    SUSTAINABLE DEVELOPMENT COMMITTEE 21 FEBRUARY 2018 AN LANNTAIR REVENUE FUNDING 2018/19 Report by Director of Development PURPOSE OF REPORT To consider a revenue funding bid by An Lanntair Ltd. for 2018/19. COMPETENCE 1.1 There are no legal, financial, equalities or other constraints to the recommendations being implemented. Provision exists within the Development Department Arts Revenue Budget. SUMMARY 2.1 An Lanntair Arts Centre (An Lanntair) is a nationally acclaimed and internationally renowned cultural hub. Comhairle support enables An Lanntair to deliver a year round programme of high quality visual art exhibitions, performing arts events, cinema screenings and educational activities which provide significant economic and social benefits for the Outer Hebrides. 2.2 Creative Scotland has acknowledged An Lanntair’s achievements and status by awarding the organisation £1,210,000 in three year Regular Funding for the period to 2018-2021. This releases an average of £403,333 per annum, with no increase on their 3 year Regular Funding Award for the period 2015/18. The bidding process for three year Regular Funding by organisations throughout Scotland was extremely competitive. A target figure of £69, 350 per annum in partnership funding from the Comhairle was an important factor in the leverage of this significant sum from Creative Scotland. 2.3 An Lanntair Ltd. and its trading subsidiary An Lanntair Trading currently employs 49 individuals across the organisation from programmers and curators to hospitality and catering staff. In addition to PAYE staff An Lanntair annually generates work for approximately 32 freelance artists based in the Outer Hebrides via the Education, Exhibitions and Performing Arts Programme.

COMPETENCE 1.1 There are no legal, financial or other constraints to the recommendations being implemented. 1.2 Provision exists within the Development Department’s Arts revenue budget. SUMMARY 2.1 An Lanntair Arts Centre is a nationally acclaimed and internationally renowned cultural and creative hub. 2.2 An Lanntair is well supported by the local community and is the most successful visitor attraction in the Outer Hebrides with over 200,000 attendances per annum. 2.3 An Lanntair currently employs 38 FTE’s and has a combined turnover of just under £1.2 million per annum. 2.4 Creative Scotland has acknowledged An Lanntair’s achievements and status by awarding the organisation Foundation status for the period to 2012 - 2015. This releases funding of £390,870 per annum over that period, contingent on match funding from the Comhairle. 2.5 An Lanntair is a critical component of the tourism and creative/cultural sector in the Outer Hebrides. Comhairle support enables An Lanntair to deliver a year round programme of high quality visual art exhibitions, performing arts events, cinema screenings and educational activities which provide significant economic and social benefits for the Outer Hebrides. 2.6 The interim review of the Funding Agreement for 2012-13 has concluded that An Lanntair has satisfactorily met their funding agreement targets. RECOMMENDATION 3.1 It is recommended that the Comhairle approve £69,350 to An Lanntair from the 2013/14 Arts Development budget, subject to the satisfactory conclusion of a one year Funding Agreement and subject to the repayment of the sums (£3,415) due under prudential borrowing arrangements.

    a free cultural guide Image co-created by Sam Maynard and Malcolm Maclean In 2015 a bid from the Outer Hebrides was awarded the Creative Place accolade by Creative Scotland, in recognition of our thriving culture and the quality and breadth of our local artistic work and creative activity. Championed by a dynamic partnership led by An Lanntair Arts Centre, the win awarded funding towards the unique Bealach project. Bealach; a Gaelic word originally meaning ‘route or pass’ has come through time to signify a passage for travellers, through land or sea, essentially describing the process of moving through. The project focuses on making a way into new cultural experiences rooted in the rich heritage of the Gaidhealtachd and takes place throughout and beyond the town of Stornoway. She was brought up on the West Coast of Scotland and across the Sunshine Coast region, Queensland, Australia; where she is currently based. Her work is deeply connected to nature, the psychogeography of place, and the life cycle, which Katie interprets as having three parts: birth, life and death. Nuances of folklore, multiple generation narratives, femininity, loss and isolation are all present within her work. These narratives are then recorded through a poetic exchange between the artist, landscape, performance and practice of the wild. Katie’s work is an exploration of self and place, as she experiments with natural elements as a way of responding to the landscape both viscerally, and spiritually. Natural pigments, salt water, wind and light – her cyanotypes, photography, paintings and performances document the colours and textures she encounters to enigmatic effect. “Interacting with this landscape (S.E, QLD, AU) has allowed my work to become fluid and intuitive, creating a deeper understanding of place and who I am within the context of these environs.” - Katie Harris-MacLeod, 2021.
