  • The History of the Development of British Satellite Broadcasting Policy, 1977-1992
THE HISTORY OF THE DEVELOPMENT OF BRITISH SATELLITE BROADCASTING POLICY, 1977-1992 Windsor John Holden —......., Submitted in accordance with the requirements for the degree of PhD University of Leeds, Institute of Communications Studies July, 1998 The candidate confirms that the work submitted is his own and that appropriate credit has been given where reference has been made to the work of others ABSTRACT This thesis traces the development of British satellite broadcasting policy, from the early proposals drawn up by the Home Office following the UK's allocation of five direct broadcast by satellite (DBS) frequencies at the 1977 World Administrative Radio Conference (WARC), through the successive, abortive DBS initiatives of the BBC and the "Club of 21", to the short-lived service provided by British Satellite Broadcasting (BSB). It also details at length the history of Sky Television, an organisation that operated beyond the parameters of existing legislation, which successfully competed (and merged) with BSB, and which shaped the way in which policy was developed. It contends that throughout the 1980s satellite broadcasting policy ceased to drive and became driven, and that the failure of policy-making in this time can be ascribed to conflict on ideological, governmental and organisational levels. Finally, it considers the impact that satellite broadcasting has had upon the British broadcasting structure as a whole. 1 TABLE OF CONTENTS Abstract i Contents ii Acknowledgements 1 INTRODUCTION 3 British broadcasting policy - a brief history

During the First World War the Clyde, and its surrounding area, became an epicentre of ship building and munitions factories. In parallel with these progressions, the area also became the centre of Glasgow’s Labour movement. Male workers on the Clyde were increasingly involved in political activity, such as strikes, rallies and trade unionism. Until recently the role of women within this period of history has been somewhat overlooked.

The Expedition of Humphry Clinker. Ed. Thomas Preston. Athens, GA: The University of Georgia Press. 1990. liv + 500 pp. After too many years of inaction, the edition of Smollett's works, now under the dynamic care of the general editor, Professor Jerry Beasley, is certainly doing remarkably well, with three excellent volumes produced in three successive years, Beasley's Ferdinand Count Fathom (1988), R. A. Day's History and Adventures of an Atom (1989), and Thomas Preston's much awaited Expedition of Humphry Clinker (late 1990). The textual edi tor, O. M. Brack, Jr., the technical editor, Jim Springer Borck, and the Uni versity of Georgia Press, must all be congratulated for helping to produce such a fine volume, meeting the most exacting technical, textual and biblio graphical standards. But pride of place must remain to Preston, whose diligent labors, care ful, learned and abundant annotations contribute to shed light on hitherto ob scure allusions-and Humphry Clinker, along with Ferdinand Count Fathom and the Atom, is certainly one of Smollett's most topical novels referring to the 1763-8 period.

Typically seen in terms of the post-1979 Thatcher effect, this in fact developed over a longer timeframe, rooted in industrial changes revealed by analysis of the Linwood car plant in Renfrewshire. Conservatism and Unionism was an eminent political force in Scotland in the 1940s and 1950s. But in all general elections from 1959 onwards the vote share of Conservative and Unionist candidates was lower in Scotland than in England. From the late 1960s onwards there were also ambitions for constitutional change. This article breaks new conceptual and empirical ground by relating these important markers of political divergence to popular understanding among Scottish workers of deindustrialization. A Thompsonian moral economy framework is deployed.
