Just one year after the Second World War ended, Thailand was in a state of depri- vation as a result of the destruction infl icted during the confl ict and the war’s so- cio-economic impact. (...) Fortunately, not being consid- ered as a losing combatant, Thailand was entitled to restorative compensation for harm endured.     Maha Sura Singhanat Somdet Phra Bawornrajchao Maha Sura Singhanat (Thai: สมเด็จพระบวรราช Maha Sura Singhanat เจามหาสุรสิงหนาท; RTGS: Somdet Phra Boworaratchao Mahasurasinghanat) (1744–1803) was the younger brother of Phutthayotfa Chulalok, the first monarch of มหาสุรสิงหนาท the Chakri dynasty of Siam. As an Ayutthayan general, he fought alongside his brother in various campaigns against Burmese invaders and the local warlords. When his brother crowned himself as the king of Siam at Bangkok in 1781, he was appointed the Front Palace or Maha Uparaj, the title of the heir. During the reign of his brother, he was known for his important role in the campaigns against Bodawpaya of Burma.     VI. “ONE OF THE UNRESOLVED MYSTERIES OF HISTORY” The most momentous event in the history of the Chakri dynasty since the 1932 revolution that stripped the monarchy of absolute power unfolded quite unexpectedly shortly before dusk on Sunday, September 19, 2010, in the middle of a Bangkok traffic intersection surrounded by luxury malls and five star hotels and haunted by restless spirits. It was over within a few minutes, and many Thais remain unaware that it ever happened at all. It was four years to the day since royalist generals had seized power in a coup that snuffed out the precious embers of political progress so many Thais had risked their lives for in the Black May battles of 1992, and four months to the day since the military had crushed another mass pro-democracy rally in downtown Bangkok, storming the fortified encampment occupied by thousands of Red Shirt protesters who had blockaded the Ratchaprasong intersection for weeks to demand new elections. If Ratchadamnoen represents the heart of old Bangkok, Ratchaprasong is the symbolic centre of the modern capital. As Benedict Anderson wrote in Withdrawal Symptoms: As late as 1960, Bangkok could still be described as the “Venice of the East”, a somnolent old-style royal harbour-city dominated by canals, temples and palaces. Fifteen years later, many of the canals had been filled in to form roads and many of the temples had fallen into decay. The whole centre of gravity of the capital had moved eastwards, away from the royal compounds and Chinese ghettoes by the Chao Phraya river to a new cosmopolitan zone dominated visually and politically by vast office buildings, banks, hotels and shopping plazas.

    DEMOCRATISATION IN ASIA-PACIFIC MONARCHIES: DRIVERS AND IMPEDIMENTS A STUDY OF BHUTAN, TONGA, NEPAL AND THAILAND BY CHRISTINE BOGLE A thesis submitted to the Victoria University of Wellington in fulfilment of the requirements for the degree of Doctor of Philosophy Victoria University of Wellington 2019 Abstract In the first decade of the 21st century, Bhutan and Tonga enacted reforms which took executive power away from the monarch and placed it the hands of an elected government. Conversely, Thailand and Nepal have faltered in their trajectory towards democracy. Thailand is stuck in a cycle of repression, popular protest, limited democracy, renewed military takeover, and constitutional revision to allow a controlled “democracy.” Nepal has broken out of a similar cycle (although without military rule), at the cost of abolishing its monarchy. This thesis looks at factors, including the monarchy’s role, which contributed to the different outcomes. The study questions Huntington’s theory of the modernising monarch’s dilemma (fear that reform would do the monarch out of a job), and suggests that, on the contrary, a democratising monarch is more likely to retain the throne, albeit with reduced power. This comparative qualitative study is based on research into primary and secondary sources, plus interviews. The thesis found that in Bhutan and Tonga strong leadership of democratisation by Kings Jigme Singye and George V greatly favoured a successful democratic transition. In both Thailand and Nepal, monarchs Bhumibol and Gyanendra resisted a democratic bargain, seeking instead to retain or regain political power, in a context where popular mobilisation and the role of the military were significant in both countries, but with considerable differences.

    KING BHUMIBOL ADULYADEJ – LEARNING FOR LIFE By Paul Wedel Reviving a legacy of learning In education, perhaps more than any other aspect of his work, King Bhumibol’s thoughts and actions have been based on his early personal experience and his family history. His strong- willed mother was particularly important, but the royal legacy of interest in learning began far earlier. The king’s great grandfather, King Mongkut, Rama IV, engaged in learned discussions with foreigners that “ranged from theology to science and mathematics, from political science to foreign languages.”1 King Mongkut established the first palace schools and brought in Western teachers to teach his sons and daughters. His eldest son, King Chulalongkorn, Rama V, set up the first public schools and sent students abroad for education. His son, King Vajiravudh, Rama VI, carried on his father’s efforts to encourage education by proclaiming the Compulsory Primary Education Act requiring all Thai children to attend at least four years of school. His brother and successor, King Prachadipok, Rama VII, continued efforts to improve education with the first National Education Scheme that guaranteed access to education regardless of ability, gender or social background. King Prachadipok also introduced the royal tradition of presiding at university graduation ceremonies. His abdication in 1935, and the long absence of King Ananda Mahidol, Rama VIII, in Europe put a halt to royal education initiatives for more than a decade. World War II caused further disruption to education in Thailand. “Our educational system was in disarray as never before,” former education minister ML Pin Malakul wrote.2 “Schooling was interrupted as people fled the war to seek refuge somewhere else.
