REQUEST FOR PROPOSALS SATELLITE CAPACITY LEASE May 01, 2015

Executive Summary

The FSMTC Long Term Commitments for satellite bandwidth is expiring in June, 2015. The FSMTC is setting out this Request for Proposal to solicit proposals from satellite service vendors to provide ip links over satellite for domestic traffic between the four states of the FSM. Link to Kosrae will be primary ip link while Chuuk and Yap will be backup links to existing satellite links.

Background

Who We Are:

We are the Federated States of Micronesia Telecommunications Corporation, FSMTC hereinafter. A corporation created by the laws of the Federated States of Micronesia. We operate as a private corporation, subject to the regulations of the FSM Government.

FSMTC is comprised of a Board of Directors that consists of 5 members; one representative from each of the four State Governments, one from the National Government and an ex-officio member whom is also the President/ CEO of the FSMTC.

The FSMTC employs 150 employees. We are a Tier 1 Service Provider being the only service provider in the Federated States of Micronesia.

Who We Serve:

We serve the people of the Federated States of Micronesia, from Kosrae in the far east to Yap in the far west, an area roughly 2 million square miles. Our customers are the businesses and private entities/individuals and all who choose to use our services within the Federated States of Micronesia.

We provide telecommunications services including but not limited to basic telephone, internet, mobile cellular services and DBTV in Yap and Chuuk and Hybrid Fiber/Coax CATV in Kosrae. We own and operate a Top Level Domain of .fm.

We own and operate 4 Earth Stations for Geosynchronous satellites and 2 Earth Stations for Low Earth Orbit satellites.

Preferable for West Hemi beam (RHCP/LHCP) on circular polarization antennas.

• Modems

Comtech EF Data COM 625 Modems are employed at this time.

2 Price Proposals

Proposals shall indicate the Monthly Recurring Charges (MRC) for all the commitment terms proposed.

Proposals shall include link budgets and equipment proposed.
