As a member of the Continental Congress, Lee introduced a resolution stating that "These United Colonies are, and of right ought to be, free and independent States." Lee's resolution led the Congress to commission the Declaration of Independence and forever shaped U.S. history. Lee was born to a wealthy family in Virginia and educated at one of the finest schools in England. Following his return to America, Lee served as a justice of the peace for Westmoreland County, Virginia, in 1757. The following year, he entered Virginia's House of Burgesses. GS Misc 1004 GENERAL SYNOD House of Lords Reform A Submission from the Archbishops of Canterbury and York to the Parliamentary Joint Committee on the Government’s Draft Bill and White Paper. General principles 1. More than a decade ago, the then Archbishops‟ submission to the Royal Commission on House of Lords Reform said that the test of reform was whether it would enable Parliament as a whole to serve the people better. That has remained the consistent position of Church of England submissions since. 2. As with any constitutional change, it is important, therefore, that there is clarity over the problems that reform is intended to address and a reasonable measure of assurance that the proposed solutions will work and avoid unintended consequences. Fundamental changes to how we are governed should also command a wide measure of consent within the country as well as in Parliament. 3. In his initial response of May 2011 to the White Paper and Draft Bill the Lords Spiritual Convenor, the Bishop of Leicester, said: “Some reform of the Lords is overdue, not least to resolve the problem of its ever-increasing membership. But getting the balance of reform right, so that we retain what is good in our current arrangements, whilst freeing up the House to operate more effectively and efficiently, is crucial.”1 In particular, the proposal to reduce the overall size of the House is welcome. But it is far less clear that wholesale reform of the House of Lords along the lines now envisaged gets the balance right. 4. For so long as the majority of the House of Lords consisted of the hereditary peerage there was manifestly a compelling case for reform. -

PART I BACKGROUND AND SUMMARY Chapter 1 BRITISH STATUTES IN IDSTORICAL PERSPECTIVE The North American plantations were not the earliest over seas possessions of the English Crown; neither were they the first to be treated as separate political entities, distinct from the realm of England. From the time of the Conquest onward, the King of England held -- though not necessarily simultaneously or continuously - a variety of non-English possessions includ ing Normandy, Anjou, the Channel Islands, Wales, Jamaica, Scotland, the Carolinas, New-York, the Barbadoes. These hold ings were not a part of the Kingdom of England but were govern ed by the King of England. During the early medieval period the King would issue such orders for each part of his realm as he saw fit. Even as he tended to confer more and more with the officers of the royal household and with the great lords of England - the group which eventually evolved into the Council out of which came Parliament - with reference to matters re lating to England, he did likewise with matters relating to his non-English possessions.1 Each part of the King's realm had its own peculiar laws and customs, as did the several counties of England. The middle ages thrived on diversity and while the King's writ was acknowledged eventually to run throughout England, there was little effort to eliminate such local practices as did not impinge upon the power of the Crown. The same was true for the non-Eng lish lands. An order for one jurisdictional entity typically was limited to that entity alone; uniformity among the several parts of the King's realm was not considered sufficiently important to overturn existing laws and customs. -

The colonists again boycotted British goods to show their dislike of British tea control. Boston Tea Party Colonists in Boston and Philadelphia planned to stop the company’s ships from unloading. In all colonial ports except Boston, colonists forced the company’s ships to return to Britain. Boston Tea Party In Boston Harbor in December 1773, the royal governor ordered the tea unloaded. -

Page 33 Chapter 8 The Stamp Act and Methods of Protest espite the many arguments made against it, the Stamp Act was passed and scheduled to be enforced on November 1, 1765. The colonists found ever more vigorous and violent ways to D protest the Act. In Virginia, a tall backwoods lawyer, Patrick Henry, made a fiery speech and pushed five resolutions through the Virginia Assembly. In Boston, an angry mob inspired by Sam Adams and the Sons of Liberty destroyed property belonging to a man rumored to be a Stamp agent and to Lt. Governor Thomas Hutchinson. In New York, delegates from nine colonies, sitting as the Stamp Act Congress, petitioned the King and Parliament for repeal. In Philadelphia, New York, and other seaport towns, merchants pledged not to buy or sell British goods until the hated stamp tax was repealed. This storm of resistance and protest eventually had the desired effect. Stamp sgents hastily resigned their Commissions and not a single stamp was ever sold in the colonies. Meanwhile, British merchants petitioned Parliament to repeal the Stamp Act. In 1766, the law was repealed but replaced with the Declaratory Act, which stated that Parliament had the right to make laws binding on the colonies "in all cases whatsoever." The methods used to protest the Stamp Act raised issues concerning the use of illegal and violent protest, which are considered in this chapter. May: Patrick Henry and the Virginia Resolutions Patrick Henry had been a member of Virginia's House of Burgess (Assembly) for exactly nine days as the May session was drawing to a close. -

William Pitt was in the early, vulnerable months of his premiership and had alienated even some of his political friends with the India Act.
