Councillors are :- Mr.G.Allanson Herford Vale Ward ;- Mrs. M. Donahue Moncrieff Firstly I am afraid I must start with two further cost cutting measures that are to be introduced in the near future. The first is the street lighting energy reduction programme that is being introduced throughout the County, this is the switching off of many street lights between mid- night and 5am. This scheme has already been introduced across much of the County and indeed much of Scarborough. It will not affect lights on main roads, road junctions or sheltered housing areas, so it should not affect much of Flix- ton and Folkton.

The second of these cost cutting measures is the termination of much of our grass cutting, with the exception of where it may be dangerous, particularly on road junctions. I have strongly opposed this measure as I consider it will have a big financial effect on rural parishes, who will have to raise funds through their parish precept in order to keep villages in the state that they have been used to.

There are three issues that have been raised in Flixon & Folkton. The first is the state of the bridge over the Carr's. I have complained that this is dangerous and have been promised that further work will be carried out on this. The second is speeding through both villages. I am afraid you are not on your own with this as it is the most common complaint I receive. I have asked for speed strips to be placed in Flixton, as we have to establish the extent of the prob- lem before any action can be taken. The third is the size of the 118 bus. I can tell you that there is nothing more I can do regarding this service. We managed to get this much reduced service, which is more than most villages did and I am afraid it is not getting a lot of usage, which worries me in case they decide to take it off. Please use the bus when ever you can.

I have been concerned about the proliferation of wind turbines in our area for some time. The recent planning applications for turbines in the Flixton and Folkton area are very concerning.

Several applications in a short period of time is usually the result of an area being targeted by a wind turbine company. While I fully understand the needs of individual landowners to earn in- come from their property, I am deeply worried about the upset caused to the whole community. The targeting of a community and the lack of limits on the number of turbines that can be erected in an area can lead to the drip feeding of planning applications over time.

I will continue to fight against the turbines as I firmly believe that this is a dangerous scenario that will undermine our beautiful countryside. Residents of Folkton and Flixton

The initiative appears to be proving to be a deterrent. Parliament is working on a bill for fly grazing to be made a criminal offence but policing/enforcement will then become the issue. Chris Gosling said Julia Mulligan, Police and Crime Commissioner for North Yorkshire wants to take the issue forward. It was agreed that County Councillor John Blackburn will raise the issue with NYCC & try & arrange a meeting with the police, RSPCA, & the Crime Commissioner. G&L re-joining the Cluster the clerk reported G&L has passed a resolution to re-join. SBC has drawn up an agreement similar to that signed by the existing members in October 2012. It was RESOLVED that the members approved G&L Parish Council coming back into the Cluster. The clerk will contact the clerks of all the parishes & ask them to sign the new agreement including G&L. 118 bus service – the clerk has been communicating with Richard Owens (NYCC) the latest email 8/10 reported “We had hoped to persuade Olympic to take it on as part of their services but unfortu- nately they are unable to accommodate. We will continue to operate the service while we invite . tenders to explore alternatives. I’ll let you know how we get on. We have had some requests for changes/improvements but are just not able to accommodate these – usage is still very low averag- ing 5 passengers a day”. John Blackburn said NYCC are doing their best in difficult circumstances. The members said it was difficult to recognise the vehicle in use as a bus. It was agreed F&F mem- bers will take a photograph of it & ask other parishes to put the photo on their notice boards to help recognition Grass cutting/salt bins – whilst the clerk had written to David Bowe on 19/7 no formal response had been received. NYCC has not yet distributed the promised maps. Grants scheme – information was circulated at the meeting. At the start of 2014 we had funds of £3,832.28 carried forward from the previous scheme. We have received additional monies from SBC of £9,364.85 making total funding available of £13,197.13 less admin costs. At the January 2014 meeting a total of 12 applications were approved totalling £9,455 In total £9,379.99 could be paid out leaving £3,814.14 less admin (max £500) to be carried forward to another scheme. Confirmation has been re- ceived from Jo Ireland at SBC that £3,225 will be available this year. The paperwork has not yet been sorted. After discussion it was agreed: £6,000 to be made available for a 3rd scheme applicants maximum amount for the scheme £500 organisations who applied in 2012/2013 and/or 2013/2014 can apply. In January 2015 when applications are considered if we are oversubscribed, groups who have not applied previously will be given priority. Faith organisations will not be eligible to apply. The clerk will arrange advertising with the member parishes & on the Scarborough Borough Council website. Closing date for applications 12th December 2014. Any other business Councillor Linda Thompson raised the matter of recording Parish Council meetings & who will help fight the case if material is altered/used wrongly. It was suggested the question is put to YLCA who support councils by giving members legal and technical advice, information and training.

The Southern Area Parish Cluster has grant funding available. Grants of up to £500 are available for Projects which benefit residents living in the parishes of Cayton, Muston, Folkton & Flixton, Osgodby, Reighton & Speeton, Gristhorpe & and which meet one or more of the priorities of the Borough Community Strategy. November. Here are some thoughts from M.Ps, local council , local people and the press.

Mr. Pickles said, "We want to give local communities a greater say on planning, to give greater weight to the protection of landscape, heritage and local amenity. Government will deliver these changes in collaboration with industry and communities over the next 12 months.” Former Energy Minister Michael Fallon said, “It is important that communities understand that they will now have more say against developments that are inappropriate and not properly justi- fied. Too many communities have felt under siege from wholly inappropriate applications, and these measures will now bring them much-needed and long-awaited relief.” . The Draft Scarborough Local Plan in Resources and the Environments states 8.10 Policy RE3 of the Local Plan has regard to the impact of development on the natural environment, particularly sites that are designated for their nature importance. Outside of the direct impacts associated with developing within or adjacent to designated sites, renewable energy technologies can also impact upon the natural environ- ment indirectly. For example, wind turbines located within the flight paths of migratory bird species can severely impact upon the viability and sustainability of the habitats they populate. Therefore, renewable energy developments should be located in a position that will minimise the potential for direct and indirect impact on the natu- ral environment. With further comments in sections 8:11,8:12.8:13 and 8.63 The River Derwent corridor starts within the National Park, runs alongside the western boundary of the Borough, partly through the , and links with the adjacent district of to the south west. It is characterised by a predominantly rural landscape, with small market towns and villages scattered across the area. The Vale of Pickering itself contains a large number of wildlife habitats and archaeological sites. Future priorities for this corridor are to enhance the quality and character of the landscape, to restore biodiversity and enable the migration and movement of wildlife through there-creation of habitat networks. Villagers claimed they would be an "abomination of the countryside", but it hasn't stopped the developer behind controversial turbine plans finding a second wind - and lodging fresh proposals. Scarborough Council is cur-rently looking at another plan-ning application for School House Farm in Flixton. But after the initial plans for two 150ft turbines were met with stern opposition from vil-lagers, farm owner George Jack-son has resubmitted his plans - but this time, for just one tur-bine. The amended plans still don't sit well with cam- paign-ers, who have already formally objected to the revised scheme. They fear that the 48m mast would be an "eyesore" and "unsightly", and staunch turbine campaigner David Hinde said he is disappointed to see the scheme return after locals made their objections "abun-dantly" clear. "It is quite obvious how in-trusive the existing turbines are at Flixton and they are of a lower' height than this proposal," he added.

The previous plans were shelved after dozens of locals penned furious objections to the authority. This was despite the Ministry of Defence saying they had no objections to the original proposals. The applicant has yet to sub-mit a supporting statement for the new scheme. But in a previous statement to the council, he claimed the masts would provide renewable energy to the farm, allowing it to operate in a more "environ-mentally and financially sus- tainable manner". There have also been con-cerns raised about the proxim-ity of the masts, which would be located roughly 400 yards from the village itself, to con-servation areas, as well as pos- sibly being on the site of well preserved Mesolithic remains. Research claims masts are a 'folly' Wind farms are expensive and deeply inefficient' - and will nev­er ensure Britain remains lit up. That's the finding of a new report from the Adam Smith Insti­tute and the Scientific Alliance, which claims the green revolu­tion has been an expensive folly. Researchers state that on aver­age masts produce 80 per cent of their potential power output for less than one week annually - and they manage 90 per cent output for only 17 hours a year."

Dozens of neighbours will also be asked to share the views on the scheme, which as of go-ing to press, have only received a handful of public objections. However, the last applica-tion for the two turbines at-tracted dozens of objections from the community. You only camp next to a wind turbine once.”

YOU WILL know from the local farming community that renewables schemes have moved on since the early days of wind farm develop- ments. Now, developers maybe approaching the owners of suitable sites for different or smaller schemes - solar farms or one or two turbines. Whatever the nature of the scheme the developer proposesto install on your land, the same issues apply. You need independent advice on the com- mercial terms and the practical and legal implications - the developer will be seeking to prioritise its interests; there may be a conflict between those and yours over the period of any scheme, which can be for as much as 40 years. The developer will be proposing documentation which allows it to scope and survey the land, ap- ply for planning permission and construct, operate and use the turbines or solar panels and infra- structure - cables, access, laydown and construction compounds - with limited reference to you and your farming activities. You need to ensure that this documentation - exclusivity and option agree- ments and lease - is modified as necessary to safeguard against any unanticipated losses or costs, to procure that rights and restrictions to be given and accepted by you are reasonable and to ensure that any development/diversification by you in the future is not unreasonably prejudiced. However, in addition to these aspects, we would recommend that you consider with your accountants and in liaison with us the status of any scheme going forward in view of your concern to ensure that the farm and relevant family members benefit in the long term. This asset management process needs careful consideration - you need to take tax advice to cater for these issues and legal advice to document whatever corporate or trust schemes are considered appropriate in view of the circumstances of your particular family. Any scheme proposed for your land therefore needs a two-tier approach: first, advice on the commercial terms and the legal documents which will bind the farm over the long term and sec- ondly, consideration of and advice on how the long-term benefits which are to accrue should be

In1989 the School in Folkton and Flixton closed and the children transferred to other schools in the area. Whilst I was involved in the Digital History project I was given many photographs of the school dating from as far back 1890. Over the next issues of the Par‐ ish News I will include some of the photographs. I will work backwards in time so that some of you may recall the people in the photographs. CHURCH A service to celebrate harvest was held in St John the Evangelist Folkton, the service was conducted by Rev Ken Holding and the organist was Steve Westaway. A supper of home made cottage pie and green beans followed by a selection of home made cakes,tea &coffee was served by members of the P.C.C.A raffle was held for church funds the winners were; A Bower, G Davies, T Moxlow, S Westaway, Z Nichol, E Chapman and K Robinson. All the produce that was donated was given to the Rainbow Centre.

This year our Carol Service will be held in the Village Hall on Friday 12th.Decemberat 6.00 p.m. It will be an informal service and after the Readings and Carols there will be refreshments If children would like to get dressed up for the occasion that would be great they could come has Shepherds, Kings, Santa Clauses Angels Snowmen etc. If we are lucky Santa Claus might just fit us into his busy schedule and pay us a visit. To finish off the evening we could have a Sing-a-long of all the good old Christmas songs I’m sure Steve Westaway could be persuaded to play the keyboard for us.

The village hall was full to capacity for the annual autumn supper given by the ladies of the Folkton.and Flixton branch.The entertainment was provided by the folk group Free Folk their music was appreciated by one and all who applauded them with great gusto,a raffle organized by the ladies in aid of the Scarborough Stroke Club raised £140.

The Folkton Church of School Trust also known has the Londesborough Trust is being replaced by Folkton ParishLondborough Trust.

The purposes of the Trust are; To promote and advance the education including social and physical training of young people in the Parish of Folkton .

Grants are available for anyone up to 18 years of age who live in Folkton Flixton or Flotmanby and meet the criteria set out in the application form

Forms can be downloaded from the Parish website or from any of the Trustees and returned to :- Mrs. Linda Thompson . A date will then be set for applications to be reviewed. At our A.G.M. held early in September a lengthy discussion took part as to whether the Group should continue. We all agreed we enjoyed being in the group and the social and fund raising side which help to pay for the spring and summer planting The problem is there are so few of us now to do the work. Eventually it was decided to continue but with a much reduced work load. We agreed to keep ;-  The beds and tubs throughout the two villages should be our main priority because t hey are seen by everyone and make a lasting impression.  The entrance to the Village Hall .  The entrance signs to both villages  The much loved but high maintenance Wildlife area on Crook Lane would be handed back to the Parish Council. Who could request the help of the Community Payback People to keep it tidy.  All grass cutting to be done by the Parish Council. Some Bloom Group members are Parish Councillors and will continue to cut grass.  We will not be entering Yorkshire in Bloom but may decide to enter any Scarborough initiatives like the one below which we received this year.

Social events will still be held and it is hoped that people will continue to support these. Speaking of which once again the poetry evening was a great success, with Jack Whittaker as the compare everything ran very smoothly. Poems were read by, Linda Thompson, Jack Whittaker,Chris Winters,Bryan Found, Pat and Ted Moxlow, Leslie Elliott,Jill Carroll,Sue Meakin, Alan Bower, Melanie Jones and Maisie Allanson. A supper of steak pie and mushy peas followed by home made apple and fresh cream with tea and coffee was served by bloom group members. Proposed wind turbine in Folkton & Flixton; higher than 10 double -decker buses! ... by far the biggest turbine you will see in miles A large group of residents (including Parish Council members) from Folkton & Flixton recently met to discuss the turbine proposal; it was agreed that this turbine would seriously overpower the villages and its impact would extend far beyond them. Inevitably more turbines will follow throughout the valley and a precedence must be set to reject this one. To help you visualise a 48 metre high turbine, the drawing below shows the enormity of the proposed structure compared to Folkton Church, a single and two storey dwelling and a group of people.

Your local community needs your support! It really is important that as many people as possible understand that this would be a terrible thing for the area and stand up to it together by objecting. This won’t effect just you or even the villages of Folkton and Flixton. This structure and the ones that will follow will dominate the entire valley. We therefore encourage you to ask your family and friends to support you by also objecting. To help those who wish to object (& there is no obligation to), we have prepared templates, which will be hand-delivered by a neighbour and then returned to the planning department on your behalf. A male has been going door to door in the Scarborough and area offering to buy gold and jewellery. On occasions the male has gained entry to the house and has stolen items from within. If anybody has any information please contact the police on 101 quoting 12140186162 and please be aware that this male may be targeting elderly people.

Over the past week, Trading Standards have been notified of a number of incidents of different firms 'cold calling' offering to lay tarmac drives and paths. Please be aware. If you are wanting such work doing, remember to obtain a number of quotes and the companies must inform you of a 14 day cooling off period which is your right to cancel should you change your mind. North Yorkshire police have recently received reports of Bogus Callers operating in the Scarborough area. These callers have been targetting the elderly and vulnerable. These callers will come to your door pretending to be an official from an organisation such as a utility company, 'water board' council, or in some audacious cases, the police. They trick their way in and distract you while they rifle through your house to steal money or goods. Please ensure you take some simple preventative measures, such as locking your doors and refusing entry to anyone who comes to your door who you don't know, this will help stop these criminals taking advantage. Remember, that if you ever feel threatened by a caller, you must ring the police on 999 - don't hesitate. As well as protecting yourself, you could help us stop others from being targeted.

Overnight on 21/09/14 two males have broken into FORDS CASH & CARRY, WREA LANE, SCARBOROUGH through the roof. They have stolen around £4,500 in cash, a 1.5L bottle of Jack Daniels, Gordons Gin and Smirnoff Vodka, then also stole a HSBC Credit Card. One of the suspects is wearing a distinctive hoody made by 'TAPOUT' which is sold by Sports Direct. The suspect wore socks over their hands during the offence and what appears to be a stocking or “morph mask” to obscure their face. Identity is sought for these two males.
