GPMS Classification: NOT PROTECTIVELY MARKED Comhairle nan Eilean Siar Agenda Item Environmental and Protective Services Committee – 5 Report February 2013 No Organisational Reform - Update Report by Area Commander – Chief Inspector Gordon Macleod Summary This report is designed to update committee members of organisational reform within policing as the service moves towards the transition from Northern Constabulary to the Police Service of Scotland. 1. Background Police Service of Scotland The Scottish Police Authority has appointed Mr Stephen House to lead the new Police Service of Scotland (PSoS) as its first Chief Constable. Mr House had been the Chief Constable of Strathclyde Police. Mr House has officially taken up his post as the Chief Constable of the new Service and will lead the on-going work to ensure the Service is ready for April next year. He has since his appointment visited Northern Constabulary and met Mr Graham (Northern Constabulary Chief Constable) and operational staff at Burnett Road Police station, Inverness. It is his intention to visit Northern on a number of occasions prior to the 1st April 2013. The new Service will commence operation from April 2013. It replaces the existing eight police forces in Scotland, the Scottish Police Services Authority and the Scottish Crime and Drug Enforcement Agency. The four Deputy Chief Constables for Police Scotland were announced on the 26th November the Scottish Police Authority, they are: Neil Richardson – Designated Deputy for Chief Constable Stephen House and reform lead; Rose Fitzpatrick – Territorial Policing; Iain Livingstone – Crime and Operational Support; and Steve Allen – Commonwealth Games and major events. GPMS Classification: NOT PROTECTIVELY MARKED GPMS Classification: NOT PROTECTIVELY MARKED The six Assistant Chief Constables for Police Scotland were announced in December 2012 and are: Derek Penman - Local Policing North Mike McCormick - Local Policing East Wayne Mawson - Local Policing West Ruaraidh Nicholson - Crime, Serious Organised Crime and Counter Terrorism Malcolm Graham - Serious Crime and Public Protection and Bernie Higgins - Operational Support All the senior officers have taken up their new roles and are based at the interim headquarters for Police Scotland at Tulliallan Castle – although the Local Policing Assistant Chief Constables in particular will spend a significant amount of time in communities 2. Scottish Police Authority (SPA) In September Vic Emery was appointed as Chair of the new Scottish Police Authority The first members of the new Scottish Police Authority were announced on the 24th October by the Justice Secretary Kenny MacAskill. The former Vice Convener of the Northern Joint Police Board Ian Ross has been appointed as a member of the SPSA. The other members that were announced include: Moiram Ali, Brian Balfour, Jeane Freeman, Graham Houston, David Hume, Morag McLaugghlin, Paul Rooney, Lisa Tennant, Iain Whyte, Robert Wilson and Douglas Yates. The SPA, which will go live on April 1, 2013, will support the Chief Constable and the new Police Service of Scotland as well as holding them to account. All members have been appointed for four years and have taken up post. Under the legislation, the SPA may appoint up to two additional members in due course, taking the total to 14. 2. Local Policing There will be 14 Divisions in total in the new Police Service of Scotland, each headed by a Chief Superintendent who will be the designated Local Police Commander. Some of these Divisions may correspond with a single local authority and some may incorporate 2, 3 or 4 local authorities. The current Northern Constabulary geographical area of 4 local authorities will remain and function as the Highland and Islands Division led by Chief Superintendent Julian Innes. Detailed work is ongoing for specialist functions such as Crime and Operational Support and other support functions in such areas as police staff, traffic wardens and the Northern Camera Safety Partnership.
