Blue Lives Matter
COP FRAGILITY AND BLUE LIVES MATTER Frank Rudy Cooper* There is a new police criticism. Numerous high-profile police killings of unarmed blacks between 2012–2016 sparked the movements that came to be known as Black Lives Matter, #SayHerName, and so on. That criticism merges race-based activism with intersectional concerns about violence against women, including trans women. There is also a new police resistance to criticism. It fits within the tradition of the “Blue Wall of Silence,” but also includes a new pro-police movement known as Blue Lives Matter. The Blue Lives Matter movement makes the dubious claim that there is a war on police and counter attacks by calling for making assaults on police hate crimes akin to those address- ing attacks on historically oppressed groups. Legal scholarship has not comprehensively considered the impact of the new police criticism on the police. It is especially remiss in attending to the implications of Blue Lives Matter as police resistance to criticism. This Article is the first to do so. This Article illuminates a heretofore unrecognized source of police resistance to criticism by utilizing diversity trainer and New York Times best-selling author Robin DiAngelo’s recent theory of white fragility. “White fragility” captures many whites’ reluctance to discuss ongoing rac- ism, or even that whiteness creates a distinct set of experiences and per- spectives. White fragility is based on two myths: the ideas that one could be an unraced and purely neutral individual—false objectivity—and that only evil people perpetuate racial subordination—bad intent theory. Cop fragility is an analogous oversensitivity to criticism that blocks necessary conversations about race and policing.

Police Violence Against Afro-Descendants in the United States
Cover Art Concept This IACHR report concludes that the United States has systematically failed to adopt preventive measures and to train its police forces to perform their duties in an appropriate fashion. This has led to the frequent use of force based on racial bias and prejudice and tends to result in unjustified killings of African Americans. This systematic failure is represented on the cover of the report by a tombstone in the bullseye of a shooting range target, which evokes the path of police violence from training through to these tragic outcomes. The target is surrounded by hands: hands in the air trying to stop the bullet, hands asking for help because of the danger that police officers represent in certain situations, and hands expressing suffering and pain over the unjustified loss of human lives. McMurtry-Chubb' On June 30, 1974, Alberta Williams King was shot and killed in the sanctuary of Ebenezer Baptist Church in Atlanta, Georgia as she played the organ for Sunday morning service.3 Mrs. King, seventy years old, was the mother of the Reverend Dr. Martin Luther King, Jr.' News of her death was overshadowed by four Black men: her son, killed six years previously; the shooting of a "young Black man" in Atlanta on June 26, 1. The Genesis of Increasing Incidents of Police Brutality: the War on Drugs
THE GENESIS OF INCREASING INCIDENTS OF POLICE BRUTALITY: THE WAR ON DRUGS By BILL TRINE What is the cause of the spiraling increase in police assaults on people whom they should help to protect --- not brutalize or kill? In just the month of March, 2015, American police killed 111 people -- more people than the police in the United Kingdom have killed since the year 1900.1 This article will present the view that the war on drugs has created the new Jim Crow, filling our prisons with black citizens2; and the view that the federal government, aided by the United States Supreme Court, has transformed the police of this nation into a military force, financed and trained to use excessive force against anyone suspected of using drugs. Abusive conduct by police has spread like a plague since initiation of the War on Drugs, resulting in an “us versus them” police culture in which certain citizen groups and communities are targeted as the enemy. These groups have developed a justifiable distrust and total lack of respect for what they have come to see as authoritarian tormentors. The suspected users of drugs, real or imagined, are too often innocent victims of law enforcement personnel who violate the constitutional rights of suspects, without fear of reprisal or punishment.3 The United States Supreme Court has essentially created a “drug exception” to the Bill of Rights by eviscerating Fourth Amendment protections against unreasonable searches and seizures by the police where narcotics are involved. In short, the Supreme Court has seized every opportunity to facilitate the drug war, and “has made the roundup of millions of Americans for nonviolent drug offenses relatively easy.”4 And who are the Americans’ being rounded up and how are they being treated? Since 1982, the war on drugs has become a more generalized war against citizens who are poor, black or brown.
