Prof. Halil Berktay 2005, ix + 113 pages This M.A. thesis attempts to exhibit the cross-fertilization between the Pan- Turkist and Kemalist varieties of Turkish nationalism through their definitions of ‘Turkishness.’ In the same vein with contemporary nationalisms, the late Ottoman/Republican nationalist elite created ‘Turkishness’ by referring to a mythical past. In that creation process, the Pan-Turkist and Kemalist nationalist discourses historically developed in the same pool and used similar intellectual sources. Though their ultimate goals were different, the two varieties scrutinized very similar racist and nationalist references in their imaginations of Turkish identity as racially superior. In the name of revealing the similarities and differences, a Pan-Turkist journal, Gök-Börü [Grey Wolf] has been examined. Published and edited by Reha Oğuz Türkkan, the journal appeared between 1942 and 1943 as a byproduct of the special aggressive international environment.

    SADRİ MAKSUDİ ARSAL İÇİN* Halil İnalcık** Anmak ve kutlamak gerçek insani fazilettir1. Fakat öyle olaylar vardır ki, onları anmak millî bir vazifedir. Bu anmalar milletin kendi ölmez ideallerine bağlılığını ifade eder, millî şuurun canlılığına tercüman olur. Millî hayata ve kültüre hizmet edenlerin anılması, millî şuurun olgunluk ve uyanıklığına delildir. Bu fikirleri, ölümünden iki yıl sonra, Ord. Prof. Dr. Sadri Maksudi Arsal’ın son kitabından hülasa ederken, yalnız onun öğretici meziyetlerini değil, Türklük için büyük mânasını düşünüyorum. Sadri Maksudi Arsal iki yıl önce Şubatın yirmisinde ebediyete intikal etti. O, yalnız yirmi yıldan fazla Hukuk Fakültesindeki kürsüsünden binlerce Türk gencine hak ve adalet mefhumlarını anlatan bir hoca değildi. O sadece insanlığın büyük düşünenlerini, asıl kaynaklarından inceleyerek onları bir Türk görüşü ile tefsir eden bir Türk * Merhum hocamız Prof. Dr. Halil İnalcık’ın Armağan’da yayınlanmak üzere gönderdiği bu yazı, ilk olarak Vatan gazetesinde (2 Mart 1958) çıkmıştır. However, little attention has so far been paid to Turkey’s national identity, as it is officially institutionalized at all levels of the state apparatus, in relation to its compatibility with the vision of a collective European identity. In Turkey, the proportion of those who think EU membership would be a ‘‘good thing’’ has fallen to well below half the population, indicating the urgency of discussing perceptions of Europe from Turkey’s point of view (2). The issue of European-Turkish compatibility in terms of identity politics is almost always discussed from the European point of view (3). Whether the narrative of Turkish national identity is amenable to being incorporated into a European supra-nationalism is not discussed. Just a few short decades ago, even at the University of Washington—which back then stood out starkly for its atypical efforts to integrate the histories of Slavs and of Asia—the term “Eurasia” was hardly heard. Today, we have the Eurasia Group (www.eurasiagroup.net), a money-making consultancy in New York, and the Eurasia Foundation (www.eurasia.org), a money-awarding agency in Washington, with branch offices in Moscow, Kiev, Tblisi, Almaty, and elsewhere, funded mostly by the U.S. Agency for International Development (USAID).
