European Parliament 2014-2019 Committee on Civil Liberties, Justice and Home Affairs LIBE_PV(2015)0715_1 MINUTES Meeting of 15 July 2015, 9.00 - 12.30 and 15.00 - 18.30, and 16 July 2015, 9.00 - 12.30 and 15.00 - 18.30 BRUSSELS The meeting opened at 9.04 on Wednesday, 15 July 2015, with Claude Moraes (Chair) presiding. 1. Adoption of agenda The agenda was adopted. 2. Chair’s announcements The Chair indicated that interpretation in Danish, Latvian, Croatian, Maltese and Gaelic was not available for this meeting. Endorsement of Coordinators' recommendations (Rule 205) Further to Rule 205 of the Rules of Procedures the Chair submitted the following Coordinators' recommendations for approval: Appointment of Rapporteurs: Mrs Laura Ferrara (EFDD) was nominated Rapporteur (in place of Kristina Winberg (EFDD)) on the "Annual own initiative report on public access to European Parliament, Council and Commission documents for the year 2014. Report on establishing provisional measures in the area of international protection for the benefit of Italy and Greece - 2015/0125(NLE) Because of the urgency of the matter and based on a proposal from the rapporteur and the shadow rapporteurs, Coordinators agreed on working in English only in view of a vote in the LIBE committee on 16 July 2015. Recast of the Visa Code Coordinators agreed that the Committee should be able to amend also the "white part" of the Visa Code proposal. Letters will be sent to the Commission and the Council in accordance with Rule 104 to inform them about the Committee's intention to submit amendments to the codified parts of the proposal. PV\1071429EN.doc PE565.212v01-00 EN United in diversity EN Joint LIBE/BUDG mission to Sicily (20 - 24 July 2015) Coordinators approved the updated draft programme. Legislative own-initiative report for the establishment of an EU mechanism on democracy, the rule of law and fundamental rights (further to the EP resolution of 10 June 2015 - Paragraph 13 'instructs its committee on civil liberties, justice and home affairs to contribute to the development and elaboration of this proposal in the form of a legislative own-initiative report to be adopted by the end of the year'): A majority of Coordinators agreed on the need for this own-initiative report to be launched further to the plenary resolution (while EPP, ECR and EFN opposed this and suggested to wait until the Ferrara report goes through Plenary). Pursuant to Rule 205 the Committee endorsed these recommendations. * * * The meeting has been suspended from 9.07 to 9.13 * * * 3. EU Agency for Criminal Justice Cooperation (EUROJUST) LIBE/8/03842 Presentation of the annual report 2014 by Michèle Coninsx, President of Eurojust Michèle Coninsx, President of Eurojust, presented the annual report 2014. The following Members took the floor: Caterina Chinnici (S&D), Tomáš Zdechovský (EPP), Nathalie Griesbeck (ALDE), Axel Voss (EPP), Ana Gomes (S&D), Sylvie Guillaume (S&D), Gerard Batten (EFDD). Ms Coninsx replied to the questions. 4. Priorities of the Luxembourg Presidency of the Council of the European Union in the area of Justice and Home Affairs LIBE/8/03843 Exchange of views with Étienne Schneider (Deputy Prime Minister and Minister of Internal Security), Jean Asselborn (Minister of Immigration and Asylum) and Félix Braz (Minister of Justice) for the Council Presidency-in-office Jean Asselborn, Étienne Schneider and Félix Braz for the Presidency-in-office presented the priorities of the Luxembourg Presidency. The Rapporteur of the report on the "Mobilisation of the Flexibility Instrument for the provisional measures in the area of international protection for the benefit of Italy and Greece", Mr Niedermüller presented the draft opinion.
