1 WELCOME TO THE “NEW” RALLYE BRESLAU INTERNATIONAL!

When I entered my first Breslau Rallye over 12 years ago as a participant I could not have imagined that I would one day be taking it over. I can still remember it well. At that time the Breslau was a wild, real adventure rally and clearly a German affair (Luckily I was proficient in German).

Simply put, today‘s Dakar Rally motto: An "Odyssey"! But in this case an odyssey through the land of Poland, which like my own homeland, Bulgaria was in the early changes from a socialist state to an EU country.

As the country changed, so did the rally. The rally became more international, at times, the French represented the majority of the participants, and for a few years the Polish teams were unbeatable.

The founders Klaus Leihener and Franz Aigner moved on and a new operator took over. However, with the departure of Klaus and Franz ended an era. The Breslau had definitely changed, but it was still looking for "its way".

When I took over the rally in 2013 I had to slowly become acquainted with the matter myself. There were lots of projects on the go and many wishes from the participants. There was praise, but there was also criticism. And I admit: I had to do many things, things that were not always beautiful - yes, I even got a few "grey hairs" in the process. What had I let myself into?

New hurdles - but also new challenges. And these are what we want to set ourselves.

2014 is a sign of new beginnings. We take the rally seriously. We accept the wishes of the participants seriously. We take the requests of our Polish hosts seriously. Behind the Breslau is a great and experienced ORGA that will give you everything to deliver you a beautiful and exciting rally.

The Breslau stands for adventure off the roads combined with the feeling of teamwork and togetherness. And in the future it will continue to stand for this. And even if the organization costs have increased drastically in comparison to earlier days: Registration fees remain fair. We remain a Rally for everyone.

But we go with the times. The Breslau is now truly "International". An organiser from Bulgaria, an international ORGA, Poland as the host country. We invite "old hands" as well as new participants to start with us in the "New Breslau". We are ready! Are you ready too?

3 BRESLAU POLAND – UPDATED RALLY SCHEDULE

CHANGE OF START LOCATION:

Due to some last minute changes we will not be starting the competition in the Zagan area this year but instead we will be starting in Drawsko Pomorskie with our first camp at the old Breslau competitor favourite: Camp Glebokie. This famous camp offers a great location for everybody to meet for the start of the rally. For anybody planning to fly in for the start the closest airport in remains or in Poland. In addition to the rally experiences this year the football fans among the Breslau participants will enjoy the play-off for the 3rd place on 12th July and the final of the FIFA World Cup 2014 on 13th July in the camp.

HIGHLY IMPORTANT: Offroad rallies in Poland are generally taking place on military polygons. These are strictly controlled military zones with special rules for usage and behaviour.

The military polygon CSWL Drawsko Pomorskie is a hospitable and highly respected partner and its relations to Rallye Breslau last since more than 20 years. Rallye Breslau fully complies with the house order and the requirements of the military polygon and will NOT tolerate any infringement against the established rules.

WARNING: 1. Racing vehicles are NOT allowed to drive on the polygon except during the rally legs. 2. Press vehicles are NOT allowed to drive on the polygon except being a part of the official press convoy of the rally. 3. Service vehicles are NOT allowed to drive on the polygon except using the assigned routes to the spectators’ points given by the organiser and ONLY till the Special Stage is still open. 4. Fans and other members of the racing teams are fully obliged to follow the orders of the organiser.

ANY INFRINGEMENT WILL BE PURSUED AND PENALISED!

Each person entering the polygon must have an identity document. For safety reasons it is forbidden to move away from the designated spectators’ points. For safety reasons it is forbidden to collect and lift objects that are on the ground. While at spectators’ points fans must pay special attention to any objects on the ground, as they may pose a danger.

4 CLASSES AND CATEGORIES. CLASSIFICATION. There are two racing classes at Breslau Poland 2014: Extreme Class and Cross Country Class.

The Cross Country Class features faster driving without deep water and mud. No winch is required. The road book features the FIA standard and symbols. Danger is marked by !, !! or !!!.

The Extreme Class is fully in its element as for the last 20 years at Breslau Poland.

4.1 FEATURES OF THE RACING CLASSES

NEW: NO TEAM RANKING AT BRESLAU POLAND. We decided not to make a team ranking this year.

We will introduce a very valuable and meaningful TROPHY in memory of Klaus Leihener, the co-founder of Rallye Breslau who recently lost his life in a tragic road accident. The adventure was a part of the Klaus’s lifestyle. Fuel ran in his veins and off-road was for him philosophy of life. “Der Weg ist das Ziel”.

“The Klaus Leihener” trophy will be rewarded to the winners of the last rally leg named “The spirit of Klaus Leihener” in the following groups and only for class EXTREME: 1) Enduro | ATV 2) SSV | Car 3) Trucks up to 7.5t | Trucks over 7.5t

5 TIMEKEEPING AND GPS TRACKING

NEW: Together with the classic time card filled out and stamped at every time and passage control and based on the best performance of last year, the Geotraq software and team are in charge of the time keeping. Many new features were developed and integrated and a new generation of GPS logging device (tracker) will be used this year. No worries for the competitors who purchased a tracker 2013. These trackers are fully compatible and there is no need to pay extra money. The new tracker comes in a dust and waterproof bag and is powered by a hudge battery pack and doesn’t require an external power supply.

A new and compulsory point to pass after the finish of the Leg is the CHECK OUT station. The way there is described in the road book. At CHECK OUT the tracker will be taken by the timekeepers for download and battery charge. The trackers will be given back to the competitors at the PRESTART together with the time card.

PRESTART AND CHECK OUT ARE PART OF THE RALLY ITINIRARY AND ARE MANDATORY PASSAGE AND TIME CONTROLS!

The new trackers will ONLY be rented and not purchased. A deposit will be paid at the scrutineering and after the tracker is given back to the timekeepers with no damage the deposit will be paid back.

NEW: This year the race will be followed LIVE (in real time) by the newest generation of satellite trackers (no GPRS) – SPOT Trace. These reliable, waterproof and endurable units automatically send a signal for the position each 5 minutes using the direct satellite communication of Globalstar. Our server powered by the software of Geotraq processes the data and enables the visualizing of every competitor on the rally map in real time. The device is easy to fix to the vehicle. It is powered by batteries that last for the whole race and no external power supply is needed. Once mounted at the technical scrutineering the device will stay on the vehicle for the whole rally. The SPOT Trace has no buttons and works completely automatic.

MAJOR BENEFITS:

SAFETY – The Race Control Center is monitoring every competitor in real time and in case of an emergency reacts immediately. The time for intervention will be shortened and best adequate action will be performed.

PUBLICITY - Everybody who has access to internet – no matter through PC, tablet or cellphone can follow the rally LIVE. An extra button will appear on Rally Breslau’s website www.rallye-breslau.com before the race starts. Every racing day can be watched either live or as a replay. Friends, family members, sponsors and fans will enjoy the performance of the competitors and even mechanics in the paddock can follow up.

6.1 PAYMENT TERMS The full entry payment must be done within and not later than 30.06.2014 via bank wire transfer. As a reference the participant must enter full name and booking number.

IMPORTANT: Entry requests after the closing date of the online registration may be accepted with the approval of the Rally Administration. In this case the entry application will be validated at the Administrative Check only if accompanied by the total entry fee (late comer rate) paid on site.

IMPORTANT: ONLY CASH IN EURO WILL BE ACCEPTED AT THE RALLY! NO BANK CHEQUES ACCEPTED! NO CREDIT CARDS ACCEPTED!

7 TECHNICAL AND SAFETY REQUIREMENTS

IMPORTANT: The official time will be based on GPS time. The official distance calibration will be as GPS. Following GPS coordinates format will be used: DD°MM.MMM' The GPS device has to be adjusted to True North (not a magnetic one).

8 REFUELLING Refuelling is authorised at fuel commercial stations servicing the towns crossed by the rally route or along the national route and it must be paid in euro or local currency (Poland). The petrol stations where competitors may refuel are indicated in the road book. When no petrol stations are available close to the Bivouacs, fuel (petrol and diesel) for competitors and registered service vehicles only, will be available at the overnight Bivouac from the refuelling tank truck provided by the Organisation. Refuelling among competitors is also authorised. It is foreseen by the Organiser for refuelling areas to be placed during long special stages. Therefore the participants should bring jerry cans.

WARNING: Out of safety reasons for storage and transport ONLY standard metal jerry cans (known as military jerry cans) will be accepted at the fuel point.

Fuel Autonomy: -Enduro, ATV & SSV around 130km. -Cars & Trucks around 200km.

Each competitor is responsible of the calculation of his autonomy. He cannot in any case make up against the Organisation if his vehicle doesn’t reach the coverage of the minimum distance of 130km respectively 200 km, whichever is the nature of the terrain. For safety reasons, an additional autonomy of 10% is recommended.

For safety reasons, when refuelling at Bivouacs, crews must ensure to be placed far from inflammable material such as dry grass or dry tree branches, and to be at safety distance from other vehicles. The refuelling responsibility concerns also the crew, engines must be off and the people must remain outside the vehicle during refuelling.

9 CAMPS 9.1 GENERAL INFORMATION

9.2 FACILITIES The organisers will provide the following services and facilities in the camps:

9.3 CAMP ACCESS The access into the first camp is with: ‐ Booking number for the participants; ‐ Start number for the vehicles;

SMS SERVICE AND ACCESS PASS:

Until 30.06.2014 with your booking number and password you can log in: http://registration.abenteuerrallye.com/ and fill in: MOBILE NUMBER. On this number, you will get a SMS with the entry number for the first bivouac. Important: Enter your correct mobile number with country code! During the rally you will also get SMS with important information, changes, etc.

All persons who don’t have an entry number will have to pay a 500 € p. person deposit which will be credited in full on registration at the Race Office. Please ensure that this field is completed not only for the rally participants but also for service personnel!

The access into the next camps is with: - ID card and bracelet for the participants; - Start numbers of the vehicles;

Cash penalty for not registered persons caught by the control afterwards is 600,- EUR per person.

The racing vehicle which service or company personnel is caught without a registration, ID card and bracelet receives 30 minutes penalty. If the person accompanies more vehicles, the fastest vehicle in the team will receive the penalty. In addition to the time penalty there will be a 600,- EUR cash penalty for the team concerned.

All participants are obligated to follow the rules in the camps.

ELECTRICITY At the bivouacs no electricity is available – permanent self-sufficiency is required.

CATERING The official rally catering will start on Saturday evening, 12.07 and end on Sunday morning, 20.07.

All participants will receive their catering through the ID card that is handed out at the Administrative Check.

There will however be food available to purchase from the caterer from Thursday morning, 10.07 and throughout the rally. The bar will be open from Thursday, 10.07 and throughout the rally.

CAR WASH Washing cars in the camps is prohibited. Local car wash is available near/in the cities – Recz, Borne Sulinowo, Drawsko Pomorskie. Page | 17

FUEL STATION Local fuel stations are available near/in the cities – Recz, Borne Sulinowo, Drawsko Pomorskie.

WASTE In the central areas of the bivouacs there are garbage containers. Garbage bags can be picked up within the working hours of the Race Office. Please leave the places clean! All waste materials, packaging materials, exchanged vehicle parts, old tires, empty paint cans and oil, batteries, etc. must be taken and disposed by the participants themselves.

OIL/LIQUIDS At any time of the rally the service teams are responsible to have oil binders and containers for disposal of oil/brake fluid, etc. Used oil must be collected.

GENERAL ENVIRONMENTAL REGULATIONS The Organiser has been committed by the site owner to make every effort to protect the environment perfectly.

The teams are asked to place a large plastic trap underneath their race vehicle for the duration of the service work. The plans must be sufficiently thick, it may not be damaged and it needs to be media-resistant, i.e. resistant to oil, fuel, coolant and brake fluid, and battery acid.

10 ADVERTISING AND IDENTIFICATION. STICKER PLAN. Access to the rally (start and finish of the Legs, service points, bivouacs, etc.) is exclusively reserved to all those wearing the identifying card and bracelet of Rallye Breslau (competitors, service, organisation members, media delegates, visitors, VIP) and to all vehicles officially registered (competitors, service, press, ORGA) supplied with the official stickers of the event.

10.1 ADVERTISING AND STICKER PLAN

The stickerage space reserved for the Organisers collective advertising and start numbers are described in the official Sticker Plan that is any case compulsory for all the participants in the rally (racers, service, press, ORGA).

The preliminary sticker plan with reserved areas (sticker sizes) was published in January 2014. If the reserved areas are covered by other stickers these will be removed or overlapped with the official rally stickers. No excuses or discussions will be accepted!

The stickers will be distributed to competitors at the entrance of the technical verification area and shall be affixed according to the defined in the sticker plan layout by the supervision of the Organisation and representatives of the sponsors. All stickers/images

that partially or completely cover the area allocated for the stickers of the organisation/sponsors will be removed in their entirety. Competitors are required to provide sufficient space to conform to the above regulations, with all modifications to stickers forbidden (cutting etc.).

Participants are obliged to attach the start numbers and the stickers with the advertisements of the rally sponsors on their vehicles according to the given plan. The stickers must be visible for the duration of the rally. This means that at least the areas of the vehicles with the official event stickers have to be cleaned every day, so that the stickers remain visible.

Non compliance to the sticker plan will result in a scrutineering refusal. Any deliberate removal of the organisers/sponsors sticker will result in a possible disqualification or/and cash penalty equivalent to 20% of the entry fee (per person). The scrutineer or any race official present has the final word in this matter. At any time during the rally, the absence or faulty positioning of the stickers may incur, on certification, a cash penalty equivalent to 10% of the entry fees (per person). The absence or faulty positioning of the stickers same time may result in a cash penalty equivalent to 20% of the entry fee (per person). Competitors are allowed to affix any kind of advertising to their vehicles, provided that: - it is not likely to give offense; - it does not encroach upon the spaces defined in the sticker plan; - it does not interfere with the crew's vision through the windows; - it does not express either a religious and/or political opinion.

No political, religious or abusive advertising is permitted. The advertising of tobacco (or related products), alcohol and/or pornography is forbidden on cars, competition/service equipment and on the team members’ outfits.

10.2 IDENTIFICATION Each participant at the Rallye Breslau (competitors, service, organisation members, press delegates, VIP, visitors) will get an identifying card (ID card) and identifying bracelet (ID bracelet), included in the registration rate.

The ID card worn around the neck and the ID bracelet correctly tied on the wrist of the competitors, mechanics and service personnel, visitors, VIP, are considered the only authorisation to access the rally official location, service areas, press or visitors points and the bivouacs. The ID card and the ID bracelet will be systematically checked by the Organisation at meals, at service points or service areas, at the bivouacs, etc. Participants must show the ID card and bracelet at any moment upon request.

Any infringement found by an Organisation official, will imply a penalty of 300,- EUR. In case of damage of the ID card or bracelet, the participant must refer to the Rally Administration.

11.2 MANUAL START HANDLING In case of malfunction of the regular starting-system, manually start will be used. The starting procedure will be both by speech (in English) and by signs. The starter will stand to the right in front of the car.

12 SAFETY INSTRUCTIONS

Attention: The rally sport is attractive, but it could be dangerous! As a spectator of a rally competition, you must compulsory respect the main rules for security and for your personal safety! The red zones on the diagram are absolutely prohibited for spectators!

MAIN SAFETY RULES:

Always be on time on the preliminary selected points for spectators!

Never come closer to the dangerous zones!

Always stay behind the fences and the restriction bands set by the Organeriser or stay behind something solid!

Never stay on places where it will be impossible to leave in a case of a dangerous situation!

Do not park your cars in a way to block the racing track of competitors!

Never stay on spots that are under level of the racing track!

Do not cross the racing track on any occasion!

Always think not only for your personal safety, but also for the safety of the competitors! Do not make their life more difficult!

If you are with children, do not leave them without control!

Do not leave your spot before the passage of the organiser’s car which announces the end of the special stage!
