In addition to having income sourced from the fiscal balance fund from the central government, it is also granted a Special Autonomy Fund. The fund is not only intended to carry out provincial government affairs but also district/city affairs. One aspect of the use of Special Autonomy Funds, as mandated by law, is to reduce poverty. However, the Special Autonomy Fund has been granted for 12 years and the poverty rate in Aceh is still high above the national average, even if identified as misdirected. Thus, this study aims to find the reasons why Special Autonomy Funds are not significantly reducing poverty in Aceh. It will also investigate a model to overcome the problem. This is a legal study because the legal aspect, namely the Aceh Qanun as a legal umbrella term, is the basis of the use of Special Autonomy Funds. The results showed that Special Autonomy Funds are misused, misdirected, and mostly dominated by province. Moreover, the use of the fund is heavily influenced by political interests.

Wilayah pesisir Aceh Singkil, yang langsung berhadapan dengan Samudera Hindia sangat rentan terhadap bahaya tsunami. Faktor penyebab utama banyaknya korban jiwa serta kerugian harta benda akibat tsunami adalah kurangnya pemahaman mengenai bencana tsunami. Oleh karena itu, perlu dilakukan satu studi mengenai ketahanan masyarakat pesisir Aceh Singkil terhadap bencana tsunami. Penelitian dilakukan untuk mengetahui kesiapan masyarakat pesisir Aceh Singkil dalam menghadapi bencana tsunami, serta memberikan rekomendasi yang dapat dilakukan untuk meningkatkan ketahanan masyarakat pesisir Aceh Singkil terhadap bencana tsunami. Penelitian dilakukan dengan metode yang diadaptasi dari Coastal Community Resilience Guide (Panduan Ketahanan Masyarakat Pesisir) dari NOAA (National Oceanic and Atmospheric Administration). Penulis meninjau elemen- elemen penting dari ketahanan masyarakat pesisir melalui data-data yang langsung didapatkan di lapangan.

Broadcasting licensing is a regulation of broadcasting and a decision stage of the state to provide an evaluation whether a broadcasting agency is eligible to be granted or eligible to continue the lease rights on frequency. The Regional Indonesian Broadcasting Commission (KPID) is an independent state institution in Indonesia established in each province serving as a regulator of broadcasting in every province in Indonesia. The license of Broadcasting is the right granted by KPID to broadcasters to conduct broadcasting. The results of the study said that in the level of requirements that must be met by local private television broadcasters to obtain IPP, KPID has performed its duties optimally. KPID is always proactive towards local private television broadcasting institutions especially in guiding to complete the necessary requirements so that local TV in Banten can meet the requirements required to manage IPP. However, in the implementation of its role related to the phases of acquisition of IPP, KPID has not played an optimal role in performing its duties and functions. This is because in broadcasting there is still a violation by local private TV in broadcasting concerning the content of broadcasting. In addition, in taking the policy, KPID is still intervened by the local government in the form of broadcast television broadcasting that is in accordance with local government requests. Penelitian ini bertujuan untuk mengidentifikasi dan menelusuri jejak- jejak peninggalan masa lalu di wilayah Pesisir Aceh Bagian Timur dan bagaimana proses membangun kesadaran sejarah dengan memori kolektif. Penelitian ini menggunakan metode sejarah. Sumber data diperoleh dengan melakukan penelitian lapangan ke bangunan cagar budaya di wilayah Aceh bagian Timur. Untuk mendukung sumber tersebut, juga dilakukan studi arsip dan pustaka yang relevan dengan topik yang sedang dikaji. Dari hasil penelitian ini, telah dilakukan identifikasi terhadap peninggalan-peninggalan sejarah dan bangunan cagar budaya yang tersebar di wilayah Aceh Bagian Timur. Peninggalan tersebut istana raja-raja, rumah uleebalang, masjid kuno, dan makam keramat. Dari hasil identifikasi tersebut didapatkan adanya unsur memori kolektif yang ada dalam bangunan cagar budaya pada setiap wilayah di Aceh Bagian Timur, yaitu Kabupaten Aceh Tamiang dengan memori Melayu, Islam dan multikultural; Kota Langsa dengan memori masyarakat multikultur; dan Kabupaten Aceh Timur dengan memori Islam.

The research focuses on how are the positive impacts of using communication technology derived by the community religious life in this regency, and also its negative impacts regarding this point of view. This is descriptive qualitative research which is provided with no number at all. The participation and observation method are used in this inquiry to find out the real data from participant in the object of research area. As a findings, In fact, sometimes many parents who do not have time for their children, many parents who work day and night and do not pay attention to how his son. They only think that the important thing to have a lot of money so that all the needs of their children can be met, even many of them who give very much money to their children, so that his son can waste money to buy these communication technology goods. Furthermore, Responsibility in teaching emphasizes teachers' duty in planning and implementing instruction. In this task, teachers are required to have a set of knowledge and technical skills of teaching, in addition to mastering the science or materials to be taught.

The implementation of Islamic Shariah is not something new in Indonesia, especially in Aceh which has a long history of the entry of Islam and the application of its Shariah in Aceh. In 2001, when the regional autonomy was rolled out in all regions of Indonesia, Aceh has issued Law no. 18 of 2001 on the Status of Special Autonomy for Aceh Province by declaring the implementation of Shariah in Aceh. Moreover, through this law gave birth to another organic regulation that regulates Islamic Shariah in the operational level in Aceh called qanun. Implementation of qonun is also applied to those who live in the region of Aceh whether it is the majority of Muslims and religious minorities who are non-Islam. In order to achieve the expected results more focused, the authors use qualitative methods with the historical and sociological approach. In order for the sample of the population to be less extensive, the author narrows the area to be studied in the city of Lhokseumawe from enforcement as well as the implementation of the Shariah (qonun) regulation for the Acehnese people of Islamic nuance, and also measures how effective a law is applied to non-Muslims as a minority community in the province of Aceh against the implementation of the Islamic Shariah law.
