Ardo Hansson: Working together for the good of the EU and Estonia Opening speech by Mr Ardo Hansson, Governor of the Bank of Estonia (Eesti Pank), to the Ragnar Nurkse Lecture for the 95th Anniversary of Eesti Pank, Tallinn, 4 November 2014. * * * Professor Balcerowicz, President of the Riigikogu, Chair of the Supervisory Board of Eesti Pank, Excellencies, Ladies and Gentlemen, Thank you for being here today to mark the 95th anniversary of Eesti Pank and to honour Ragnar Nurkse, the world's best-known economist from Estonia to date. Eesti Pank was founded when the Republic of Estonia was only a year old and Ragnar Nurkse was a model eleven-year-old pupil at the Tallinn Cathedral School. In the words of Juhan Kukk, the Minister of Finance of the time, founding Eesti Pank as the issuer of the national currency and tying the currency to gold showed the same great “bravery and belief in national and economic independence” as engaging in the War of Independence did. Ragnar Nurkse started his studies in the University of Tartu, but he soon moved to continue them in the School of Economics of the University of Edinburgh and later in Vienna. He was recognised in his home country for his work, as is shown by the worried letter that Jüri Jaakson, Governor of Eesti Pank at the time, sent him in spring 1938. Nurkse was working in Geneva at the time for the League of Nations, the forerunner of the United Nations. The letter says: “The rise in the cost of living in the past three years has been larger than has been seen in many other countries that compete with us in foreign markets. -

During about the quarter of the century that has elapsed after regaining independence, our scientific landscape has changed radically. The lion’s share of research work is integrated with providing university education. The targets for the following seven years were defined at the very start of the year, in the document adopted by Riigikogu (Parliament) on January 22, 2014 and entitled “Estonian research and development and innovation strategy 2014- 2020. Knowledge-based Estonia”. It starts with the acknowledgement familiar to all of us that the number and complexity of challenges faced by the society is ever increasing. -

The Quantitative Structure of Estonian Syllabic-Accentual Trochaic Tetrameter
TRAMES, 2013, 17(67/62), 3, 243–272 THE QUANTITATIVE STRUCTURE OF ESTONIAN SYLLABIC-ACCENTUAL TROCHAIC TETRAMETER Maria-Kristiina Lotman and Mihhail Lotman University of Tartu, Tallinn University Abstract. The paper contains the first attempt to analyze the quantitative structure of the Estonian literary syllabic-accentual verse; it has never been posed as an issue before. The analysis comprised 20 prominent authors and more than 9000 verse lines. In order to find out which regularities are specific to poetry in general or to a particular poet, these data were compared to that of pseudotrochees extracted from prose. The performed study showed that, first, quantity plays important role as well in syllabic-accentual verse, the indices of verse being considerably different from that of pseudoverse. Second, the tendencies in quantitative structure are in good correlation with that in accentual rhythm. Third, just like in the case of accentual rhythm, the quantitative rhythm allows the clear distinction between two groups of poets, whom we conditionally call Traditionalists and Modernists. Problem In the syllabic-accentual verse, first, the number of syllables, and second, the placement of accent are relevant. Whether only the main stresses matter, as in Jaak Põldmäe’s approach (1978) or different degrees of stress are to be distinguished (compare Lotman and Lotman 2007, 2011), is not significant in this case. On the other hand, in the syllabic-quantitative system, it is not the disposition of stresses, but the quantities that are relevant. -
Intellectual Occupation and Collaborationism in the Cultural Life of Estonia: Reflected in the Epistolary Communication Between Tuudur Vettik and Roland Laasmäe
TRAMES, 2013, 17(67/62), 1, 3–34 INTELLECTUAL OCCUPATION AND COLLABORATIONISM IN THE CULTURAL LIFE OF ESTONIA: REFLECTED IN THE EPISTOLARY COMMUNICATION BETWEEN TUUDUR VETTIK AND ROLAND LAASMÄE Laine Randjärv University of Tartu Abstract. This article analyses the concepts and phenomena of collaborationism and conformism in Estonia during the Soviet annexation. The focus is on cultural personalities and events connected to choir music and the Song Celebration Movement in 1940–1985. An important source for studying this subject is the correspondence between two creative figures: Tuudur Vettik and Roland Laasmäe. This period in the Estonian Song Celebration history was marked by an ideological pressure from the Communist Party, and creative figures – poets, composers, choirmasters and bodies organising the Song Celebrations – largely depended on the attitude of party leaders and on cooperation with them to ensure their stable and calm day-to-day existence. Rebels could expect a whole range of repressions: imprisonment, deportation to Siberia, or local persecution and boycott. The article briefly delves into the history of the concept of collaborationism by describing its various nuances and periods; manifestations of the phenomenon are analysed in other fields beside the music. Comparison is made with the history of other West European states (incl. former socialist countries), and the experiences of the Baltic states during the period in question are also analysed. 1 Nationalism in Comparison: Palestine and Poland; A Personal Perspective Gregory P. Rabb Professor of Political Science Jamestown Community College INTRODUCTION Defining and understanding nationalism in general can be difficult when done without referencing a particular nation or people. This paper is an attempt to understand nationalism in a comparative perspective as recommended by Benedict Anderson in his work entitled “Imagined Communities: Reflections on the Origin and Spread of Nationalism” (2016). Mr. Anderson also recommends understanding nationalism by focusing on the western hemisphere (or so called “new world”) rather than analyzing nationalism in the context of the so-called “old world” from a Euro-centric perspective. I am no Benedict Anderson, but I hope I met his recommendation by understanding nationalism from a personal perspective which I will explain shortly. NATIONALISM When introducing these concepts to my students I talk about the nation-state as the way in which we have organized the world since the Treaty of Westphalia-a Euro-centric perspective. The state is the government, however that is organized, and the nation is the people who are held together by any one or more of the following characteristics: common language, religion, history, ethnicity, and/or national identity including a commitment to a certain set of values (e.g. the emphasis on individual rights and the Constitution as our civil religion as seen in the US) and symbols (e.g. the monarchy and currency in the UK and the flag in the US). We then discuss the “stresses” from above, below, and beside (without) which may be heralding the end of the so-called nation-state era. -

Library British Library of Political and Economic Science Abstract This study investigates the interplay of collective memories and national identity in Estonia, and uses life story interviews with members of the intellectual elite as the primary source. I view collective memory not as a monolithic homogenous unit, but as subdivided into various group memories that can be conflicting. The conflict line between ‘Estonian victims’ and ‘Russian perpetrators* figures prominently in the historical culture of post-Soviet Estonia. However, by setting an ethnic Estonian memory against a ‘Soviet Russian’ memory, the official historical narrative fails to account for the complexity of the various counter-histories and newly emerging identities activated in times of socio-political ‘transition’. -

Scandinavian Kalf and Estonian Kalev HILDEGARD MUST OLD ICELANDIC SAGAStell us about several prominent :men who bore the name Kalfr, Kalfr, etc.1 The Old Swedish form was written as Kalf or Kalv2 and was a fairly common name in Viking-age Scandinavia. An older form of the same name is probably kaulfR which is found on a runic stone (the Skarby stone). On the basis of this form it is believed that the name developed from an earlier *Kaoulfr which goes back to Proto-Norse *KapwulfaR. It is then a compound as are most of old Scandinavian anthroponyms. The second ele- ment of it is the native word for "wolf," ON"ulfr, OSw. ulv (cf. OE, OS wulf, OHG wolf, Goth. wulfs, from PGmc. *wulfaz). The first component, however, is most likely a name element borrowed from Celtic, cf. Old Irish cath "battle, fight." It is contained in the Old Irish name Cathal which occurred in Iceland also, viz. as Kaoall. The native Germ.anic equivalents of OIr. cath, which go back to PGmc. hapu-, also occurred in personal names (e.g., as a mono- thematic Old Norse divine name Hr;or), and the runic HapuwulfR, ON Hr;lfr and Halfr, OE Heaouwulf, OHG Haduwolf, Hadulf are exact Germanic correspondences of the hybrid Kalfr, Kalfr < *Kaoulfr. However, counterparts of the compound containing the Old Irish stem existed also in other Germanic languages: Oeadwulf in Old English, and Kathwulf in Old High German. 3 1 For the variants see E. H.
