7. St John Community Programmes In the Tararua District 7.1 The Mayor welcomed Clive Holmes and Gael McKechnie of St John to the meeting, and invited them to address the Council.

7.2 Clive Holmes and Gael McKechnie gave a visual presentation to overview the St John community programmes in the Tararua District, and this included reference to the following matters:

 The mission of St John.  An outline of the youth, health shuttle, friends of the emergency department, caring caller and pet therapy St John community programmes.  The Dannevirke Area Committee is strong and vibrant, with community youth programmes and health shuttle services established.  There are initial evaluation procedure earthquake prone building assessment challenges with their station in Dannevirke, but Woodville is fine.  The Bush Area Committee is rebuilding, with community youth programmes and health shuttle services established.  There are initial evaluation procedure earthquake prone building assessment challenges with both their Eketahuna and stations.

7.3 The Mayor thanked the representatives of St John for attending the meeting and their presentation to the Council.

9.1 2011/2012 Annual Report (Item 11.4.2) 9.1.1 The Chief Executive clarified that the comment from Audit concerning the Council’s capital expenditure budgets included the issue of large amounts of carry overs for significant projects.

9.2 Dannevirke Impounded Water Supply (Item 3.2) 9.2.1 The Chief Executive tabled for the Council’s information details of the timescale and milestones concerning the works to be undertaken in respect of this project.

Reports 11.1 Road Closure Application, Tararua Road 11.1.1 That the report from the Manager Engineering Services dated 21 November 2012 concerning a road closure application under the Tenth Schedule of the Local Government Act 1974 (as circulated) be received, and That pursuant to Section 342 (1) (b) and the Tenth Schedule of the Local Government Act 1974, the Council resolves to close the following road for the purpose of allowing the Dannevirke Car Club to hold a club event: Road name: Tararua Road Date of closure: Sunday 7 April 2013 Period of closure: 9.00am to 5.00pm Conditions Applied to the Granting of this Road Closure 1. That the Area Roading Manager or his nominee in conjunction with the event organiser will assess shortly prior to this event the condition of the road involved to determine its suitability for this purpose. 2. That if the Area Roading Manager or his nominee identifies the road as being in an unsuitable condition arising from this assessment, then he has the discretion to request the organiser to withdraw the road from the route of this club event. 3. That shortly after the event has been held, the Area Roading Manager or his nominee shall carry out a drive over of the road that was closed for this event to assess its condition.

1. That the Area Roading Manager or his nominee in conjunction with the event organiser will assess shortly prior to this event the condition of the road involved to determine its suitability for this purpose. 2. 11.6.2 The format of the significant capital developments and renewals projects budget reporting from managers was commended.

12. Portfolio Reports 12.1 Community Relations 12.1.1 Cr Dodunski spoke on various community events and initiatives, including the success of the Dannevirke Christmas parade and the establishment of the men’s health shed programme. 12.1.2 Cr Hull reported that the mayoral taskforce for youth employment in the district held a further meeting to progress this initiative.

12.2 Waste Management 12.2.1 Cr Davidson noted that the Council’s submission to exempt the and Eketahuna landfills from the Emissions Trading Scheme was partially successful.

Reason for Report Dannevirke Car Club has made application for road closures on Saturday 9 and Sunday 10 March 2013. These closures have been requested under the Tenth Schedule of the Local Government Act 1974. In accordance with the Act, consultation with the Police has been undertaken. The Police have indicated they have no concerns. No public objections have been received in response to advertising placed in the Bush Telegraph on Monday 5 November 2012.

10.2 Road Closure Application - Bartons Line

1. Resource Management 1.1 The Chief Executive has granted the following resource consents under delegated authority:

1.2 Subdivision Applications Pursuant to sections 104, 104A and 104B of the Resource Management Act 1991, the following subdivision consents have been granted:

1.2.1 2012-40 GA Shone, 2–4 Tyndall Street, Pahiatua Consent to subdivide the residential allotment at 2-4 Tyndall Street, Pahiatua, legally described as Lot 8 DP 15995 (CFR: WN50A/710), into two allotments.

Pursuant to Section 113 of the Resource Management Act 1991, consent was granted for the following reasons:  The environmental effects of the proposal will be less than minor, subject to the recommended conditions of consent.  Granting consent will be consistent with the relevant objectives and policies and area characteristics of the Operative Tararua District Plan and the relevant provisions of Part II of the RMA 1991.

Pursuant to Sections 108 and 220 of the Resource Management Act 1991, consent was granted subject to the following conditions: 1. 1.2.3 2012-44 Wazzel Corporation Ltd, 361-365 Kumeti Road Te Rehunga Consent to subdivide the rural allotment at 361-365 Kumeti Road, Te Rehunga, legally described as Lots 3, 4 and 5 DP 8643 (CFR: HBW1/687), into two allotments.

Pursuant to Section 113 of the Resource Management Act 1991, consent was granted for the following reasons:

. The environmental effects of the proposal will be no more than minor, subject to the recommended conditions of consent. . Granting consent will be consistent with the relevant objectives and policies and area characteristics of the Operative Tararua District Plan and the relevant provisions of Part II of the RMA 1991.

Pursuant to Sections 108 and 220 of the Resource Management Act 1991, consent was granted subject to the following conditions: 1. That the proposed subdivision shall proceed in general accordance with the application received by Council on 26 October 2012, including the subdivision plan drawn by Chris Bone titled “Proposed Subdivision of Lots 3, 4 & 5 DP 8643” stamped “Received 26 October 2012 Dannevirke” and held on Council file 201-2012-44-1, except as required by the following conditions.

2. That a new vehicle crossing to Lot 1 be located, formed and sealed in accordance with the standards within Section 5.3.3.2(e) and Appendix 10 and 12 of the Operative Tararua District Plan. Please refer to advice note b.

3. That this consent will lapse if not given effect to within 5 years from the date of commencement, under Section 125 of the Resource Management Act 1991.

Advice Notes: a. Pursuant to Section 357 of the Resource Management Act 1991, if you disagree with this decision or any of the conditions of consent, you may lodge an objection in writing to the Tararua District Council. The objection must be received within 15 working days of the receipt of this written decision.

b. In regards to Condition (2), an application to install a vehicle crossing will be required (copy of form attached). Please contact Kevin Simpkin, Engineering Services Rural Roading Manager (06 376 0200), if you require further information.

c. The Manawatu-Wanganui Regional Council (Horizons) has advised that any effluent disposal system should be designed in accordance with the Proposed One Plan requirements. Horizons advise that resource consents for effluent disposal will be required in the following circumstances: . If the wastewater system for Lot 2 needs upgrading after the Proposed One Plan is made operative. . If the wastewater system for Lot 1 is installed after the Proposed One Plan is made operative.

Withdrawal of Caveat on CT WN581/96. This related to a temporary storage shed on the rear of the property on the corner of Arthur Street and Mangahao Road. The Pahiatua Borough Council imposed the caveat in 1982 requiring the removal of the shed within 10 years. The building remains, and it is now permitted under current rules and therefore the caveat is no longer required.

10.4 Draft Annual Plan 2013/2014

1. Reason for the Report 1.1 The purpose of this report is to present for the Council’s consideration the timetable and procedures to undertake the Draft Annual Plan 2013/2014 process.

2. Background 2.1 Section 95 of the Local Government Act 2002 sets out the requirements for preparing and adopting an annual plan for each financial year. 2.2 The purpose of an annual plan is to: (a) contain the proposed annual budget and funding impact statement for the year to which the annual plan relates; and (b) identify any variation from the financial statements and funding impact statement included in the local authority’s long-term plan in respect of the year; and (c) support the long-term plan in providing integrated decision-making and co- ordination of the resources of the local authority; and (d) contribute to the accountability of the local authority to the community; and (e) extend opportunities for participation by the public in decision-making processes relating to the costs and funding of activities to be undertaken by the local authority. 2.3 Each annual plan adopted pursuant to this section must: (a) be prepared in accordance with the principles and procedures that apply to the preparation of the financial statements and funding impact statement included in the long-term plan; and

(b) contain appropriate references to the long-term plan in which the local authority’s activities for the financial year covered by the annual plan are set out; and (c) include the information required by Part 2 of Schedule 10, as detailed in the attachment to this report. 3. Consultation 3.1 The special consultative procedure as set out in Sections 83 and 85 of the Local Government Act 2002 must be used in adopting an annual plan. 3.2 This procedure includes the following requirements which the Council shall fulfill:  prepare a statement of proposal which includes a draft of the annual plan; and

 prepare a summary of the information contained in the statement of proposal; and

 make the statement of proposal available for public inspection; and

 distribute the summary as widely as is reasonably practicable in such manner to be determined appropriate by the Council; and

 publicly notify details of the proposal and the consultation being undertaken; and

 acknowledge all submissions received and give each submitter the opportunity to be heard by the Council; and

 make all submissions received publicly available and hear and determine them in open meeting; and

 provide a period of not less than one month from the date of public notification of the proposal for consultation.

4. The Role of the Long Term Plan (LTP) 4.1 As noted earlier in this report the LTP is to be followed in the process of preparing the annual plan. 4.2 The LTP is a ten year community plan which must be prepared and adopted by the Council every three years (2012, 2015, 2018), with an annual plan required in the intervening years. 4.3 For the purpose of the Draft Annual Plan 2013/2014 this is year 2 of the LTP (which was previously adopted in June 2012). 4.4 The format of the Draft Annual Plan will therefore generally follow the contents of the adopted LTP, and reasons for any proposed variances shall be provided.

5. Timetable 5.1 To enable the Council to undertake the annual plan process there are various key dates which need to be determined and confirmed.

5.2 The following sets out a proposed timetable to enable management and the elected representatives of the Council to achieve this objective. 5.3 It is important that throughout this process sufficient time is available for discussion and consideration of the Council’s proposals to be included in the annual plan. 5.4 Taking into account the above and acknowledging the statutory requirements which must be complied with, the following timetable is proposed for the Council’s consideration.

Conclusion 7.1 The annual plan provides the opportunity to engage with the community in considering and determining the Council’s intentions regarding its activities, policies, projects, funding and levels of services for the next financial year. 7.2 Year 2 of the LTP shall provide the foundation to the direction of this document, with the annual plan focusing on any variances rather than changes or new significant items.

10.5 Staff Report for Council Meeting 12 December 2012

1. Reason for the Report This report is to update Councillors on key projects and items of interest for the period from 24 October 2012 to 5 December 2012. Key Points 2. Infracon AGM and Shareholders Meeting Two members of Council’s CCTO Committee, the Chief Financial Officer and myself attended Infracon’s briefing on 4 December. Further to their results published in Council’s 2011-12 Annual Report, the Board is still working through changes to return the company to an unadjusted profitable trading result for the current year. It is worthy noting that although they have expanded their client base through winning new work, these clients have also cut back on forecast spends, resulting in a lower predicted turnover. Their present focus is aligning the corporate overheads to the actual turnover, continuing to rationalise plant, with further training of staff to get the right results first time.

3. Dannevirke Impounded Supply The bulk earthworks are nearing completion, with the next task being insertion of the remaining subsoils. With a decision to cast the ring beams off site, we have further reduced risks to meet the required programme, and it is pleasing to see sub-contractors now constructing the intake structure and spillway.

Our Engineering team deserves credit for the high level of on-site project management ensuring the batters and finished slopes meet design within tight tolerances, all of which make it simpler to complete the liner installation.

Stream flows have already dropped dramatically as the weather improves, which although this is great for the liner install, means water conservation measures will

need to be implemented now. Advice on this has gone out in the latest page of the Bush Telegraph.

4. Rural and Provincial Meeting The key speaker was Minister Amy Adams covering off proposed changes to the Resource Management Act. Her partnership approach to Mayors and Chief Executives present was very welcome, as she clearly answered questions from the floor on moves to reduce uncertainty for medium sized development proposals, call-ins and other initiatives.

Geoff Dangerfield (Chief Executive NZ Transport Agency) highlighted what he saw as a $300million prize in the maintenance and operations review along with Financial Assistance Rate Review. Our Engineering team is already in talks with Central Hawke’s Bay, and NZ Transport Agency on a trial of combining contracts for management and delivery of contracts, in a proposal funded by NZTA, as part of this.

Lawrence Yule noted Brian Roche (Chief Executive NZ Post) has been appointed the independent Chair of the Transport Efficiency Group that involves local government and NZTA, looking at how best to achieve this $300million goal sought by the NZTA through these reviews.

5. Shared Services We are currently looking at options to provide a high-level financial service to Central Hawke’s Bay following their recent restructure and a request from them for this service. This is a compliment on the calibre of staff we have in the Finance Team, and will assist members involved in achieving further professional recognition and development if an agreement is reached.

6. Personnel 6.1 Customer Services Leigh Batchelor left the Customer Services team on 16 November to take on a full time hospitality role with the Valhallaz Tavern.

Maureen Whibley leaves the team on 21 December. She is relocating to the Hawke’s Bay to be closer to her family. A replacement will be sought for Maureen in January and until an appointment is made, Natalie will work full time.

We wish both Leigh and Maureen all the best for the future.

Natalie Ellison has commenced in the Customer Services / Telephonist role at the Dannevirke Service Centre. Natalie has extensive previous experience in front line roles and is currently learning about the many varied activities that Council undertakes.

6.2 Environmental Services Mike Brown will retire from Council at the end of December. Mike has been with Council in various roles since 1973 and his knowledge of Council and its history

will be missed both internally and in the wider development community. We wish Mike and Carol all the very best in their retirement. With Mike retiring, the opportunity has been taken to consult with the Environmental Services staff about how the functions of his role will be carried out in the future. One decision that has been made, is to create a Planning Manager role and a graduate planner position. The manager role, which Craig Lunn will transition into, will be reporting directly to the Chief Executive. The graduate planner position has been advertised and an appointment will be made prior to Christmas. These roles will be responsible for managing Council’s obligation to promote the sustainable management of natural and physical resources of the district.

With regard to the other functions in Mike’s role, these are still being consulted on.

8. Road Maintenance Contract Contracts Manager Brian Barnes has provided content for this report:

Network Overall the flood damage that occurred over the past months has Condition been remedied. Any remaining sites have been prioritised by the Area Roading Managers, and made safe with cones netting and signage. All affected parties have been advised that the work is programmed and awaiting finalisation. Infracon is now working on all roads affected by the Closure; these include Tutaekara, Nikau, Gorge, and Ballance area, Oxford, Valley and Condoit roads. However, some failures have come to light on Condoit Road with dig out repairs. Saddle Road is also included with works recently beginning to restore the road to its original pre-Gorge closure condition. This included drainage, and 9,050 square meters of dig out repairs. Works are expected to carry through for three months. The repairs on all but Saddle Road are being included in reseal repairs as the crews move through the district.

Unsealed Maintenance metalling has continued in areas where the weather Pavements has allowed, and the demand from customers is relayed to the relative Area managers. Maintenance metalling is pre-approved for the December 2012 period. No complaints have been received relating to grading frequency on metalled roads apart from one small section in the Southern area where heavy traffic is prevalent and corrugations occurred at the end of a sealed section of the road. Roading Area Managers have continued to make new contacts in their respective areas and communication lines developed with them. Potholing has continued and the unsealed network is receiving favourable comment.

Sealed Resealing in the Tararua District has begun with JML beginning Pavement the contract in the Northern area. Preseal repairs appear to be within the time frame given for completion, The major works are complete with only rip and remake and edge break to be completed in the Southern area. In conjunction with the preseal repairs in the urban areas, any service covers requiring attention within reseal sites have been altered to suit the seal height, and also repairs made to any that

may have been faulty.

Drainage Culvert inspections and repair/replace are continuing in all areas. All rural reseal sites have been water tabled as a proactive precaution for drainage prior to resealing. Any faults with culverts were addressed at that stage. Culvert PC01, on Gorge Road has been replaced and left unsealed and signed at 30kph to allow any settlement to occur. Drainage works are included in all road works associated to local roads affected by the Manawatu Gorge closure.

Vegetation Rural sealed verge mowing is continuing into its second cycle. Control The rapid growth due to weather conditions is posing a problem, however all major roads in the district have been mown, with particular attention being paid to intersections. All secondary roads will be mown if not completed already. Any complaints from the public are being acted upon as the mower enters their area.

Emergency All flood damage sites have been identified and prioritised on the Works 1 to 4 scale used by Area Managers, according to urgency and safety. As reported earlier, flood damage related works are up to date on the major sites, with any of the less prioritised roads left to settle in a safe condition and regularly monitored by TES staff.

Financial As we head towards the halfway mark of 2012-13, budgets are on target to complete all budgeted work.

Contractor The positive attitude that has been developing over the past Performance months has continued, Communication lines have remained at a level that when minor disagreements over small issues have occurred, Infracon staff are becoming easier to approach and deal with. A far more proactive response to issues is being noticed.

9. Road Maintenance Infracon has commenced repairs to the roads heavily used by State Highway traffic during the Gorge closure. Discussions have been undertaken regarding the specifications and methodology for completing the work.

Additional to the repairs to local roads, Infracon has commenced the digout repairs on Saddle Road. Works undertaken under this stage are to repair the state of the road back to the condition prior to the Gorge closure. Work will predominately be centred around completing 10,000m2 of digout repairs. Target timeframe for the repairs is three months.

A joint venture between Infracon, Higgins and Prenters was carried out to clean up the mess from the Dannevirke rail yards

10. Resealing Contract Johnstone and Masters have began work in the district in the Northern area on 19 November. Preseal repairs, apart from several sites in that area, are completed and are being 1st coat sealed by Infracon sub contractors in order to allow timely release of site. Several sites in the Northern area did have works identified after Infracon had left the sites and caused a delay in the site release.

Progress to date has been 165,732 m2 /29.304 km completed from area to Maharahara Road. This has been a huge step forward to have this quantity achieved prior to 1 December. It is proposed all sealing will be complete by 28 February 2013.

11.2 Tutaekara Road

Tutaekara Road has now been sealed. A Grade 3/5 chip was selected, as a grade 4 chip would have been prone to stripping as vehicles accelerated up the hill. There is some minor drainage work left to complete, and some tidying up above the crib wall.

11.3 Mangaone Valley Road

Infracon are currently working on Mangaone Valley Road, and have started laying the basecourse. Site benching has been completed to improve visibility around the corner.

Drainage stone has been installed to enable the shoulders to be widened, as the existing shoulders were too steep.

Tree roots from large pines had damaged an existing 225mm diameter culvert. The trees have been removed and the culvert has been replaced with a 375mm diameter.

11.4 Pirimau Road (0.030 – 0.445) This road is currently having some minor safety works completed before the overlay is started, as this road will be used as a bypass for when the State Highway is closed between Pirimau and Tataramoa roads.

The crest of this hill has been undercut 685mm to improve visibility for oncoming vehicles

A 75m section was undercut by 500mm, and backfilled with river run after finding a mixture of clay and organic material under the existing basecourse layer.

12. Bridges

12.1 Bridge P52 on the Makairo Track Road at 8.120km This section of road has been closed for a number of years, along with the bridge being no longer a maintained TDC asset. The bridge was inspected by our Design Manager Tom Dodd and was deemed to be unsafe for use by trampers / hunters as the abutment at one end had dropped and had no supporting piles to prevent further slumping.

A decision has been made to close the bridge immediately and sign the track as such. Pipe rails have been welded across the bridge ends and signs erected on rails to notify users that the bridge was unsafe to use. Signs have also been erected at both ends of the walking track and an advertisement placed in the local paper. The road status on the TDC web site has also been up dated.

13. Heavy Vegetation Contract Heavy vegetation cutting has continued in the Northern area of the district.

16. Urban Mowing Rees Property Maintenance has purchased the mowing business from Kai Mahi Trust.

17. Pavement Remarking No further work completed.

18. Emergency Events Engineering Technician Anthony Mason has been overseeing various flood damage repairs that are being repaired under the Road Maintenance Contract by Infracon. His report follows.

The pavement on the Beach Hill slip section has been ripped and remade, so traffic can pass through comfortably over the holiday period. The slip has stabilised, so should not cause any issues over the dryer months.

The stream has now been cleared, but is slowly blocking again as the slip has moved another two metres in just over two weeks. The toe of the slip is now 12.3m away from the bridge, so has moved approximately 12.7m since the previous report.

19. Woodville Town Centre Project This project is nearing completion. Ormond Street has had one side of the footpath completed with the remaining side to be completed early next week. A function was held to thank all involved with the project.

Assets Group 20. General The Assets Group is expecting a new arrival. Michelle Westerman has indicated she will require parental leave from May 2013.

Kathy and Colin recently attended the New Zealand Recreation Conference in Auckland. The conference theme was diversity and a range of interesting papers was presented. Both attendees found the conference worthwhile and have come back with a number of ideas which will be applicable to the Tararua District.

Kathy attended the NAMS Group Advanced Asset Management Forum. It was interesting to note how many councils have not really advanced their level of asset management maturity over the last three years. A number of the papers presented covered principles that Tararua District Council are already implementing. It gives us assurance that whilst we are not at the forefront of asset management, we are certainly advancing at a greater rate than others.

Utilities 21. Water 21.1 Dannevirke There was a minor issue with an algal bloom in No 1 reservoir which resulted in customer complaints. The algal bloom was a result of the dry warm weather. The reservoir was cleaned and the mains flushed. Officers will monitor the reservoir more closely over the next few months to ensure we do not have a repeat of this.

21.2 Woodville The interior of the treatment plant building has been painted.

21.3 Eketahuna New zone meters have been fitted on the intake line and between the reservoir and town. This will give us a good indication of where the water is being used.

21.4 Pahiatua Bore Jim Graham from Opus has been engaged to give us a report on the last twelve months sustainability of the bore operations and where to with the future.

22. Wastewater Dave has recently been to Sydney to view the CCTV camera Council is looking to purchase. This trip was paid for by the supplier as the new digital camera is currently not available in New Zealand. It provided an opportunity for Dave to also see how users had set up the camera and associated equipment in their vans.

22.1 District MFE Freshwater Clean Up Fund We have engaged Parklink from Napier to biologically remove the sediment from the Dannevirke ponds starting with No 3 & 4 ponds by the end of November. This first procedure will be completed by the end of March 2013. The other two ponds will follow the completion of No 3 & 4 ponds in April 2013.

Parklink commissioned their microbiological treatment of the sludge in the ponds on 28 November. This process focuses on Microbial stimulation technologies to accelerate the biological conversion and hydration of organic particulate. The accumulated material in the ponds showed up in the sludge survey as a highly organic viable material that can be removed using this process. Parklink has developed this treatment programme to remove unwanted solids accumulation while the plant remains on line, without adversely affecting the discharge quality. Starting with the No 3 & No 4 ponds (to be completed by end of March 2013) then continuing with No 2 pond and No 1 pond respectively.

In relation to the Dannevirke pond lining, TDC Engineering Services are surveying the ponds to ascertain the size of the liners needed. A quote for liners can then be sought and an order put in place. The drawings and measurements have been completed and pond sizes forwarded to Geosynthetic Product Specialist Viking Containment for pricing. We also need to install a Geoflow GC422 blanket over the whole pond beneath the liner. This will act as a drainage pathway connecting into the subsoil drains and as a venting pathway to release any gas that is generated beneath the liner. It also acts as a protection layer for the liner. The base of the pond reconfigured to required depth 2% fall on the floor from a single point provides a gradient for any gas produced to travel along subsoil drainage in the pond base. Depending how the 2% fall is designed this will generally follow the same profile.

Dave has met with Jon Roygard and David Horne. The discussions related to David Horne / Fonterra conversations on land application of effluent. The full report is due on 12 December 2012. Main points of his work so far are:  Fonterra view land application of town effluent to dairy farms as a "Risk"  Town effluent has to meet Title 22 of the Californian Standard  Fonterra to convey to Council their views on land application of town effluent to dairy farms. Widespread application would be disconcerting.  Fonterra are reviewing their policy on land application of town effluent, conditions will become more stringent,  Fonterra reserves the right to change their policy overnight if they perceive a market risk Land Irrigation may be a short-term project depending on the Fonterra outcome.

An application is being prepared for the Woodville Resource Consent for sludge removal and discharge. TDC Engineering Services are surveying the No 2 pond to ascertain the size of the liner needed.

A quote for a liner can then be done and an order put in place. Survey has been completed and pond size forwarded to Geosynthetic Product Specialist Viking Containment for pricing. In relation to the Pahiatua land irrigation, Wai Waste Consultants are progressing with the feasibility study on the possibility of land irrigation.

We have been working through some testing with Tephra filtration for the removal of Phosphorus (DRP) at our wastewater plants. Our latest tests have been at the Dannevirke plant. The first tests showed DRP before Tephra to be 4.4 grams /cm3 and after Tephra 0.1 g/cm3.

We visited the Hunterville wetlands wastewater operation where they are getting good nutrient removal.

Other issues include:  Looking into the pros and cons at the Dannevirke oxidation ponds of permanently resizing or configuration using curtains to redirect flows better.  More aeration to reduce our nitrogen levels substantially.

We are carrying out testing of the Alliance meat works discharge into our reticulation system for DRP & ammonia levels. First tests show high phosphorus and ammonia levels and we will need to be looking at more treatment at their on site plant. Second test results are due.

Going forward, we may be better putting the money into a permanent Tephra filtration plant with phosphorus levels dropped out significantly and discharge going back into river.

Tephra findings: Based on 4000m3 wastewater per day with an average DRP concentration of 4 ppm P, then the daily DRP discharge is 16 kg P/day.

Our hydraulic loading work showed that over a period of 7 months the infiltration rate into the tephra by clean water was greater than >80 mm/hour.

If we assumed we could maintain a 80 mm/hour infiltration, then the filter would need to be 2000 m2, however, a lower infiltration rate would mean a bigger 'foot- print' but would not influence the tephra cost.

A filter 2000m2 and 0.5 m deep (I.e. 1000 m3), assuming a dry weight of 1000 tonnes, would remove about 8600 kg P. Therefore, 8600/16 kg P/day = 538 days or about 17 months.

The cost of the tephra would be around $50,000 a year for Dannevirke if we used it 365 days of the year. We are going to trial the application as a top dressing media on one of our sports fields this summer in conjunction with a turf consultant to assess its suitability as a replacement for fine top soil.

24. Community Buildings

24.1 Dannevirke Sports Centre Tenders for the internal painting of the Sports Centre Stadium building have been advertised. The closing date is 14 December 2012.

24.2 Dannevirke Carnegie Building

The Carnegie Building was due for an exterior paint in 2012. This has been deferred pending the Earthquake Assessment Report that is being compiled on the building.

24.3 Dannevirke Old Band Room The Old Band Room has been condemned as an earthquake prone building. Quotes are being sort to demolish and remove the building and to repair the site.

25. Parks & Reserves

25.1 Pahiatua Mainstreet Gardens The Pahiatua Mainstreet gardens have finally been completed. The delay has been due to inclement weather and contractor availability.

The seats around the Heart of the Bush and pedestrian crossing have been repainted. The tiled area in the Heart of the Bush has been hosed out and swept.

25.2 Woodville Garden Upgrade Stage two of the garden upgrade has been completed. All that is left to complete is the garden area proposed for Ormond Street.

25.3 Dannevirke Coronation Park The Tigers Rugby League have approached us regarding an improvement to the floodlights on the park. The lights are old fittings that were originally installed by the League Club before Council took ownership of them. Scanpower will do an assessment of the area to ascertain what can be done with the existing lights to improve the coverage.

25.4 Woodville Recreation Ground The Woodville Recreation Trust has signed the lease and the Deed of Gift for the old Woodville Rugby Clubrooms.

25.5 Eketahuna Domain The rugby fields will be mole ploughed when the soil conditions are right.

25.6 Pahiatua Rotary Park The park will be mole ploughed when the soil conditions are right.

26. Camping Grounds 26.1 Eketahuna The carpet in the two cabins has been replaced with new vinyl.

26.2 Woodville The community workers have begun to clean down and paint the fence at the rear of the camping grounds.

27. Cemeteries 27.1 Cemetery Two new berms have been installed in the new area. Both berms have 50 plots each on them. If they are all double depth plots, this will allow for 200 burials. The average number of plots sold over the last two years is 23 plots per annum.

Rabbits are a problem in the cemetery. Poisoning is being carried out to try and eradicate the problem.

28. Swimming Pools 28.1 Eketahuna The pool has been filled. The new sand filter has been installed and the filtration system is up and running so the pool is ready to open.

28.2 Pahiatua Novalite has been erected on the netting fence bordering the roadway. This has been erected to stop dust blowing into the pool and to hinder people trying to climb the fence. Two small areas of concrete have been replaced to reduce trip hazards.

Strategy & District Development

32. Local Government Act Amendments The implications of the new legislation is being assessed. This will be reported to Council in the New Year. It is noted however that there is little transitional arrangements provided for. This means items approved and consulted on in the Long Term Plan or committed, underway or already provided, could be challenged in a Court if someone wished to take on that financial risk. An initial assessment of Council’s planned Activities does not indicate any items of significance that are immediately affected by the change in legislation, although the question will be raised, how confident are we the proposal is the most “cost effective” option.

The final point of the new legislation is to limit rate increases by providing the Minister with intervention tools. These are likely to be set through regulation at a yet to be determined rate of inflation.

33. Information Services

33.1 Report on ALGIM Conference.  Cloud computing and mobile devices are “disruptive technologies”.

They are challenging businesses in terms of device and data security, while there is an attraction for improved services and efficiency from Cloud based Mobile Applications (Apps). These could expose organisations to serious consequences.

 We will need to develop a process to allow Apps to be purchased that are secure pieces of software or do not conflict with software we already have. Information captured in the cloud has to be secure, backed-up, and remain available if staff leave. Multiple passwords by staff should now be stored and encrypted with access to the store with a “master” password.

 Apple Apps, operating system and hardware are viewed by IT experts as good. A recent study of Android Apps identified security issues in over 10% of the Apps tested.

33.2 Projects

Two major IT projects have now gone live after 12 months of planning and preparation:

 The new document management system (Hewlett Packard’s HP TRIM) had a successful launch. As yet, there is no property link with TRIM but this should be live by the end of the week. Staff seem to be coping fairly well.

 InfoCouncil, the agenda and minute software, went live last month. This worked well and resulted in speedy delivery of information to our web site.

The next major project is occurring with our preparation for our new web software “Seamless”. This is progressing with initial page design work being completed and staff input being sought for content. Seamless is a “content management system” that allows each object on a web site to be controlled and managed – e.g. access control to items, expiry dates etc. The project is being jointly progressed with Manawatu District Council.

34. Dannevirke Generator The Dannevirke generator is fully operational and powers both the main Council building and the emergency management building. Automatic switchover occurs from outage to full power in 8 seconds. Uninterrupted power supplies and batteries assist with cover during the 8 second delay. There is a surge protector to help prevent impact of power surges caused by such things as line damage through wind or car accidents, lightning strikes, and possibly solar flares.

35. Windfarm Rating We arranged a meeting with the Valuer General, QV National Manager, QV Regional Manager and four large Wind Energy Sector representatives in Wellington regarding the rating system for Tararua. The sector is interested in the rating valuation processes and Council rate setting processes. The Valuer General is considering the valuation rules around how wind farms are valued and treated as ratepayers. Currently, all other utility providers (e.g. power, phone, water) are treated as ratepayers in their own right for infrastructure that may sit on property they do not own. Currently Wind Energy generators are not ratepayers in their own right, and are leasees of the land. There are also implications for the Valuer General to consider regarding treatment of other energy generators e.g. solar power generation.

36. LASS Current LASS projects are now more complex and long term in nature. Assessments are being made on the following projects:

o Information Management strategy (alignment) o Regional collaboration and cooperation for back office rates o Proposed debt management project o Regional internal audit function o Contract works project o Discussions with NZTA on enhanced forms of roading collaboration and service delivery

The LASS Directors meet next year to discuss the strategic vision for the LASS. The LASS remains a good vehicle for bulk purchasing, insurances etc. However, its true strength lies in the collaboration that is occurring throughout the region on multiple issues. There remain some risk of higher costs and/or lower services resulting from LASS projects but consideration of projects is being assessed on effectiveness, efficiency and cost. Councils are able to elect into projects.

The liquidation of TDC Holdings Limited will be finalised by the end of the year. Marketing & Economic Development 38. Business Capabilities We would like to host several Business Workshops to support and help local business growth. Our first Lunchbox Learning Workshop will be ‘Get Financially Fit for 2013’. Amanda Linsley from Business Matters will be running this workshop. There will be future training opportunities for local business (which may be funded partly through the NZTE scheme for eligible businesses) The objective is to impart information to businesses without taking up too much of their time during the working day.

39. Woodville Town Centre Upgrade We hosted a thank you party for the contractors working on the Woodville Town Centre Upgrade, which was held at the Woodville Recreation Centre on 28 November 2012. The evening went well with nearly 50 attendees in total including retailers, Fulton Hogan Contractors and visitors from NZTA. Woodville Lions Club catered for this event. 40. Woodville Branding Following requests from a few retailers in Woodville, Council staff designed a branding concept for consideration by the community. We presented this concept to the Woodville Districts’ Vision Executive, who invited us to come and present this concept to the Woodville Community.

A town meeting was held at the Recreation Hall in Woodville and we had a very positive response. We followed through and visited most retailers in Woodville to introduce the branding concept.

Responses were generally good, with one business displaying new signage and others in the process of developing their signage using the concept.

Branding Concept To use an eye-catching, quirky and memorable slogan to encourage travellers to stop in Woodville. This concept can be used in different forms and contexts to promote retail shopping, events and tourism in Woodville, using an icon that is relevant to Woodville’s heritage (70-mile bush – inspired by the pioneer settlers)

42. Service Excellence Awards

Service Excellence Awards will be launched to the business community on Tuesday 4 December at Tui Breweries. We have now loaded the application form to our website and the brochures will be distributed throughout Tararua next week. Additionally, they will also be available at all Council Service Centres.

43. GO! Project Hazelnuts Landowners and investors were invited to attend a Hazelnut Growers Workshop held at the Council Chamber on Thursday 29 November. This was organised in conjunction with the Hazelnut Association of New Zealand (HGNZ). We had speakers from the Institute of Food– Massey University, Bio Commerce Centre and Vision Manawatu. We had over 50 attendees and as a result have 25 people interested in joining a Hazelnut Grower Led Group in Tararua. Our story has attracted the media - with the Manawatu Standard team and a journalist from Straight Furrow (a farming magazine) wanting to do a feature. Responses from two landowners: “Thank you for your work in organising such a successful workshop yesterday. I found it to be both enjoyable and informative with great presentations from enthusiastic and knowledgeable people. It was good, too, to be able to mingle with like-minded participants and to enjoy a nice lunch in pleasant surroundings.”

We certainly gained a great deal of information, which fitted into the ideas that we have been working along. It was interesting with our friends from Wellington who are both early 50 years of age. They see the need to look to their future and a life style block is part of that dream living away from the city. With the thoughts of developing along a co-op way makes it possible especially as they have to learn what is needed to develop a block in a successful way. It is perhaps a way to promote the Tararua area with the eye on a retirement life style for the workers in the city looking for a change. Regent Theatre Pahiatua We have been supporting David Lea and the Pahiatua Repertory Society with their Gala Evening premiere of “The Hobbit: An Unexpected Journey”. Our assistance has been in the form of marketing concepts, assistance with media coverage and printing of invitations, posters etc.

Some good news – TV3’s Campbell Live want to come and do a feature on the theatre and the Gala Evening. In addition, Wairarapa Times, Manawatu Standard and The Tribune are keen to do articles – so it is looking more and more exciting and proving to be a great publicity item for Tararua!

Fire Committee Meetings  Paddy attended the Manawatu-Wanganui Rural Fire Committee meeting at Palmerston North on 24 October 2012. 49. Training/Conferences/Meetings  Paddy provided basic radio training on the new radios to the Akitio VRFF on 28 October 2012.  Paddy attended the Air Supervisor Course as an assistant instructor in Waiouru Military Camp on 30 October to 1 November 2012.  Tracey Nikora attended the NZ Fire Service Operation Maxwell meeting on 21 November 2012.

50. Enlarged Rural Fire Districts  Blair and Paddy, along with John Freeman and Te Aroha Cook from CHB, attended a meeting at Masterton Fire Station sponsored by the Wairarapa Rural Fire District. The purpose of the meeting was to discuss issues in the initial set-up of an ERFD. Members from the newly constituted Blenheim/Kaikoura ERFD were also in attendance.

51. Rural Fire Plan Review  We are still awaiting Wildfire Threat Analysis from Horizons. 52. Rural Fire Equipment  The Dannevirke smoke chaser has been commissioned and is now in action

 Two initial attack trailers have been built (one for Te Uri and one for Dannevirke) and are in the process of being fitted out.

 The Weber Rural Fire Tanker was formally handed over to the Weber VRFF at the Pet Day on 2 November 2012. The regional Masonic Lodge also presented a defibrillator to the Weber VRFF in memory of Alan Johanson with training to be provided by St John Ambulance staff from Pongaroa.

55. Public Awareness/Speaking Engagements  7 November 2012 - Paddy spoke to the Pahiatua On Track group about CD within the District and the proposed Community Civil Defence Response Group for Pahiatua township.

 13 November 2012 - Paddy spoke to the Tararua Grey Power group at Pahiatua on local CD issues and Community Civil Defence Response Group plans for Pahiatua.

 21 November 2012 - Paddy met with NZ Fire Service and Police staff at the Pahiatua Fire Station to discuss the relationship between formal response organisations and the community during a CD event. We also discussed the way forward for a local community response group. It is planned to hold a community meeting in February 2013.

56. Community Civil Defence Response Groups  Norsewood plan underway.  Pahiatua inaugural meeting planned for February 2013.  Contact to be made with Akitio and Herbertville prior to Christmas this year.

59. EMC Meetings  An EMC meeting was held in Dannevirke in conjunction with a Hazardous Substances Technical Liaison Committee meeting. An excellent presentation was given by Nigel Hall from NZ Fire Service on the role of the HSTLC and how we fit in as a Council and our responsibilities.

61. General Dannevirke High School Gateway Project - Paddy has had a student working with him as part of the Dannevirke High School work experience programme. Chloe Fairley was taken on and as part of her work experience she assisted with general administration, rural fire gear maintenance and even completed a Rural Fire Fighter/Pump Operator course. It was great to see the confidence grow in this young person as a result of her time with Council. Paddy attended the Gateway Sponsors evening recently and can report that Chloe now has a position with Paper Plus in Dannevirke, where she will learn about postal issues, Kiwibank and retail.

Library

62. General Tutors from the Dannevirke Adult Learning organisations were given training in how to upload information into the Tararua Kete. They are planning to predominantly upload photographs from Adult Learners Week activities and the Adult Learners Awards night.

All Library staff have received training for the TRIM system, and training on documentation naming protocols. To date there have been no major problems since the implementation date in November.

The quarterly Branch Librarians meeting was held in October and concentrated on the upcoming Summer Reading Programme. In the past pre planning for this important programme was done by each branch individually. However, having this preplanning done together at a face to face meeting proved beneficial to the Community Library Managers allowing them to brainstorm ideas off each other.

We have had a number of issues with the Library Management System, Softlink are continuing to work with IT to recover full functionality.

63. Children’s Services The October school holidays saw craft activities held at each branch. Pahiatua Community Library had a great turn out with fifty-six children attending the two sessions held there. Dannevirke had fifty-four children attend and Woodville had eleven. Eketahuna held one craft activity in the first week, which saw fifteen children attend and in the second week the Math is Fun programme was run. There were 84 attendees for this programme over the five days. This programme has grown since its inception three years ago.

Woodville Playcentre visited the Library on 20 November, and on 9 November a magician wowed forty-seven pre-schoolers at the Little Ears programme at Dannevirke Community Library and a further twenty children at Woodville Library.

Storyteller Mary Kippenberger entertained children at Eketahuna, Mangamaire, Mangatainoka, Woodville, and Huia Range Schools and came to Dannevirke Library to entertain eighty children from South School. The purpose of Mary’s visits is to raise awareness of the Eastern and Central Summer Reading Programme being run at every branch in the Tararua Library. The programme reaches children from age 2 – 18, and expands the concept of reading for fun.

Eketahuna School took photos of Mary’s visit and advertised the programme in their School newsletter. Hopefully this will remind parents to join their children up at the library.

Senior Librarian, Nikki Price attended a Tiny Ys programme in Palmerston North. Planning is on track to introduce a similar programme at Dannevirke Library early in 2013.

70. Rates Instalment No 2 Rates Instalment number two was due on Friday 30 November. This went smoothly with increased customer traffic over some days towards the end of the month. Over the last few years, it is getting harder to predict customer volumes each instalment. What is clear is that there are less customers paying in person overall. However, as we have more customers paying via electronic methods, this does increase the staff time in the finance area to process these transactions.

71. Preparations for Council Services over the Christmas / New Year Period Preparations are underway for the information required by Afterhours for Council Services over the Christmas / New Year period when we will be closed. PNCC Afterhorus will provide the Council’s Afterhours call centre service from 12 noon on Monday 24 December 2012 through to 8 am on Thursday 3 January 2013.

All Council Services Centres will close at 12 noon on the 24 December and will reopen on the 3 January. The only exception being the Eketahuna Service Centre & Library that will close at 4.30 pm on 24 December.

As done annually, an advertisement will be placed in the Bush Telegraph to advise residents about any changes to Council services over the Christmas / New Year period. This is namely office hours, animal control (how to arrange collection of impounded dogs), refuse collection and landfill/transfer station hours.

October update comments: “Across the combined afterhours service we have seen a 4% increase from September to October. Tararua has also followed this trend increasing by 60% from September to October. RFS logged on behalf of Tararua has also increased by 30% to reflect the massive increase in volume for Tararua. This is also 58% increase from October 2011. This would have been due to the number of callers calling for the discoloured water in Woodville. On average residents in Tararua have waited 23 seconds before answering their calls in the contact centre. This is 7 seconds longer than in September, but it is 52 seconds quicker than this time last year.” Tararua i-SITE

75. Visits to Information Centres Regular monthly visits are being scheduled to all District Information Centres. The visits are an opportunity to have a catch up, share information on upcoming events in Tararua and new businesses etc.

76. Booking Trends Interislander sales are up 11% on the same period last year and Intercity sales are up 4% on the same period last year. This is pleasing given that Intercity sales through their own website have increased from 30% to 45% in the last 12 months.

77. Intercity Promotion To celebrate the reopening of the Manawatu Gorge, Intercity gave the i-SITE a $50 voucher for travel to be used as a prize for a draw for people who booked and paid for their travel at the i-SITE during October. The draw was done on 6 November and won by “A Hansen” from Pahiatua – Congratulations!

78. Workshop 13 November – How to market your Business Online A successful evening was held during November, with good attendance from tourism operators around the district. The workshop covered topics such as why it is important to have an online presence, customer behaviours online, how people access information with the use of increasing technology, what is a QR code and how do you get one?, websites, creating a successful facebook page and where to list your business for free where it will have the most impact. Already there has been good feedback from attendees who said that they learnt a lot and have already started putting the knowledge into practice.

Feedback will be sought from attendees and other District operators/businesses as to the kind of workshops we could offer over the next 12 months to support business in Tararua. This is an initiative we are working on in collaboration with the Communications and Marketing Manager. Already a workshop on basic photo management and inserting files into emails has been identified.

Sport & Recreation

80. General  Green Prescription (GRx) Tararua is tracking slowly with still a concern over the low class numbers. This term the Pahiatua class has been suspended, but Dannevirke is still operating.  Tararua Seven a-side tournament – this tournament provided the opportunity for Tararua children in year 5-8 to participate in hockey, football, rugby and netball. Many of the children were able to try a sport that they had not played previously. Assistance was provided on the day by Sport Manawatu staff.  Natarsha is working closely with the Dannevirke Tigers Rugby League Club, assisting with promotion of the club to the wider Tararua community. The club intends to develop on the great progress made from the 2012 season.  Eight applications were received for the Creative Communities New Zealand funding scheme with a total of $18,114.13 being sought. A total of $5,283.90 was granted to five successful applicants.  2012 Property Brokers Grassroots Sports Awards – short profiles were compiled on the category winners for these awards. These will be used as motivational success stories for other local volunteers and sports organisations. Debrief work was also undertaken for this project.  Contact was made with Manawatu Cricket Association’s Tararua Coordinator and also with the Chairperson of Dannevirke Junior Cricket to discuss how their registration day had gone and what further promotion was needed.  Preparation was done for the final Coach Plus lunch of the year to be held on Friday 2nd November. A presenter and venue were secured and invitations went out to coaching coordinators throughout the Sport Manawatu coverage area. Some of the coaching coordinators/development officers who will be attending work in the Tararua District.  Hockey Summer League: Assisted in the strategy around promotion, format and timing of the Summer Hockey League. Promotion was through our social media, CoachPlus E-newsletters, Eventfinder, Sport Manawatu Website, Radio and contacts.  Helping with Rugby leagues 2013 planner - influencing change and planning when to deliver in relation to the school calendar, while providing pathway opportunities through effective scheduling: e.g. changing the delivery of the Leadership through League programme (which targets secondary school students into coaching) before the primary schools competition; thus creating promotion, awareness and a pathway for primary school students into the game. Another example is targeting the secondary schools Roy Roberts Competition to begin after the scheduled rugby schools season. This is not necessarily targeting only the first fifteen boys.  Secondary School Sports Awards – this function recognises the achievements of local secondary school students. The awards were held on Wednesday 31 October at the Awapuni Function Centre.

81. KiwiSport Regional Partnership Fund  BikeNZ - met with BikeNZ Regional Development Coordinator to discuss their KiwiSport contracted outcomes for future years.  Water Safety New Zealand - 6 month report – checked final version and discussed targets for the remainder of the year.  After a request from the funding committee, further information/clarification was gained from the Dannevirke Netball Association for the introduction of an afterschool Fundamental Netball Skills programme across a variety of age groups in Dannevirke and the training of parents/volunteers as coaches.

82. Upcoming events (that we deliver or directly impact on)  BNZ Workplace Challenge starts on Monday 5 November and runs through to Sunday 9 December.  Natarsha worked alongside Rangitane of Tamaki nui Rua staff as part of the Wero a Marae project team. The event is an annual inter-marae sports tournament and in its third year has continued to be a huge success with over 300 Tararua people participating in sport. Wero a Marae was held at the Dannevirke High School on Saturday November 17. The sports and activities provided were netball, basketball, touch rugby, volleyball, Ki o Rahi, running relays, chess, Kapa Haka and Tai Chi.  Planning is underway for the Bikewise month in February. Natarsha will be working on a number of projects for this, including, Cycle to the Cinema at the Regent Theatre Pahiatua, and Pedal to the Pool at AMP Wai Splash Community Pool Dannevirke. Extensive promotion of the Whanau Triathlon will also be a major focus.  Planning is underway for the Whanau Triathlon. The Sport Manawatu programme aims to get more people active and healthy, with a specific focus on Maori, Pacific Islanders and beginners. In January, a ten week training programme for ages 13 years and over will commence in the Tararua, providing expert training and nutrition advice to prepare participants for the event in March. Natarsha, Hamish Meacheam (Community Sport Advisor) and Chris Sanson (Whanau Triathlon Programme Coordinator) will work alongside Ashleigh Ahipene of Rangitane Tamaki nui a Rua to link in with participants of their Wahine Triathlon and Tane Triathlon events.
