Unbelievable international results from the National Team divers and opportunities for increased funding. Commencing with the FINA Diving World Cup in 2002 the divers have consistently produced medal winning performances in competitions against the very best in the world. This result has been a goal of Diving Australia for a long time - “Australia is consistently in the Top 5 nations in the world”. We are actually achieving consistent Top 3 in the world. Thanks to the dedication, sacrifices and commitment of the divers, coaches and support staff Diving Australia is confident of achieving a great result at the 2004 Olympic Games. For DA to create an environment to achieve these results would be impossible without the financial support of the Australian Sports Commission, the Australian Olympic Committee, the Australian Commonwealth Games Association, NSW Institute of Sport and the South Australian Sports Institute. With well over one million dollars allocated to the High Performance Program across Australia, which is a small amount in comparison to many other sports, Diving Australia has been able to provide the funding to support the great results at the top level. As we move closer to 2004 the planning is already underway for 2006 and 2008. A nationally coordinated approach to the planning of High Performance sport for the 2005-209 quadrennium will provide some of the following benefits: enhanced athlete and program support leading to improved athlete performance development of sustainable high performance programs development of athletic depth more efficient use of available resources major program partners will have a strategic overview of the planning process across a large range of sports The DA High Performance Program is very successful and the Australian Institute of Sport one of the best in the world. However, the underpinning programs are not producing the results required to sustain the current success. We require a lot of support both financially and technically to ensure there are talented athletes in the pathway receiving the appropriate level of coaching and program support. Diving Australia has not been in a position to provide sufficient financial support to achieve this outcome. Following a submission to the ASC early in the year, Diving Australia was allocated a further $100,000 to support its international competition program. While this funding is aimed at the National Team, the ACGA conducted a Forum in Melbourne in March to launch the “Target 2006” program. As part of this program Diving Australia will be allocated $250,000 in the lead up to the Commonwealth Games in 2006 to ensure Australia has the best possible team to win the greatest number of Commonwealth Games medals ever. What a great goal for a home Games! This funding from the ACGA is a major windfall for Diving Australia and its underpinning programs. The ACGA has approved a plan to employ a National Coaching Co-ordinator to oversee the development program and provide a visitation program for talented athletes. We hope to have the program up and running before the end of 2003. __________________________________________________________________________________________________ 4 Diving Australia Annual Report – 2002-2003 --------------------------------------------------------------------------------------------------------------------------------------------------- To maintain its current success, Diving Australia must ensure the organization as a whole is capable of supporting this success. This can only be achieved through adequate funding, quality coaching, international competition and athlete support. Of equal importance is the co-operation required between the programs and a willingness by our athletes to embrace the hard work and sacrifices required to achieve at the very top. We have the athletes, programs and the expertise at the elite level – our challenge now is to replicate the programs and expertise at the underpinning level which will ultimately provide us with the athletes. LEADERSHIP, GOVERNANCE AND MANAGEMENT “To develop governance and management structures to provide effective and innovative leadership and direction for DA” Our major objective for 2003-2003 was to review and revamp DA‟s governance structures and systems and this has been an ongoing process following the adoption of the new Association Rules in 2001. With the emphasis in the DA Strategic Plan on effective governance across the entire organization, DA has continued to strive to encourage State Associations to bring their constitutions and strategic plans into line with DA direction. The WA Diving Association was very efficient in adopting a new policy and establishing a more effective governance structure to oversee Diving in the west. The VDA is also well along the path to adopting a new set of rules. The necessity to establish policies that protect and service the Association and the membership was also a high priority. Policies adopted or being worked on include: DA Selection Policy & Criteria Anti-doping Policy High Performance Program Policy Membership Policy Privacy Policy Competition Policy Coaching Policy Officiating Policy Member Protection Policy Policy on Role of the Board Accompanying Person’s Policy Risk Management Policy The DA Board has looked at ways of restructuring its Board meetings to monitor the Strategic Plan to review progress within the Association. Information on developing a strategic board and practical board appraisals has been distributed to and discussed by the Board. The cost of insurance for the 2003-2004 financial year increased by approximately 10% with very few claims reported for the previous year. Former AIS/National Team member, David Lyons, has been co-opted to the Board and as a partner in law firm Clayton Utz his input will have a significant impact on the Board and its operations. __________________________________________________________________________________________________ 5 Diving Australia Annual Report – 2002-2003 --------------------------------------------------------------------------------------------------------------------------------------------------- In co-operation with Head National Coach, Hui Tong, Diving Australia has formed a Management Committee with China and New Zealand to establish a junior competition for countries in the Western Pacific Rim. The inaugural Western Pacific Rim Championships will be conducted in December 2003. Nine countries have been invited to attend the event which will be conducted in Perth. COMMUNICATION & PROMOTION “To develop a culture based on communication, integrity, shared vision and common goals amongst stakeholders” Communication with stakeholders and the profile of the sport were the two major areas of focus this year. The DA website is seen as one of the major tools to ensure the flow of information to the membership and other stakeholders. An updated website has been in the development stage for some time and it is hoped to have in place before the end of 2003. With the National Team producing some magnificent results since 2000, Margaret Pierce has done an excellent job keeping the media and the membership informed of activities and events. The 2002 Commonwealth Games generated a lot of media for Australia as a result of Diving winning the first medal of the Games. Ian Hanson as the Media Liaison Officer for Diving at the Games approached DA to discuss ways of increasing the media coverage for the sport with the result that DA has now formed a partnership
