IFB 13-40-01 PURCHASE & DELIVERY OF ONE (1) CCTV Truck

BID DESCRIPTION AND BIDDING REQUIREMENTS:

The Town of Needham (Town) is circulating this invitation for bids with the intention of acquiring bids for the Purchase and Delivery of One (1) CCTV Truck for use by the Town’s Water, Sewer and Drains Division.

All bids are subject to the provisions of M.G.L. Chapter 30B.

The bidder shall submit his/her bid proposal on the bid form supplied within these specifications. All bid proposals shall be signed correctly with ink. All bid proposals shall be submitted to the Director of Public Works, Town of Needham, 500 Dedham Avenue, Needham, Massachusetts 02492. Each proposal shall be sealed in an envelope on which is clearly indicated the Company Name and Address, Bid for Purchase and Delivery of One (1) CCTV Truck, IFB 13-40-01, Bid Due Date: August 16, 2012 @ 10:00 AM. All submitted bids shall include the Invitation for Bids IFB 13-40-01, Bid Description, Bid Specifications and Bid Form.

If forwarded by mail, preferably by registered mail, the above-mentioned envelope shall be enclosed in another envelope, which shall be addressed to the Director of Public Works, Town of Needham, 500 Dedham Avenue, Needham, Massachusetts 02492.

Bid Proposals received at the Administration Office of the Director of Public Works after the time of opening of bids designated in the Procurement Schedule will be returned to the bidder unopened.

Bid Proposals will be publicly opened and read at the date, time and place indicated in the Procurement Schedule. Bidders, or their authorized agents, are invited to be present.

Before any contract is awarded, the bidder may be required to furnish a complete statement of the origin, composition and manufacturer of all materials to be supplied under his/her proposal.

In the event that changes/additions are made to this Invitation for Bids (IFB), addenda will be issued. Addenda will be emailed to every potential responder on record as receiving the bid package, if an email address is not available then it will be faxed, if a fax number is not available then it will be mailed first class via USPS.

The Bidder shall be satisfied as to the requirements of the contemplated services to enable intelligent preparation of this bid. The Bidder shall be familiar with all the IFB documents before submitting the bid in order that no misunderstanding shall exist in regard to the nature and character of the contemplated services to be performed. No allowance will be made for any claim that the bid is based on incomplete information. Inquiries concerning any part of this IFB shall be directed to the individual(s) listed under the Procurement Schedule. Bidders should note that oral communications are not binding on the Town. Questions must be sent in writing and may be delivered by hand, fax or email as referenced under the Procurement Schedule by the deadline. The Town will respond to written questions that are received by the deadline and will forward responses to all persons who are on record as receiving the bid package. Questions received after the due date will not be responded to unless the Town determines it is necessary.

All prices quoted shall be for materials and/or services delivered to the Department of Public Works, 500 Dedham Avenue, Needham, MA 02492. Discounts for payment within stipulated time periods will not be considered in the comparison of bids. Any adjustment of said prices shall be outlined in sufficient detail to allow intelligent comparison of bids. Any decrease in the price of materials and/or services during the period of the contract shall be to the advantage of the Town.

Insurance: The selected vendor will be required to supply Proof of Insurance listing the Town of Needham as additionally insured on an annual basis. See sample Short Form Agreement on the Town’s website for qualifying coverage amounts.

Vendor Selection: The Town will review all bids, and will award the contract to the lowest responsive and responsible bidder. The Town reserves to itself the right to accept or reject any and all bids, or to allow or deny variations from these specifications. Such actions will be deemed to be in the best interest of the Town. Unless sooner rejected or accepted, all bid proposals must be firm and continue in effect for thirty calendar days (30) following the date of bid opening.

Upon vendor selection, the Town of Needham will mail to the selected vendor, three (3) contracts to be executed by the vendor and returned to the Town of Needham with the appropriate insurance certificates. The Town of Needham will then counter execute the three (3) contracts and return one complete contract to the vendor. A sample Short Form Agreement prepared by Town Counsel of the Town of Needham is available on the Town’s website. The selected vendor or vendors will be required to sign the Short Form Agreement, or a contract in substantially similar format.

BID SPECIFICATIONS

These specifications are intended to describe a replacement CCTV Truck. The unit is to be used by the Department of Public Works, in accordance with the terms of this invitation to bid.

The equipment offered in the bid must be new and unused. The bidder must furnish and install all equipment and accessories usually considered to be standard for this type of equipment. The bid must be accompanied by a copy of these specifications, and the bidder must set forth in the space provided herein, the detailed information required. The manufacturer’s bulletins and warranties must accompany the bid.

The bidder must indicate either compliance or non-compliance to the specifications by checking either the "YES" or "NO" column to the right of the specification. Exceptions to the specifications, together with all compliant and/or non-compliant substitutions, shall be described in detail by the bidder under Item 11.00.

The Bidder must bid on all items of these specifications.

ESRI GIS MODULE SOFTWARE

The pipeline data acquisition system and TV inspection system shall be provided with a software module to allow bi‐ directional integration with ESRI's ArcGIS software. The ArcGIS integration module shall be supplied from an Authorized ESRI Business Partner to ensure compatibility with ArcGIS products. The software shall include an ArcGIS Integration wizard to synchronize assets between the data acquisition system and ArcGIS and shall include the following features (minimum):

ArcGIS Integration The ArcGIS Integration shall provide the ability to: ∙Import/export asset attribute and spatial information to/from the data acquisition system or ArcGIS from shape files, feature classes, or personal geo‐databases. ∙Import all or part of the asset attribute information from ArcGIS to populate the data acquisition systems' database. ∙Select an asset on the map in the data acquisition system with a single mouse‐click. ∙Start an inspection from the selected asset on the map. ∙Create a new project from a selected asset or a group of selected assets from the map in the data acquisition system. ∙Locate a specific asset selected in the Project Navigator on the Map View in the data acquisition system. ∙Locate a specific asset selected on the Map View in the Project Navigator in the data acquisitions system. ∙Filter by Main, Node, and/or Lateral asset attributes on the Map View. ∙Estimate GIS coordinates on all main inspection observations (assuming a starting node coordinate exists)

∙The software program shall include a feature that allows the user to import sewer main, sewer node, and lateral asset information from ArcGIS. ∙User shall be able to select sewer main assets in GIS and, if needed, the related upstream and downstream sewer nodes and lateral assets, or selected sewer node assets of different types, and then import that data into the data acquisition system. ∙User shall be able to import assets, lateral assets lengths, and other information into the data acquisition system. ∙The asset shall be converted into data that is compatible with the geographic coordinate system. ∙Both an "import" and "export" profile shall be provided in the software to strictly control the attributes exchanged between the systems. (the export profile shall be password protected) ∙The "import" and "export" profiles shall allow for data type conversions when the source and destination field types are not the same. (i.e. allow for data type conversion of a float to an integer) ∙Imported asset data from GIS, as well as exported asset data to GIS shall be filterable to bring in all asset data (full asset inventory) or just certain selected assets. ∙If the asset does not exist in the data acquisition system or was not previously imported in the database, a new asset shall be created in the data acquisition system. ∙If the asset already exists in the data acquisition system or was previously imported in the database, the asset attributes and spatial coordinates shall be updated to reflect the fields mapping properties. ∙If the asset does not exist in the data acquisition system or was not previously imported into the database, the user shall be able to import only the new assets.

Map View Plug‐In ∙An ArcGIS map shall be displayed in the data acquisition system by selecting the map document file in the standard Open File dialog that supports MXD (Map Document) and PMF (Published Map) file types. ∙The selected map file will immediately be loaded in the data acquisition system and saved as default in the plug‐in options for future use. ∙User shall able to select specific feature(s) on the map using the mouse. ∙User shall be able to zoom to a specific asset that has been selected in the Project Navigator tree. ∙User shall be able to zoom to a specific asset in the Project Navigator tree that has been selected on the map ∙User shall be able to create a new project by selecting single or multiple assets on the map. ∙User shall be able to start an inspection from an asset selected on the map. ∙User shall be able to filter assets by Main, Node, or Lateral asset attributes on the Map ∙User shall be able to create projects from filtered selections on the map.

COMPACT TRAC TRANSPORTER MULTI‐CONDUCTOR, FOR 6"‐15" PIPE

A self‐propelled camera transporter shall be provided for inspecting pipelines ranging from 6" relined to 15" in diameter with major offsets and protruding laterals. The transporter assembly shall be designed with the ability to automatically position the camera and lighting system to the centerline of the pipe being inspected while providing protection from offsets and in‐line obstructions.

Tractor / Camera length not to exceed 23.5" with the optical zoom pan & tilt camera mounted or the unit will be deemed not acceptable.

∙The tractor shall provide line entry through inverts with limited space and traverses 22, 45, and 90 degree sweeps in smaller diameter lines. ∙The width of the transporter shall not exceed 4.25" to enable full pan and tilt / zoom capabilities in 6" relined pipe or the unit will be deemed not acceptable. ∙The tractor shall include a built‐in connector, protective housing, and locking connector to be engaged or disengaged with a "T" handle for direct insertion and removal of the optical zoom pan & tilt camera. No camera interface cables shall be required.

Tractors that require exterior interface cables for the camera will be deemed not acceptable.

∙Shall include a waterproof motor with bulkhead connector to protect against leaks and motor damage. ∙Shall be equipped with a dual fastened, rubber cleat, and power track drive system designed to maximize traction in each pipe size and ensure cleat life; contoured high traction cleats shall provide maximum wall contact for greater traction. ∙Shall be equipped with self‐propelled power forward, power reverse, and free wheel capabilities to provide high‐speed retraction without running over the cable and easier to back out of a dropped manhole. ∙Shall have full, variable speed in power forward or power reverse modes. ∙Shall be capable of inspecting pipes 6" relined to 24" in diameter (See Weighted Track Width Adjustment Bars below). ∙Shall have speed and direction controlled from the control console; user shall have the ability to optimize inspection speed to match the pipe size and conditions. ∙Shall include self‐cleaning, agricultural type, steel sprockets to provide maximum performance in mud/ sand and to prevent chain binding. ∙Shall include a heavy‐duty drive motor specifically designed to meet the power requirements of the system, regardless of size of pipe being inspected. ∙Shall be retrievable in the free wheel mode by the video cable reel to reduce the normal wear on the drive motor and drive train by 50%. ∙Shall include a kit containing additional chain links. ∙The transporter, when used with the pan and tilt optical zoom camera III, shall fit into a 6" diameter relined pipe and will have the ability to operate in 6" or 8" diameter pipe with offsets.

All transporter / optical zoom camera combinations that are unable to operate in 6" diameter relined pipe will be deemed unacceptable.

Weighted Track Width Adjustment Bars ∙Weighted track extenders shall be provided to position the camera and lighting system to the centerline of the pipe being inspected; shall provide greater weight for increased traction and shall increase the bottom clearance as the pipe diameter increases. ∙Weighted adapters shall be 'Quick Change' with one heavy‐duty fastener and 2 ‐ 3/8" diameter pins for structural support. ∙Various types and quantities of shaft extenders and pipe adapters shall be provided for 6" relined to 15" pipe sizes. ∙Transporter weights shall increase for each pipe size as follows:
