ABSTRAK Indonesia merupakan salah satu negara yang memiliki aktivitas ketempatan yang cukup tinggi, dimana di beberapa wilayahnya memiliki potensi untuk terjadi bencana tsunami. Wilayah pesisir Aceh Singkil, yang langsung berhadapan dengan Samudera Hindia sangat rentan terhadap bahaya tsunami. Faktor penyebab utama banyaknya korban jiwa serta kerugian harta benda akibat tsunami adalah kurangnya pemahaman mengenai bencana tsunami. Oleh karena itu, perlu dilakukan satu studi mengenai ketahanan masyarakat pesisir Aceh Singkil terhadap bencana tsunami. Penelitian dilakukan untuk mengetahui kesiapan masyarakat pesisir Aceh Singkil dalam menghadapi bencana tsunami, serta memberikan rekomendasi yang dapat dilakukan untuk meningkatkan ketahanan masyarakat pesisir Aceh Singkil terhadap bencana tsunami. Penelitian dilakukan dengan metode yang diadaptasi dari Coastal Community Resilience Guide (Panduan Ketahanan Masyarakat Pesisir) dari NOAA (National Oceanic and Atmospheric Administration). Penulis meninjau elemen- elemen penting dari ketahanan masyarakat pesisir melalui data-data yang langsung didapatkan di lapangan. Data tersebut didapatkan dari masyarakat lokal di pesisir Kecamatan Singkil dan Kecamatan Singkil Utara melalui kuesioner dan wawancara, berdasarkan elemen-elemen yang telah ditetapakan sebelumnya. Diketahui bahwa terdapat beberapa elemen ketahanan yang masih berada di bawah standar (3,00) dan membutuhkan perhatian khusus. Elemen tersebut adalah warning and evacuation (sistem peringatan dan evakuasi), dan emergency response (respons terhadap keadaan darurat), dengan nilai 2,57 dan 2,58. iv STUDY OF ACEH SINGKIL’S COASTAL COMMUNITY RESILIENCE TO TSUNAMI DISASTER Srudent’s Name : Teuku Sulthan Puri Reg. ABSTRACT Indonesia is know as a country with high seismicity, which in some regions has the potential of tsunami disaster. Coastal area of Aceh Singkil Regency, which are directly faces the Hindia Ocean are particularly vulnerable to tsunami hazards. Two main factors causing the loss of lives and properties caused by the tsunami are a lack of disaster understanding and preparedness in anticipation of the tsunami. With the previous-mentioned in mind, the study of the Aceh Singkil’s coastal community resilience to tsunami is particularly necessary. This research is conducted to examine the readiness of Aceh Singkil’s coastal community to the tsunami disaster. It also provide some recommendations that can be applied to improve the resilience of castal communities to tsunami at Aceh Singkil Regency. The research has been carried out using the method which is adapted from the Coastal Community Resilience Guide from NOAA (National Oceanic and Atmospheric Administration). In more detail, the author reviews the essential elements of coastal community resilience through field data obtained. The field data were collected from coastal communities of Singkil District and North Singkil District through questionnaire and interview, based on predetermined resilience elements. It was found that some resilience elements are still below the standard (3.00) and requires special attention. Those elements are warning and evacuation, and emergency response, which have value of 2.57, and 2.58, respectively. v KATA PENGANTAR Assalammu’alaikum Wr. Wb. Dalam penulisan maupun penyusunan laporan Tugas Akhir ini, penulis menyadari tentunya ada bagian-bagian yang tidak sempurna dalam penjelasan maupun penjabarannya. Furthermore, Responsibility in teaching emphasizes teachers' duty in planning and implementing instruction. In this task, teachers are required to have a set of knowledge and technical skills of teaching, in addition to mastering the science or materials to be taught.

Salah satu metode yang digunakan adalah memprediksi keberadaan gua dengan peta topografi, peta geologi, serta digital elevation model (DEM). Selain itu, hasil inventarisasi gua yang pernah dilakukan di wilayah pesisir barat Aceh juga digunakan sebagai data awal untuk memperoleh sebaran gua dan ceruk. Pada penelitian ini lingkup wilayah yang disurvei adalah Kabupaten Aceh Besar. Tiga parameter gua hunian, yaitu morfologi dan genesa, lingkungan, serta kandungan arkeologis, digunakan untuk memperoleh gambaran potensi masing-masing gua. Sebelas gua dan ceruk yang telah ditemukan menunjukkan adanya tiga buah gua berpotensi sebagai lokasi hunian dan diteliti lebih lanjut, empat gua berpotensi sebagai lokasi hunian tetapi tidak berpotensi untuk diteliti, dan empat gua berkategori tidak potensial sebagai lokasi hunian. The results of this study show that the government's strategy is formulated in developing the Banyak Island tourism area are by utilizing human resources/community in the management of tourism areas, Strengthen the area by optimizing services, infrastructure, stakeholders, and human resources, and by providing supporting documentation for the management of tourism on Banyak Island, intensify the promotion of the Banyak Island Tourist Destination and other Aceh Singkil Regency tourism areas.

However, article 3A paragraph (2) of Law No. 50 Year 2009 concerning the Second Amendment to the Law on Religious Court places Shariah Court as a special court within the system of religious courts and as a special court within the system of general courts. Such positioning is inconsistent with Article 27 paragraph (1) of the Law on Judicial Power which raises a legal issue and therefore requires juridical solution. The inconsistency is subject to juridical normative study within the scope of a research concerning the level of horizontal synchronization, using descriptive analysis. The method applied for data collection in this research is through literature study supported by field data. The data obtained is analyzed by using juridical qualitative method. This study concludes that, in fact, the Shariah Court is neither a special court, nor does it stand in two systems of courts.

This research was located in Singkohor Sub District,of Aceh Singkil Regency by using satellite images of landsat 8. The research method was a supervised classification. Analysis of the data for the image interpretation by using monogram of Sumatera and ground check. The results showed that land cover in the District Singkohor include forests, plantations, open land, settlements, water bodies, bush, and farm. The largest land use at the location of the research is the type of open land area of 5491.57 Ha and forest area of 4046.67 Ha was expected to be on the wane due to the conversion of land use into other uses such as plantations. In addition, 14 species of plants obtained MPTS (Multi Purpose Tree Species) among the sites that have the advantage among others, have been tested and able to adapt to the environment so that these types of MPTS plants are more prospective in rehabilitation activities.     Chapter 1 Purpose, Members and Itinerary of the Reconnaissance The purpose of the reconnaissance was to investigate damage to civil engineering structures caused by the earthquake shaking as well as by tsunami, for the progress of disaster mitigation and earthquake as well as tsunami resistant design and construction. The reconnaissance team consists of eleven members from distinguished universities, research institutes and construction companies. The experts’ background cover a broad areas of science and engineering such as geology, geotechnics, earthquake resistant design, tsunami, infrastructures, risk management. The team arrived at Banda Aceh together with the Sumatra Island Reconnaissance Team of the “Urgent Survey Research on the Northern Sumatra Offshore Earthquake/Indian Ocean Tsunami Disaster”, which is a national technical investigation team dispatched by the Japan Science and Technology Agency (Prof. H. IEMURA, Kyoto University, and other 14 members) and conducted the investigation in cooperation with them. It should also be noted that four researchers from Syiah Kuala University located in Banda Aceh and three researchers recommended by the Ministry of Research and Technology, 5 Indonesia joined with us in the reconnaissance.

There are 23 Regencies / Cities in the West Coast and 23 Regencies / Cities in the East Coast analyzed where the West Coast average growth rate in the last 5 years is 5.17% and East Coast 5.48% with the Inequality index using the Williamson Index formula in West Coast 0.37 and East Coast 0.28.
