Iz- ve{taji EUMAP-a nagla{avaju zna~aj monitoringa u organizaciji civilnog dru{tva i pod- sti~u neposredan dijalog vlasti i nevladinih organizacija o pitanjima u vezi sa po{tova- njem ljudskih prava i vladavinom prava. Pored izve{taja "Televizija u Evropi: regulati- va, politika i nezavisnost", EUMAP je objavio i slede}e izve{taje: "Za{tita manjina" (Minority Protection), "Nezavisnost i kapacitet pravosu|a" (Judicial Independence and Capacity), "Korupcija i antikorupcijska politika" (Corruption and Anti-corruption Po- licy), "Prava ljudi sa mentalnim hendikepom" (Rights of People with Intellectual Disa- bilities), "Jednake mogu}nosti za `ene i mu{karce" (Equal Opportunities for Women and Men). EUMAP trenutno priprema izve{taje o ravnopravnom pristupu kvalitetnom obrazovanju za Rome (Equal Access to Quality Education for Roma), ~ije se objavlji- vanje o~ekuje 2006. godine. Izve{taje EUMAP-a pripremaju nezavisni stru~njaci u zemljama obuhva}enim monito- ringom. Cilj izve{taja jeste isticanje zna~aja po{tovanja ljudskih prava i vladavine prava kao klju~nih uloga civilnog dru{tva u podsticanju uva`avanja standarda ljudskih prava i vladavine prava od strane vlasti {irom Evrope. Svi izve{taji EUMAP-a sadr`e detaljne preporuke koje bi trebalo ostvariti na nacionalnom i me|unarodnom nivou. Preporu- ke upu}ene vladama, me|unarodnim organizacijama i drugim zainteresovanim akteri- ma trebalo bi direktno da uti~u na politiku u posmatranim oblastima. Izve{taji su pripremljeni u saradnji sa Programom Instituta za otvoreno dru{tvo za medije (Network Media Program - NMP). NMP podsti~e nezavisne, profesionalne i odr`ive medije, kao i kvalitetno novinarstvo. Konkretnije, NMP podr`ava inicijative koje poma`u da se medijsko zakonodavstvo prilagodi me|unarodnoj praksi odnosno priznatim demokratskim standardima. Te inicijative obuhvataju razvoj profesionali- zma novinara i rukovodilaca u medijima, ja~anje udru`enja medijskih profesionalaca i uspostavljanje mehanizama samoregulacije u medijskom sektoru. NMP podr`ava me- dijske ku}e koje se zala`u za vrednosti otvorenog dru{tva, podsti~e monitoring i borbu protiv kr{enja slobode {tampe i podr`ava medijsku politiku koja obezbe|uje plurali- zam medijskog vlasni{tva i raznolikost mi{ljenja u medijima. Program se ostvaruje {irom sveta, prvenstveno u zemljama u kojima je proces demokratizacije i izgradnje medijskog tr`i{ta u toku. Odluka da se istra`i stanje televizije {irom Evrope podstaknuta

Post World War II, the golden years of the bicycle. An entire country moved around on two wheels, and two champions, Coppi and Bartali, challenged each other on the roads of the Giro and the Tour. These were the years before the economic boom; the motorization of Italy was still yet to come. A young craftsman, Martino Schiavon, produced bicycle seats in an attic in the historical center of Padua. This was the beginning of the story of Selle SMP, an Italian story based on age-old values such as tenaciousness, spirit of initiative, courage, and the desire to embark on a new enterprise, counting on the strength of one’s own ideas. Over the years the company grew and developed until becoming one of the main producers worldwide in terms of innovative capacity and number of products sold. Then, at the beginning of the 2000’s, the sector was hit by a serious crisis caused by formidable competition from Asian producers. The only company on the panorama of national producers, Selle SMP decided to face the global market diffi culties without taking the route of delocalization in countries with low labor costs. The Schiavon family, convinced that the local production network must not lose experience and know how gained over many years of impassioned work and sacrifi ces, has kept production and employment in the Veneto region, opting to compete in the fi eld of innovation and quality.

    Heroes of yesterday, war criminals of today: the Serbian paramilitary units fifteen years after the armed conflict of former Yugoslavia Keywords: paramilitary, Serbia, war crimes, media, former Yugoslavia, veterans Abstract: The aim of the paper is to describe the transformation, primarily through the medias, the image of the Serbian paramilitary unit members employed during the armed conflict of the 90es in the period of the decomposition of the former Yugoslavia. At the beginning, represented as „heroes‟, „saviors‟, „protectors‟ of the „serbianhood‟ (srpstvo), ever present main figures of the public life – their public image has gone through a couple of change. Once they were the role models for the young generation, only after the fall of the regime (2000) their involvement in war crimes, mass rape, looting and genocide attained Serbia. Several landmark trials offered a glimpse into their role during the series of the conflicts. Once warlords, with a status of pop icons, the embodiment of mythical warriors and epic bandits, they are no more the living archetypes of collective remembrance, although their responsibility remain unquestionable for a part of the contemporary society. * The paper‟s aim is to describe the transformation, primarily through the medias, of the image of the Serbian paramilitary unit members employed during the armed conflict of the 90es in the period of the decomposition of the former Yugoslavia.
