Assam State Disaster Management Authority ASSAM STATE DISASTER MANAGEMENT AUTHORITY KARIMGANJ , ASSAM (2012-2013) 1 PREFACE The Multi Hazards District Disaster Management& Response Plan (MHDDMP) is a comprehensive document of district profile and the battery of activities and functions of the District Administration along with other members of District Disaster Management Authority (DDMA) and District Disaster Management Committee, Karimganj to cope with any disaster that may visit the district. This plan gives a set of guidelines for the District Disaster Management Authority who will discharge their duties in the event of any disaster. The DDMP has highlighted a set of guidelines for some particular Government Departments who are the first responder before, during and after a disaster. In addition to this, the other members/organizations of the DDMA and DDMC will be directed by the District Administration, Karimganj to perform their functions as situation demands. These guidelines are illustrative, not exhaustive. The DDMA and other officers, members of the NGOs and others may require to perform any duties according to demand of the situation, and nature of calamity. However, I believe, this Plan will act as a handy reference paper for the officers and the members of the public. I am thankful to Shri S.N. OBJECTIVE OF THE PLAN The Karimganj District lies in highly vulnerable seismic zone i.e. Zone-V and moreover the district is highly flood and cyclone prone. Almost every year heavy flood occurs and creates a great havoc to the lives and infrastructure. Presently, the large-scale erosion makes the life miserable of riverside people. So, there is a need of outlining a comprehensive disaster management plan keeping in view the available resources to streamline the services before, during and after any disaster strikes. Objectives: i) To plan, organize and execute the disaster management operation covering both rural and urban areas of the district in a systematic manner. ii) To sensitize and prepare people of every locality so that they can initiate disaster management tasks/services on their own at least for some time after occurrence of any calamity . iii) To streamline the services of all concerned Government. line Departments both for administrative and operational purposes in a disciplined and cohesive manner. iv) To coordinate and utilize the services of the voluntary organizations, NGOs. CBOs, civil societies, clubs, NCC, NSS, Army/NDRF, Paramilitary forces as and when situation demands. 1.1. Person/Agency responsible for formulation and implementing the plan. The District Administration, Karimganj with the help of District Disaster Management Authority and District Disaster Management Committee, Karimganj formulates the plan. The concerned agency will update the plan in every year. The plan will be carried out by the concerned Government line depts./ NGOs etc. those who will be entrusted to carry out the disaster management tasks. 1.2 Disasters Types of Disasters: (Experienced in the Karimganj District) Common Natural Disasters Man Made disasters Cyclone Boat capsize Flood Fire- House / Forest Earthquake Accident- Road/ Railway 1.3 DISTRICT DISASTER MANAGEMENT AUTHORITY AND DISTRICT DISASTER MANAGEMENT COMMITTEE--- AS PER THE GOVT. LETTER NO No.RGR/DM/6/2008/67-11, Dated 24th July 2008 and as per provision of Section 20(1) of National Disaster Management Act 2005, the Governor of Assam is pleased to constitute the State Disaster Management Authority for Karimganj district as follows: 1. Deputy Commissioner- Chairperson 2. Chairperson, Zilla Parishad- Co-Chairperson 3. Chief Executive Officer of the District Authority- Member Secretary Shri S. N. Singh , ADC (Disaster Management) . 4. Superintendent of Police- Member 5. Chief Medical Officer- Member 6. Executive Engineer PWD(Raods and Building) – Member 7. Executive Engineer, Water Resources – Member 4 Besides the above, the Heads of all departments concerned with the management of disasters in the district such as Civil Defence, Food & Civil Supplies, Agriculture, Panchayat & Rural Development, Power, Irrigation, and Sports & Youth Welfare will be special invitees to all meeting of the District Disaster Management Authority. Besides all MLAs of the District are also the special invitees in DDMA. The Committee shall discharge all functions as laid down in the National Disaster Management Act, 2005.     Report on the outcome of the Workshop Held on 14th June, 2016 To discuss on the findings of the study titled ‘Flood Damage Mitigation Measure for Barak Valley In South Assam including effects of Climate Change’ 1. Introduction: Assam State Disaster Management Authority (ASDMA) had conducted a study “Flood Damage Mitigation Measures for Barak Valley in South Assam, including Effects of Climate Change” in collaboration with National Institute of Technology, Silchar. Moreover NIT, Silchar had partnered with IIT, Guwahati for undertaking the climate change componentfor the project. The final report of the study was submitted in the year 2014. The report comprised of study findings along with suggestions, short and long term for flood mitigation measures in Barak Valley. To take forward the study findings, the executive summery along with short and long term solutions were submitted to the concerned Departments viz. Water Resources Department, Soil Conservation Deptt, Agriculture Department, Department of Environment, Forest & Climate Change and Inland Water Transport Department for taking necessary action. To review and understand the actions taken by concerned department in this regard, ASDMA organized a half-day workshop on 14th June, 2016 at ASDMA Conference Hall where the finding of the study were presented by Prof P.S. Choudhry, Civil Engineering Department, NIT, Silchar and also discussed suggestions regarding the implementation of the same.ASDMA also presented regarding the short & long-term goals and highlighted department-wise modalities in its implementation. The workshop was attended by 34 officials from various concerned departments and participated in the group discussion held to take stock of the actions taken and explore the strategy for future planning that would be helpful towards mitigation of flood in Barak valley.

The condition of these uprooted people was very miserable who left behind their ancestral property. It was a very difficult task on the part of the Government to provide rehabilitation of the refugees. However with the effort of the Central Government colonies were established for the rehabilitation of the refugees. Indian Tea Association (ITA) extended their helping hand in this regard and allotted surplus land for the settlement of the refugees. In Barak Valley initially in 83 tea gardens refugees were given rehabilitation. The paper will deal in depth with the rehabilitation of the refugees in ITA colonies in South of Assam based on primary and secondary sources. Agriculture – world – wide is a crucial determinant of the Livelihoods of farmers and rural communities. Agricultural growth – throughout history has been the pro-genitor of broad-based economic growth and development. It is well recognized that increase in agricultural production must proceed essentially through increased production of farm level efficiency. There is subsequent requirement to strengthen the resources wherewith the farmers can raise their production efficiency and consequently their total productivity. Given this backdrop, the present paper makes a holistic effort to analysis the performance of the farmers in Barak valley region of Assam, which very often been overlooked by the policy makers. Depending on the three districts of the valley, a sample of 500 primary level data was collected through a structured questionnaire. The collected data were analyzed through various statistical techniques such as mean, standard deviation, t-test, ANOVA and Correlation. Findings of the study revealed that there exists ways to improve Farmers level of efficiency with the existing level of inputs and the modern technology. Introduction: Agriculture throughout the world is still single most important human activity.
