This will enable the missions to promote investment in these sectors. WESTERN REGION MEGAPOLIS PLANNING PROJECT Overview FIGURE 1: PROPOSED WESTERN REGION MEGAPOLIS LAND USE PLAN The Western Region Megapolis Planning Project (WRMPP) is a major urban develop- ment initiative which focuses on developing the Western Province as a ‘megapolis’.1 A megapo- lis is characterised by a cluster of large net- worked cities which exist independently but are integrated. It is characterised by urban sprawl, high population density and a convergence of urban and suburban areas. Expected Benefits The WRMPP aims to position Colombo as Asia’s next ‘Global City’. The WRMPP envi- sions a spatial and structural transformation of the Western Province of the country to: ▪ Alleviate congestion pressures caused by ‘messy urbanisation’ ▪ Create the enabling environment to accel- erate growth to reach high income country status Harness the benefits of global technological developments2 Activities Source: WRMPP, 2016 The WRMPP identifies the medium and long term Current Status: Planning development direction of the Western region. Founded in 1979, the SLPA has grown to be a leader in the world of shipping and commerce, a respected organisation where governance, environmental responsibility and our commitment to the future of Sri Lanka and its people have guided our voyage of success. While our goal to create value for all our stakeholders remains a priority, we also pride ourselves on our commitment to national development, investing into local communities in a bid to enhance livelihoods and bring life’s opportunities to people, island-wide. The Port of Colombo has been administered since 1913 by the Colombo Port Commission, which is responsible for the supply and maintenance of cargo-handling equipment and other infrastructure, pilotage services, docking and shipping. The Sri Lanka Ports Authority was constituted under the provisions of the Sri Lanka Ports Authority Act, No. 15 of 1979 (subsequently amended by Act No. 7 of 1984 and Act No. 35 of 1984) on the 1st of August 1979, effecting the merger of the Colombo Port Commission Department and the two existing statutory Corporations. -

M E D I A RELEASE IE Singapore inks first-ever MOU with Sri Lanka to drive business collaboration in the Western Region Megapolis MR No.: 030/16 Singapore, Monday, 18 July 2016 1. International Enterprise (IE) Singapore and the Ministry of Megapolis and Western Development (MoMWD) of Sri Lanka signed a Memorandum of Understanding (MOU) today at the Istana. This is the first MOU between Sri Lanka and a Singapore government agency, paving the way for stronger Singapore-Sri Lanka investment and economic partnerships. The MOU aims to enhance business flows through greater access to partnerships for the development of the Western Region Megapolis. 2. Mr Tan Soon Kim, Assistant Chief Executive Officer (CEO) of IE Singapore and Mr Nihal Rupasinghe, Secretary to MoMWD of the Government of Sri Lanka signed the MOU this morning. It was witnessed by Singapore’s Prime Minister Lee Hsien Loong and Sri Lanka’s Prime Minister Ranil Wickremesinghe, who is currently on an official state visit to Singapore. Opening doors for Singapore companies in the Western Region Megapolis 3. Home to 5.8 million people, the Western Region accounts for 29% of the population in the country. The region is the main driver of Sri Lanka’s economy, contributing to 40% of its total GDP in 20141. Growing steadily since 2004, the Sri Lankan government aims to triple its per capita income to US$12,000 by 2020, targeting an average annual growth rate of 7-8% over the next 14 years. INDO-PACIFIC Sri Lanka: Operations Begin on New Chinese-Funded Artificial Island OE Watch Commentary: A newly reclaimed island adjacent to Sri Lanka’s capital Colombo has begun attracting businesses. Named “Port City Colombo,” the 269 hectares (664 acres) of reclaimed land juts almost two kilometers into the Laccadive Sea. The project is intended to help turn Colombo into a retail and financial hub, the latter dubbed “Colombo International Financial City,” pulling in investment from India and South Asia. The excerpted article notes that China provided the entirety of the $1.4 billion dollars needed to build the island, setting China’s investments in the country apart from those of the US and Japan, which the article claims, “are also vying for influence” in the country along with India. Gotabaya Rajapaksa, who was elected Sri Lanka’s president in November 2019, is viewed as being pro-China, and the article notes that his prime minister, Mahinda Rajapaksa, served as President during a period of growing relations with China. In 2017, then-Prime Minister Wickremesinghe agreed to terms that gave China Merchants Port Holdings Company a 99-year lease. The company is majority-owned by China Merchants Group [招商局集团], itself owned by China’s State-owned Assets Supervision and Administration Commission which oversees State-owned enterprises (SOEs). -

Evolution of China-Sri Lanka Relations Ms. Gunjan Singh’s research interests include international relations, developments in China and space security. She has pursued her scholarship with various well known think tanks and has authored as well as edited many papers for national and international journals. Presently, she is an Associate Fellow at the VIF, New Delhi. — 2 — Evolution of China-Sri Lanka Relations Evolution of China-Sri Lanka Relations Introduction Over the last ten years China has been paying renewed attention to its ties with Sri Lanka. There has been a large rise in Chinese investments in various projects in Sri Lanka. Beijing has also diplomatically supported Colombo on various issues, especially on charges of human rights violations. In return, Sri Lanka has played an important role in helping China enhance its influence and prestige in the South Asian region. Notably, since taking over as president, Xi Jinping has accorded special focus to this relationship. Xi visited Sri Lanka in September 2014, the first visit by any Chinese President, in 28 years.1 A study of the growing Chinese involvement in Sri Lanka could be divided into two phases. The first would roughly coincide with the end of the Eelam War in May 2009 under President Rajapaksa, to the end of 2014. The next phase would constitute the period from January 2015 when Rajapaksa lost the election and Sirisena assumed the presidency, to till date. The period under Rajapaksa was marked by major initiatives to strengthen the relationship with China. The warmth between China and Sri Lanka grew after 2009 because China was one of the few countries that continued to supply arms and defence equipment to the Sri Lankan Army during its war against the Liberation Tigers of Tamil Eelam (LTTE). -

Figure 8-16 Warehouse Logistics Process Three main flows can be identified: • Incoming flow: products or goods discharged from a truck or unloaded from a container. • Warehousing cargo flow: storage of the palletised goods within the warehouse and – if applicable – registration/follow-up of additional value added activities like re-packing, labelling, price-marking, etc. • Outgoing flow: products or goods leaving the warehouse via truck or loaded into a container. The use of pallets is one of the basic and most fundamental requirements of modern warehousing activities and operations. All incoming cargo or products that are not yet palletised need to be stacked on (standardised) pallets during or directly after unloading a truck or un-stuffing a container. A dedicated follow-up of pallet stock management is of paramount importance to carry on the logistics activities. After palletising the goods, the content of each pallet needs to be inventoried and this data needs to flow into the warehouse management system. -

Final Regional Cooperation for Inclusive
South and South-West Asia remains one of the fastest growing subregions in the Economic and Social Commission for Asia and the Pacific world even though its economic growth has slowed down in 2012 due to a South and South-West Asia Office deteriorating global economic environment. Although the subregion continues to push the world's economic centre of gravity to the East, as India is on track to become the world's second largest economy by 2050, it faces many challenges to making the development process more inclusive and sustainable. These include widespread poverty and hunger, poor levels of human development, wide infrastructure gaps, food and energy insecurity and the threat of natural disasters. In addition, the subregion's least developed and landlocked developing South and South- countries face unusual obstacles. Regional Cooperation The South and South-West Asia Development Report argues that regional cooperation can help solve many of the subregion's challenges and help secure a for Inclusive and more sustainable future. In the decade ahead, the subregion's member States have a chance to cooperate amongst themselves to ensure that their dynamism Sustainable Development and development success are sustained, and that the subregion re-emerges as the hub of East–West trade that it once was. As a development partner of South and South-West Asia, now with a new Office South and South-West Asia dedicated to the subregion, ESCAP in this Report highlights elements of a regional W est Asia Development R policy agenda for harnessing the potential of cooperation in select areas. Development Report 2012–13 The South and South-West Asia Development Report will be an essential resource for policymakers, development professionals, economists, as well as those concerned with development in South and South-West Asia and beyond.
