Adoption of agenda The agenda was adopted. 2. Chair’s announcements The Chair indicated that interpretation in Danish, Latvian, Croatian, Maltese and Gaelic was not available for this meeting. Endorsement of Coordinators' recommendations (Rule 205) Further to Rule 205 of the Rules of Procedures the Chair submitted the following Coordinators' recommendations for approval: Appointment of Rapporteurs: Mrs Laura Ferrara (EFDD) was nominated Rapporteur (in place of Kristina Winberg (EFDD)) on the "Annual own initiative report on public access to European Parliament, Council and Commission documents for the year 2014. Report on establishing provisional measures in the area of international protection for the benefit of Italy and Greece - 2015/0125(NLE) Because of the urgency of the matter and based on a proposal from the rapporteur and the shadow rapporteurs, Coordinators agreed on working in English only in view of a vote in the LIBE committee on 16 July 2015. Recast of the Visa Code Coordinators agreed that the Committee should be able to amend also the "white part" of the Visa Code proposal. Letters will be sent to the Commission and the Council in accordance with Rule 104 to inform them about the Committee's intention to submit amendments to the codified parts of the proposal. Legislative own-initiative report for the establishment of an EU mechanism on democracy, the rule of law and fundamental rights (further to the EP resolution of 10 June 2015 - Paragraph 13 'instructs its committee on civil liberties, justice and home affairs to contribute to the development and elaboration of this proposal in the form of a legislative own-initiative report to be adopted by the end of the year'): A majority of Coordinators agreed on the need for this own-initiative report to be launched further to the plenary resolution (while EPP, ECR and EFN opposed this and suggested to wait until the Ferrara report goes through Plenary). Pursuant to Rule 205 the Committee endorsed these recommendations. * * * The meeting has been suspended from 9.07 to 9.13 * * * 3. EU Agency for Criminal Justice Cooperation (EUROJUST) LIBE/8/03842 Presentation of the annual report 2014 by Michèle Coninsx, President of Eurojust Michèle Coninsx, President of Eurojust, presented the annual report 2014. Priorities of the Luxembourg Presidency of the Council of the European Union in the area of Justice and Home Affairs LIBE/8/03843 Exchange of views with Étienne Schneider (Deputy Prime Minister and Minister of Internal Security), Jean Asselborn (Minister of Immigration and Asylum) and Félix Braz (Minister of Justice) for the Council Presidency-in-office Jean Asselborn, Étienne Schneider and Félix Braz for the Presidency-in-office presented the priorities of the Luxembourg Presidency.     Through a glass darkly 1 Briefing note June 2014 The new European Parliament: what to expect From 22 to 25 May 2014, Europeans went to the polls. Many of them went to express their dissatisfaction. Although the majority of the incoming 751 MEPs remain broadly supportive of the EU, both they and those who need to engage with the European Parliament will have to adapt to the increased power of a disparate anti-EU and anti- establishment minority over the next five years. This briefing provides an overview of the election results* at the EU level and what happens next, further analysis on results in France, Germany, Greece and the UK, a look at the key outgoing and incoming MEPs, and an examination of the selection procedures for the new leaders of the European Commission, European Parliament and European Council. The election results The election saw a marked rise, of about 10%, in the number of MEPs elected from anti-EU and anti-establishment parties from both ends of the political spectrum. They won around 230, or 31%, of the 751 seats, compared to 164, or 21%, of the 766 seats in 2009. What remains to be seen is whether the newly -elected MEPs will join existing, or form new, political groups in the Parliament (see below for more information on the importance of political groups and how they are formed). Despite their decreased numbers, the pro-Europeans remain the dominant force in the European Parliament. Their four groups – the centre-right, the centre-left, the liberals and the greens – won 521, or 69%, of the 751 available seats.

    101-06c Advocacy plan: Regional Alliances Regional Alliances - Advocacy Strategy 2020-2022 Please note: this strategy is a living document and needs further elaboration and thought. It will also need to be updated based on political opportunities that arise in the upcoming months and years until the end of 2022. 1. Advocacy issue 1.1. Definition of the problem: what is the problem? What are the root causes? Who is affected? What are the implications? In a world filled with new threats and opportunities, the European Union, as an actor on the world stage, needs to consolidate relations with its closest partners. The EU is a power that seeks to safeguard its interests vis-à-vis other big players in international relations in full respect of international law and its own values. Ursula von der Leyen, presenting for the first time her College of Commissioners said “My Commission will be a geopolitical Commission committed to sustainable policies. And I want the European Union to be the guardian of multilateralism. Because we know that we are stronger by doing together what we cannot do alone". A significant change in the new EC set up is the replacement of the ‘Development’ Commissioner with a Commissioner for ‘International Partnerships’, and it is unclear whether this marks a linguistic or substantive change. The emphasis on ‘partnerships’ rather than ‘development’ potentially signals a shift away from traditional donor/recipient relations and in this context CONCORD (with its members) must influence the EC interpretation of “international partnership” making sure that it won’t be exclusively focused on business, trade, growth, investment relations but that instead it will prioritise the wellbeing of people and planet and the fight against inequalities, promoting clear commitments towards a fairer and more sustainable world.

    1 03 Sept. 2014 How the Sakharov Prize 2014 is awarded Background briefing In the next 10 days, the nominations of the Sakharov Prize for Human Rights will be decided by the European Parliament. The prize is awarded to “honour exceptional individuals who combat intolerance, fanaticism and oppression.”1 Previous winners include Nelson Mandela, Reporters without Borders and Anatoli Marchenko. If you believe that Azerbaijani human rights defenders – who are now in jail following years of work on behalf of the rights of others, and most recently on a list of political prisoners in Azerbaijan (on which they are now included) – then let the MEPs who vote on this know. Nominations for the Sakharov Prize can be made by: Political groups in the European Parliament. Or At least 40 MEPs. The deadline for nominations is Thursday 18 September at 12:00 in Strasbourg. NOTE: In order to decide on a nominee from their group some political groups have internal deadlines in the course of the next week. The next days are crucial.
