We are very excited to host this year’s conference, especially since this is the first time in the history of the WPSA that we meet in San Antonio. For many, the city is best known for its famous Riverwalk and historic Alamo. But there is so much more to visit. San Antonio boasts of being an historic city, originating close to 300 years ago under Spanish colonial rule, then as part of Mexico, to Texas Independence and finally statehood in the United States. It is also a culturally rich city with over 60% of its population made of Hispanics, predominantly Mexican American, and only 2 1/2 hours from the U.S.-Mexico border. The city has a history of being multi-lingual: English, Spanish, German, and of course Tex-Mex. In addition, San Antonio has various distinct neighborhoods, offering something for everyone to explore. The downtown area, alone, has historical buildings, such as the San Fernando Cathedral which dates back to 1738, the Alamo (one of five of the original 18th century Spanish Missions) to the Tower of the Americas at Hemisfair Park that originates from the city’s 1968 World’s Fair. Visitors are also in for a special treat since the Riverwalk has now been extended connecting Art, Museums and Historic Landmarks, offering long walks (or by River boat taxis) in either direction. If you head south from downtown, you’ll walk through the beautiful King William Historic District leading you to the Guenther House, which offers a wonderful breakfast. If you walk further, you’ll wind up in one of the city’s artsy communities, the Blue Star Arts complex and various local galleries along Alamo street. If you walk north from downtown along the Riverwalk, then you will walk past several art installations along the way leading up to the San Antonio Museum which houses many permanent exhibits including an elaborate Latin American collection. If you walk further, you will witness the ingenuity of the locks and dam on the river, and wind up at the Pearl Brewery Development, where you can check out some local shops, including the Twig Bookstore, a few unique restaurants, and a Farmer’s Market on Saturday mornings. The Streetcar Trolleys downtown provide visitors to most of the must-see locations in San Antonio, from the Market Square (the largest Mexican Mercado north of Mexico), the Hemisfair Park, the Institute of Texan Cultures, and the King William Historic District, among others. Shoppers will have plenty to do at the River Center Mall, the Market Square, or among the many shops downtown. ii WELCOME AND SPECIAL ACKNOWLEDGMENTS We are pleased to welcome everyone to San Antonio. The meeting has a friendliness and openness that everyone who attends recognizes. The reason that the Western has this ‘feel’ about it is due not only to those who attend the meeting but also the people running the conference itself. All conferences depend on their section chairs to perform what is the often thankless ‘behind the scenes’ task of organizing panels. I would like to thank each and every one of them for the terrific job they have done. Our section chairs, all of whom are listed in the program, have done an excellent job in putting together an interesting range of first rate panels that will showcase innovative, and cutting edge research conducted by association members. I would also like to note a personal thank you to – my predecessor – Christine Di Stefano for her advice, help especially during the early months of my tenure as program chair. Many people have contributed to the continuing vibrancy of WPSA, including staff, section chairs, executive council members, committee chairs and members. I would especially like to thank Sonia Garcia, Celine Jacquemin and Art Vega at St. Mary’s University who were in charge of local arrangements. They have done a wonderful job with this year’s arrangements and their suggestions about what to see, do and where to eat in San Antonio. I would also like to give a special thanks to Brother Cletus Behlmann, S.M., for allowing us to use his beautiful artwork of San Antonio for the cover of this year’s program. I hope you will get a chance during your stay to take in the River Walk and the surrounding area of historic villages and museums in beautiful San Antonio. iii WELCOME AND SPECIAL ACKNOWLEDGMENTS We would also like to thank St. Mary’s University for its financial support provided by President Charles L. Cottrell, the Dean of Graduate School Henry Flores and its Political Science Department. Finally I want express my deep appreciation and thanks to the hard work, the thoughtfulness and grace of Elsa Favila our Associate Director and the great leadership of Richard Clucas our new Executive Director. All of us in the association owe a debt to the dedication of Elsa and Richard in keeping our organization running smoothly especially in these difficult economic times. Only after becoming embroiled in the details of the program did I grasp how much we owe to their hard work, dedication and their invaluable sense of humor. Thank you both for keeping me on my toes!
