The Nepean, Rideau and Osgoode Community Resource Centre What is the Nepean, Rideau Osgoode Community Resource Centre? The Nepean, Rideau and Osgoode Community Resource Centre (NROCRC) is a community based social service centre working in partnership with individuals, families and communities to promote optimal health, wellness and quality of life. Our office is located at Emerald Plaza in Nepean, Ontario and we serve a large proportion of the population throughout Ottawa. NROCRC is non-profit charitable organization and our services and programs are free. Our Charitable NO is 12139 6428 RR0002. The community our agency serves is large, diverse and mobile. Immigrant families, families new to the area, youth, and a growing senior population present a wide variety of needs. NROCRC supports Ottawa’s largest community population: over 200,000 people. NROCRC’s catchment area is also the largest out of all the community resource centres in Ottawa. At this time, the Tools 4 School Program is seeking donations and registrants for its 2015 campaign. What is the Tools 4 School Program? The Tools 4 School program was developed in the spring of 2000 after local newspapers acknowledged the need for school supplies for local school-aged children. This need for basic school supplies is linked directly with lower self- esteem in students and contributes to diminished school performance for children and youth in our communities. The Tools 4 School program collects the much needed supplies for school-aged children in the Ottawa Community through donations, community wide supply drives, strong partnerships and corporate challenges. Every year, the Tools 4 School program distributes school supplies to children and youth in need at the start of the school year (September 2015). We currently serve elementary, middle and high-school students. NROCRC’s Tools for School program distributed nearly 300 backpacks in 2014. Every backpack costs over $25. This price includes discounted rates negotiated with businesses around our communities. In light of the recent change to the Ontario education system with full-day Kindergarten, the Ottawa community anticipates that there will be an even greater demand for school supplies this year due to the current economic situation. The Tools 4 School program is currently an underfunded yet much needed program for local families. NROCRC’s Tools 4 School program coordinates the collection and distribution of backpacks. These backpacks are filled with basic, age-appropriate school supplies and they help Nepean, Rideau and Osgoode families ensure that their children are getting off to the right start in September. Some students experience stress related to the start of a new school year. The lack of proper school supplies should not be an additional burden to children and families. For students, this program helps eliminate the potential stigma from peers regarding family income. How can organizations help? Organizations can help Tools 4 School by posting a flyer and encouraging their members to donate at convenient locations. Organizations can donate backpacks, funds or high-demand supplies to NROCRC or we can arrange to pick up the supplies. Affiliated Organizations NROCRC depends on the support of a number of varying organizations. Our centre works in partnership with the City of Ottawa, the South Nepean Community Health Centre, Jewish Family Services, Pinecrest-Queensway Community Health Centre, St. Paul University, Carleton University, Algonquin College, numerous high schools throughout the area, Western Ottawa Community Resource Centre, just to name a few.     REASSESSMENT OF THE RESPONSE TO TSB RECOMMENDATION R15-05 Grade separation of Woodroffe Avenue, the Transitway, and Fallowfield Road Background On 18 September 2013, at about 0832 Eastern Daylight Time, westward VIA Rail Canada Inc. (VIA) passenger train No. 51 departed from the VIA Ottawa Station on time and proceeded enroute to Toronto. At 0847:27, OC Transpo double-decker bus No. 8017 departed from the Fallowfield Station on the OC Transpo bus Transitway. At 0848:06, while proceeding at about 43 mph, the train entered the OC Transpo Transitway crossing, located at Mile 3.30 of VIA’s Smiths Falls Subdivision. At the time, the crossing lights, bells and gates were activated. The northbound bus was travelling at about 5 mph with the brakes applied when it struck the train. As a result of the collision, the front of the bus was torn off. The train, comprising 1 locomotive and 4 passenger cars, derailed but remained upright. Among the bus occupants, there were 6 fatalities and 9 serious injuries, and about 25 minor injuries were reported. No VIA crew members or VIA passengers were injured. The Board concluded its investigation and released report R13T0192 on 2 December 2015. TSB Recommendation R15-05 (December 2015) Originally, grade separations had been planned for Woodroffe Avenue, the Transitway, and Fallowfield Road. The plans were based on environmental assessments (EAs) conducted in the late 1990s. At that time, members of the public were opposed to any roadway overpass structure, and the National Capital Commission (NCC) supported the public position. Consequently, overpass options were not considered as part of the EAs.
