The List of Participants in the 144th OCC Meeting is attached at Annexure – I Shri P.K. Mishra, Member Secretary, NERPC welcomed all the participants to the 144th OCC meeting. He noted the presence of participants from all the utilities except Arunachal Pradesh and Manipur. He reiterated that the pace of PSDF works is very slow and urged them to take the matter seriously, else non-utilized funds may be diverted by MoP. Member Secretary informed that a parliamentary committee had visited NER recently and enquired about the reasons and possible actions regarding trippings & unavailability of power in the region. He directed member utilities to keep detailed records of trippings and remedial actions undertaken in this regard. He also informed that procurement of Protection Database Management System(PDMS) from PSDF has been approved and the tendering will be carried out shortly. Thereafter, Member Secretary requested Shri B. Lyngkhoi, Director/SE(O&P) to take up the agenda for discussion. SE(O&P), NERPC welcomed delegates from POSOCO, M/s SIEMENS and M/s GE and requested them to give presentations on HR-Practices & scopes of improvements for SLDC officials and SAMAST respectively. Further he informed that DPR of ADMS and SAMAST would be finalized by respective group very soon. He requested all the NER States to send the complete DPRs to NPC & NLDC with a copy to NERPC Secretariat. A. However, due to non availability of stabilizers, MCB etc., the Air Condition is not put in operation. The estimate for procurement amounting @ Rs 5 Lakhs only, based on the L1 offer is prepared for procurement has been put up to the authority for approval. The authority desires that the expenditure be booked from the available sanction amount under PSDF as the accessories is solely for operation of the equipment procured under the PSDF. Members unanimously concurred and requested MePTCL to approach NLDC for booking the cost under suitable head of the already sanctioned amount based on L1 estimate. DGM(AM), NERTS cited POWERGRID experience with regard to TLSA installation. Considering that NER has higher isokeraunic levels compared to the rest of the country, he hoped that TLA installation would be taken up by the states. SE(O&P), NERPC requested NERTS to share the report(s) justifying the effectiveness of installation of TLA, so that state transmission utilities may accordingly proceed. The matter was referred to the PCC forum for preparation of feasibility report and roadmap. 3 Minutes of 144th OCC meeting held on 11th May, 2018 at Guwahati M/s GE presented their ADMS concept to the forum, briefly as follows:- Architecture of the scheme Communication to be used OFC, PLCC, GPRS and LAURA. DMS would be used wherever present. EE, MePDCL informed that DMS usage is not feasible for Meghalaya due to unavailability for most locations. Also it is planned to isolate upto 11kV level in Meghalaya under ADMS to cause the minimum outage and also provide maximum load relief.

Moreover NIT, Silchar had partnered with IIT, Guwahati for undertaking the climate change componentfor the project. The final report of the study was submitted in the year 2014. The report comprised of study findings along with suggestions, short and long term for flood mitigation measures in Barak Valley. To take forward the study findings, the executive summery along with short and long term solutions were submitted to the concerned Departments viz. Water Resources Department, Soil Conservation Deptt, Agriculture Department, Department of Environment, Forest & Climate Change and Inland Water Transport Department for taking necessary action. To review and understand the actions taken by concerned department in this regard, ASDMA organized a half-day workshop on 14th June, 2016 at ASDMA Conference Hall where the finding of the study were presented by Prof P.S. Choudhry, Civil Engineering Department, NIT, Silchar and also discussed suggestions regarding the implementation of the same.ASDMA also presented regarding the short & long-term goals and highlighted department-wise modalities in its implementation. The workshop was attended by 34 officials from various concerned departments and participated in the group discussion held to take stock of the actions taken and explore the strategy for future planning that would be helpful towards mitigation of flood in Barak valley.

Professor. Nilambazar College, Karimgan, Assam, India Abstract Agricultural progress is normally regarded as a pre-requisite of economic development. Agriculture – world – wide is a crucial determinant of the Livelihoods of farmers and rural communities. Agricultural growth – throughout history has been the pro-genitor of broad-based economic growth and development. It is well recognized that increase in agricultural production must proceed essentially through increased production of farm level efficiency. There is subsequent requirement to strengthen the resources wherewith the farmers can raise their production efficiency and consequently their total productivity. Given this backdrop, the present paper makes a holistic effort to analysis the performance of the farmers in Barak valley region of Assam, which very often been overlooked by the policy makers. Depending on the three districts of the valley, a sample of 500 primary level data was collected through a structured questionnaire. The collected data were analyzed through various statistical techniques such as mean, standard deviation, t-test, ANOVA and Correlation. Findings of the study revealed that there exists ways to improve Farmers level of efficiency with the existing level of inputs and the modern technology. Introduction: Agriculture throughout the world is still single most important human activity.

    ASSAM STATE DISASTER MANAGEMENT AUTHORITY KARIMGANJ , ASSAM (2012-2013) 1 PREFACE The Multi Hazards District Disaster Management& Response Plan (MHDDMP) is a comprehensive document of district profile and the battery of activities and functions of the District Administration along with other members of District Disaster Management Authority (DDMA) and District Disaster Management Committee, Karimganj to cope with any disaster that may visit the district. This plan gives a set of guidelines for the District Disaster Management Authority who will discharge their duties in the event of any disaster. The DDMP has highlighted a set of guidelines for some particular Government Departments who are the first responder before, during and after a disaster. In addition to this, the other members/organizations of the DDMA and DDMC will be directed by the District Administration, Karimganj to perform their functions as situation demands. These guidelines are illustrative, not exhaustive. The DDMA and other officers, members of the NGOs and others may require to perform any duties according to demand of the situation, and nature of calamity. The liberation war of 1971 struck this border region with a different, intense emotion. The region, in fact, turned into a battlefield and everyone, without exception, contributed to this war of independence in his or her own way. Doctors, nurses, paramedical staff, students of nursing colleges dedicated themselves to the task of upholding the health and wellbeing of the refugees. The young generation organized meetings and protest marches. Political workers exerted pressure at the state and central levels demanding the diplomatic recognition of Bangladesh. The bureaucrats and administrators, social and professional groups, political bodies merged into the identity of liberation war, and responded fully to the call of ‘Joy Bangla’. In 1971, the simple inhabitants of Barak Valley were related in many ways to the Liberation War. In this article I shall concentrate on those critical days and nights in the light of history. Introduction Cachar, Hailakandi and Karimganj these three districts carry the name ‘Barak Valley’, in the ancient and medieval periods this region was known as Cachar district. In 1971 everyday thousands of refugees entered crossing the bilateral border of Barak Valley. The waves of refugees started entering from the beginning of April 1971. Karimganj district in particular offered shelter and succour to 3 lakh refugees who had crossed over the border during these turbulent times.

Ltd. www.macrographics.com MESSAGE The National Rural Health Mission has fulfilled its promise of one ASHA in every village of the high focus states. With 825,545 ASHAs in the programme, there is one for every 1000 population in almost every part of the country. I am happy to note that this in-depth evaluation of the ASHA programme conducted by the National Health Systems Resource Center in eight States demonstrates that the ASHA appears to have gained acceptability and recognition from the community and health systems alike. In areas such as mobilisation for immunisation and promoting institutional delivery, ASHA have performed well. The evaluation also cautions that the potential of the ASHA to make a difference in outcomes related to newborn and child hood deaths is likely to be limited, unless the necessary skill based training, support and supervisory systems are in place. Empowering the ASHA to truly integrate the multiple roles of community mobiliser, activist and provider of first contact care at the community level is the immediate challenge for the programme. The next challenge is the consideration of how to mesh the voluntary and incentivised functions of the ASHA.
