Significant Dates in Asian/Chinese American History - 4 By Chinese American Heroes Chinese American Heroes presents this series of significant dates in Asian American and Chinese American history. This is by no means a comprehensive list of events due to our limited time and resources for research. For the same reasons we concentrated on the major Asian American population groups in this country in numbers, the Chinese, Japanese, South Asian, Southeast Asian, and Filipino Americans. In Installment 4 we go from 1941 to 1945. World War II marks a major turning point as it sees Asian Americans serving in the US military and in war industries in unprecedented numbers. Job opportunities suddenly open up in many areas where Asian Americans had been blocked because of racism. The American alliance with China and the need to keep China in the war also leads to the formal end of the Chinese Exclusion Act, although immigration remains extremely limited. After the war, the GI Bill pays for the college education of Asian American veterans. These men and women then begin the climb up the ladder of American society towards the middle class and start leaving ethnic enclaves like Chinatown to move into formerly whites only suburbs. DATE EVENT 1941 Formation of the Military Intelligence Service (MIS) in November 1941. Language specialists are recruited to be attached to military units to provide translation and interrogation services. Many Japanese Americans are recruited or drafted directly from internment camps (see Executive Order 9066.) They are credited with shortening the war in the Pacific by at least a year with their services. -

The AlexAndriAn VII, no. 1 (2018) An Organized Inequity Lauren Post “An Organized Inequity” counters the accepted narrative of Japanese-Americans assimilating back into American society with ease. Franklin Delano Roosevelt’s signing of Executive Order 9066 allowed for Japanese Relocation, as well as the hardships yet to come for those of Japanese heritage in America. It takes into account personal testimonies from camp inmates, examines education repertoire for children within the camps, as well as graduation statistics from Japanese-American students within the camps in comparison to white students, and other minorities within the States. The essay endeavors to explicate the effect that poor living conditions and ineffective education within the camps, as well as discrimination faced after the war, had on the strive and success rate of Japanese-American children after World War II. At first, they were gathered quietly, slowly, and then, all at once—a mass incarceration orchestrated within forty-eight hours after the bombing of Pearl Harbor. Paranoia trailed closely behind the hysteria of war, turning rational thought into anxiety riddled with hatred. Those of Japanese heritage living within the United States at the time, found themselves ill-suited to face the hostilities that would soon engulf their world. By the end of 1942, two congressional committees began investigating means of evacuating the Japanese, including Americans of Japanese ancestry. On February 13, a meeting of the Congressional Committees on Defense and on Alien Nationality and Sabotage, passed a resolution, recommending that there be an immediate evacuation of absolutely all people of Japanese lineage, as well as any others whose presence was deemed by the U.S. -

The Shared Beringian Heritage Program at the National Park Service is an international program that rec- ognizes and celebrates the natural resources and cultural heritage shared by the United States and Russia on both sides of the Bering Strait. The program seeks local, national, and international participation in the preservation and understanding of natural resources and protected lands and works to sustain and protect the cultural traditions and subsistence lifestyle of the Native peoples of the Beringia region. A. F. KASHEVAROV, THE RUSSIAN-AMERICAN COMPANY, AND ALASKA CONSERVATION Ryan Tucker Jones Idaho State University, 935 W. Clark St., Pocatello, ID 83204; [email protected] ABSTRACT As Russia debated selling Alaska in the 1860s, A. F. Kashevarov, an Alaska Creole, published his thoughts about reforming the Russian-American Company (RAC). In several articles for the Russian naval journal Morskoi Sbornik, he described the RAC’s hunting policies and conservation measures. Kashevarov’s articles represent some of the few sources providing information on Russian-era tradi- tional ecological knowledge (TEK), even if his depth of knowledge concerning Aleut (Unangan) and Alutiiq environmental practices and conceptions is uncertain. Despite company claims of conserva- tion successes, in Kashevarov’s view the RAC had misunderstood the Alaska environment and mis- managed its fur resources. Claiming that marine mammals behaved unpredictably and were entwined in a complex ecology, Kashevarov insisted that company attempts to create zapusks (closed seasons) did not work. Instead, he proposed that only Alaska Natives understood the animals well enough to manage them and thus should be ceded control over Alaska’s environment. Though these radical claims were met with company derision, Kashevarov’s pleas for ecological sophistication and ecologi- cal justice provide some glimpse into the desires of Alaska Natives shortly before the colony’s demise. By the mid-1600’s the Siberian fur trade accounted for approximately 10 percent of Russia’s total revenue. Exploitation of resources, not sustained yield, dominated resource extraction. Consequently, new areas and new resources were constantly needed. Russian America and the sea otter became the easternmost great fur resource frontier for Imperial Russia. This unit utilizes comparative tables, statistical data, maps, original documents, and images to allow students to develop their own impressions of the Russian American fur trade and its impact on the people and landscape. December 7,1941: Japan attacks the U.S. naval base at Pearl Harbor, Hawaii. President Franklin D. Roosevelt signs Presidential Proclamation No. 2525, declaring "all natives, citizens or subjects of the Empire of Japan" living in the U.S. and not naturalized to be "liable to be apprehended, restrained, secured, and removed as alien enemies." December 8,1941: The United States declares war on Japan. December 11,1941: The Western Defense Command is established and Lt. General John L. DeWitt is named commander. AN EARLY ACCOUNT OF THE~RUSSIAN DISCOVERIES ,IN THE NORTH PACIFIC TRANSLATED AND EDITED By JAMES W. VANSTONE INTRODUCTION Although the remnants of Bering's second expedition returned to Kamchatka during the summer of 1742, it was not until 1758 that the first connected narrative of this and other Russian discoveries in the northern Pacific was made available to readers in western Europe. In that year, George Frederich Muller, Professor of History in the St. Petersburg Academy of Sciences and member of Bering's expedition iIi Siberia, published an account based on records in the government files at Irkutsk and J akutsk, together with documents collected after his return to Russia. This work, written in German and translated into English (Muller, 1761) and French, is the standard narrative of what Masterson and Brower (1948, pp. 3-4) have referred to as the first chapter in the history of Alaska which ended with the return of Bering's expedition.! In 1774, Jacob Stahlin von Storcksburg, also of the St. Petersburg Academy -of Sciences, published an account of the post-Bering discov eries that was translated into English the same year (Stahlin, 1774). This work contains vague and confused references to the expedition of Lieutenant "Syndo" and a very inaccurate description of Kodiak Island and certain islands in the Aleutian chain.Resale There is nothing in the tex t to suggest that any of the islands were discovered before 1765. This work is accompanied by a map which is equally confused and inaccurate.
