Napa Bicycle Plan Page ii January 2012 Introduction Purpose of the Plan The Napa Bicycle Plan was developed as a component of the Napa County Transportation Authority’s Countywide Bicycle Plan Update. The Plan is intended to guide and influence the development of bikeways, bicycle policies, bicycle programs and bicycle facility design standards to make bicycling throughout the City of Napa and Napa County more safe, comfortable, convenient and enjoyable for all bicyclists. The overarching goal of the Bicycle Plan is to increase the number of persons who bicycle throughout the City and County of Napa for transportation to work, school, for utilitarian purposes, and recreation. This Countywide Bicycle Plan presents a cooperatively-developed 25-year vision for building a complete bicycling system for our community. It also presents a carefully chosen set of specific goals, objectives, and policies to guide the ongoing evolution of that system.
