Letter from the Chairman It is with great pleasure that I present the Dial Before You Dig WA Limited (the Company) Annual Report for the financial year ending 30 June 2017. The Dial Before You Dig service has been in use now in various forms for 30 years in and continues to grow, though the downturn in the resources sector in WA in 2016 had an impact on the use of Dial Before You Dig service with a reduction on enquiries in 2015/16 volumes (from 293,688 in 2015/16 to 265,778 in 2016/17). Since the Company was established as a not for profit company in 1999, the volume of enquiries has increased by over 1,000%. It is pleasing that during this period we have continued to improve our service levels while protecting the assets of our members and improving public safety. There were a number of items of note during the year: • Support of the service remained strong, with a recorded Western Australian use of 103 enquiries per thousand people against the national average of 67 as at 30 June 2016. The marketing strategy continues to be highly successful and well supported; • Membership of the service continued to increase with the signing of 45 new Members (11 Ordinary Members and 34 Associate Members); • Over one third of the asset owner Members are now on automatic response systems with more Members investigating these systems, and ultimately delivering a fast response time to users of the service; • The delivery of over eighty awareness sessions on the benefits from the usage of the Dial Before You Dig service to protect essential infrastructure; and • The vision of “Zero damage to underground assets, Zero impact to the community” guided the Company’s strategy to achieve results in the prevention of damage to assets and associated impacts to the communities served by our Members. The Company remains financially strong, with a current equity of $1.29 million as at 30 June 2017. Our strong financial position, growth in enquiries and efficiency improvements has allowed the Company to maintain the lowest fees in Australia for many years, and return benefits back to our Members. The key objective for the Company throughout this year has been to deliver a value adding service to our Members and Users by helping to protect underground assets in Western Australia. Taking this into account, the following will be our main areas of focus in the coming year: • Work closely with Local Government to encourage membership of the Company to assist the protection of their infrastructure; • Develop and implement strategies and programs to ensure that quality information is provided to the Users of the service; and • Engage and educate the Users of our service to ensure its effective use as well as best practice when operating in proximity to the assets of our members.

1 The Year in Review The usage of the Dial Before You Dig service continues to be well supported. A total of 265,778 enquiries were received in 2016/17 across Western Australia, representing a decrease of 9.5% as compared to the previous year as illustrated by Figure 1.

The financial performance of the Company for the financial year ending 30 June 2017, as depicted in Figure 2 below, has remained solid during the period with Company able to continue to hold its pricing to 2014/2015 levels. The reduction in Revenue is a result of the lower than expected enquiry volumes. The increased Cost of Goods Sold is primarily a result of the new terms from a renewed agreement with a key

service provider. The increased Operating Expenses reflect the full year cost of the new office for Dial Before You Dig as well as an increase to the overall labour service charges from the Association of Australian Dial Before You Dig Services Pty Ltd (AADBYDS) to Dial Before You Dig WA Limited (the Company).

1.1 Membership Growth The Company enjoyed continued strong growth in its membership with thirteen new Ordinary Members and thirty-three new Associate Members joining throughout the financial year. Local Government Authorities were identified as a potential group that would benefit from membership of the Company. Consequently, non-member Local Government Authorities were targeted during the financial year. It was pleasing that six Local Government Authorities recognised the benefits of the service and joined, with a number also considering membership. The number of Members at the end of the financial year 2017 was 320 members. There has been steady growth of Associate Members over the last three years, with Ordinary Member numbers increasing significantly over the last two years. Figure 3: Number of Members per year 350

In addition, the number of Members adopting automated systems to manage their referral volumes has continued to increase as illustrated below. Nearly 97% of the referrals issued in financial year 2017 were managed via automation. 1.2 Marketing and Awareness Education The focus on educational awareness of the key precepts of the safe work practices using the Dial Before You Dig service heavily influenced the marketing activities conducted throughout the year. A snapshot of some these activities are depicted below. Successful displays to promote the service were also conducted at the Dowerin Field Days and several other Trade Expos such as the WA Local Government Association, Master Plumbers Association Trade Shows, Australian Gas Pipeline Association Perth Conference, WA Surveying & Spatial Sciences Conference, and the Perth Garden Festival. The expos were held in various population centres across the State in addition to the metropolitan area. The regional centres covered by the expos and other awareness activities included Dowerin, Bunbury, Busselton, Onslow, Karratha, and Geraldton. In order to maximize this marketing investment, the trips to these expos/trade shows were combined with visits to current and potential Members in the respective areas. In addition to the displays, numerous awareness presentations were conducted during the year, and some with representatives from the Foundation Members of the Company attending to provide further information on the specifics of their assets. The Company continued to promote the Code of Practice developed by the Utility Providers Services Committee of WA (the Committee) that outlines the shared usage of the road reserve among Utility Service Providers. The Company has conducted the printing and distribution of the Code of Practice for the Committee, with it also available for download from the Dial Before You Dig website. Overall the promotional and awareness program continues to deliver good results which underpin the other activities conducted by the team. Figure 4: Awareness and Events
