Der von der VIVA Plus Fernsehen GmbH mit Schreiben vom 21.08.2006 bei der Landesanstalt für Medien Nordrhein-Westfalen (LfM) beantragten Zulassung zur Veranstaltung der bundesweit verbreiteten Fernsehprogramme MTV, Nick, Ni- ckelodeon und VH-1 Classic stehen Gründe der Sicherung der Meinungsvielfalt im Fernsehen nicht entgegen. 2 II.
