European Parliament 2014-2019 European Parliament 2014-2019 Committee on Civil Liberties, Justice and Home Affairs LIBE_PV(2017)0529_1 MINUTES Meeting of 29 May 2017, 15.00-18.30 and 30 May 2017, 9.00-12.30 and 14.00-19.00 BRUSSELS The meeting opened at 15.07 on Monday, 29 May 2017, with Birgit Sippel (S&D) in the chair. 1. Adoption of agenda LIBE_OJ (2017)0529_1 The agenda was adopted with the following modifications: - New point 11a: Vote on the Coordinators’ recommendation not to send a letter to the Legal Affairs Committee in view of a possible action for failure to act before the European Court of Justice regarding visa reciprocity. 2. Chair's announcements The Chair informed that interpretation in Croatian and Gaelic would not be available during this meeting. Endorsement of Coordinators' recommendations pursuant to Rule 205(2): - Coordinators’ recommendation not to send a letter to the Legal Affairs Committee in view of a possible action for failure to act before the European Court of Justice as a follow up to the European Parliament resolution of 2 March 2017 on obligations of the Commission in the field of visa reciprocity in accordance with Article 1(4) of Regulation (EC) No 539/2001 (2016/2986(RSP)). The Chair announced that a vote on that matter would take place the following day at 11.30. - Mr Claude MORAES has been nominated Rapporteur in his institutional capacity as Chair on the report on the "Memorandum of Understanding between the European Agency for the operational management of large-scale IT systems in the area of freedom, security and justice and Eurojust" - 2017/0804(CNS).     Through a glass darkly 1 Briefing note June 2014 The new European Parliament: what to expect From 22 to 25 May 2014, Europeans went to the polls. Many of them went to express their dissatisfaction. Although the majority of the incoming 751 MEPs remain broadly supportive of the EU, both they and those who need to engage with the European Parliament will have to adapt to the increased power of a disparate anti-EU and anti- establishment minority over the next five years. This briefing provides an overview of the election results* at the EU level and what happens next, further analysis on results in France, Germany, Greece and the UK, a look at the key outgoing and incoming MEPs, and an examination of the selection procedures for the new leaders of the European Commission, European Parliament and European Council. The election results The election saw a marked rise, of about 10%, in the number of MEPs elected from anti-EU and anti-establishment parties from both ends of the political spectrum. They won around 230, or 31%, of the 751 seats, compared to 164, or 21%, of the 766 seats in 2009. What remains to be seen is whether the newly -elected MEPs will join existing, or form new, political groups in the Parliament (see below for more information on the importance of political groups and how they are formed). Despite their decreased numbers, the pro-Europeans remain the dominant force in the European Parliament. Their four groups – the centre-right, the centre-left, the liberals and the greens – won 521, or 69%, of the 751 available seats.

Einen bekennenden EU-Kritiker und »Politclown« (Süddeutsche Zeitung) nach Brüssel zu schicken, das ist kein Spaß. Mit anderen Worten: Die Grenzen der Satire sind weit überschritten, wenn Typen wie Günther Oettinger, Udo Voigt (NPD) und ich plötzlich Typen wie Sie von Brüssel aus regieren müssen. Wobei meine Situation dabei wohl am dramatischsten ist – herausgerissen aus dem halbwegs seriösen Umfeld von Tita- nic und »heute show« und hineingeworfen mitten in ein Brüsse- ler »Spaßparlament« (BVerfG, kein wörtliches Zitat), das schon wegen des fehlenden Initiativrechtes über ein ausgeprägtes Demo- kratiedefizit verfügt und bei uns in Deutschland nicht den aller- besten Ruf genießt. Schuld ist natürlich wie immer der Wähler. 184 709 wahl- berechtigte Bürger haben in der Europawahl 2014 ihre Stimme der PARTEI gegeben. Schuld sind aber auch das Bundesverfassungs- gericht und der Bundestag, denn 184 709 Stimmen sind ledig- lich 0,6 Prozent der abgegebenen Stimmen.

According to the German intelligence service, the NPD rejects the concept of liberal democracy.1 The NPD is hostile towards both the United States and Israel. The party is opposed to multiculturalism and is concerned about the “foreign infiltration” ( Überfremdung) of Germany, namely the perceived Americanization and Islamization of German society.2 The NPD considers the presence of immigrants in Germany—regardless of whether they hold German citizenship—to be an attack on the German ethnic community ( Volksgemeinschaft) and advocates deporting immigrants to their respective countries of origin.3 The NPD was founded in 1964. Despite some initial popularity among voters during the 1960s, the party was not able to sustain its success and became a marginalized political force for the subsequent three decades, during which time the group experienced financial difficulties and a steep decline in membership. Following German reunification in 1990, the NPD grew its support base in many of the regions of former East Germany, entering several state parliaments in the late-1990s. During this time, the NPD strategically repositioned itself by opening the party up to neo-Nazis and becoming more overtly radicalized.4 According to 2017 statistics from Germany’s domestic intelligence service (Bundesamt für Verfassungsschutz or BfV), the NPD has a membership of 4,500 people.5 According to the German intelligence service, the NPD opposes liberal democracy and appears to support an authoritarian state.
