    LETTER TO G20, IMF, WORLD BANK, REGIONAL DEVELOPMENT BANKS and NATIONAL GOVERNMENTS We write to call for urgent action to address the global education emergency triggered by Covid-19. With over 1 billion children still out of school because of the lockdown, there is now a real and present danger that the public health crisis will create a COVID generation who lose out on schooling and whose opportunities are permanently damaged. While the more fortunate have had access to alternatives, the world’s poorest children have been locked out of learning, denied internet access, and with the loss of free school meals - once a lifeline for 300 million boys and girls – hunger has grown. An immediate concern, as we bring the lockdown to an end, is the fate of an estimated 30 million children who according to UNESCO may never return to school. For these, the world’s least advantaged children, education is often the only escape from poverty - a route that is in danger of closing. Many of these children are adolescent girls for whom being in school is the best defence against forced marriage and the best hope for a life of expanded opportunity. Many more are young children who risk being forced into exploitative and dangerous labour. And because education is linked to progress in virtually every area of human development – from child survival to maternal health, gender equality, job creation and inclusive economic growth – the education emergency will undermine the prospects for achieving all our 2030 Sustainable Development Goals and potentially set back progress on gender equity by years.

In 1983 he became Director of the Institute on International Law at the University of Ljubljana. He was member of the Sub-Commission on Prevention of Discrimination and Protection of Minorities, a UN body of independent experts. In that capacity he served, in 1986- 1992, as the UN Special Rapporteur on the realisation of Economic, Social and Cultural Rights. In 996-1997 he also served as member of the Human Rights Committee. In 1990-1991 he took part in the drafting of the Constitution of the Republic of Slovenia by preparing the draft chapter of the Constitution related to human rights and fundamental freedoms. From 1992 to 2000, Mr. Türk was the first Slovene Permanent Representative to the UN in New York and represented Slovenia on the UN Security Council in 1998 - 1999. In 2000 he was invited by Mr. Kofi Annan, the then Secretary –General of the UN, to serve as UN Assistant Secretary-General for Political Affairs (2000 – 20005). In 2005 he returned to Slovenia as Vice-Dean of the Faculty of Law, University of Ljubljana. In 2007 he was elected President of the Republic of Slovenia from 2007 to 2012. He became member of the Club de Madrid in 2013.

I note that you enjoyed an illustrious career as an academic at the Faculty of Law in Ljubljana, where you headed the University’s Institute of International Law and International Relations. Before your election as President of Slovenia in 2007, you also had a long and impressive career in the United Nations. In 1992 you assumed the position of Permanent Representative of the Republic of Slovenia at the United Nations, where I had the pleasure of sharing common experiences with you, Mr. President. You were also President of the Security Council in August 1998 and November 1999, and you went on to serve for five years as a senior member of the United Nations Secretariat. Mr. President, the Republic of Slovenia is one of the youngest members of the international community, celebrating its 20th anniversary of independence this year. However, its experience of statehood can be traced more than a thousand years back, to the Duchy of Carantania (from the 7th to the 11th century), which was the oldest known independent Slavonic union in this area and has sometimes been regarded by historians as one of the most democratic communities of its time.
