Rachwald 1 Abstract: Through an historical and International Relations point of view, the thesis investigates the options available for the non-sovereign Faroe Islands to expand their political presence and participation in the international arena, without secession from the Kingdom of Denmark. With reference to paradiplomacy theory, the study is guided by the multi response questionnaire technique, providing an outline of historical tendencies combined with current dispositions of Faroese and Danish authorities. The study finds that Danish arguments against the possibility of further Faroese autonomy in foreign affairs are inconsistent from an historical perspective, and that current external factors, such as the growing global focus on the Arctic, are prompting Danish politicians to consider options previously deemed impossible. Together, these findings represent a momentum, which the Faroe Islands may take advantage of to demand change.     NO. 10 JANUARY 2021 Introduction Greenland’s Project Independence Ambitions and Prospects after 300 Years with the Kingdom of Denmark Michael Paul An important anniversary is coming up in the Kingdom of Denmark: 12 May 2021 marks exactly three hundred years since the Protestant preacher Hans Egede set sail, with the blessing of the Danish monarch, to missionise the island of Greenland. For some Greenlanders that date symbolises the end of their autonomy: not a date to celebrate but an occasion to declare independence from Denmark, after becoming an autonomous territory in 2009. Just as controversial as Egede’s statue in the capital Nuuk was US President Donald Trump’s offer to purchase the island from Denmark. His arrogance angered Greenlanders, but also unsettled them by exposing the shaky foundations of their independence ambitions. In the absence of governmental and economic preconditions, leaving the Realm of the Danish Crown would appear to be a decidedly long-term option. But an ambitious new prime minister in Nuuk could boost the independence process in 2021.     ASX: GGG Company Announcement, May 8th, 2018 New, Pro-Mining Coalition Government Established in Greenland HIGHLIGHTS: New coalition government in Greenland, following national election Stability – Siumut is the major coalition party, Kim Kielsen to continue as Premier Coalition agreement clearly sets out positive position on resource development Coalition specifically contemplates rare earth production, and by-product uranium production and export Greenland Minerals and Energy Ltd (‘GMEL’ or ‘the Company’) is pleased to update on political developments in Greenland. Following a national election on April 24th, a new coalition government has been established. The Siumut Party, which led the incumbent government, won the most votes and has formed a coalition with three minority parties; Partii Naleraq, Atassut, and Nunatta Qitornai. Kim Kielsen, head of the Siumut Party, will continue as Greenland Premier. The coalition agreement articulates a clear position of support for the mining industry, and a desire for Greenland to be an attractive destination for foreign investment, and to competitively develop and operate mining operations. Importantly, the coalition agreement outlines a clear position of support for rare earth production and associated uranium by-production. GMEL’s 100% owned Kvanefjeld Project is projected to be a globally significant producer of rare earth materials, in addition to by-production of uranium, zinc and fluorspar. Through 2017 a main point of focus has been on project permitting and finalising the environmental and social impact assessments, following a detailed, thorough and constructive review process. These key documents will be finalised in June and lodged with the government prior to a public-consultation period. A supportive pro-mining government sets the scene to effectively move through the next steps in the permitting process, and gain project approvals.

This paper takes its point of departure in studies of politics in small island territories to ask to what extent Greenland matches findings from other small island states and SNIJs in terms of personalisation of politics, party performance, and political cleavages that do not follow left-right divides. Even though Greenland possesses a strongly multiparty system, supported by elections involving party-list proportional representation within a single multimember constituency, a single political party, Siumut, has led the government for all but a brief period since the advent of Greenlandic autonomy in 1979. By considering Greenland’s political ecosystem, spatially and personally conditioned aspects of voter behaviour, and coalition-building processes, paying particular attention to the 24 April 2018 parliamentary elections, we argue that it is inappropriate to study Greenland as a monolithic political unit or to draw oversimplified analogies with party politics from large state Western liberal democracies. Instead, Greenlandic politics must be understood in relation to the island territory’s particular historical, geographical, and societal characteristics as well as its electoral system.
