Mr. Bolamba, Minister of Information and Tourism, made following statement on U.K. day which was broadcast over Radio Nationals Confolaise: "The Congo has a duty fcs solemnly to observe the Day of the United Nations which, as everyone knows,hag played such an important role in our country. "The success which has crowned its efforts, both in the Congo and everywhere else in the world, clearly shows that in spite of all the obstacles xiihich may stand in the way of our organization, it is progressing steadily towards its essential goali a world freed from the horrors of war, in which freedom, equality among men and prosperity prevail* "There is still a long road ahead, but it is clearly mapped out, and the results are encouraging. "To be certain of this, it will suffice to recall how a world conflict was recently averted through the intervention of the United Nations and the efforts of its Secretary-General. "The number of nations that have attained independence since the founding of the United Nations if a further proof of its effectiveness and explains the hopes which the nations still struggling foe their freedom place in it. "The contribution that the international Organization and its Specialized Agencies are making to progress in all parts of the world also testifies to the extent and diversity of its work. "On the occasion of United Nations Day the Congp is happy once again to reaffirm its loyalty to the Organization and to the principles enshrined in its Charter. "We also reaffirm our determination to do all in our power to help it to accomplish its task in the best possible way. "I am happy to see that our people, who are continually showing evidence of -2- t^elr maturity, are conscious of th« importance of that task. United Nations Day celebrations at Headquarters today, 2k October 1963, will be marked by the performance of the oratorio. "El Pessebre", of Pablo Casals, by the Festival Casals Orchestra of Puerto Rico under his baton at a concert in the General Assembly Hall. The oratorio will be sung by the Cleveland Orchestra Chorus conducted by Robert Shaw, and by the following soloists? Olga Iglesias, soprano; Lili Chookasian, contralto; Paulino Saharrea, tenor; William Warfield, bass; Pablo Elvira, baritone; and Margaret Hauptman, soprano. The Secretary-General, U Thant, will make a commemorative statement at the opening of the concert. He will speak at 3sl5 p.m. The concert will commence at 3s20 p.m. and will end at 5*35 p»ni. The oratorio "El Pessebre" of Pablo Casals, with text by Joan Alavedra, consists of five parts, divided by an intermission after the third part: The Annunciation of the Shepherds, On the Way to Bethlehem, The Caravan to Bethlehem, The Manger and The Adoration. The programme will be broadcast by United Nations Radio shortwave service to Europe, the Middle East, Africa and Latin America. It will also be broadcast in the New York area by stations WNYC (AM and FM), WKCR-FM, and WRVR-FM, Channel 31 will carry the entire concert live for television viewers in New York. In addition, the NEC radio network will broadcast a one -hour excerpt at lit 05 p.m. on 2U Octoberj in the metropolitan area WNEC will carry it at 11:15 p.m. The Canadian Broadcasting Corporation will carry the programme to listeners in Canada, and WRUL will broadcast it to listeners in Europe and Africa, Among orchestras that have played in the General Assembly are: the Concert- gebouw Orchestra of Amsterdam, the Symphony of the Air, the Boston Symphony Orchestra, the New York Philharmonic, the Vienna Philharmonic Orchestra, the Philadelphia Symphony Orchestra, the Canadian Broadcasting Corporation Symphony Orchestra and the Leningrad Philharmonic Orchestra. * ###• # S3?M55BTC-j™«,icw,sM-s-••*-*waas& ft

"At the thirtieth . session of the Trusteeship Council, held during June this year, Tire followed with the greatest interest the progress you are making towards the full realization of the objectives of the Trusteeship System, namely, independence and freedom. United, Nations Day celebrations at Headquarters tomorrow, 24 October 1963, will be marked by the performance of the oratorio, "El Pessebre", of Pablo Casals, by the Festival Casals Orchestra of Puerto Rico under his baton at a concert in the General Assembly Hall. The oratorio will be sung by the Cleveland Orchestra Chorus conducted by Robert Shaw, and by the following soloists: Olga Iglesias, soprano; Lili Chookasian, contralto; Paulino Eaharrea, tenor; William Warfield, bass; Pablo Elvira, baritone; and Margaret Eauptman, soprano. The Secretary-General; U Thant, will make a coomemorative statement at the opening of the concert. He will speck at 3?15 p.m. The concert will commence at 3:20 p.m. and will end at 5:35 p.m. The oratorio "El Pessebre" of Pablo Casals,with text by Joan Alavedra,consists of five parts, divided by an intermission after the third part: The Annunciation of the Shepherds, On the Way to Bethlehem, The Caravan to Bethlehem,The Manger and The Adoration, The programme will be broadcast by United nations Radio shortwave service to Europe, the Middle East, Africa and Latin America. It will also be broadcast in -the New York area by stations WHIG (AM and, FM), WKCR-FM, and WHVU-EM. Channel 13 will carry the entire concert live for television viewers in Hew York. In addition, WHBC will broadcast a one-hour excerpt at 9:05 p«m. on 24 October, and WRUL will carry the programme live to radio listeners in Europe and Africa. Eighteen years ago today the United Nations came into being, born out of the compelling 'necessity to find seme -way of ensuring that the horrors suffered in two world wars chould not again be inflicted on mankind . Other high hopes found expression in the Charter: that- friendly relations, might devel.pp..and/oe «iaintaiE.e.d .between nations.,,.. that respect for the fundamental rights of all men and women might be- come deeper and more widespread, and that ways might be found through international co-operation to raise the standard of living throughout the world. • As we lock back today on these eighteen eventful and sometimes stormy years, we find cause for hope. Though the air has never been entirely clear of war and threats of war, yet the world today is at peace. The partial Test Ban Treaty has opened the door to 'further and - I hope - more meaningful steps in the direction of peace and disarmament. • - : ' ' As for fundamental freedoms , there is a growing consciousness in

the world that these freedoms are indeed the right of evervy man and ^T ->-* Mr i woman and must be fully guaranteed' and safeguarded. ••• Man's yearning for freedom is never stronger than" in countries which have not yet attained independence, and discussions • continue within the United Nations on how best to encourage the peaceful and orderly progress of decolonization, On 19 December 1961, the General Assembly resolved that the de- cade of the 1960s be designated as the United Nations Development Decade, The United Nations Conference on Science and Technology, held in Ge- neva in the spring of this year and attended by {scientists from 96 countries^, discussed ways of applying new scientific techniques to speed up economic development in all countries,} at whatever stage of evolution. Next year another major internstional conference will be •held, this time on Trade and Development, in the hope of narrowing the gap between the richer and the poorer nations by means of new approa- ches to world trade and commerce, In all these activities, the most important element is the de- velopment of human resources. To allow every man to attain his full potential, he mist be fed, protected as far as possible from disease, educated,, accorded proper respect, trained for some useful function and then given the opportunity to work and earn a decent wage. Today, eighteen years after that historic hour when the foundations of the United Nations vere laid., a new spirit of optimism pervades the debates of this world parliament, It is in an atmosphere of diminished international tension that we celebrate the twenty-fourth of October today. In 1561 and 1962 a threatening climate gave reason to fear the worsts This year' the conclusion of an agreement on the partial suspension of nuclear weapon tests is contributing to an improvement in the international situation and makes it possible to contemplate the future with more confidence and less fear. The role played by the United Nations in those times of crisis end the calm and unceasing work performed by 'the Organization through its manifold services underscore the value of this irreplaceable instrument for conciliation, understanding among nations and the progress of peoples. The vital problems of the present-day world are those that most occupy the attention of the United Nations and its principal organs: disarmament, decolonization, and the economic and social development of peoples. A wide range of activities has been planned for the world-wide celebration of United Nations Day, 24 October. They include the broadcasting of messages throughout the world by the Secretary-General, U Thant; the President of the General Assembly, Carlos Sosa Rodriguez; Heads of State, Prime Klnigters and other leading personalities. Flag-raising ceremonies will be held in many countries, as for example in Copenhagen, Denmark, where 111 flags of Member States will be hoisted in the main square. United Nations projects will be formally opened, including an International labour Organisation-Special Fund professional technical training project in Eades, Tunisia. Essay contests will be held in many schools throughout the world. In the Congo(Leopoldville), 2\ October will be proclaimed a national school holiday. In Paris, 1200 school children will visit the headquarters of the United Nations Educational, Scientific and Cultural Organization. Special stamps to mark United Nations Day will be issued in many countries. An international concert, to be broadcast in 20 European countries, will feature artists from Katowice, Poland; Geneva, and York Minster, England, on a three-way radio hook-up. The concert will open with a programme by the Polish National Radio Symphony Orchestra with a famous Polish piano soloist, then move to Geneva where the Orchestra de la Suisse Romande under the baton of an Italian conductor will be heard, and will conclude at Y^rk Minster with a cantata by Ralph Vaughan-Williams, entitled "Dona Nobis Pacem", performed by the EEC Orchestra and the Leeds Philharmonic Choir,

As we look back today on those eighteen eventful and sometimes stormy years, we find cause for hope, Though the air lias never been entirely clear of war and threats of war, yet the world today is at peace. The partial Test Ban Treaty has opened the door to further and - I hope - more meaningful steps in the direction of peace and disarmament. Miss Lewis advised me that you are lunching with U Thant next Tuesday. It is most important that we get him to Cleveland next fall. We would like to have him either the weekend of October 18 or the Friday and Saturday after October 24. It is necessary for him to be at the UN on October 24, but he advised me when I saw him in mid-May he would possibly be able to come here on the weekend. He expressed extreme interest in coming to Cleveland and said he would advise me sometime during June as to the date. However, he did have the financial session pressing heavily upon him and he then went to Russia. I phoned his secretary and was advised by letter that he could not accept the engagement.

The invitation that I was arranging to have sent to him after he .had fixed the date would have invited him to come to the Mayors UN Committee meeting celebrating UN Week and as soon as he accepted the engagement we intended to give him a real rostrum in the Midwest from which to strengthen the UN's position. I believe this is most necessary for our country at this time and it would be helpful to the UN if U Thant could make this trip. We could arrange to fly him out here if necessary, if commercial schedules do not suit his schedule, but there should be little difficulty in getting him to Cleveland and return at times to accommodate him via commercial airlines. We would like to have him on a Friday evening or on Saturday and could arrange his return to New York^on Sunday morning,

Would you please talk with him about this again when you see him next Tuesday and get a definite commitment from him and I will then send the formal invitation.

Walter, My secretary passed oa to me yesterday your kind message asking whether I could go to Cleveland to meet with scjne influential mayors of the Mid West in connexion with the preparations for the celebration of United Stations Bay. I have reviewed my programme for the next few months and I regret that I do not see any possibility of under- taking such a trip during this period in view of the current session of the Security Council and the forthcoming eighteenth session of the General Assembly. I am grateful to you for your kind interest and hope that your efforts to promote a better understanding of the United Hations will be highly successful. Yours sincerely,

NOTE TO CORRESPONDENTS:

With attention focused on the forthcoming United Nations Day celebration, on 2k October, the United Nations has prepared a colourful display providing a centrepiece for libraries, industrial institutions and other groups interested in the dissemination of printed and visual information emanating from the United Nations. This basic exhibit contains six booklets and a flag chart, presenting the different phases of the Organization's work in an easy-to-assemble 30" x 35" display unit. The following booklets are included: Basic Pacts about the United Nations; The Universal Declaration of Human Rights -- A Standard of Achievement; World Facts and Figures; For Human Welfare -- A Discussion Guide on the Work of the Economic and Social Council; Guide to the Charter of the United Nations; The International Court of Justice. In addition to this material, listings and information -will be supplied to enable interested persons to acquire additional copies of the books displayed and other publications issued under the United Nations imprint. The opportunity to invite a large audience to take part in a visually informative display of United Nations activities was originally created by libraries and educational institutions in their need to provide a centrepiece to allow them to focus interest on the United Nations. An added incentive in the production of the exhibit is the fifteenth annivers- ary of Human Rights Day, expected to inspire world-vide interest this year.
