Ovaj period je obeležio programski i personalni kontinuitet, ali i znatno povećan broj aktivnosti u okviru sva četiri programa delovanja ASTRE. Kao pionir i lider u oblasti suzbijanja trgovine ljudima, imali smo ozbiljan zadatak da održimo standarde koje smo nametnuli i sebi i drugima od samog početka našeg rada. Kada se osvrnemo iza sebe, možemo biti zadovoljne postignutim rezultatima, kako u oblasti prevencije, tako i na polju direktne pomoći žrtvama trgovine ljudima. Poredeći današnju situaciju u borbi protiv trgovine ljudima u Srbiji sa periodom 2000. godine kada smo ovu temu otvarale, može se zaključiti da smo postigle mnogo i da je naš posao danas olakšan utoliko što su državne institucije, ali i sve veći broj nevladinih organizacija, počele aktivno da rade na rešavanju ovog problema. Nakon više od šest godina od ratifi kacije Konvencije Ujedinjenih nacija protiv transnacionalnog organizovanog kriminala i dopunskih protokola, u Srbiji je sproveden veliki broj aktivnosti, kako od strane međunarodnih, tako i od strane vladinih i nevladinih organizacija, koje su dovele do pozitivnih promena na polju suzbijanja trgovine ljudima. Tokom 2001. i 2002. godine, nevladine organizacije pokreću prve medijske kampanje, otvara se prvo sklonište i prvi SOS telefon za žrtve trgovine ljudima i organizuju se prve edukacije o ovoj pojavi za predstavnike vladinog sektora. Takođe, formiran je Republički tim za borbu protiv trovine ljudima, koji čine vladine, nevladine i međunarodne organizacije. Aprila 2003. godine u Krivični zakon Republike Srbije uvršćeno je krivično delo trgovina ljudima. Godine 2004, ministar unutrašnjih poslova donosi instrukciju o privremenoj dozvoli boravka stranih državljana žrtava trgovine ljudima na teritoriji Republike Srbije. Iste godine, u okviru Ministarstva rada, zapošljavanja i socijalne politike osnovana je Služba za koordinaciju zaštite žrtava trgovine ljudima i Savet ministara za borbu protiv trgovine ljudima. Dvogodišnji izveštaj 2006/2007 2 Biannual Report 2006/2007 INTRODUCTION The third biannual report aims to present the work of NGO ASTRA during 2006-2007. This period was marked by program and personal continuity, but also by an increased number of activities within all four ASTRA’s programs. As a pioneer and leader in the anti-trafficking area in Serbia, we have had a serious task to keep to the standards which we have set since our early days both to ourselves and to others. When we look back, we may be satisfied with what we have accomplished, both in the area of prevention and direct victim assistance. If we compare today’s situation in the anti-trafficking area in Serbia with the period around 2000, when we first raised this topic, it may be concluded that we have achieved a lot and that our work today is so much easier given the fact that state institutions, as well as more and more nongovernmental organizations, have actively joined the anti-trafficking effort. More then six years after the ratification of the UN Convention against Transnational Organized Crime and Protocols thereto, a great number of activities have been carried out in Serbia, both by international and by local governmental and nongovernmental organizations, which brought about positive changes in fight against human trafficking. During 2001 and 2002, nongovernmental organizations launched the first media campaigns, the first shelter and the first SOS helpline for trafficking survivors were started and the first anti-trafficking training programs for the representatives of the government sector organized. The National Team for Combating Trafficking in Human Beings was set up, gathering together the representatives of governmental, nongovernmental and international organizations. In April 2003, the Criminal Law of the Republic of Serbia was amended to criminalize human trafficking. In 2004, the Interior Minister passed an instruction on temporary residence permit for foreign nationals - trafficking survivors identified and assisted in the territory of Serbia. The same year, the Agency for Coordination of Protection of Trafficking Victims was established within the Ministry of Labor, Dvogodišnji izveštaj 2006/2007 3 Biannual1 Report 2006/2007 Godinu 2005. obeležila su prva veća suđenja organizatorima i izvršiocima ovog krivičnog dela. Prvog januara 2006. godine stupio je na snagu novi Krivični zakonik Srbije koji unosi novinu u defi niciju, ali i u kaznene odredbe za krivično delo trgovine ljudima, razdvajajući ovo delo od krijumčarenja ljudi. Takođe, na snagu je stupio i Zakon o programu zaštite učesnika u krivičnom postupku. Od početka svog rada, ASTRA je bila svedok promena, kako trendova u trgovini ljudima, tako i odgovora vladinih, nevladinih i međunarodnih organizacija na ovu pojavu. Tokom osamdesetih, Srbija je zbog svog geografskog položaja i bolje ekonomske situacije, pre svega bila zemlja destinacije i tranzita za žrtve trgovine ljudima iz istočnih zemalja, naročito iz zemalja bivšeg SSSR-a.     Heroes of yesterday, war criminals of today: the Serbian paramilitary units fifteen years after the armed conflict of former Yugoslavia Keywords: paramilitary, Serbia, war crimes, media, former Yugoslavia, veterans Abstract: The aim of the paper is to describe the transformation, primarily through the medias, the image of the Serbian paramilitary unit members employed during the armed conflict of the 90es in the period of the decomposition of the former Yugoslavia. At the beginning, represented as „heroes‟, „saviors‟, „protectors‟ of the „serbianhood‟ (srpstvo), ever present main figures of the public life – their public image has gone through a couple of change. Once they were the role models for the young generation, only after the fall of the regime (2000) their involvement in war crimes, mass rape, looting and genocide attained Serbia. Several landmark trials offered a glimpse into their role during the series of the conflicts. Once warlords, with a status of pop icons, the embodiment of mythical warriors and epic bandits, they are no more the living archetypes of collective remembrance, although their responsibility remain unquestionable for a part of the contemporary society. * The paper‟s aim is to describe the transformation, primarily through the medias, of the image of the Serbian paramilitary unit members employed during the armed conflict of the 90es in the period of the decomposition of the former Yugoslavia. Once, at the beginning of the conflicts, represented as the “saviors”, “protectors” of the Serbian nation, ever present as main figures of the public life of the 90’s—they have fallen into oblivion after a decade. Their most notorious leaders are either dead or in prison. After the fall of the Milošević regime (2000) their involvement in war crimes, looting and genocide reached Serbia. From being divinized gradually they become diabolized. The contemporary events and happenings in Serbia are explained in the light of the past of these paramilitary units.
