program  competition program

DAILY TRAINING ENVIRONMENT

One of the keys to success in achieving international success is the quality of the daily training environment. The HPPMC has worked to:

 provide NTCs with a template that includes all the elements of a HPP including skill development, performance enhancement and feedback mechanisms  clarify the roles of the National Coach and NTC coaches  set performance targets for coaches and divers in the National Squad  establish national standards, protocols and trends in coaching methodology, sports science and sports medicine

A new training log database has been designed with much information processed on training practices within the National Squad. The results when collated will be distributed to the NTC Coaches.

Bob Crudgington visited the various States National Training Centre programs to meet with the respective State Boards, NTC coaches, the SIS/SAS representatives and the general membership. Information from these visits was submitted to the HPPMC.

Annual plans (open and junior) have been prepared by the National Head Coach and distributed to the various stakeholders and NTC‟s. Some opposition was voiced to the new competition structure as part of the annual plan. In the context of ensuring our underpinning program strongly reflects the open program the new competition structure will be implemented in 2004.

With the success of the National Team, the HPPMC has turned its attention to the underpinning programs. A Beijing Squad was established for A and B group divers and work is underway to monitor training and performances. DA High Performance Manager Bob Crudgington has requested each NTC to provide information with respect to their squads, training plans and skill targets for each athlete. They have been supplied with templates to assist them in reporting.

National Training Centre Coaches Meeting, , 26 August 2003

A summary of the National Training Program was given to the coaches from the National Training Centres emphasizing the Athlete Pathway and Annual Planning requirements. Other topics included:

Australian Institute of Sport Program

A strategy of the HPP was for DA and the AIS to combine resources to provide leadership through planning, monitoring and evaluation of the National Training Program. This process has been successful with National Coaches Hui Tong and Wang Tong Xiang working with Bob Crudgington to continue to make improvements to the quality of the AIS program in Brisbane. With the assistance of an extremely competent and professional sports science/medicine team the objective of developing a comprehensive Sports Science Program specific to diving has been put in place. Athletes are fortunate to have world‟s best practices applied in the areas of competition preparation, acclimatization, recovery, nutrition and injury management.

The 2002-2003 AIS Scholarship holders were: (SA) (NSW) Steven Barnett (NSW) Matthew Cooper (Qld) Chantelle Michell (Vic) Lynda Folauhola (SA) Nicole Ng (NSW) (QLD) Sharlene Stratton (QLD) Gene Kimlin (QLD)

Seven members of the program were selected in the National Squad and two members were selected in the Beijing Squad.

Evaluation and monitoring of the program is performed twice yearly through the Performance Enhancement Program meetings.

NSW Institute of Sport NSWIS has maintained its support of the Diving program assisting Salvador Sobrino and Vyninka Arlow to ensure the athletes in the program receive expert technical training and program support.

NSWIS athlete, Loudy Tourky, further cemented her place in Diving‟s history books by becoming the first athlete to win Gold Medals in all three Grand Prix events as part of the Can-Am-Mex tour. Loudy was placed first on the Women‟s 10 Metre event in Victoria, The Woodlands and Juarez City and along with Lynda Dackiw won all three 10 Metre synchro events. An amazing result by Loudy and Lynda.

SA Sports Institute The SASI program has had a number of problems this year with scholarship athletes sustaining injuries. Mike Martens has had to use the services of his SS/M support staff to ensure his athletes are able to continue their training without sustaining further injuries. The support from the SASI management and sports science/medicine personnel has been greatly appreciated.

Unfortunate news for the program in that Tania Paterson resigned and left Adelaide to live in Melbourne. Tania has done an excellent job as TID coach and she will be hard to replace.

VDA National Training Centre The VDA National Training Centre continues to grow and expand under the guidance of Head Coach, Pavel Plotnikov. With the administrative support of Helen Wellins the program shows remarkable tenacity to maintain a strong program with limited funding support.

VDA has one athlete in the National Squad: Irina Lashko and three athletes in the Beijing Squad: Yasmin Roos Josie Wilson Grant Nel

WA National Training Centre The WA National Training Centre Program under the guidance of an extremely competent Board and CEO, Lisa Tucker, have done a remarkable job in running a two-tier program with Head Coach Raelene Lyon and Program Coach Bruce Prance.

Showing exceptional initiative, WADA have upgraded their dryland training facilities to a very high standard. With limited support from WAIS the program in Perth is running very smoothly.

WADA has two athletes in the Beijing Squad: Elise Ntoumenopoulos Sarah Simmonds

Queensland National Training Centre In an unfortunate development for both Australian Diving and QDA, Coach Chen Wen accepted an appointment with the Great Britain Diving Association to coach their elite squad. With Chen‟s departure three athletes from the QDA Squad were accepted into the AIS Program.

INTERNATIONAL COMPETITION

The benchmark event for 2002-2003 was the XIII FINA Diving World Cup held in Seville Spain.

XIII FINA Diving World Cup, Seville, Spain, 25-29 June 2002 Twenty nine countries attended the Diving World Cup in Seville with Australia finishing as third nation overall. Nine athletes and nine support staff attended the event. Highlights included:

Commonwealth Games, Manchester, 13-20 July 2002

Australia achieved great results at the 2003 Commonwealth Games with Irina Lashko leading the way with a great win in the Women‟s 1 metre event. Irina‟s Gold Medal win started a frenzy of media coverage which continued for the duration of the Diving competition. Other highlights included:

Australia finished in first place overall narrowly followed by Canada and England.

FINA World Junior Championships, Aachen, Germany, 14-18 August 2002

Described as the strongest World Junior Championships ever, the Australian Team who participated in Aachen Germany found the competition very tough. Two medals were won:

 Sharlene Stratton - Bronze Medal, Girl‟s B 1 Metre  Matthew Cooper/Gene Kimlin - Bronze Medal, Boy‟s 3 Metre synchro

China finished on top of the medal table with 16 medals followed by Italy on 5 and Canada on 4. Australia finished 9th on the medal table.

2002 FINA China Grand Prix, Zhuhai, China, 21-23 February

Another milestone in Australia‟s international success – Robert Newbery and Mathew Helm won the Gold Medal in the Men‟s 10 Metre synchro event at the 2003 FINA China Grand Prix. This was an outstanding achievement to finish ahead of World Championships and at an event in China. Other highlights included:

Loudy Tourky, Robert Newbery and Mathew Helm were recognized for their outstanding performances.

2003 Mexican Grand Prix, Juarez City, Mexico Eighteen countries competed in Juarez City with Australia again finishing as No. 1 nation with 9 medals ahead of Russia with 4 medals and Mexico with 4 medals. Highlights included:

The 2003 Can-Am-Mex tour was simply amazing. The team competed in the three legs of the tour for the first time in many years as preparation for the long 2004 Olympic Games program. History was created with Loudy Tourky being the first diver ever to win Gold Medals in the same event at all three competitions. Loudy backed up this performance with Lynda Dackiw and won all three events in the Women‟s Platform synchronised diving event.

CAMPS PROGRAM

National Squad Camp, 28-30 August 2002, Southport, QLD

The 2002 National Squad Camp was conducted to set objectives for training and competition up to and including the 2003 FINA World Championships. The camp also covered planning procedures for the National Squad as well as reviewing performances and setting training goals for each individual athlete. The camp commenced at the AIS in Brisbane with fitness testing and then the squad spent three days at O‟Reilly‟s Guesthouse in the Lamington National Park. The squad made a detour on their way to the airport by stopping in at the Southport Pool for a National Squad photo shoot.

National Junior Camp, 9-13 December, Brisbane, QLD

As a strategy to strengthen the talent base in our underpinning programs, the 2002 National Junior Camp hosted by the AIS Program in Brisbane and under the direction of the AIS/National Head Coach had as its objectives:

 to foster a sense of team with a focus on international standards  to identify strengths and weaknesses of athletes and provide technical feedback to athletes and coaches  to expose junior athletes to the daily training environment practices and performance enhancement practices of the National Program  to provide opportunities for junior elite coaches to work closely with the National Team Coaches and National Program

The following five girls and six boys from around Australia enjoyed their time in Brisbane and returned home with many new skills and insights:

INTERNATIONAL COMPETITIONS IN AUSTRALIA

2003 FINA ‘Southern Cross’ Grand Prix, Adelaide, 14-16 February

A late decision was taken to conduct the 2003 FINA „Southern Cross‟ Grand Prix in tandem with the 2003 FINA China Grand Prix. In what turned out to be a very strong event, China, Canada, Russia and USA brought their top divers to compete against our National Team. 2000 Olympic Games Medallists Dmitry Saoutine (Russia), Li Na (China), Laura Wilkinson (USA), Tian Liang (China), Hu Jia (China), Emilie Heymans (Canada) competed in the event ensuring a great competition against Australia‟s best.

One of the highlights of the event was the Gold Medal win by Mathew Helm in the Men‟s 10 Metre event. Mathew won ahead of 2000 Olympic Games Gold and Silver medalists – Tian Liang and Hu Jia from China. This was the first time that Australia had placed ahead of the top Chinese divers.

NATIONAL COMPETITIONS

National Junior Invitational, Brisbane, 29 September – 2 October 2002

The National Junior Invitational in Brisbane in 2002 was the last winter competition program to be conducted by Diving Australia following the introduction of the new National Competition Program. The event in Brisbane was very successful with the “Knock Out” competition a hit with the competitors.

Australian Open Diving Championships, Hobart, 7-9 February 2003

The new National Competition Program was implemented in 2003 with the Open Championships conducted separately to the Junior and Age Competitions. The Tattersall‟s Hobart Aquatic Centre was the venue for the event. 2003 Australian Open Championships Gold medalists were:

GENERAL

Many people deserve our thanks and appreciation for their valuable contribution to the Association over the past year.

 Hui Tong – AIS / National Head Coach – The appointment of Hui Tong to the position of AIS /National Head Coach grows more valuable each day. His vision, enthusiasm, technical expertise and commitment to excellence have consistently added value to the High Performance Program.

 National Team Coaches – Chava Sobrino, Wang Tong Xiang and Peter Panayi - It is extremely hard to describe the commitment these coaches make to their athletes and the National Team success. Australia is extremely fortunate to have these coaches in the HPP.

 The HPP Management Committee – This committee has a major role in the management and success of the National Teams.

 The National Elite Coaching Panel – The five elite coaches from the high performance programs around the country – Mike Martens, Pavel Plotnokov, Salvador Sobrino, Hui Tong and Wang Tong Xiang. Their leadership in directing essential change in all matters associated with elite athletes will ensure ongoing success for the association.

 Michael Martens, DA Coaching Co-ordinator. Mike in a part-time capacity has made significant contributions to coach education over the past year. He does this with creativity and enthusiasm.

 The DA Selection Committee – Michael Murphy, Mike Martens and Hui Tong. The selection of teams requires a real balance between knowledge of diving and the DA Selection Policy and Criteria and a commitment to integrity and fair play. These three members have been able to do this and have selected teams who have been able to deliver the results for Australia.

 The National Technical Officials Co-ordinator, Wendy Pullar, who continues to drive the officiating program and provide a real service to our officials along with Committee Members Robyn Arlow and Eric Brooker.

 The ongoing work of the State Diving Associations in ensuring the healthy growth of the sport and their ongoing support for national events.

 I again would like to single two members of the DA Competition Team - Sue Lewis and Daryl Hocking who continued to provide enormous assistance to the DA Office in the conduct of national events.

 The support and assistance of management from the Sydney Aquatic Centre, the Melbourne Sports and Aquatic Centre, the Chandler Aquatic Centre, Challenge Stadium, Adelaide Aquatic Centre, Tattersall‟s Hobart Pool and the many smaller complexes around the country.

 All the divers, coaches and technical officials who have participated in our national and international competitions.

 Staff in DA Office - Margaret Pierce for her creative writing and Bob Crudgington for his contribution and enthusiasm for creating a state of the art elite program.

Initiatives SASI continues a formal relationship with biomechanist and former gymnastics coach, John Gormley. John has been of great practical value in working with the SASI divers, particularly with handstand dives. John has produced an excellent presentation on the backward armstand dives. This was used in the Adelaide clinic, November 2001. It has become part of the curriculum of the Level 2 Course.

The seeds have been planted for a formal link with SA Gymnastics. Mike and Tania have met with the Executive Director, Denzel O‟Brien, and she is agreeable to formalising a referral network. Mike and Tania are formulating a proposal.

COACHING DSA unfortunately lost the services of two of our high performances coaches within the blink of an eye in unrelated circumstances. Tania Paterson will be moving to Melbourne and Diving SA wishes her well with her future endeavours. Mike Martens and family will be moving back to the USA to take up the role of Head Coach at the University of Minnesota – good luck and best wishes to Mike.

This left the Board of Diving SA in a somewhat unique position as to find replacements for such highly qualified coaches. With the outstanding support of Wes Battams and Valerie Beddoe at SASI, Ashley Wilson and the Board of Diving SA we have secured the services of Commonwealth Games Gold Medallist 1998 and Australia‟s first medallist at a World Championship with a Silver in the Mens 3 Metre Synchro, South Australian Shannon Roy. Shannon will take up a joint SASI/DA/ASC Coaching Scholarship. The process of appointing a SASI Coach is still progressing well.

Thanks to coaches Mike Martens – SASI Head Coach and Tania Paterson – TI and the team of Diving SA Coaches headed by Amanda Webster allowing Diving SA to produce great results at National Open/Junior and Age championships.

With the resignation of Tania Paterson and Mike Martens Diving SA was concerned with the impact this would have on the program in SA. We are proud to share our new team of Fiasz Marikar and Shannon Roy with the five Level 2 and 6 Level 1 coaches.

Coaching Clinics held during 2002-2003 saw 90% of the current coaches attending. Courses included: Melbourne clinic (29-30 March), new format for Level 1 course (30-31 May), Annual R&S Conference (30- 31 May) and Ron O‟Brien Clinic (26-28 September).

COMPETITIONS Competitions conducted by DSA included: Levels - 1/3 and 4 August 2002 State Levels - 5, 7 & 8 September 2002 Open Championships – 7-8 December 2002 Summer Levels – 27 February 2003 State Age Championships – 1/3 and 4 March 2003

New formats are now in place for all level competitions to align with the new National Age and Junior format and to allow a positive progression through the levels.

All competitions went well with numbers increasing and in a good spirit of sportsmanship.

Judges are still very hard to come by and new parents need to be encouraged to become part of the officiating program.

FACILITIES Once again Diving South Australia has had an eventful and challenging year. The Aquatic Sport Coalition (representing aquatic sports in South Australia) now has a new President in Ashley Wilson and Debbie Gabrovsek sitting in on the Board. The process is ongoing with regard to securing pool space, new venues and maintaining a cap on pool hire costs. All involved in the Coalition are committed and very focused with regard to achieving an amicable result for all pool users. The Coalition have been advised that they will have continued access to pool space and no change in fee structure for the duration until a new aquatic/sports centre has been established.

Diving SA coaches continue to work constantly and hard to achieve their goals for the year and are to be congratulated.

Diving South Australia would like to congratulate Robert Newbery and Lynda DAckiw for their outstanding performances during the year highlighted by their successes in the Can-Am-Mex series and the recent World Championships. Junior success has also come to Sarsha Itzkovich and Louise Gabrovsek who have been selected in the “2008 Beijing” Squad.

Diving SA sincerely thanks Diving Australia for the excellent support it constantly receives and to SASI for the huge role it plays in our sport with special thanks to Wes Battams and Valerie Beddoe.

FUTURE PLANS Advertisements have regularly been placed in the local Messenger Press with good results and would anticipate this practice continuing. With the commencement of the new board in July 2003 DSA is guaranteed to progress forward with greater direction and vigour under the guidance of Alan Naylor.

QUEENSLAND DIVING ASSOCIATION

2003 saw a positive changing year for Queensland Diving Association. A large focus on governance and committee roles became a priority with several committee members attending Governance courses.

The committee are working together to achieve the best outcomes for Qld Diving Association and its members.

The results at the National Titles were a highlight for QDA in 2003: Queensland divers came home with at total of 18 medals. 11 golds, 1 silver and 6 bronze. A total of 22 Qld divers attended the National event. Three Queensland Divers were awarded with AIS scholarships for the year 2003. Sharleen Stratton, Matthew Mitcham and Gene Kimlin.

The QDA Diving clinic run in October, with Mr Wong the AIS coach leading the team of dedicated QDA coaches, proved to be very beneficial. A total of 19 divers and 10 coaches participated in the clinic, which had all coaches and divers learning a great deal of essential skills. A great opportunity to work alongside the AIS, which hopefully will continue into future years.

The addition of Jack and Nancy Taylor to the Gold Coast club has been warmly and eagerly welcomed. Jack and Nancy will be a positive and successful addition to the Gold Coast as well as Queensland.

The long awaited upgrade to diving boards at Kawana Aquatic Centre on the Sunshine Coast enabled divers to recommence their learning in a rural area.

Rockhampton diving pool is under review, and QDA is doing everything possible to get a diving program running back at Rockhampton.

The exciting proposal of a DA AIS High performance program being put into place in Qld , has Queensland Diving Association eager to support and contribute to the much needed program. It will provide a much needed pathway for the Qld divers to progress from grass roots diving through to elite level.

QDA‟s coaching panel consists of 15 fully qualified diving coaches. Two level one coaches attended the level two course held in Melbourne. When fully accredited, this will bring QDA‟s level two coaches to a total of 6. With Jack and Nancy Taylors‟ accreditation expected to be level three, QDA will then have the following coaches: Level 1: 7 Level 2: 6 Level 3: 2

Qld Diving Association have 53 Officials .

The Association ran several courses throughout the year, to increase the number of Officials. First aid course May 2003 Judges course July 2003 Drugs in sport course October 2003 Strapping course October 2003

Board members also attended chairmanship and Governance courses throughout the year. QDA will be conducting another judges exam by the end of 2003, as well as a planning workshop to improve the QDA constitution and strategic plan.

QDA held 11 qualifying competitions throughout 2003.

The December competition is to be held at Southport pool with the Firbank club from Victoria attending. The competition should have around 50 divers, including some from Japan .A wonderful opportunity to have interstate divers attending our competition.

Qld Diving Association look forward to a positive and productive year ahead. With plans for working alongside Diving Australia and AIS, as well as constitutional reviews and updates, success in all areas will be achieved. QDA will endeavour to adopt the best practices in managing the sport of diving in Queensland, therefore, providing our divers the best outcomes possible.

TASMANIAN DIVING ASSOCIATION

Introduction It is with much pleasure that I present this annual report of the Tasmanian Diving Association. It has been a year of full of action with a number of important National events being hosted in Hobart including the Open Championships and the National Primary and Secondary Schools competition. Both these events together with our usual full calendar of action has certainly raised the profile of diving in the State, if not the number of divers competing. Following the previous years theme of „building‟ the profile of diving in the State, this last twelve months has seen the financial resources of the Association improve significantly thus providing a good „springboard‟ for development of the sport into the future.

My year in office could not have been fulfilled without the support of my fellow Board members and other officers of the Association. In particular I would like to thank Sue Clifford for the incredible job she has done as Secretary/Treasurer. Sue has managed to bring a new level of professionalism to the role. In particular I have been impressed with the work she has undertaken in establishing and running the financial records of the Association using MYOB. This was one of the recommendations made by our

______22 Diving Australia Annual Report – 2002-2003 ------auditor‟s last year, and the strong financial position of the Association can be attributed to the better understanding of our income streams and outgoing commitments. Sue has also managed to establish a comprehensive filing system, an up to date data base of members and other contacts, and so the list goes on.

The following report will hopefully provide you with an overview of the years events, and some thoughts on how the sport will develop over the next year.

Competitions A full calendar of events was conducted in the State during 2001-2002. These included a number of trials giving our athletes an opportunity to qualify for our various competitions:

 State Winters- A team of divers from Firbank Aquastars came to Hobart for the Winter titles. This event proved to be very successful. Tasmania won the perpetual shield for the second year in a row. Firbank intends to attend the TDA Winter Championships again this year that are being held in November at AMC.

 State Summer Championships . Whilst participation numbers were low again a very successful event was held. Divers travelling to Melbourne for Nationals all qualified in their respective Age Groups ______23 Diving Australia Annual Report – 2002-2003 ------

 Victorian Sun Smart Competition September 2002. Tegan,Tegan, Mel, Nick, Johnny, Jemma, Ellie, Bronwyn, Rosie, Jemma Woodland, Bridget, Ashlee travelled to Melbourne to participate in this interstate Competition. Whilst the divers were billeted, which proved to be a great experience the logistics for management proved to be extremely difficult and consideration needs to be given all athletes in the future staying at the one central location. Sue, Julie and Max all officiated at this competition.

 National Age/ Junior Championships. An outstanding result and a wonderful team effort. LSDC and HSDC stayed at different venues. The children had a fantastic time and their behaviour was exemplary. As mentioned above it would be beneficial in future National events for the whole Tasmanian Team to stay together at the one venue. Lockhart Junior C National Champion. Lock came away with 4 medals which was an outstanding achievement. 1m 3m Platform Sychro Melanie / Tegan Gold Medal Synchro Tegan Radin 1m 3m Rosie Marshall Platform Gold Medal

The children all came back extremely pumped and ready to take on Sydney in 2004. Sue and Bec judged at National Age whilst Max judged & Refereed at both Age and Junior.

 National Primary & Secondary Schools

Tasmania entered 16 divers in to this event held at THAC. It was a huge challenge for three of our very new divers, Sam, Fletcher and Jennifer. Again Tasmania came away with medals Congratulations to the following medal winners Lockhart, Tegan, Mel, Rosie

Thankyou to all TDA officials who endured this event ran smoothly. It was a pleasant change to be involved in a competition without stress. Sue, Bec and Max also were given the opportunity to extend their judging/ Refereeing experiencing.

Coaching This year has seen the arrival of 3 new coaches for TDA Melanie Clifford has been accredited with Level 1.Tulia Chung- Tilley and Anna Smith have been accredited Level 1.

Officials TDA has successfully run 3 Judge/Official Courses in the past 12 months. Max conducted 1 course for Victoria at MSAC with a record number of 17 participants.

In Launceston we saw the following accreditations take place. Level 3- Sue Clifford, Bec Phillips, Liz Swain, Bec Castle Level 2 – Denis Williams, Andrea Williams, Karen Hughes, Ann Davis Level 1- Owen Browning

It is fantastic to see more participation from parents within our organisation.

Facilities A new Agreement with THAC has been developed and is shortly to be signed. Access to THAC is essential for development of the sport in Tasmania, and with the Open Diving Championships to be held in Hobart again in January 2004, it is clear that the facilities are seen as being equal to the best in Australia. Next years event will be part of the Olympic selection process, and it is hoped that the event is marketed to attract the widest possible audience.

Upcoming Events th th  Western Rim Pacific- Dec 10 – 12 This Competition is attracting International competitors from various 12 countries. Lockhart has been invited to attend in the Junior C category due to his success in Melbourne this year. We wish him every success.

 Firbank Training Camp Melanie and Nick have been invited by Firbank to attend their training camp being held on the Gold Coast Dec 10-19th. This will be a fantastic experience for 2 very excited participants.

Looking to the Future Registration numbers have fallen slightly in this year due to several unforseen circumstances, However TDA is quietly confident that in the 2003-2004 numbers will continue to increase and probably exceed last year. This will be assisted in part by the publicity diving received in Tasmania during this last year. As mentioned it began with Hobart hosting the National Open Championships in January. Lockhart made the paper after his performance at Juniors and Rosie in recent times has been the star of the radio waves giving interview‟s with both Southern Cross and the ABC. LSDC also featured in the Examiner after their medal winning performance at the State Summer Championships. The recent success of our Open Divers in Barcelona hopefully will inspire new interest in our sport.

We have a number of challenges to over come in the next twelve months. These include finalising a workable Agreement with THAC, ensuring that ongoing resources are available for the development of diving in the State, and fostering a closer relationship with Diving Australia. There are also new opportunities for funding diving programs through Sport and Recreation Grants, and these will be explored during 2003-04.

Finally, I must acknowledge the guidance and continued support given by Max. His commitment to diving is without question, and his enthusiasm is now starting to reaped the rewards of medals at the Junior and Age Championships, and increased number of well trained judges, coaches and other officials, and generally and increased level of support from the parents of our future diving champions.

Officiating Level 1 and 2 Judging Courses were held at Firbank and facilitated by Max Swain. Judging workshops have been held on „World Class Judging‟ and judging twisting dives.

Officiating workshops were conducted in Mildura and Melbourne coinciding with state and national competitions.

At all VDA competitions 7 judges are used as often as possible providing our judges and table officials experience at all levels of competition. Table officials have also been ranked according to the different roles on table and computer. \Number of officials – 32 judges, 5 referees, 30 table officials

Though VDA appears to have a large number of officials it is an ongoing challenge to recruit, train and then retain officials for the significant role they play within the sport. The current turnover of officials is 2-3 years.

Competition After many years of conducting a pennant competition the feedback from divers, coaches and clubs was the need to change the competition format. In consultation with the coaches and clubs it was decided to conduct more qualifying events and that clubs would hold novice events to encourage grass roots diving. The time of the State Open, Age and Junior competitions were changed to fit in with the National calendar.

State Chamionships - 4-6 December Age Championships - 13-15 February Junior Championships - 7-9 May Country Cup - 23-25 January

It is proposed that the Victorian Country Championships will be run in conjunction with the Australian Country Championships in Mildura from 6-8 March.

Facilities The Melbourne Sports & Aquatic Centre is the venue for the and the 2007 World Championships. Work has now commenced to demolish a building next to the pool to make way for the additional swimming pool and changes to the car park. Over the next twelve months we can expect a lot of disruption as the ongoing changes are made. So far we have been unsuccessful in getting an area for a permanent dryland centre. This will be a major blow when we host these events as the current dryland equipment will be taken down and the area used for seating.

Marketing & Promotion John Hillard and Kevin Hall produced a sponsorship and marketing package which was sent to companies and as a result ME&U provided sponsorship for the State Championships. The VDA has received funding from VicHealth for the past 10 years and SunSmart has been the sponsor. This has changed to a partnership arrangement with VicHealth and there is to be a greater emphasis on club development.

Future Plans The challenges that face the VDA are: . training and accreditation of volunteers and officials in readiness for the three major international events to be held at MSAC commencing in 2005 with the Pacific School Games. Helen Hillard and Kath Ischia have attended a number of workshops on this subject and are investigating ways we can use the expertise provided by the Department of Sport and Crecreation and VicSport. . risk management – we have received funding from S&R over three years to conduct an audit on pools and equipment used by our members and to implement appropriate policies and training programs.

WESTERN AUSTRALIA DIVING ASSOCIATION

The Western Australian Diving Association has seen significant structural change in the 2002 - 2003 year. Following last years AGM a special meeting was held and a new constitution was adopted by the WADA. Accompanying the constitutional change was a formal change from a committee to a Board of Directors. The aim is for the Board to address strategic and policy issues, while the Executive Director conducts day to day administration of the association and reports directly to the Board. Voluntary committees continue to form the backbone of the association, particularly in the areas of events and fundraising.

Highlights of the year include the official appointments of Raelene Lyon as Head Coach of the Elite Program, Bruce Prance as Coach of the Development Squad and Lisa Tucker as Executive Director of the association. Other highlights include WA being awarded the hosting rights to the first Western Pacific Rim Junior Championships to be held in December this year, the establishment of two new clubs, Splash Diving Academy and Flip „n‟ Rip Diving Club, under the guidance of young and enthusiastic coaches, the introduction of a new participation event, The Drugfree! Dive Challenge, and the growth in the number of participants in the club programs. The return of a “bubble” to Beatty Park certainly ranks as a significant achievement for the association as does the completion of work on the outdoor land training area at Challenge Stadium.

High Performance Under the guidance of Raelene Lyon and Bruce Prance the success of this program has seen the divers grow from strength to strength. Results from the Summer National Championships certainly reflected the hard work that the coaches and divers have put in over the past year. Highlights included Raelene Lyon being named Coach of the Year and Elise Ntoumenopoulos being named Female Junior „A‟ Diver of the Year at the Australian Junior Championships. At the Age National Championships Development Squad members Eliza Cole (16-18), Catherine Verran (14/15) and Kerri Doggett (12/13) were named female Divers of the Year in their respective age groups. Kym Hynynen-Furler was name Junior Coach of the Year at the Age Championships.

Seven WA divers have been selected to compete in the first Western Pacific Rim Junior Championships in December 2003. Congratulations to Junior „A‟ divers Lisa Fievez, Sarah Simmonds, Natalie Burford and Elise Ntoumenopoulos; Junior „B‟ Divers Lucy Johnston and Olivia Meagher and Junior „C‟ Diver Nicole Bender.

Congratulations to Lisa Fievez, Sarah Simmonds, Natalie Burford and Elise Ntoumenopoulos for being awarded WAIS scholarships for the 2003 – 2004 season. Sarah and Elise have also been named in the Australian Beijing 2008 Squad.

It is at this time that we must sadly say goodbye to Laura Boomer who has decided to retire from the Elite Squad. We wish her all the best in her future endeavours and hope to see her back in the pool one day as a coach or official.

Elite Squad Members 2002 – 2003 included: Lisa Fievez, Sarah Simmonds, Natalie Burford, Elise Ntoumenopoulos, Lucy Johnston, Olivia Meagher, Laura Boomer, Natasha Cocker, Nicole Bender and Andrew Mancini.

Participation Through funding received from Healthway and the Department of Sport and Recreation the WADA has been able to successfully complete several participation programs.

The Drugfree! Learn to Dive program continues to grow. This program introduces the sport of diving to new comers and gives them a skill base to build on when they join a club. This year classes were included at Beatty Park during the summer months. The Drugfree! Holiday Dive Clinics also once again proved to be very popular, with beginners and divers wishing to compete for their schools in 2003 taking part. The above programs are conducted by our junior coaches who must be thanked for their enormous contribution to the growth of our sport.

The Drugfree! School program continued this year with diving lessons being conducted at schools or Beatty Park and Challenge Stadium during school hours. These students were then encouraged to enter the All Schools State Championships.

Once again a highlight of the participation program was a visit to Port Hedland. A successful program was conducted with community groups and schools in the region. A highlight of the visit to the region was a day spent conducting clinics in Marble Bar with the school and community. Links with the gymnastic community in the region have been made and it is hoped that a coach will be „found‟ in the future. It is planned to extend this trip to other areas in the North West in the future.

Events Once again the WADA calendar was extremely full. Interclubs, State Championships, School events, trials and other regular annual competitions filled the calendar and gave all our divers many opportunities to compete.

A new event the Drugfree! Dive Challenge was included in this year‟s calendar. This event was designed in consultation with the junior coaches and aimed to give those divers who are new to the sport or participating in Learn to Dive the opportunity to „show off‟ their skills. Participants in this event completed a circuit of activities which included trampoline, all diving Boards, activities on the edge of the pool and even the big blow up slide. Music accompanied the program and no judging was done! Participants were presented with a certificate that was stamped at each activity and also received many prizes. Parents were encouraged to stay and observe their children. This event will now be held twice per year.

The WADA is aiming to increase the atmosphere at future events. Club banners were unveiled at the Annual Trophy presentation evening in June. It is hoped that the clubs will display these at all events and some „friendly rivalry‟ will result in the coming season. Thanks must go to Ronnie Ntoumenopoulos and her many volunteer officials for their assistance in the conduct of events.

Coaching A focus of this year was the education of our many young coaches. A Coach‟s Network was formed with regular meetings establishing the education agenda and needs of the coaches. Issues to do with administration were also raised at these meetings and resulted in some positive changes and policy development.

With the adoption of the new constitution and the associated changes in the role of clubs in the association, a particular emphasis was placed on issues associated with Club Development. A series of seminars were conducted and covered such topics as Club Planning, Legal Issues and Sponsorship and Marketing. It is hoped that through the continued education process and the Coaches Network that a strong partnership between the clubs and the association will be maintained.

Practical skills workshops were also conducted throughout the year.

Officiating The WADA is always looking to recruit new officials to take on roles at events. Informal training is conducted at all events and a formal judge‟s course conducted every 2 years or on demand. Our new judges are encouraged to work with more experienced judges in a mentoring program where they can discuss their thoughts either during training or at events.

Raelene Lyon once again judged at the highest level when she judged at the Commonwealth Games in July 2003 and at the Southern Cross Meet Australia in January 2003.

Facilities Through the CSRFF grant process we have been able to complete major works at both our key facilities this year. Thanks must go to the Department of Sport and Recreation, the Town of Vincent, ESE Building Group and Challenge Stadium for contributing to these projects. Thanks also to Bruce Prance for his many tireless hours spent on these projects and on the general maintenance of all WADA facilities and equipment.

As outlined above the re-installation of the „bubble‟ machine at Beatty Park has allowed diving to return to the venue. Splash Diving Academy has established Beatty Park as their home during the summer months and Drugfree! Learn to Dive and Holiday clinic programs have also been conducted at this facility this year.

The extension of the roof over the outdoor land training area at Challenge Stadium will result in a far greater use of this area. The area has also been extended, which will allow our matting and additional equipment necessary for the conduct of our elite land training program, to be permanently housed and protected from the elements all year round.

Fundraising and Sponsorship The fundraising committee conducted several events this year which have contributed greatly to the association. These included a movie night, raffles and chocolate sales as well as the sale of entertainment books. Thanks to Annie Benson and her committee for their tireless efforts over the year. The committee have already planned several activities for next season including a David Helfgott Concert. I urge all members to support the fundraising activities in the coming year.

Our many achievements throughout the year could not have been made without the assistance of our sponsors. Our thanks go to the Department of Sport and Recreation and our consultant Alistair Edwards, Healthway supported by Sports Medicine Australia and its associated message Drugfree!, Kings Hotel, ESE Building Group and Challenge Stadium for their continued financial support. Thanks also to Diving Australia for their contributions and support of the association. In addition I‟d like to thank the staff at Beatty Park, under Dale Morrissey, and Challenge Stadium, under Robert Verboon, for their ongoing friendly assistance with all programs and events at their venues.

Board Finally I would like to thank my co-directors Bruce Prance, Jane Fievez, Philip Meagher, Leo Ntoumenopoulos, under the Chairmanship of Harry Morgan, for their personal support and contribution to the sport of diving in Western Australia over the past 12 months. Thanks also to Karen Burford who took on the enormous role of Treasurer in a changing organisation.

In Western Australia we have a group of extremely enthusiastic coaches, we have some very talented divers and we have excellent facilities available. As a result we are in the position to introduce change. We must encourage participation because through participation will come the next champion. I urge you to embrace the changes and grow the sport into the future.

FINANCE REPORT

 The Independent Audit Report carried out by Allens Australia Pty Ltd for the financial year ending 30 June 2003 follows.

 The income and expenditure statement for the year ended 30 June 2003 shows a loss of $24,433. The contributing factors to this loss were the inclusion of the 2003 Southern Cross into the competition program and the inclusion of the third leg of the Can-Am-Mex tour in preparation for the 2004 Olympic Games.

 Funding from the Australian Sports Commission for the year was $817,855 in the following categories:

AIS Scholarship Program $422,855 High Performance Program $370,000 Sport Development $25,000

 The Australian Olympic Committee contributed $27,000 towards international competition based on a team size of ten. This was a reduction of $5,000 on the previous year.

 The Australian Commonwealth Games Association contributed $9,000 as part of the 2003 Australian Junior Commonwealth Games Squad Program.

 Sponsorship for the 2002-2003 financial year included an amount of $3,300 from Moves Travel.

 An amount of $57,500 was allocated to state elite and development programs in the 2002-2003 financial year. This allocation was made from the High Performance Program funding from the Australian Sports Commission.
