Had Conducted a Study “Flood Damage Mitigation Measures
Report on the outcome of the Workshop Held on 14th June, 2016 To discuss on the findings of the study titled ‘Flood Damage Mitigation Measure for Barak Valley In South Assam including effects of Climate Change’ 1. Introduction: Assam State Disaster Management Authority (ASDMA) had conducted a study “Flood Damage Mitigation Measures for Barak Valley in South Assam, including Effects of Climate Change” in collaboration with National Institute of Technology, Silchar. Moreover NIT, Silchar had partnered with IIT, Guwahati for undertaking the climate change componentfor the project. The final report of the study was submitted in the year 2014. The report comprised of study findings along with suggestions, short and long term for flood mitigation measures in Barak Valley. To take forward the study findings, the executive summery along with short and long term solutions were submitted to the concerned Departments viz. Water Resources Department, Soil Conservation Deptt, Agriculture Department, Department of Environment, Forest & Climate Change and Inland Water Transport Department for taking necessary action. To review and understand the actions taken by concerned department in this regard, ASDMA organized a half-day workshop on 14th June, 2016 at ASDMA Conference Hall where the finding of the study were presented by Prof P.S. Choudhry, Civil Engineering Department, NIT, Silchar and also discussed suggestions regarding the implementation of the same.ASDMA also presented regarding the short & long-term goals and highlighted department-wise modalities in its implementation. The workshop was attended by 34 officials from various concerned departments and participated in the group discussion held to take stock of the actions taken and explore the strategy for future planning that would be helpful towards mitigation of flood in Barak valley. -

STATEMENTS SHOWING DETAILED ALLOCATION FOR GENARAL AREAS FOR EACH YEAR PERID 2007- 08 TO 2009-10 UNDER AWARD OF THE TFC SFC CELL UNDER FINANCE (EA) DEPARTMENT GOVT. OF ASSAM, BLOCK –F, DISPUR, ASSAM Note on the allocation framework The TFC earmarked funds for Local Bodies among the States as per inter-se allocation formula assigned by the TFC, but the allocation of funds among the various Local Bodies and also those in excluded areas of the States was left to the discretion of the respective State Government. In regard to inter-se distribution of grants under the award of TFC among the PRIs & ULBs in General Areas, the Government of Assam has adopted the formula enunciated by the Third Assam State Finance Commissions for the years 2007-08 to 2009-10. Since the State Cabinet already approved the inter-se distribution formula among the each unit of PRIs and ULBs enunciated by the TASFC, the Chairman of the HLC has accepted the same formula for distribution of TFC grants for Local Bodies for the period 2007-08 to 2009-10. As the sixth scheduled areas of Assam being outside the purview of SFCs, the principles of inter-se distribution as recommended by TASFC are not applicable to such areas. Hence, in order to extend the benefits of TFC award to the excluded areas. i.e. KAAC, NCAC and BTC, the Government of Assam has decided to apportion the amount of TFC grants between the General and Sixth Schedule Areas in the following manner. It has been decided to allocate the TFC grants to BTC and the Autonomous District Councils of Karbi Anglong and N.C Hills on the same principle as in case of allocation of State Plan outlay. -

RAJDEEP ROY TO BE ANSWERED IN LOK SABHA ON 27.11.2019 REGARDING BROAD GAUGE TRACKS IN MIZORAM (a): Silchar to Sairang Broad Gauge line comprises of 3 projects. Status of these projects is as under: (i) Silchar - Katakhal section (19.71 km) is a part of main Gauge Conversion project [Lumding - Badarpur - Katakhal - Silchar (210 km), Badarpur - Kumarghat (118 km), Arunachal - Jiribam (50 km) and Material Modification for Gauge Conversion of Baraigram - Dullabcherra (29.40 km), Karimganj - Maishashan (10 km) and Karimganj byepass line (3.50 km)]. Gauge Conversion of Lumding - Badarpur - Katakhal - Silchar section was commissioned in November, 2015 and the complete project has been commissioned in November, 2017. (ii) Katakhal - Bhairabi Gauge Conversion project (84 km) was commissioned in May, 2016. (iii) Bhairabi - Sairang New Line (51.38 km): Project was sanctioned in 2008- 09. Latest anticipated cost of the project is `5021 crores. -

Settlement of East Bengal Refugees in Tea Gardens of South Assam on Historical Perspective (1947-1960)

II || May 2020 || PP 38-43 Settlement of East Bengal Refugees in Tea Gardens of South Assam on Historical Perspective (1947-1960) Leena Chakrabarty Assistant Professor, Department of History Ramkrishnanagar College,Ramkrishna Nagar,Karimganj,Assam Abstract: After partition of India in 1947, large number of refugees , victims of communal riot in East Bengal ,took shelter in Barak valley of Assam as it was socially, culturally and geographically adjacent to Sylhet. The condition of these uprooted people was very miserable who left behind their ancestral property. It was a very difficult task on the part of the Government to provide rehabilitation of the refugees. However with the effort of the Central Government colonies were established for the rehabilitation of the refugees. Indian Tea Association (ITA) extended their helping hand in this regard and allotted surplus land for the settlement of the refugees. In Barak Valley initially in 83 tea gardens refugees were given rehabilitation. The paper will deal in depth with the rehabilitation of the refugees in ITA colonies in South of Assam based on primary and secondary sources.
