Purpose and general description of project activity The proposed Papop Biogas Project (“the proposed project activity”) involves the installation of a new Upflow Anaerobic Sludge Blanket (“UASB”) for wastewater treatment and biogas recovery at the Thai San Miguel Liquor (“TSML”) distillery (“TSML distillery”) located in Amphor Tha Muang, Kanchanaburi Province, Thailand. The proposed project activity is being implemented by the Papop Renewable Company Limited (“Papop”) as a builder, operator, transfer scheme, which will be handed over to TSML after a period of 9 years. The TSML distillery produces alcohol spirits and as a part of the production process generates large amounts of wastewater, which has high organic matter content. Currently, wastewater is treated in an anaerobic lagoon and the anaerobic conditions lead to the production of biogas that is released directly to the atmosphere.

Subsequently, various forms of demolitions and dynamic flooding are identified using Dam Break and Hydrodynamic models of MIKE 11 by applying the principle of the Probable Maximum Flood (PMF). Srinagarind dam is a rock fill dam with it is crest at +185.00 m. from Mean Sea Level (MSL) and store a maximum volume of 17,745 million m3 of water at the beginning of the break. For dynamic flooding prediction, the maximum breach outflow discharge was 11,307 m3/s with a velocity of 5.39 m/s at 62.29 hours after the break. In addition, the maximum discharge, water level and flood duration at cross sections of main rivers are also extracted for flood zone identification into 4 zones which include: at Ban Phu Thong Maeo, Wang Dong Sub-district, Mueang Kanchanaburi district, the discharge is 14,231 m3/s, the maximum water level is +56.56 m. (MSL.) at 68.28 hr. after dam failure. At Ban Nuea, Ban Nuea Sub-district, Mueang Kanchanaburi district, the discharge is 14,081 m3/s and the maximum water level is +41.59 m.

MINERAL PROGRAMME The year 2010 is a difficult year for many sectors, especially on the mining side. Mineral Resources continue to be important for the development of the country’s social and economic development. However, due to the concern for the environment and promotion of the principle of sustainable development, it is important that all mining projects carry out a proper BIA process, with selected mega projects also required to perform special HIA and SEAs. Furthermore, mining projects must be approved by the local communities and the relevant NGOs. The situation mentioned above is not necessarily bad, rather it gives many stakeholders opportunities to develop their ability, knowledge and performance, and use this to adjust their programs and management. This has caused many of the responsible offices to initiate green projects and, through their work, to evaluate their geological and mineral resources so as to sustain resources for the new generation to come. The work on Georesources is summarized below; 1.1 Summary During the reporting period (fiscal year 2010), the Department of Mineral Resources (DMR) has carried out the technical projects which are the “Mineral Exploration Program outside Legally Conserved/protected Areas” and “Mineral Zoning and Geological Resources Management”.
