The Committee on Inte rsta te and Foreign Commerce is meeting this morning for hearings on H.R. 8465 and related bills to prohibit the shipment in interstate or foreign commerce of articles imported into the United States from Cuba, or intended for export to Cuba. This bill was introduced by our colleague on the committee, Mr. Rogers of Florida. With out objection, the text of H.R. 8465 will be included in the record at this point. (H.R. 8465 follows:) [H.R. 8465, 87th Cong., 1st sess.] A BILL To proh ibit the shipment in interst ate or foreign commerce of articles imported into the United Sta tes from Cuba, and for other purposes Be it enacted by the Senate and, House of Rep resentatives of the United States of America in Congress assembled, Th at (a) no person shall intJwduce or deliver for introdu ctio n into interst ate or foreign commerce any article imported into the United States from Cuba on or af ter the date of enactment of this Ac t (b) From and after the date of enactm ent of this Act, no person shall intro­ duce or deliver for intro duction into interstate or foreign commerce any article intended for ex port to Cuba. (c) The provisions of this section shall not apply with respect to artic les imported from Cuba, or intended for exp ort to Cuba, by or on behalf of the United States in connection with the operation of any military or naval base of the United Sta tes situ ated in Cuba. Sec. 2. As used in this Act, the term “in terstate or foreign commerce” means commerce between a point in any Sta te or possession of the United States (in­ cluding the District of Columbia and the Commonwealth of Pue rto Rico) and any point outside thereof, or between points in the same Sta te or possession of the United States (including the District of Columbia and the Commonwealth of P uerto Rico) thro ugh any point outside thereof.     The Honorable Ileana Ros-Lehtinen Testimony to the Select Committee on the Modernization of Congress May 1, 2019 Chairman Kilmer, Vice Chairman Graves, and members of the Committee, It’s nice to be back, and on this side of the dais! I appreciate the invitation to testify today about my experiences in serving and I look forward to a conversation with the committee members and my colleagues here at the witness table about how this place could work better. I think we can all agree that there’s a lot of work to do and I’m thrilled this committee was formed to begin tackling some of the problems we all confront in trying to do our jobs as efficiently and effectively as possible. I will focus most of my remarks on the breakdown of civility here in Congress. We need to be in a big, group therapy session to figure out how to solve problems without attacking each other. I was elected to the House in 1989 in a special election to replace Claude Pepper, who had passed away. Claude was a model politician who helped everyone. He didn’t care what your politics were. If you were his constituent, he was there to help you with your social security, your Medicare, immigration issues … you name it. Those were big shoes to fill, and I was lucky to have such a role model in Claude. Since I was elected in a special election, I arrived in Washington in the middle of session. I didn’t get to do the Kennedy School freshman orientation or anything like that – I was just thrown into the fire.

    1 The Effect of Black Enfranchisement On the Policy Positions of Congressmen from Florida and Louisiana, 1958-1982 Clay Halsey Santelman Honors Thesis University of Oregon Primary Advisor: Professor William Terry April 29, 2013 2 I. Introduction This paper aims to debunk the notion that Southern elected officials voted and acted as a bloc for white racial solidarity in response to the civil rights movement. I do this by comparing the policy response of politicians in Florida and Louisiana. I attempt to understand the impact of the Voting Rights Act of 1965 and previous efforts to increase black voting on southern representatives by comparing the congressional voting patterns of members from these two states. I focus primarily on U.S. House members because these have not received sufficient attention in the literature. Figure 1 demonstrates the dramatic increases in black participation for presidential elections after the VRA. Figures 2 and 3 demonstrate the rise of the GOP in the states studied. An appendix at the end of the paper provides supplemental information.     Corps of Engineers Permit 75B-0869 and Permit Application 77B-0376 Recommended Determinations of the Regional Administrator - EPA Region IV Pursuant to the Clean Water Act as amended ( Section 40G(c)) (33 U.S.C. 1344 -et seq.), I recommend the restriction of the use for specification of the area covered by permit 75B-0869 so that no further permanent discharges of fill material will occur in the area covered by that permit. In a companion action I recommend the denial of the use for specification of an additional 12 acres (proposed permit 77B-0376) at the same site covered by Corps of Engineers permit No. 75B-0869. These recommendations are - based on my determination that the use of this site for disposal oE EilL material poses the risk of unacceptable adverse impacts, .' , to fishery areas, wildlife and recreation areas of Biscayne Bay, adjacent wetlands, and lakes within the site. I hereby make the following findings: 1. On March 15, 1976, the Jacksonville District of the Corps of Engineers issued Permit No. 75B-0869 to the City of North Miami, Florida, to place fill material in a 291-acre area of low-lying land, 103 acres of which were wetlands containing waters of the United States, in order to construct a public recreational facility for the City of North Miami. he' project is located west of Biscayne Bay, east of U.S. 1 and north of 135th Street in Sections 21 and 22: Township 52 South, Range 42 East; Dade County, Florida.
