SPECIAL REPORT Ocean horizons Strengthening maritime security in Indo-Pacific island states Anthony Bergin, David Brewster and Aakriti Bachhawat December 2019 About the authors Anthony Bergin is a senior fellow at ASPI, where he was previously research director and deputy director. He was an academic at the Royal Australian Naval College and for 20 years was on the academic staff at the Australian Defence Force Academy, where he taught maritime affairs and homeland security. From 1991 to 2003, he was the director of the Australian Defence Studies Centre. He served for four years as an adjunct reader in law at the Australian National University (ANU) and for two years as a senior research fellow at the National Security College. Anthony has been a consultant to a wide range of public and private sector clients and has written extensively on Pacific security issues in academic journals, books and reports. He is a regular media commentator and contributes to ASPI’s analysis and commentary site, The Strategist. David Brewster is a senior research fellow with the National Security College, ANU, where he works on Indian Ocean and Indo-Pacific maritime security. His current research focuses on island states, environmental security and China’s military presence in the Indian Ocean. David’s books include India as an Asia Pacific power and India’s ocean: the story of India’s bid for regional leadership. His latest edited book is India and China at sea: competition for naval dominance in the Indian Ocean, which examines maritime security interactions between those countries. David is the author of a recent report for the French Institute of International Relations, Between giants: the Sino-Indian cold war in the Indian Ocean. -

OVERVIEW OF VISAKHAPATNAM UDA'S ACTIVITIES OVERVIEW OF VUDA, VISAKHAPATNAM The Town Planning Trust (TPT) was constituted in 1962 and the Visakhapatnam Urban Development Authority comes into existence in 1978 under AP Urban Areas (Dev) Act, 1975 for the areas covering Visakhapatnam, Gajuwaka, Bheemunipatnam, Anakapalle and Vizianagaram Municipalities and 287 villages with an extent of 1721 Sq.Kms. The VMR Region has been witnessing tremendous growth and accordingly, the Government vide GO.Ms.No. 525 of MA & UD Dept, dt. 30-7-2008 have extended the jurisdiction of VUDA to 5573 Sq.Kms covering four Districts of Srikakulam, Vizianagaram, Visakhapatnam & East Godavari and Municipalities of Amudalavalasa, Srikakulam of Srikakulam District & Tuni of East Godavari District The Government have constituted the VUDA Bpard with the following members (viic CO.Ms.No. 373, dt 27-8-2011 of MA & UD Department) : 1 The Principal Secretary, MA&UD Department GoAP Chairman 2 The Additional Secretary to Govt, Finance Department Member (W&P) 3 The Member Secretary, Andhra Pradesh Pollution Control Ex-officio Member Board 4 The Managing Director, Andhra Pradesh Industrial Ex-officio Member Infrastructure Corporation 5 The Commissioner & Managing Director, A.P. Founded in 1979, the SLPA has grown to be a leader in the world of shipping and commerce, a respected organisation where governance, environmental responsibility and our commitment to the future of Sri Lanka and its people have guided our voyage of success. While our goal to create value for all our stakeholders remains a priority, we also pride ourselves on our commitment to national development, investing into local communities in a bid to enhance livelihoods and bring life’s opportunities to people, island-wide. The Port of Colombo has been administered since 1913 by the Colombo Port Commission, which is responsible for the supply and maintenance of cargo-handling equipment and other infrastructure, pilotage services, docking and shipping. The Sri Lanka Ports Authority was constituted under the provisions of the Sri Lanka Ports Authority Act, No. 15 of 1979 (subsequently amended by Act No. 7 of 1984 and Act No. 35 of 1984) on the 1st of August 1979, effecting the merger of the Colombo Port Commission Department and the two existing statutory Corporations. -

The surveys were undertaken by Maldivian placement recipients, fee-paying volunteer citizen scientists from around the world and staff from Biosphere Expeditions. Surveys using the Reef Check methodology concentrated on re-visiting permanent monitoring sites that have been surveyed in Ari atoll, central Maldives, since 2005 for some sites, and every other year since 2011. The surveys were carried out 14 months after the El Niño coral bleaching event in 2016. Coral cover for all North Ari sites combined varied between 52% and 0% with a mean of 21% cover. Inner Ari atoll reefs (mean 4% cover) have been more severely affected by bleaching than the outer reef sites (mean 37%) over this 14-month timeframe. Some inner reefs (e.g. Kudafalhu), which had previously been affected by coral-damaging storms in 2015, Crown-of-Thorns infestations and bleaching in 2016, had extremely low coral cover (under 2%). -

It has enabled States that may be affected by environmentally degrading activities of other States to take safeguard actions in a successful manner. Furthermore this evolving new law of international responsibility attempts to strike a careful balance between international environmental protection and the principle of territorial sovereignty. This is a very interesting and thought provoking area of research and to my humble delight my supervisors Professor Betsy Baker of Harvard Law School and Dr. Francois Bailet of UN Division for Ocean Affairs and the Law of the Sea responded with great enthusiasm. I sincerely say that I am deeply indebted to both of them for their valuable review of my work and the great support extended to me in performing my task. Figure 8-16 Warehouse Logistics Process Three main flows can be identified: • Incoming flow: products or goods discharged from a truck or unloaded from a container. • Warehousing cargo flow: storage of the palletised goods within the warehouse and – if applicable – registration/follow-up of additional value added activities like re-packing, labelling, price-marking, etc. • Outgoing flow: products or goods leaving the warehouse via truck or loaded into a container. The use of pallets is one of the basic and most fundamental requirements of modern warehousing activities and operations. All incoming cargo or products that are not yet palletised need to be stacked on (standardised) pallets during or directly after unloading a truck or un-stuffing a container. A dedicated follow-up of pallet stock management is of paramount importance to carry on the logistics activities. After palletising the goods, the content of each pallet needs to be inventoried and this data needs to flow into the warehouse management system. -
