The inaugural Conference Plenary will take place on 19 June, in Strasbourg, with remote and physical participation, in full compliance with the public health situation, and will include presentations on the European Citizens’ Panels and the Multilingual Digital Platform. Ahead of the event, on Tuesday 15 June, Parliament’s Co-Chair of the Conference Board, MEP Guy Verhofstadt, will inform the Constitutional Affairs Committee on the state of play of the Conference. High-Level Conference on Asylum and Migration. EP President David Sassoli will contribute with a video message at the opening and speak at the closing of the second high-level inter- parliamentary conference on migration and asylum. The conference will debate the impact of COVID-19 and the external dimension of migration and asylum policies. Statements by President of Portugal’s Assembleia Eduardo Ferro Rodrigues, President of Slovenia’s National Assembly Igor Zorčič and President of Germany’s Bundestag Wolfgang Schäuble will also take place at the opening. Commission Vice-Presidents Margaritis Schinas will deliver keynote speech (Monday). Protection of EU budget/OLAF. MEPs in the Budget Control Committee will discuss the European Anti-Fraud Office’s (OLAF) 2020 activities in its fight to protect the EU budget, including over 200 investigations closed and more than €293 million recommended for recovery, with its Director-General Ville Itälä (Tuesday). Single European Sky. The Transport and Tourism Committee will set its negotiating position on the reform of the Single European Sky. The new rules aim to modernise Europe’s air traffic management, improve efficiency and capacity as well as reduce fragmentation, flight delays and CO2 emissions in the aviation sector (Thursday). President’s diary. EP President David Sassoli will sign into law the EU digital COVID certificate with Portugal’s Prime Minister António Costa and Commission President Ursula von der Leyen, followed by a joint statement, on Monday.     Legislative Power of the European Parliament Committees: Plenary Adoption of Committee Reports Nikoleta Yordanova European University Institute [email protected] Paper prepared for the 11th Biannual Conference of the European Union Studies Association Los Angeles, California, 23-25 April 2009 This paper questions the claim that the European Parliament (EP) is a legislature with strong committees. It examines to what extent the plenary adopts committee reports as the official parliamentary legislative positions under codecision. The committees’ impact is expected to be substantially weakened when an informal early agreement is reached with the Council. Furthermore, following the predictions of congressional theories, committees are expected to be more successful if the legislators drafting their reports have no special outlying interests, have relevant expertise, and are affiliated with big party groups. These hypotheses are tested on an original data set on all codecision reports which passed first reading in the 6th EP so far (2004- 2009). The findings suggests that indeed informal trilogue agreements significantly undermine committees’ legislative influence, which is somewhat counteracted by the expertise of rapporteurs. First draft. Introduction For over a decade the European Parliament has served as an equal co-legislator with the Council of Ministers in drafting the European legislation falling under the codecision procedure. The latter procedure has significantly changed since it was first introduced in the Maastricht Treaty (1992). Most importantly, the Amsterdam Treaty (1999) abolished the Council’s ability to reinstate its position after three readings of unsuccessful negotiations with the EP and allowed for an early conclusion of codecision acts already in the first reading.

    LETTER TO G20, IMF, WORLD BANK, REGIONAL DEVELOPMENT BANKS and NATIONAL GOVERNMENTS We write to call for urgent action to address the global education emergency triggered by Covid-19. With over 1 billion children still out of school because of the lockdown, there is now a real and present danger that the public health crisis will create a COVID generation who lose out on schooling and whose opportunities are permanently damaged. While the more fortunate have had access to alternatives, the world’s poorest children have been locked out of learning, denied internet access, and with the loss of free school meals - once a lifeline for 300 million boys and girls – hunger has grown. An immediate concern, as we bring the lockdown to an end, is the fate of an estimated 30 million children who according to UNESCO may never return to school. For these, the world’s least advantaged children, education is often the only escape from poverty - a route that is in danger of closing. Many of these children are adolescent girls for whom being in school is the best defence against forced marriage and the best hope for a life of expanded opportunity. Many more are young children who risk being forced into exploitative and dangerous labour. And because education is linked to progress in virtually every area of human development – from child survival to maternal health, gender equality, job creation and inclusive economic growth – the education emergency will undermine the prospects for achieving all our 2030 Sustainable Development Goals and potentially set back progress on gender equity by years.

    An Inclusive, Global Strategy to #LeaveNoOneBehind during and after COVID-19 Speaker’s Biographies Speaker Biography Danilo Türk President of Slovenia Danilo Türk (1952) has a BA in Law from the University of (2007-2012) Ljubljana in 1975, an MA from the University of Belgrade Club de Madrid President (1978), and a PhD from the University of Ljubljana. In 1983 he became Director of the Institute on International Law at the University of Ljubljana. He was member of the Sub-Commission on Prevention of Discrimination and Protection of Minorities, a UN body of independent experts. In that capacity he served, in 1986- 1992, as the UN Special Rapporteur on the realisation of Economic, Social and Cultural Rights. In 996-1997 he also served as member of the Human Rights Committee. In 1990-1991 he took part in the drafting of the Constitution of the Republic of Slovenia by preparing the draft chapter of the Constitution related to human rights and fundamental freedoms. From 1992 to 2000, Mr. Türk was the first Slovene Permanent Representative to the UN in New York and represented Slovenia on the UN Security Council in 1998 - 1999. In 2000 he was invited by Mr. Kofi Annan, the then Secretary –General of the UN, to serve as UN Assistant Secretary-General for Political Affairs (2000 – 20005). In 2005 he returned to Slovenia as Vice-Dean of the Faculty of Law, University of Ljubljana. In 2007 he was elected President of the Republic of Slovenia from 2007 to 2012. He became member of the Club de Madrid in 2013.
