    Background Paper 1 Developing the Network 1 Introduction 1.1 Bus use has increased by over two-thirds since 1999, driven by sustained increases in the size and quality of the network, fares policy and underlying changes in London’s economy. The bus network is constantly evolving as London develops and the needs and aspirations of passengers and other stakeholders change. Enhancements take place not only to the service pattern but across all aspects of the service. • Capacity. The level of bus-km run has increased by around 40 per cent over the same period. Network capacity has increased by a faster rate, by around 55 per cent, with increases in average vehicle size. Additionally, much improved reliability means that more of the scheduled capacity is delivered to passengers. • Reliability. Effective bus contract management, in particular the introduction of Quality Incentive Contracts, has driven a transformation of reliability. This has been supported by bus priority and by the effects of the central London congestion charging scheme.     UNDERGROUND ITEMS FROM THE TELEVISION AN OCCASIONAL SERIES “INSIDE THE TUBE – GOING UNDERGROUND” CHANNEL 5 – 21.00 TO 22.00 BROADCAST ON CONSECUTIVE MONDAYS FROM 3 TO 24 APRIL 2017 There was a total of four programmes in this series, all of which were presented by engineer and explorer Rob Bell. This review covers the first two programmes of 3 and 10 April. The third and fourth programmes will be reviewed in the next issue of Underground News. We should note that details published here are as broadcast, with any serious errors (fortunately, there were very few) noted as we go along. THE WORLD’S FIRST DEEP TUBE LINE The first programme began by saying that the London Underground is the world’s oldest Underground railway and is the lifeblood of London some 154 years after first opening. It is now carrying more passengers than ever, with 1.2 billion passengers per year. When the Underground first opened, people were travelling by horse and cart but its past has left a legacy. The programmes will visit ghost stations and places never seen by the public and will discover how the Underground was built. This, the first programme, was devoted to the world’s first deep tube line – what is now the Northern Line which is used by 700,000 passengers each day. We were told that the Northern Line, one of the deepest lines, runs for 36 miles from north to south, crossing the river. When the first section of the line opened back in 1890 it was hailed as a marvel, an engineering miracle, as the streets and bridges couldn’t cope with a growing population.

Using original archival material and first hand accounts from the Transport for London collections, we bring you the story of the shelterers, both known and unknown.... Archive ref num: LT000503/036 In early September 1940, crowds gathered outside Liverpool Street underground station demanding to be let in to take shelter from the first bombings of what would become known as 'The Blitz'. A 1924 Government directive had ruled out the use of stations as shelters in the event of air raids but Londoners had other ideas. Many bought tickets for the tube and then simply refused to leave. During an oral history interview in 2017, Les Gaskin, a child shelterer in 1940, explained: "We used to go down there to find somewhere to sleep....you had to buy a ticket...to get down there...they didn't want people on the Underground initially but if you bought a ticket that was it!" This prompted the London Passenger Transport Board (LPTB) to take control. Once the decision was made to formally admit shelterers, they came in their thousands. On the 21st September 1940 around 120,000 people were seeking refuge in London’s underground stations. By October this had risen to 124,000, with 2,750 sheltering at King’s Cross alone.     Streatham Action’s Crossrail 2 Consultation submission Overview This consultation report is submitted to Crossrail 2 by Streatham Action – a cross-party and non-party affiliated lobbying group of volunteers that seeks improvements for the residents in central Streatham in key areas including transport and planning. Streatham Action recommends that the Crossrail 2 route map, as it currently stands in the SW London area, be adjusted to one that would omit Balham as a CR2 station, but instead run from Clapham Junction, through a new CR2 station at Streatham - thereby providing the vital Southern Rail interchange required in SW London - and on to a reinstated CR2 station approaching from a south-easterly direction at Tooting Broadway - thereby providing the vital interchange in SW London with the Northern line. Of all of the three mainline stations in Streatham, Streatham station provides the ideal location for a CR2 station as it has the potential, through further expansion without considerable disruption, to develop to become a “strategic interchange” station to complement Balham station’s existing sole role in that capacity in SW London (please see below for further information in that regard). The area around Streatham station has experienced huge unpredicted population growth over the course of the past six years and this has been reflected also in a massive, and an equally unforeseen, surge in train usage. Streatham Action also recommends that the cost of building an additional CR2 station at Streatham, in addition to accommodating the additional journey time associated with the route curving round to Streatham, be offset by the CR2 route not incorporating a CR2 station location at King’s Road Chelsea but instead running directly from Victoria to Clapham Junction, thereby providing additional relief to both the Victoria and Northern lines.
