Canada in World Affairs History 389 Fall 2018 St. Jerome’s University in the University of Waterloo Department of History Canada in World Affairs History 389 Fall 2018 Instructor: Dr. Thirstan Falconer Lectures: Mondays, 10:30am-12:20pm, SJ1 3020 Wednesdays, 10:30am-11:20pm, SJ1 3020 Office: Mondays, 2:30pm-4:30pm or by Appointment, SH 2009 (SH 2020 in Oct) E-mail: [email protected] Telephone: 519-884-8111 ext. 28233 Course Objectives This course introduces students to the history of Canadian foreign relations since 1867 to 2000, with a particular emphasis on the twentieth century and how diplomatic, cultural, economic, and military interactions with other states shaped Canada’s political and social development. The primary focus will be on Canada’s evolving relationships with the United Kingdom, the United States. Learning Objectives Through the lectures, readings, and seminars, students are intended to develop a testable understanding of how Canadian foreign relations has developed and progressed through various domestic and international influences between 1867-2000. The seminar discussions are intended to sharpen how students approach written and media sources, as well as instill an understanding that all sources must be scrutinized rather than accepted at face value. They will also cover material not investigated in-class. Furthermore, these readings should help the student develop the ability to understand that there are numerous approaches and debates to how the history of Canadian foreign relations is written and understood. The various workshops will prepare students for library research, the briefing note assignment, and the live briefing note exercise. Attendance is mandatory. The written briefing document, and the instructions below for that assignment, should help foster students’ ability to write thoughtfully and persuasively as well as develop their ability to analyze research questions. The live briefing note exercise will prepare students for a career in government or the private sector. Students will learn to work on a team and demonstrate their ability to summarize essential information to a senior member of government or an executive team. Teamwork is an essential skill necessary for your career after your post-secondary education. Students will learn to summarize information into a briefing note, in a finite allotted amount of time. Course Textbook and Readings Norman Hillmer and Jack Granatstein, Empire to Umpire: Canada and the World to the 1990s, 2nd ed (Toronto: Thompson Nelson, 2008). All other course readings are available online through Library Course Reserves. Evaluation Workshop Participation 5% Seminar Discussion Participation 10% Written Briefing Note Assignment (Due 19 November 2018) 30% Live Briefing Note Exercise Research Essay (3 December 2018) 20% Final Exam 35% Workshop Participation (5%) There will be three workshops during this course that focus on the SJU library, scholarly research, and briefing notes. The first two workshops will be led by SJU Librarian Zack MacDonald who will help you research your briefing note assignment. I will lead the final workshop which will give you a practical understanding of a briefing note and its purpose. Seminar Discussions (10%) There will be four seminar discussion meetings in this course on 17 October, 31 October, 14 November, and 26 November. We will share ideas, views and raise questions for the group to consider. Students are fully expected to have completed all the readings in advance of the meeting. They are also expected to have a grasp of the historical events articulated within them as well as the thoughts/opinions/arguments of the authors. Through our seminar discussions, students will consider how authors examine subjects differently using a variety of sources, approaches and questions to inform their research. Marks are based solely on participation. In other words, you are required to attend in order to participate, but you will not receive marks solely for attending. At times, the readings will cover topics not explored during lectures and you should expect to find material from these readings on your final exam. In preparation for the group assignment at the end of the course, students will break into their groups after Seminar to discuss their efforts that week. After the discussion, you will each grade the others in your group and submit your grades to the Professor. These grades will not be accounted toward your grades for the discussion or final grades for the course. However, they will prepare you to work in your groups and give each other advice throughout the term. Students must: actively participate in the discussions and demonstrate a thorough understanding of the readings. Notes: please do not text during seminars, and out of courtesy to your colleagues and myself, please be punctual. **READINGS ARE AVAILABLE THROUGH SJU LIBRARY ONLINE COURSE RESERVES. For missed seminars—due to medical illness or another significant reason—students must submit a 3-page written summary and analysis of the readings that consider the questions/approaches/historiographical debate found therein. The student is responsible for making this arrangement with the Professor (including the submission of medical notes) and submit the makeup assignment at the subsequent lecture. Unless there are extraordinary circumstances, makeup assignments will not be accepted after the conclusion of the next lecture. The assignment must use 12-point Times New Roman font, standard margins, numbered pages, proper citations (footnotes using the most recent version of the Chicago Manual of Style), and be double-spaced. A lawyer by trade and Montreal working class by background, Cadieux held most of the important jobs in the department, from personnel officer to legal adviser to under-secretary. Influential as Cadieux’s career was in these years, it has never received a comprehensive treatment, despite the fact that his two most important predecessors as under-secretary, O.D. Skelton and Norman Robertson, have both been the subject of full-length studies. This omission is all the more glaring since an appraisal of Cadieux’s career from 1941 to 1970 sheds new light on the Canadian diplomatic profession, on the DEA, and on some of the defining issues in post-war Canadian international relations, particularly the Canada-Quebec-France triangle of the 1960s. A staunch federalist, Cadieux believed that French Canadians could and should find a place in Ottawa and in the wider world beyond Quebec. This thesis examines Cadieux’s career and argues that it was defined by three key themes: his anti-communism, his French-Canadian nationalism, and his belief in his work as both a diplomat and a civil servant.

    BRENDAN KELLY ‘‘Six mois a` Hanoi’’: Marcel Cadieux, Canada, and the International Commission for Supervision and Control in Vietnam, 1954–5 Abstract: Drawing on an unpublished memoir by Marcel Cadieux entitled ‘‘Six mois a` Hanoi,’’ this article offers the first biographical study of a Canadian diplomat to serve on the International Commission for Supervision and Control in Vietnam. It argues that Cadieux’s pioneering experience on that commission during its first months in 1954–5 shaped his pro-American views on the Vietnam War as under- secretary of state for external affairs between 1964 and 1970. It also uses Cadieux’s tenure in Hanoi as a lens through which to explore larger issues of both long-standing and more recent interest to Canadian international historians, including the bureaucratic culture of the Department of External Affairs, Canadian diplomacy’s relationship with the decolonizing countries of the Third World, and the role of race, culture, religion, and anti-communism in the making of Canadian foreign policy.     'An Ancillary Weapon’: Cultural Diplomacy and Nation-building in Cold War Canada, 1945-1967 by Kailey Miller A thesis submitted to the Graduate Program in History in conformity with the requirements for the Degree of Doctor of Philosophy Queen’s University Kingston, Ontario, Canada September, 2015 Copyright ©Kailey Miller, 2015 Abstract This dissertation is a study of Canada’s cultural approaches toward the Communist world – particularly in the performing arts – and the ways in which the public and private sectors sought to develop Canada’s identity during the Cold War. The first chapter examines how the defection of Igor Gouzenko in 1945 framed the Canadian state’s approach to the security aspects of cultural exchanges with the Soviet Union. Chapters 2 to 4 analyse the socio-economic, political, and international context that shaped Canada's music, classical theatre, and ballet exchanges with communist countries. The final chapter explores Expo ’67’s World Festival of Arts and Entertainment as a significant moment in international and domestic cultural relations. I contend that although focused abroad, Canada’s cultural initiatives served a nation-building purpose at home. For practitioners of Canadian cultural diplomacy, domestic audiences were just as, if not more, important as foreign audiences. ii Acknowledgements My supervisor, Ian McKay, has been an unfailing source of guidance during this process.     Diplomacy is not a job for amateurs Ottawa Citizen PAUL HEINBECKER THURSDAY, JANUARY 6, 2011 In their reflections on the passing of Richard Holbrooke ( "Why there's no Canadian Holbrooke," Ottawa Citizen Dec. 28), Eugene Lang and Eric Morse are right that Canada's Foreign Affairs Department has fallen on hard times in to-day's Ottawa. Regrettably, they are wrong in their diagnosis of why that has happened and also wrong in their prescription of solutions. In lamenting the absence of a Canadian Holbrooke, Lang and Morse disregard the fact that the U.S., as the indispensable factor in global affairs for most of the past 100 years, has been crucial to the disposition of almost every major issue, including the Balkan wars on which Holbrooke earned his reputation. It is not a failing of Canada or Canadian diplomacy that we have not been similarly essential. No other country or service has been. Notwithstanding his exceptional personal qualities, which I can personally attest to having worked with him on two postings, his success depended on wielding unmatched American power. Lang and Morse, having misdiagnosed the problem, mis-prescribe the solution, calling for more inexperienced outsiders to be appointed to key positions. Some knowledgeable commentators have pointed to the pivotal role played by General Hillier in shaping defence policy and the structure of the CF. Former Minister of National Defence (MND) Bill Graham, who pushed General Hillier’s nomination for CDS to Prime Minister Paul Martin, refers to him as the “architect” of today’s armed forces.1 Dr. Douglas Bland goes further, suggesting that, in the absence of guidance, Hillier became “...almost accidentally ... the architect of Canada’s defence policy.” Moreover, Bland believes that the “renaissance” of “professional spirit” that has firmly taken root in the Canadian officer corps will perpetuate in Hillier’s successors a more active role for the CDS in public policy.2 Janice Gross Stein and Eugene Lang agree in part with Bland, suggesting that “Hillier...was asked to fill a void in a dysfunctional policy making system.” They maintain that General Hillier “...did not take control of policy from civilians; he was given control of policy by 3 D N D p h o t o elected leaders.” General Rick Hillier.
